Customs Information

The United Kingdom takes national security very seriously, especially after the Carthage Incident where a terrorist detonated a nuclear device outside the city of Carthage and thus wrecking most of the once prosperous tourist city. Since the Carthage Incident, the United Kingdom has instituted strict measures to enforce its border security, made somewhat easier by the thousands of kilometers between the Home Islands and the nearest foreign landmass.

For individuals wishing to travel to the United Kingdom, a valid passport is required as well as a visa and a form of national or regional identification from the country of origin (i.e. driver’s license, national identification card, et cetera.)

For individuals wishing to travel to the United Kingdom from the Republic of Pacitalia, in accordance with a bilateral customs treaty a valid passport and driver's license will suffice to enter the United Kingdom.

On the behalf of His Majesty’s Government, the United Kingdom welcomes the offers made by the Khailfah and would be honoured to house an embassy in the capital Imperium in our renowned Diplomatic Quarters, bordering the New Thames River with a view of the mountains to the west. The properties are moderately sized and we would like to offer you No. 22 King John St., which faces the river properly and can house comfortably a staff of upwards of eighty individuals. The Sultan’s envoy shall be granted diplomatic immunity and the embassy the status of an extraterritoriality of the Khailfah.

On the behalf of His Majesty’s Government I am honoured to accept the exchange proposal offered by your government, the Prime Minister being quite certain that the exchange will only benefit both our peoples and both our nations. We will prepare a compound in our Diplomatic Quarters in the capital city Imperium for your use. The property abuts the New Thames River and provides staff and residents with excellent views of the mountains to the west behind which the sun sets everyday, a truly beautiful sight if I may say so myself.

About the technical details, your proposals is acceptable under the guidelines established by the Ministry of Foreign Affairs and at this time the Ministry is preparing a draft for a counterproposal that shall be roughly similar to your own. And although embassy security for the United Kingdom requires thirty-five guards and a support staff of approximately fifty individuals we are willing to lower our security detachment to thirty men.

The Democratic Capitalist Republic of Pacitalia

Country Information: The Republic of Pacitalia is situated on Foringana and has coasts on both the Amarenthian Sea and Il Marazuli. The country shares common values and beliefs with regards to government transparency and accountability as well as in areas of the economy. Featuring the unique bicameral constitutional democratic republic system of government, the nation’s political system is different than that of the Westminster system used in the United Kingdom though this has little bearing on the status of the Pacitalian government as elections are held regularly and are consistent with the United Kingdom’s standards for democracy. As a market-orientated country with a high per capita income, the nation maintains significant tourism facilities and can provide visitors with high-end consumer goods and services.

Entry/Exit Requirements: A passport and driver’s license/student identification card/national identification card is required. Visas are required for stays longer than three months. For more information contact the Embassy of the Democratic Republic of Pacitalia in Imperium. Pacitalia also maintains consulates in Breningrad, Philadelphia, Portsmouth, Artega, Caliz, Regal, and Port Hamptonshire. Dual citizenship is permitted

Safety and Security: Pacitalia is internationally known for its nearly unparalleled level of safety. The once dangerous region of Margheria has settled in recent years although rallies and protests are quite common, though peaceful. Peaceful protests and rallies can also be found throughout the whole of Pacitalia in keeping with it high degree of civil liberties, and while His Majesty’s Government does not advise taking part in such demonstrations, there is often very little risk due to their peaceful nature.

Crime: Crime, when compared to the rest of the world, can be ranked as low in Pacitalia. Indeed the most serious threats against persons from the United Kingdom are to be found from pick-pocketing and purse-snatching. Tourists should take common-sense precautions and should generally be aware of their surroundings at all times, a simple example is to keep one’s most necessary belongings in a money belt concealed underneath the shirt or jacket. And while the element of crime is minor in Pacitalia, it is not non-existent.

Victims of Crime: Upon the theft of one’s passport and/or identification card immediately contact both the local police and the nearest UK embassy or consulate. If you the victim of a crime while traveling abroad contact both the local police and the nearest UK embassy or consulate for assistance with, but not limited to, legal aide, finding medical care, contacting relatives, and transferring funds.

Medical Facilities: It is important to note that unlike the United Kingdom, all healthcare services in Pacitalia are privatized and all travelers to Pacitalia are advised to make sure their insurance plans are valid with the hospitals in their areas of stay as well as ensuring their policies cover injuries sustained outside of the United Kingdom. Like most wealthy, industrialized nations, larger hospitals are staffed 24/7 as are other larger emergency services.

Traffic Safety and Road and Rail Conditions: Pacitalia has an extremely well-developed highway system renowned for its state of the art use of digital display devices to simplify driving. A crucial difference that all UK citizens should be aware of is that unlike the UK where traffic moves on the left hand side of the road, in Pacitalia the traffic moves on the right hand side. If Azazians are uncomfortable with the prospect of driving on the right hand side of the road they would be better off to make use of public transportation. Roads in Pacitalia are generally extensive and well maintained, with stoplights featuring modern flat screens that change their colour according to the pattern in force, the colours are slightly different than the UK. Whereas UK drivers will be accustomed to blue signifying right of way, in Pacitalia the light will be green. It cannot be sufficiently mentioned that all UK citizens should take note of the traffic moving in the opposite direction as there are numerous incidents each year involving Azazian citizens who forget the difference.

Aviation Safety: The Ministry of Aviation has concluded that Pacitalian airlines meet the rigorous standards of safety as outlined by the Revised Aviation Safety Act of 1998.

Criminal Penalties: While overseas, citizens of the United Kingdom are bound by the legal system of that country, including its laws and regulations that may differ significantly from those found in the United Kingdom and those found in breach of said laws may not always be entitled to the same legal protections as afforded to those under the UK legal system. Persons arrested for similar crimes may find themselves facing widely different penalties. In all situations, UK citizens should carry a copy of their passport at all times to prove their UK citizenship if questioned by authorities.

ooc: The United Kingdom historically prefers to avoid entering into alliances obligating a military defence of other members. In the past, the UK (then the Commonwealth of Azazia) found itself drawn into a war that was not popular at home and which in UK forces did not fare so well against a much stronger opponent. (This happened before I returned, and unfortunately I cannot recall who the nation was...) Additionally, the UK belonged to an organisation known as the Ur Trade Pact, which had initially brought great economic benefits to the UK - but over time the organisation evolved from a non-militaristic economic alliance into an economic alliance that backed its members with military force. At this point, the UK pulled out and soon after the UTP began a large war, which, from what I understand, all but dissolved the organisation. Lastly, the great degree of isolation of the Home Islands, geographically speaking (laying thousands of kilometers from land) creates in the average citizen a feeling of near xenophobia. Most people don't want to be involved in foreign affairs as the UK is rather prosperous of its own design - and so traditionally the people don't elect political parties that espouse alliance memberships and such. One of the critical points of contention in my last election actually was then Prime Minister Tetley's agreeing to join NATO upon request of the organisation - and due to that and other reasons his party lost its majority in Parliament.

ooc: Due to the former strict isolationist policy, ie the time before I played the nation on NS (as I've done so outside NS for some time) the United Kingdom nationalised many arms industries and then passed legislation forbidding the import of foreign weapons systems from outside companies for fear of becoming dependent on foreign powers for security. This legislation remains largely intact today, however on rare occasion Parliament can authorise purchases of foreign weapon systems though to do so may be politically unwise. Despite Tetley's privatisation of the arms industry in the late nineties, the UK remains rather firmly committed to being the sole provider of UK weapons. Additionally, for quite some time the UK has forbidden the sale of "significant" arms to foreign powers for fear of breaching the traditional UK neutrality in foreign affairs - however as of late defence corporations have been seeking some outside sales, but small ones so as not to seem "significant." Although interestingly your question comes as I do intend on having Parliament revisit these statutes, at least so far as exports go... not imports.

ooc: to SEAsia, the UK and the Macabees "are" friends, somewhat, and have been for some time. Although there remains unresolved the problem of their new absolute capitalism, to which the UK remains resolutely and bitterly opposed - and a threat to a high level UK delegation that the Macabees would be cutting relations with those countries that did completely open up to free trade, which the UK believes in for the large part, though it refuses to open up completely for fear of losing economic viability in its colonies. So right now, relations would probably be best be defined as strained. About weaponry though, I RP the UK as producing its own "damn fine" systems because a nation of such size, such an intelligent population, and such economy would undoubtedly produce top notch weapon systems.

to MF, first the UK would need to have a better understanding of your nation as being somewhat xenophobic, the government would be hestitant to immediately accept requests from foreign states - fearing some sort of secret ulterior motive. Something I doubt, but something that I also feel must be RPed. More than likely what would first happen would be the dispatch of a legation or a diplomatic mission, not quite an embassy, but a step the UK feels allow for both parties to "size each other up" before making a final decision on whether a full-fledged embassy would be appropriate. Either way, I'll be posting an IC response, but not until I get back from school late tonight.

Please don't be alarmed by what his critics call him: "terrorist," "murderer," "thug," "killer," "You bastard!", "Maryanne" ... just as baking one loaf of bread doesn't automatically make you a baker, or building one doghouse doesn't make you a builder, blowing up one embassy doesn't make you a "terrorist." We're not sure what blowing up three embassies in our capital, Paradise City, makes you, but it's what won Mr. Aziz a one-way ticket to Azazia. Now he's your problem.

We can assure you Mr. Aziz is no security threat to your fine nation. He'll be closely watched by members of our diplomatic corps, as well as the ceremonial penguin guard that will accompany him; besides, he only hates Kenny; Azazians we're pretty sure he's relatively indifferent to.

The President and his Cabinet seek to undertake a valuable dialogue between our two governments.

The CGP accepts the appointment of the Earl of Deptford, Timothy Kennedy, to facilitate a relationship between our two nations on all matters of mutual interest, including the proposed Treaty of Friendship and Trade. To His Majesty’s Court, the CGP suggests the appointment of Mr. William Boothe as Ambassador, whose credentials are enclosed. Mr. Boothe, formally Professor of International Relations at the University of Ilium Percote, is a member of the Institute on Foreign Policy Research. Although Mr. Boothe has no prior experience as a government representative, the CGP Government has every confidence in his abilities to perform a valuable service. His Majesty’s Government will understand the CGP is a relatively recent addition to the global community, with only a limited number of Foreign Ministry Accredited diplomats.

To accommodate Lord Deptford, the CGP can offer Houghton House, No. 56 Darlington Square, which is situated at the heart of our capital, Ilium Percote. This address provides ample, and comfortable, offices and a number of apartments for a diplomatic mission of around one hundred and fifthly personnel. Darlington Square is located in the prestigious area of Tregovia, a short walk from the government district. The building itself is of Georgian style, with gardens to either side and enclosed parking to the rear. While the CGP regards diplomatic properties as foreign soil, the Government asks that embassy staff do not carry arms outside the embassy grounds. An exception in this request is granted for the Ambassadors bodyguard, although such personnel are asked to limit themselves to small arms only. The grounds suggested for the Embassy of the Commonwealth of Grand Plutocracy appear to be acceptable.

The staffing requirements and the armament of the thirty-five embassy guards are acceptable, but due to limitations inherent in the urban design of our capital Imperium the stationing of helicopters and armed vehicles is strictly prohibited. We do, of course, allow for armoured vehicles to allay any nation’s security concerns but we cannot allow the stationing of armed military vehicles within the capital. Additionally, the congested urban nature of Imperium makes the use of helicopters dangerous and while we have no qualms about the construction of helipads, the permanent basing of a helicopter on embassy grounds is unacceptable.

Of course, His Majesty’s Government recognises the restraints imposed upon foreign governments and seeks not to impose differently. In reciprocity for your embassy we humbly submit a petition that the United Kingdom be equally well represented in your own nations through the creation of His Majesty’s Embassy to the United Sovereign Nations of Southeast Asia.
