Lakota Creek (Similar to The Hague also my capitol city)
The newly formed United States of Brink welcomes all leaders of the world to celebrate the creation of an organization for peace and justice. Within the beautiful capital city of Lakota Creek stands the International Criminal Court, the Peace Palace, and International War Crimes Tribunal.
The World today seems to have slipped into a meaningless fight for land and power, leaving millions dead and dying. Lakota Creek will be the center towards the realization of peace throughout the world. An elected committee will create International Rules for War such as POW treatment conditions and so forth. International disputes, instead of escalating to war, will be settled within the confines of the court. Although there will be no power to enforce such rules, the theory remains on the honor code level. We ask that all civilizations, big and small, to understand and cooperate with the Council in order to create and safer more desirable earth.
While the Council meets in Lakota Creek the United States has no control or power of it. Technically speaking, those buildings which associate to the Council will remain international territory under the security of USB police forces. An attack made against the council is the same as attacking all those who follow and abide by its rules. The members of the council will come from all walks of life.
IC: Each country has the opportunity to have a member elected. Simply state the Name of the Member as well as: Population of Country, Government Type, and Civil/Economic/Political.
Of those 6 will be elected by the President of the United States of Brink (Me).
(Although that sounds bias I can assure you there will be no favoritism. I have no idea the super powers or alliances and so forth that come with EII. I will pick those countries that are most different giving the council a wide view on subjects.)
Actual Powers: The Council will settle land disputes between nations. Lay has given permission to the Council to divvy up land claims thus eliminating the hassle and confusion that we have today. This will be done on a fair level with a court like session with both sides pleading their cases.
Regulations for War: Example would be the Geneva Convention. This would be entirely honor code set up around the rules for role playing. Ban on certain weapons, POW regulations, and things of that nature would be addressed.
International War Crimes: This is just a RP device.
