The Rumnian Royal Army
The Rumanian Royal Army is organised into Corps, each containing 3 divisions and an armored brigade. The typical divison has between 10,000 and 13,000 men. This puts a Corp at full stength at somewhere between 30,000 and 39,000 men storng, with between 400 and 600 Armored Fighting Vehicles supporting. Under new organization, only 1 Crop is active at any given time, owing to the close proximity of Rumania's Russian allies. The Army is organised into two armies, the First Army, containing the 1st Corp, and the Second Army containing the 2nd and 3rd Corps The Rumanian Royal Army is currently commanded by General de Corps de Armata (Lieutenant General) Constantin Pantazi, also Defense Minister.

The Rumanian Royal Army Airforce
The Rumanian Royal Army Airforce ss a relatively new institution, but will begin flying homegrown IAR 81Cs in 1936, trading in their older Yugoslavian IK-2 fighters. The Airforce is considered a branch of the Army.

Royal Rumanian Navy
The RRN is a small organization, compared to the other countries nearby, the Soviet Union and the Middle Eastern Union, but is proud of it's small flotilla. It is currently commanded by Admiral Eugenio Botez (note: Could find no historical admirals). The navy is organised into a single flotilla, based out of Constanta

Socilists Win Parliament Seats

Today, in a not unexpected victory, the Partidul Socialst (Socialist Party) won nearly two-thirds of Parliament in a landslide victory over the Conservative Party. The Conservative Party retains a slim minority, though is being edged out of the government by the increasingly Communist friendly populace.

Conservatives Win Seats!

In an electoral upset, the Conservative party has gained seats in parliament, taking just over a third of the seats, though leaving the Partidul Socialist with a majority, the Conservative victory has hsaken the Socialists. Some speculate that this is in response to the Socialsts disatorous military expedition to China, and general resentment towards the Sovet Union that some citizens feel.

Secret

The Hungarian Government is grieved to hear of Romania's withdrawal from the Eastern European Conference. However, Hungary is still interested in strengthening ties with Romania. In the matter, we propose an agreement between our two nations:

1. All tariffs between our two nations will be reduced and eventually completely abolished over the course of several years. (say 5 or ten)
2. The creation of the possibility of low-interest loans between our to nations governments allowing each other to help one another in any times of economic uncertainty.
3. The reducing of military forces and fortifications on each others borders and the promotion of trade and travel between our two nations.
4. The establishment of a military alliance, requiring us to come to each others aid if the other is under attack or suffering from internal unrest unless it was of the signatories making. (i.e. if you start a war I am not required to help and vise versa, but if say Bulgaria goes psychotic and attacks you, I would be required to assist you)
5. The further cooperation of our governments and militaries to assure no conflict will arise between us.

Secret
Rumania readily agrees to this, suggesting that such a treaty be signed immediately.

The Hungarian Delegate (Bela Kun) arrives to discuss the terms and suggests that the issue of Rumania's increasing military may overshadow the issue of disarming forces on the border. He also wishes to address the over one million Hungarians living in Transylvania and rumors of their abuse at the hands of the Rumanian government when they took control over the region and the continued abuse of their civil and God-given rights today at the hands of local-level Rumanian officials. He informs them that this issue is considered very important for continued good relations between his and your nation.

New Prime Minister Octavian Goga assures Mr. Kun that if RUmania sought to attack Hungary, thy would not be building up their navy. The sole reason for their naval build up is so that they may be better able to defend themselves and their allies. IN fact, he points out that Rumania has recently disbanded an entire army corp.

As to the Hungarians living in Transylvania, he assures Mr. Kun that they are treated like all other Rumanians, because that is what they are. Rumanian.

Bucharest responds that they are only seking to purchase a carrier of any type, in order to improve their nation's defense. They original plan was to build Rumania's own escort carrier, but if an oppurtunity arises to purchase a better one, than RUmanian government will take it. Bucharest reminds Warsaw that Rumania is not a protectarate, colony or province of the Soviet Union, but merely an ally. What the Rumanian goverment chooses to spend it's money on is of no concern to Warsaw. Would the Rumanian government question why the Union sought to purchase a carrier? The note ends cordially, saying that relations shall remain friendly, espite any minor difficulties the two nations may encounter.
The issue of whether or not Romania was a "protectorate, colony, or province" of the Sovereign People was neither addressed nor implied by Warsaw's inquiry, and this response is merely evasive.

If the military expansions of nations on the Union's borders - nations which have in the past engaged in unprovoked acts of aggression against the republics of the Union - is of "no concern to Warsaw," one is left to wonder what, if anything, Bucharest imagines to be a legitimate matter for Warsaw's interest.

I will ask again. As you point out, sir, Romania is the Union's ally. Romania is experiencing no threat in the Black Sea that could possibly justify maintaining the expense of a modern aircraft carrier, so Warsaw feels it has just cause to wonder: just what purpose this aircraft carrier is intended to serve?

A question asked between friends should not have provoked such a defensive response.

We are defensive because we feel that the Union has no business prying into the affairs of Rumanian government. Rumania wishes to have a modern carrier so that it may more effectively protect itself and it's allies. Does the Union question the MEU when it purchases modern vessels? RUmania only wants to have modern navy capable of assisting Rumania's allies in the case of a war or conflict. We have seen what happens to those who lack navies to defend themselves.

Bela Kun thanks the Rumanian government for its assistance, and expresses his hope that this can lead to both sides to deal with issues such as Rumanian reparations to those Hungarian's that have lost land or possessions during the transfer of sovereignty and to the Rumanian government’s lack of protection for minority rights in Transylvania.

The Socialist Federation of Jugoslavija finds the events taking place on the Romanian/Hungary border unsettling. Yugoslavia is thanked for their offer, and the Rumanian government will allow the 1st Infantry Division into Rumania. The 1st Air Fleet shall remain in Yugoslavia, however.

Hungary is willing to send two mechanized Corps or other forces to help keep the calm in the troubled region if Rumania so desires.

The Rumanian government declines, and asks why they would need two whole mechanized Corps to hold down a little civil unrest.

Once again, ethnic Hungarians are told that they are free to return to Hungary. Rumania does not hold it's citizens as prisoners unless they have broken the law.

The Hungarian Government was merely showing the extent to which they were willing to go to help their neighbors. It was never suggested that two corps were neccessary, and Hungary did offer to send other forces, any offer which will remain open.

The 2nd Motorised Corp has activated and is beginning mountain exercises in the mountains above Transylvania. The reasons given for this are the testing of new weaponry that he 2nd Corp recieved.

THe RUmanain GOvernment inquires as to why the Hungarians feel the need to have the entirety of their military on exercises, especially with the Ethnic Hungarians agitating for return to Hungary.

The government quietly activates the final corp of reserves, placing them in one of the vital passes in the mountains bordering Transylvania. Air patrols over Transylvania increase. The Rumanian government is growing skittish about the Hungarians, and more efforts are made to quash the agitators, with civilian and military police breaking into the homes of suspected "pro-Seperatist terrorists" in the dead of night to search for weaponry or explosives.

In Rumania, you may be aware, there have been troubles with agitators who wish Transylvania to return to Hungary. Normally, this would be an internal problem, but the Hungarians have mobolised all of their military forces, supposedly for exercises, and we are worried that they may attempt to take Transylvania by force. Can we be assured of your support in this matter?

Foreign Minister Bela Kun infroms them that the reason for the large-scale exercises are because the Rumanian government seems have the inablity to respond its own citizens peaceful disires without the use of its military. He also warns that continued abuses of the Transylvanians' rights and Rumania's military arming of its border with Hungary threatens any hope of continued good relations with Hungary.

These "abuses" are necessary to prevent pro-speratist Terrorists from fermenting discontent and civil unrest in Transylvania. Our military is only depoyed because of our fear of a violent uprising by an armed minority. Our intelligence indicates that there may be factions in Transylvania advocating violence against Rumanian officals.

The Warsaw Pact is first and foremost a collective security treaty. You may relay on the Union to observe the letter of the law in maintaining the peace between our allies. We are requesting that Budapest stand down its forces during these times of tension. While the Magyars and Szeklers of Transylvania may (or may not) have legitimate grievances against Bucharest, it is certain that a war between Romania and Hungary at this time would only benefit our common enemies.
