The talks shall be held at the Camp Weasley Harris Naval Base in Seattle

The following combatants are invited

The Torontian Government, Amestria, Saint Fedski and its coalition members, The Lone Alliance, Yallak, and Red Tide.

The sounds of the co-axial TC-2C Helicopter(codenamed the 'THOR') filled the air as it flew towards Seattle, this version of the TC-2 was meant for commanders. They were usually armed with 2 15.5mm Heavy Machine Guns, but for the purposes of this trip, they carried none. The helicopter set down and its 4 oassengers exited, Colonel Emmetovich and 3 Consortium Agents. The Colonel was looking somewhat nervous.

Amestria's Representative, General Gran is already at the conference with several officials from the Torontian Provisional Government (Port Angeles). He greeted the Colonel with an icy stare and motioned to his place at the table...

General Gran looked around impatiently. "I wonder were the Saint Fedski and The Lone Alliance delegations are, strange for them to be late to something so important..."

-Torontia Coast-
"Stupid, Stupid stupid." Verta muttered as the small patrol boat pulled up to the naval base. "We need to get to the meeting, somehow the pilot got drunk and the transport chopper that had been prepared for us malfunctioned."
Verta, wearing his normal Grey Blue suit and his two bodyguards, one wearing the Normal TLA Grey Blue Uniform, and the other, wearing a Dark Red and Black Uniform. While the first body guard looked around nervously the second looked around with an arrogant smirk. They were quickly led to the Briefing room. Silently Verta nodded to the two guards as they tossed their Mp5s behind their backs and after checking their hoslters for their dart guns, sat down. "Well we're here."

"Your lateness is forgiven as your country currently has no bases inside Torontia", responds Gran as he shifts through his papers.

The delegation from the Holy Empire of Saint Fedski arrives in shit state. They're all sweaty and their clothes are torn. Some of them even have cuts. They are a sorry looking bunch.

"Oh the f***in irony. On our way to peace talks and we get shot down. I think it was near Belingham. We were surveying the situation up there and inspecting the facilities. We had just get out over the water when a bloody missile or rocket or something went right through the plane. DIDN'T EVEN EXPLODE! Unforunately though, the heat from the friction caused sparks which ignited the interior and we had to make a forced landing on board a carrier. We had barely gotten out of the plane when it fell apart. What have we missed?"

"Yes, speaking of that we need some sort of mainland Base set up for a more secure operation, it must be well inland, as we currently don't have much confidence in your army's ability in controlling the Beaches." Verta said with a frown, "How many soldiers did you lose to those insurgants at the beaches?"

He turns and looks at the Saint Fedski delegates. "Damn that sucks, I remember when I had my first meeting after spending a week stuck with the first Strike Force in the middle of nowhere.

"I do not know what you mean; we resisted an attack by superior numbers that had the element of surprise. We are currently investigating who it was. I am not authorized to give public causality figures until 24 hours after the incident."

OOC: Remember Amestria is the only nation besides Mckagan, which has any idea what happened (and Mckagans not talking).

"Well something bad happened, there was a section of beach torn up by weapons fire we saw it on our way in, it looked like the beach side took more fire to me, In any case it worries me." Verta stood up, basicly putting on the feeling that currently he had the floor. "If worse comes to Worse with Yallak how will you be able to defend the coast, I don't want to put anyone else at risk, I think we all did enough damage to this nation, I'm worried about many things, Yallak, New Order insurgants that I know are still out there, the fact that if Tanakis has been captured no one knows where he is, the fact is the only people who have gotten anything done here is Saint Fedski."

"There would not be a freaking Torontia if your nation had had its way... Anyway Amestria is in charge of the coast and everything is under control. The Lone Alliance can establish a base in the North Eastern Interior and cooperate with Provisional forces in peacekeeping, subject of course to the decisions of the National Government in Olympia."

"Please no violent outbursts," Verta said, "Last meeting where delagate that had a Violent outburst tried to kill me later." Verta kept pacing, "Besides do you really think we would have just gone through with it just like that?
He didn't wait for an answer. "Well with the base problem out of the way, there is another point I wish to bring up, when our small assault team pulled out we couldn't take all of the drones with us, while we were able to remove most of the gas there still are a few attack drones buried somewhere in the rubble, To prevent any of these Terrorists managing to reactivate them, we must find and remove them safely." "Lastly I can deploy only the Airborne currently, our regular infantry are worn out from waiting."

"We seem to be out of the loop of the latest happenings. Our radar operators reported numerous flights of aircraft and missile from various nations. An update as to the casualty figures and the damage inflicted upon the sovreignty of the Joint National Council of Torontia would extremely useful if we are to contribute to these talks. We have yet to engage in any major combat operations and hope we will not have to. That is the sole purpose of this conference, no other. Let's make this happen so we can concentrate on rebuilding Torontia."

(speaking to the Lone Alliance dellegate) "That has noting to do with what we are here for and should be discussed through proper channels (points at the Red Tide dellegate, gives an "are you stupid" look). To answer your question, yes! I also ask that your government do the following... (hands him a note)

Verta began writing on the note. Well we can send some Patrol boats, you see our Naval and Army force have been at sea for awhile, we'd like give them some time to spend with their families you know, I'm sure we all understand that, but we can spare a few VTOL helicopters and a dozen patrol boats we can get more later. Verta let one of his bodyguards read the note, then he handed the note back and gave a half nod. The bodyguard seemed to mouth some sort of message rapidly.

"Enough small talk, time to start the conference proper. (turning to the Red Tide delegate) I have a very reasonable offer, the complete evacuation of Red Tide Forces from Torontia, we will even pay for the transport. Does that not sound generous?"

Oh **** here it comes. Verta thought with worry. We offered them the same deal. and I know how that went. Both of the bodyguards tensed up and began to look around at the group, scoping them out for potental hostiles.

"The Holy Empire of Saint Fedski can agree with that. Red Tide attacked Seattle killing numberous civilians, military and humanitarian personnel."

Captain Urian had finally arrived at the meeting. It had taken several hours to finish up on the fleet, make his reports to Yallak and then board a helicopter and make the passage to Torontia.

He entered the quickly and sat down.

"Pardon my lateness. What have I missed?”

"Our peace offer to Red Tide." (Gran goes on to repeat it a second time.)

"Well, that is fair enough. Red Tidean forces have caused enough death and damage in Torontia."

Urian looked towards the Red Tide delegate.

"I strongly recommend that they accept. We cannot tolerate further violence from any parties in this nation."

Colonel Emmetovich sighed and began, "I am sorry, I dont like being in this nation. But I dont have any choice in the matter. The Red Tidean Supreme Commander does not want us to pull out. The Red Tide Military has already risked to much... according to him atleast."

"If your forces do not leave something very unpleasant might happen to them..."

"That sounds less like a diplomatic statement and more like a threat. And as I said, I dont like it either, but the Supreme Commanders Authority overrules me, General Mermansk, and the ministers." Colonel Emmetovich hesitated, "He is the leader in our nation, if I was to try and countermand orders coming directly from him, I would probably be shot. However the Supreme Commander has promised that our forces not engage in any more pacification attempts or attacks on your forces in the case we are able to reach an agreement."

"This is a PEACE meeting," Verta said to the Amestrian delagate. "I don't care if you wanted it here you take your war threats outside I have been questioning your Judgement ever since we got here." The two LA guards gave the Amestrian guards dirty looks.

"War is Peace! Anyway, what will your forces be doing in Torontia if there movement is restricted?"

Colonel Emmetovich blinked, "I didnt say anything about movement restrictions."

"I would speak softly if I were you," the Black suited bodyguards said. Verta started to get up but the guard gave a look of 'I'll handle it' "Your borders are unsecured, the country is still under chaos, your tactics are failing, and the Violence continues, despite what you say, you are still not in control of the situation." Verta began to stand and speak again. "Which is even more of a reason why it is important for Red Tide to remain, I believe you have the inland well secured correct?" He asked the Red Tide Delegate.

"Well Spokane is rather crime free... because of our pacification of course. We did have plans to move out and pacify the rest of the inland countryside. But those were trashed when the Supreme Commander decided to send me to this peace conference."

Colonel Emmetovich blinked, "I didnt say anything about movement restrictions."

“You said you would not engage in Pacification attempts, that amounts to restrictions on movement and restrictions on action. Why are your forces going to remain anyway?”

IC:"Just because we wont pacify anymore doesnt mean we cannot arrest people. Speaking of which, this is something the Supreme Commander has left up in the air, we can turn in captrued former New Order officers that we capture over to you."

General Gran stood as Verta stood, the 6.8 Amestrian towering over The Lone Alliance Official. "Everything is under control. The only problems were caused by their missiles. If they had not attacked us without reason Torontia would be well on its way to being rebuilt. As it is we are making progress even in this atmosphere of fear."

"The leadership has either been captured or has fled the country. We are not interested in purging former members of the New Order who only cooperated because it was the law of the land. We have engaged in actively recruiting them to take part in the rebuilding, peacekeeping and political process... the majority of civil servants on our pay-role where in some way New Order... Spokane would have surrendered if you had not given the authorities there the impression that you were foreign invaders.... and you did not pacify Spokane, you wiped it out."

The Holy Empire of Saint Fedski makes a motion to cease peace talks until all sidearms and body guards are outside of the conference hall. Until that time, The Holy Empire of Saint Fedski shall not participate. Guards are not members of the delegations nor are they necessary. Weaponry inside the hall is just asking for trouble. Considering this is a peace conference, how can one who brings a weapon be trusted to be promoting peace?

"I agree", Gran replies. "All body guards shall leave the room."

(OOC: Gran is 6.8, in top shape, and has been trained in 32 ways to kill a man/women with his bare hands. He is not afraid of being unprotected.)

Verta stood, "After Frozopia we do not trust delegates to keep there word. My bodyguards will remove their lethal weapons but we I refuse to completely disarm to those I do not trust, I will relqeunch my pistol but my Bodyguards are also delegates, on my left is Commander Terof of the Colony forces, and on my right is Slavik of our Black Ops unit."

"How did you get a pistol in here?! Why do you have a pistol? (at his signal two guards enter the room) Everyone shall relinquish whatever weapons they have, submit to a search, and then we will continue on with this conference."

"All my Consortium Agents are armed with are pistols. I myself am unarmed... also, you have NOT captured all of the former New Order Regime, we have some of their officers in custody, they were hiding in Spokane, they are now awaiting interrogation and execution." Colonel Emmetovich said, he knew if worse came to worse, Consortium Agents were equally lethal with their hands as they were with their guns(which is very), plus, the agents were just standing behind him, unperturbed by everything going around them, but ever alert, ever watchful. "Also, Spokane WAS pacified, there are still, oh, a dozen thousand people left. And they arnt committing any crimes. As a matter of fact, I believe some of the casualties there were caused when we shot down one of the five missiles you fired at us. Speaking of which..."

He spoke to General Gran, "Sinking the submarine that launched our missiles so quickly, I dont know how you found it, as it moved away from the launch location really quickly, but nice job."

"Yes, our sonar technology is very advanced. Now if you will have your agents remove their side arms and submit to a search we can continue..."

OOC: He knows Amestria did not sink it, but is taking credit to avoid weakness and convey strength.

The Colonel turned to the Consortium Agents and said, "Remove all of your weapons." Not a second sooner did they take out their pistols, removed the clips, and handed it over to the nearest gaurd(s).

Then the Colonel turned back to the table, "Anyways, we have to reach some sort of compromise here, I dont want another war. I intend to die of old age, not by an execution squad of my own nation or a snipers bullet of another."

"No wonder you cannot find peace in your little Torontian war games. You cannot even have peace at a peace conference.”

Captain Urian sat up in his chair and pulled out his sidearm from its holster. Leaning forward it placed it on the table.

“Now can we disarm and move along from yet more pointless arguments.”

"Why do your leaders wish the troops to stay? What is the honest reason for it?"

Colonel Emmetovich blinked, followed by a long pause as he thought about it, "Never really told why..." He shrugged, "And in my army, questioning a superiors orders is a good way to get your back to the wall and a gun to the face. The only reason I am even allowed to SAY that is because..." Another long pause of thinking, "I dont know that either."

"Then I request you find out from your leaders. Say I demand to know as part of any agreement."

"As does the Empire"

Colonel Emmetovich said, "I need a sattelite phone..."

An aid brings in a sattelite phone and hands it to Emmetovich.

"Спасибо" Emmetovich said, picking up the phone he made sure no-one was looking over his back, then dialed a number. He began to speak in Russian.

"Общий Мурманск, я должен знать, почему мы хотим остаться в театре?"

There was a pause.

"Da. Я буду ждать." he turned back to the general.

"He says he doesnt know either. He is sending a transmission to high command."

There was a long pause that lasted for a few minutes.

"Da, Спасибо."

He hung up. Then turned back to the table, "They say that they have invested to much to just pull out. They also want to help keep the peace. After all, our Consortium Agents are HIGHLY effective peacekeepers."

"No... not nessecarily, they are not pacified on the spot if thats what you mean. We do have lawyers, jurors, and judges. And they arnt always given the execution sentence. As a matter of fact, we do have a good amount of prisons."

"Then why the all the civilians who have died so far? A better question though, why the attacks on the other powers in Torontia?"

"We were told that Amestria was going to interfere with our pacification operations. To be honest, we never expected you to get involved."

"Why? The Empire clearly stated twice that it would return and remove any party that wasn't contributing to the peaceful reconstruction of Torontia. The fact that your government did not even respond, did not mean that we would not uphold our claims."

"Your war with Kraven, we gravely underestimated your ability to fight a two front war."

"Well, that has been the downfall of many a nation. It is afterall why the Torontian government collapsed."

Urian sat back in his chair, shifting into a more relaxed position.

"Now for the situation at hand. Will your government sign a treaty of co-operation with the joint council - an end to ALL hostilities and to pacifications. The Empire has been partitioned to remove you from Torontia, it would be a shame for more bloodshed when we are in a position to end it."

Verta and the other Lone Alliance Delagates dropped their pistols on the table and the stripper clips from their back pockets. "There happy." He muttered as the guards carried off their weapons. They came back and sat down to listen to Yallak and Red Tide's final statements.

"Now for the situation at hand. Will your government sign a treaty of co-operation with the joint council - an end to ALL hostilities and to pacifications. The Empire has been partitioned to remove you from Torontia, it would be a shame for more bloodshed when we are in a position to end it."

"We would like to sign it, but we are worried that the others have managed to secure the nation well enough, we don't want to spend all our time running around bailing the others out of firefights we want to know how fully do each of you think you can keep your area safe."

OOC:Yallak, I am a bit confused, are you still looking to evict me?

"We were told that Amestria was going to interfere with our pacification operations. To be honest, we never expected you to get involved."

"You had no legal authority to launch those operations and your attack upon us was unprovoked! 25,000 died in the missile attack alone! You are not here for peacekeeping, you are here for control. If there is to be any further Red Tide role in the Occupation, IF, it is to be restricted to Spokane! Furthermore your heavy weapons must be removed and you must pay compensation to the harmed parties!"

"Our occupation zone is the safest and most stable in Torontia."

OOC:Yallak, I am a bit confused, are you still looking to evict me?

"If we can reach an understanding here today, there should be no more firefights."

IC:The Colonel turned to General Gran, "I must respectfully deny your request. There will be no removal of Red Tidean men or material. We may be willing to be restricted to Spokane, but I dont think the Supreme Commander will agree."

He turned back to the Yallak delegate, "May I see the document and the terms first?"

OOC2:Got to go... night all. Will reply in morning.

OOC: Ok...

IC: "Why would you need heavy artillery, napalm, and heavy tanks? Those are offensive weapons, unsuited to peacekeeping, not that there is much peacekeeping to do in Spokane anyway now... (turning to Yallak) Is it not right that Amestria, Torontia, and Saint Fedski receive compensation for lives lost and equipment destroyed?"

Urian answered General Gran's question first.

"I see no reason why the equipment and lives of your soldiers lost should not be compensated.

(Looking at the Red Tidean delegate) After all, those responsible for the attack have admitted to it and more so they have claimed it was based on a 'received word'.

As for the document, that would be created here, under the supervision and with contribution from all delegates.”

OOC:HAHA! I(partly) LIED! I AM BACK! My parents may or may not catch me doing this!
IC:Colonel Emmetovich considered this, the Supreme Commaner never mentioned compensation at all in his briefing. He decided that it was probably best to compensate the other nations.

"Well, I dont see why we shouldnt compensate Amestria, Saint Fedeski, and Torontia. However, our equipment stays. The Supreme Commander has... I believe the aphorism is 'put his foot down' on that. main battle tanks and heavy artillery can be used in peacekeeping operations. I have seen it."

"The Empire agree's with this, though we will remain watchful."

Captain Urian sat and awaited the response from the other delegates. Ever watchful, but not just of Red Tide.

"Payment will not return those who were lost, giving demands will bring nothing but anger, to return to the fighting over such a thing would be useless." He paused, "I am glad everyone was able to accept it though."

OOC:NOTHING! Their asleep right now! Like I am supposed to be!

(towards The Lone Alliance) "He who did not lose thousands of men should remain quite. (to Red Tide) Then I demand that Amestrian agents monitor your troops and their position at Spokane. Maybe it is because of the sneak attack, maybe because you tried to drop a satellite on my head, maybe because a life time in military service produces a natural paranoia; but I just don't trust in your nation’s benevolence."

Colonel Emmetovich shrugged, "That should be no problem."

Nay. Don't send Amestrian troops. Send observers from the Joint National Council of Torontia. Don't forget Seattle was needlessly shelled prior to the sneak attack launched on Amestrian forced and the loss of numerous civilians and military personnel. Infact, bodies are still being recovered. This can be second operation conducted by the Joint National Council.

"Both shall send observers then, Amestria and the National Government."

"Who country is this, Amestria or Torontia?" The LAC* delegate said sacrasticly. "Let the new Torontian government handle it." "What my colleague means," Verta said standing up, "You'll have to excuse him he's still in training for Diplomatic meetings. "I think it would be good experience to have the National Torontian Government do it, you do think that they can handle it, correct?"
The Black ops soldier just muttered under his breath.

*Lone Alliance Colonies

"There is no reason why the Amestrian military should not be allowed to send its own observers. I fail to see how the opinions of The Lone Alliance or its colonies is relevant in this matter."

"We further hold that all suspects arrested by the Red Tide forces in Spokane should be handed over to the Torontian National Government for trial and punishment. Amestria and Torontia also want an apology for the actions of the Red Tide nation."

"Isnt an reperation the same thing as a apology? Except even more-so since it shows we are sincere. As for the ex-New Order Officers... the only thing we can promise is that they are not shot."

"I'm not just referring to the New Order prisoners, I am referring to all future arrests. Remember, Red Tide has no legal authority in Torontia to try criminals, only the Torontian Government has that authority."

"Except Northeastern Torontia is still in a state of anarchy, I doubt they are even holding trials up there." Colonel Emmetovich sighed, "Besides, the prisoners we took are already on their way back to Red Tide mainland, some may already be there. As for future arrests, well, ill try and get the Supreme Commander to agree to it."

"The trials will be held in the stable areas of Torontia, and I do not care if the prisioners are on the other side of the planet, they can and will be flown back!"

"Ah well, in that case, we will turn future captured prisoners in. However, we will not return the prisoners we have already captured, they will be tired, interrogated, and then, for those who are found guilty, thrown in a Tech-Com Corporation prison for varying terms, depending on the sentences of course. If you want, we can provide the information we are able to extract from them."

"They will be returned!... We will have a full analysis of the costs of Amestrian reparations soon.”

"Errr. Ill submit the request to the Supreme Commander, but I dont think he will agree."

"We don't care either way, as you know our official position," Verta has a sour expression as he read the next line, " is just to line them up against the wall, but any info you can extract from them will be great." "On other news," Verta said. "We have begun securing the Northern Torontian assets." "We have had little resistance, however due to lack of troops our nation has had recieve aid from one of our allies."

An aid steps into the conference room and sets a stack of papers down in front of General Bran. "Ah, here we are, now mind you these are just the costs estimated for Amestria. The full equipment losses of Amestria come down to a cost of 15,213,000,000 international standard dollars. The cost of the human life is much more complex. The average Amestrian lives 83 years and earns 98,000 a year, partial retirement beginning in the mid to late sixties ending in the late seventies. All Amestrian military personnel are college educated, much of it paid, whether directly of indirectly, by the State. The full reparations for Amestria's human losses come down to 54,604,542,000 international standard dollars. That is just the Amestrian reparations."

"So that is 69,817,542,000 American dollars(OOC:That is the standard monetary system we use on NS)? No problem, our total budget is..." The Colonel checks his sheets, "$68,925,795,120,000.01."

"The money shall be converted into Gold Hobbes and paid directly to us, physically. That paid towards the military cost will go into the replacement of the said equipment. That which goes towards the human cost will be invested in a government trust fund and used to support the families/dependents of the slain."

"Officialy, we dont care where the money goes." Colonel Emmetovich said, "But I am afraid, due to that large sums of money involved, we cannot transport it physicilly. Most of our funds, you see, exist electronically... that way we can easily 'wire' the money when we make purchases or sales on the international market."

"Wire it to a third party and have them convert it."

"And that third party might be?"

The Holy Empire of Saint Fedski and the Interm Government of Torontia (Seattle) also demands reparations. Red Tidean artillery wiped out much of the city centre including but not limited to 12 skyrises, a baseballs stadium, a football stadium, 2 malls, 436 houses and as indirect and direct results of that shelling, over 10,000 people lost their lives, another 30,000 are homeless and even more are injured. We seek damages in the range of 1 apology, and a donation of a large construction equipment in order to rebuild the shelled area(s).

"Banks, other nations with trust worthy financial departments; that’s your problem. We just want the full and complete amount."

"Mmmm... a donation of construction equipment to the area IS a apology. We will probably purchase some from the Tech-Com Corporation and send it to you." Emmetovich turned back to the Amestrian delegate, "Unless you want that money sent to you electronically, or not at all, we suggest you FIND someone trustworthy."

"It is your burden to get us the money, you find someone trustworthy. If some is lost you will still owe it to us."

"Which is why I suggest you get someone for us who WONT loose it." General Emmetovich said, "Either that, or we can wire it to you, its your choice really."

"On second thought, just wire it to us. I suppose it really does not matter how it is delivered."

An aid comes in and whispers something into General Gran's ear. "WHAT!!" For a moment it looks like he is about to blow a blood vessal. He turns to The Lone Alliance delegate. "YOU HAD NO AUTHORITY TO ALLOW MCKAGAN TROOPS INTO TORONTIA!! THEY WILL LEAVE NOW!!"

"I'm afraid gentlement that this is where our part of the meeting would end." Slavik said. "Indeed," Verta said standing. The Amestrian guards (this is taking place in the middle of a military base) rush to defend the delegates and surround the attackers, guns drawn!

"Drop your weapons at once!" The guards said pointing their various guns at the group. One of the crewmembers looked at them seemly already armed with small pistol like device, "If anyone of us dies a Toxic Gas will be released into this base."

(OOC: This base is designed for a minor gas attack, anything other then a minor gas attack is godmoding, and the conference will not be disrupted as it is sealed.)

The guards give them 10 seconds to drop there weapons and lay flat upon the floor or they will open fire. If they refuse to do as the guards say they will open fire. One guard shouts into his radio, "Gas threat, Gas threat, take precautions, seal the area."

After weeks of inaction caused by outside events the Peace Conference reconvenes. However, since General Gran is currently preoccupied with events in BC, his place will be taken by Second in Command General Roy Mustang.

Captain Urian was beginning to grow impatient at the delay, but now that the meeting had reconvened he refrained from voicing his displeasure.

“The Empire requires a date to be set for the elections of a Torontian government. Having our fleet here for so long is causing great concern in Yallak. The elections must take place so that the community sees our efforts in their true light - rebuilding this shattered nation not controlling it.”

"National Elections remain scheduled for next year, but it might be possible to speed things up... Local elections in the Amestrian zone are to take place this month."

Urian leant forward on the table. Even the most unintelligible of people would have seen he was not at all happy.

“Unacceptable. We call for the national election to be organized immediately and the voting held no later than the end of the year.”

"The State of Amestria and the Holy Empire of Saint Fedski have stated since the beginning of the intervention that elections would be held in one year. That is the plan and has long been the plan. Such a question was tempting fate. The Captain had to try very hard not to become angry, the effort was almost visible on his face.

The Interm Government under Sean Keane has seen many improvements since the New Order took flight. As the Justice Minister of the Interm Government of Torontia and strong advocate for a united Torontia, I can honestly say that life under the Holy Empire of Saint Fedski has not been all they say it's been. There are numerous "incidents" but they are quickly dealt with and the trouble makers sent to trial. There are currently 113 rebels in jails throughout SF occupied Torontia and 6 more on or awaiting trial. I strongly urge to reconsider your attack on the SF area or you will have the blood of millions of people on your hands. I don't mean that as a threat, just as an end result."

Returning his gaze to Scott, the Captain continued talking to the Minister.

“The Empire was fully prepared to cover the entire reconstruction of Torontia. But that is beyond the point now. Your colleague has berated the very honour of the Infinite Empire and he will answer to his own mistakes.”

His focus clearly narrowed in on Scott.

“No preparations could stop me, only your apology. And that is not a threat, Sir, it is a promise.”

Colonel Emmetovich muttered something inaudible under his breath, then leaned forward and said, "Getting back to the original purpose of this meeting. Can we draft a document of the peace terms between the Red Tidean Goverment, Amestria, and the Torontian Interim Goverment in Port Angeles?"

Roy answered without hesitation. "Yes, provided Red Tide realizes any presence it continues to have in Torontia shall be limited to Spokane and is temporary."

He handed the Colonel a copy of the proposed Treaty of Peace.

This time, the Minister of Justice knew that Scott was in the right and did not interupt. "The Holy Fucking Empire Of Saint Fedski and the Interm Government have just as much of a right to reparations as you do and yet you don't hear us begging for them? Why don't you fucking forget about it and move on. Concentrate on rebuilding rather than making demands. Your demands just prove that you are in it for yourselves and not for us, the Torontian People. As far as I'm concerned, the occupation by the Holy Empire of Saint Fedski is far more tolerable than anything the State of Amestria could provide. You authority is no longer recognized by my people."

"Scott, come on now" The Minister finally interupted.

"Damn it man, you know I'm right, let me continue" Scott muttered to the Minister, in audible to anyone more than a seat away,

"I know you're right but these animals don't. You're just wasting your breath and your time." The Minister replied in a equally audible tone.

"Any attempt by the so called Provisional Government of Torontia (Seattle) or the State of Amestria at interfering in any matters outside of their little occupation zone will be met with a big 'fuck you' from this table. You have no Authority outside of your zone, don't pretend to have any." Scott, all red in the face, grabs a glass with the intention of filling it with water, accidently breaking it with rage before sitting down.

Roy replied with a measured calm. "One more outburst like that and I will have you removed. The demands are for rebuilding. Our 'little zone', as you put it, contains 1/3rd of Torontia's population."

Motoko Aoyama, Vice Chairperson of the Torontian National Congress Party, was equally indignant. "If you are going to do anything constructive at this table, now would be a good time to start. The Amestrian Occupation Authority has done an exceptional job in Restructuring of its zone of Torontia. We are going to have elections this month, so stop referring to us as if we are some puppet!"

"And we can make whatever Peace Conditions we want", added Roy. "If Saint Fedski has different concerns, then so be it!"

He turned back to the table, "I have... good news for you. My nation is pulling out. It will take a week or two at the soonest, but we are leaving. reperations will still be paid and an apology issued of course. I am sorry for any inconviences at this time. I shall be going, if that is alright.

"Gentlemen, you must be confused, we are not Saint Fedski, we are Torontian, born and raised. We are Torontian ministers of the Interm Government of Torontia. Our only connection with the Holy Empire of Saint Fedski is their occupation and restructuring of our homes. We carry as much politcal sway in the Holy Empire of Saint Fedski as a rock. I ask that you please stop calling us Saint Fedski as we are not. Thank you."

The Incorporated Sarzonian Government finds the supreme arrogance of the Yallakian government to be a detriment to the idea of peace and we believe it belies their government's stated motives for peaceful resolution to the current conflict. We especially find your insinuation that Portland Iron Works ships, which have received worldwide renown for excellence in construction, are "floating metal deposits" to be an immature response from a government that likes to paint itself as being superior to all others.

We note that we do not at this moment have diplomatic relations with your government. From the looks of things, we will not have diplomatic relations with your government at any time. Had there been embassy or consular representation in our country, we would have instructed them all to return home. If there are any citizens of Yallak or her protectorates in Sarzonia, they shall have 72 hours to depart Sarzonia. Failure to do so by the designated deadline will result in their arrest. Any citizens of Sarzonia are hereby recalled from Yallak or her territories and must return to Sarzonian-controlled territory within 72 hours.

Frankly, we're tired of Yallakian involvement in Torontia. Your presence in Torontia is no longer welcome. Once again, we would prefer to settle this matter peacefully and negotiate a legitimate government of Torontia away from the harmful regime of Vader Tanakis. However, your incendiary comments about Sarzonia can only hinder our efforts toward a peaceful solution to this crisis.

We strongly suggest you step aside and let peace rule the day or you will face the horrors of war the likes of which you have not seen before.

As you have said yourself, Sarzonia does “not at this moment have diplomatic relations with [Yallak’s] government”. This is most true and we therefore find your claims that the Imperial Government referred to your ships as "floating metal deposits" to be outrageous. Absolutely untrue! You also claim that we are “immature” and filled with “supreme arrogance” and yet – You have never interacted with us, spoken with us, or heard from us.

If you are still looking for a peaceful resolution to this matter, you are going about it the wrong way. At no point have we made any actions to the “detriment…of peace”. Never forget the incident in Torontia began when your allies blockaded an Amestrian port.

I ask you this: If you are looking for a peaceful end to this unfortunate matter, why are you threatening foreign governments and trying to instigate violence?

There are no Imperial citizens in your nation so your deadline is a countdown to nothing. Stand down your threats, as this will get us nowhere. No “incendiary comments about Sarzonia” were ever issued or uttered by this government so there is still time to prevent hostilities.
