The talks shall be held at the Camp Weasley Harris Naval Base in Seattle

The following combatants are invited

The Torontian Government, Amestria, Saint Fedski and its coalition members, The Lone Alliance, Yallak, and Red Tide.

The sounds of the co-axial TC-2C Helicopter(codenamed the 'THOR') filled the air as it flew towards Seattle, this version of the TC-2 was meant for commanders. They were usually armed with 2 15.5mm Heavy Machine Guns, but for the purposes of this trip, they carried none. The helicopter set down and its 4 oassengers exited, Colonel Emmetovich and 3 Consortium Agents. The Colonel was looking somewhat nervous.

Amestria's Representative, General Gran is already at the conference with several officials from the Torontian Provisional Government (Port Angeles). He greeted the Colonel with an icy stare and motioned to his place at the table...

General Gran looked around impatiently. "I wonder were the Saint Fedski and The Lone Alliance delegations are, strange for them to be late to something so important..."

"Stupid, Stupid stupid." Verta muttered as the small patrol boat pulled up to the naval base. "We need to get to the meeting, somehow the pilot got drunk and the transport chopper that had been prepared for us malfunctioned."
Verta, wearing his normal Grey Blue suit and his two bodyguards, one wearing the Normal TLA Grey Blue Uniform, and the other, wearing a Dark Red and Black Uniform. While the first body guard looked around nervously the second looked around with an arrogant smirk. They were quickly led to the Briefing room. Silently Verta nodded to the two guards as they tossed their Mp5s behind their backs and after checking their hoslters for their dart guns, sat down. "Well we're here."

The delegation from the Holy Empire of Saint Fedski arrives in shit state. They're all sweaty and their clothes are torn. Some of them even have cuts. They are a sorry looking bunch.

"Oh the f***in irony. On our way to peace talks and we get shot down. I think it was near Belingham. We were surveying the situation up there and inspecting the facilities. We had just get out over the water when a bloody missile or rocket or something went right through the plane. DIDN'T EVEN EXPLODE! Unforunately though, the heat from the friction caused sparks which ignited the interior and we had to make a forced landing on board a carrier. We had barely gotten out of the plane when it fell apart. What have we missed?"

"Yes, speaking of that we need some sort of mainland Base set up for a more secure operation, it must be well inland, as we currently don't have much confidence in your army's ability in controlling the Beaches." Verta said with a frown, "How many soldiers did you lose to those insurgants at the beaches?"

He turns and looks at the Saint Fedski delegates. "Damn that sucks, I remember when I had my first meeting after spending a week stuck with the first Strike Force in the middle of nowhere.

"I do not know what you mean; we resisted an attack by superior numbers that had the element of surprise. We are currently investigating who it was. I am not authorized to give public causality figures until 24 hours after the incident."

OOC: Remember Amestria is the only nation besides Mckagan, which has any idea what happened (and Mckagans not talking).

"Well something bad happened, there was a section of beach torn up by weapons fire we saw it on our way in, it looked like the beach side took more fire to me, In any case it worries me." Verta stood up, basicly putting on the feeling that currently he had the floor. "If worse comes to Worse with Yallak how will you be able to defend the coast, I don't want to put anyone else at risk, I think we all did enough damage to this nation, I'm worried about many things, Yallak, New Order insurgants that I know are still out there, the fact that if Tanakis has been captured no one knows where he is, the fact is the only people who have gotten anything done here is Saint Fedski."

The Lone Alliance can establish a base in the North Eastern Interior and cooperate with Provisional forces in peacekeeping, subject of course to the decisions of the National Government in Olympia."

"Please no violent outbursts," Verta said, "Last meeting where delagate that had a Violent outburst tried to kill me later." Verta kept pacing, "Besides do you really think we would have just gone through with it just like that?
He didn't wait for an answer. "Well with the base problem out of the way, there is another point I wish to bring up, when our small assault team pulled out we couldn't take all of the drones with us, while we were able to remove most of the gas there still are a few attack drones buried somewhere in the rubble, To prevent any of these Terrorists managing to reactivate them, we must find and remove them safely." "Lastly I can deploy only the Airborne currently, our regular infantry are worn out from waiting."

"We seem to be out of the loop of the latest happenings. Our radar operators reported numerous flights of aircraft and missile from various nations. An update as to the casualty figures and the damage inflicted upon the sovreignty of the Joint National Council of Torontia would extremely useful if we are to contribute to these talks. We have yet to engage in any major combat operations and hope we will not have to. That is the sole purpose of this conference, no other. Let's make this happen so we can concentrate on rebuilding Torontia."

Verta began writing on the note. Well we can send some Patrol boats, you see our Naval and Army force have been at sea for awhile, we'd like give them some time to spend with their families you know, I'm sure we all understand that, but we can spare a few VTOL helicopters and a dozen patrol boats we can get more later. Verta let one of his bodyguards read the note, then he handed the note back and gave a half nod. The bodyguard seemed to mouth some sort of message rapidly.

Oh **** here it comes. Verta thought with worry. We offered them the same deal. and I know how that went. Both of the bodyguards tensed up and began to look around at the group, scoping them out for potental hostiles.

Captain Urian had finally arrived at the meeting. It had taken several hours to finish up on the fleet, make his reports to Yallak and then board a helicopter and make the passage to Torontia.

He entered the quickly and sat down.

"That sounds less like a diplomatic statement and more like a threat. And as I said, I dont like it either, but the Supreme Commanders Authority overrules me, General Mermansk, and the ministers." Colonel Emmetovich hesitated, "He is the leader in our nation, if I was to try and countermand orders coming directly from him, I would probably be shot. However the Supreme Commander has promised that our forces not engage in any more pacification attempts or attacks on your forces in the case we are able to reach an agreement."

Verta started to get up but the guard gave a look of 'I'll handle it' "Your borders are unsecured, the country is still under chaos, your tactics are failing, and the Violence continues, despite what you say, you are still not in control of the situation." Verta began to stand and speak again. "Which is even more of a reason why it is important for Red Tide to remain, I believe you have the inland well secured correct?" He asked the Red Tide Delegate.

General Gran stood as Verta stood, the 6.8 Amestrian towering over The Lone Alliance Official. "Everything is under control. The only problems were caused by their missiles. If they had not attacked us without reason Torontia would be well on its way to being rebuilt. As it is we are making progress even in this atmosphere of fear."

"The leadership has either been captured or has fled the country. We are not interested in purging former members of the New Order who only cooperated because it was the law of the land. We have engaged in actively recruiting them to take part in the rebuilding, peacekeeping and political process... the majority of civil servants on our pay-role where in some way New Order... Spokane would have surrendered if you had not given the authorities there the impression that you were foreign invaders.... and you did not pacify Spokane, you wiped it out."

The Holy Empire of Saint Fedski makes a motion to cease peace talks until all sidearms and body guards are outside of the conference hall. Until that time, The Holy Empire of Saint Fedski shall not participate. Guards are not members of the delegations nor are they necessary. Weaponry inside the hall is just asking for trouble. Considering this is a peace conference, how can one who brings a weapon be trusted to be promoting peace?

My bodyguards will remove their lethal weapons but we I refuse to completely disarm to those I do not trust, I will relqeunch my pistol but my Bodyguards are also delegates, on my left is Commander Terof of the Colony forces, and on my right is Slavik of our Black Ops unit."

I myself am unarmed... also, you have NOT captured all of the former New Order Regime, we have some of their officers in custody, they were hiding in Spokane, they are now awaiting interrogation and execution." Colonel Emmetovich said, he knew if worse came to worse, Consortium Agents were equally lethal with their hands as they were with their guns(which is very), plus, the agents were just standing behind him, unperturbed by everything going around them, but ever alert, ever watchful. "Also, Spokane WAS pacified, there are still, oh, a dozen thousand people left. And they arnt committing any crimes. As a matter of fact, I believe some of the casualties there were caused when we shot down one of the five missiles you fired at us. Speaking of which..."

He spoke to General Gran, "Sinking the submarine that launched our missiles so quickly, I dont know how you found it, as it moved away from the launch location really quickly, but nice job."

The Colonel turned to the Consortium Agents and said, "Remove all of your weapons." Not a second sooner did they take out their pistols, removed the clips, and handed it over to the nearest gaurd(s).

Then the Colonel turned back to the table, "Anyways, we have to reach some sort of compromise here, I dont want another war. I intend to die of old age, not by an execution squad of my own nation or a snipers bullet of another."

There was a pause.

"He says he doesnt know either. He is sending a transmission to high command."

There was a long pause that lasted for a few minutes.

"Da, Спасибо."

He hung up. Then turned back to the table, "They say that they have invested to much to just pull out. They also want to help keep the peace. After all, our Consortium Agents are HIGHLY effective peacekeepers."

Verta and the other Lone Alliance Delagates dropped their pistols on the table and the stripper clips from their back pockets. "There happy." He muttered as the guards carried off their weapons. They came back and sat down to listen to Yallak and Red Tide's final statements.

"Now for the situation at hand. Will your government sign a treaty of co-operation with the joint council - an end to ALL hostilities and to pacifications. The Empire has been partitioned to remove you from Torontia, it would be a shame for more bloodshed when we are in a position to end it."

"We would like to sign it, but we are worried that the others have managed to secure the nation well enough, we don't want to spend all our time running around bailing the others out of firefights we want to know how fully do each of you think you can keep your area safe."

Furthermore your heavy weapons must be removed and you must pay compensation to the harmed parties!"

"I see no reason why the equipment and lives of your soldiers lost should not be compensated.

(Looking at the Red Tidean delegate) After all, those responsible for the attack have admitted to it and more so they have claimed it was based on a 'received word'.

As for the document, that would be created here, under the supervision and with contribution from all delegates.”

IC:Colonel Emmetovich considered this, the Supreme Commaner never mentioned compensation at all in his briefing. He decided that it was probably best to compensate the other nations.

"Well, I dont see why we shouldnt compensate Amestria, Saint Fedeski, and Torontia. However, our equipment stays. The Supreme Commander has... I believe the aphorism is 'put his foot down' on that. main battle tanks and heavy artillery can be used in peacekeeping operations. I have seen it."

Nay. Don't send Amestrian troops. Send observers from the Joint National Council of Torontia. Don't forget Seattle was needlessly shelled prior to the sneak attack launched on Amestrian forced and the loss of numerous civilians and military personnel. Infact, bodies are still being recovered. This can be second operation conducted by the Joint National Council.

International and Yallak observers will be allowed to view every stage of the process and we will have precautions in place to prevent fraud. It was an anti-Tanakis resistance/exile group led by Mr. Burns, who now serves as the TPG's President. 1. Red Tide will restrict its forces to Spokane.

3. Red Tide will end its monopoly over information in Spokane.

4. Red Tide will end its political control over Spokane.

5. Red Tide will turn anyone it arrests in Spokane over to Amestria and/or the Torontian Provisional Government for trial and punishment.

6. Red Tide will fly in no additional forces.

"My friends, peace is a two way street. It cannot be all about demands If Red Tide has to pay reparations, Amestria should as well. If reparations must be paid, they should be equally split between the Interm and Provisional Governments as Red Tide did launch an attack on Seattle killing thousands of people, innocent and military. I would like to ask that Amestria state their casualties from their brief encounter with Red Tide and that Red Tide state their casualties as well. Red Tide does not need to turn anyone over, especially just to Amestria. Red Tide does not ask for Amestria to turn over arrested people and therefore Amestria should return the same courtesy."
