Joint National Council of Torontia (Closed)

The Joint Council of Torontia has been created by The State of Amestria and the The Provisional Government of Torontia and The Holy Empire of Saint Fedski and The Interm Government of Torontia.

The Council meetings are only open to the members of the aforesaid governments. (which means no other government may attend, view, or listen to the meetings)

The council shall consist of 3 members from each government for a total of six.

Personal attacks will not be tolerated.

In order to pass a motion or inact a decree, the vote must pass with a majority of four votes.

All delegates shall wait until their turn to talk. Interupting is counter-productive.

As the first council meeting begins.

Mustang: "I believe the agenda of discussion should focus first on defense related matters, however if I could get a quick word in on the currency situation. As we all know Tanakis took off with the Nations entire 145 billion, U.S. treasury, and thus this country is being run out of Amestria's and Saint Fedski's pockets. It will be a while before we can collect taxes, years... Now we were thinking about this dilemma, and it struck us that the money left the country and the plates are still in the Seattle National Mint. We could print up 145 billion to replace that which was stolen without contributing to inflation, as the previous 145 is out of circulation... (he snaps his fingers) All our short term money problems solved just like that!"

"That is true my friend" Dumont replies, "However, the national mint is no more. It was destroyed in the attack by Red Tide. BUT!" He exclaims, "there are some "reserve" plates that were stashed before the shit went down. Another possibility would be resuming exports. We have a refinery working in high gear North of Everett and have control over three Boeing Aircraft factories."

"I disagree." Nickels argues. "We can figure out all the economics later. We need to ensure Torontia is protected. If Torontia falls into another conflict, what good would paper money be? We need to secure our assests before we can add to them."

"I'm of the opinion that we atleast get a solid grip militarily before we begin restructing this crippled economy. Even the smallest attack or threat of an attack could rip it apart. We need to make sure investors know we have control. We need to make sure they have confidence in our ability to prepare Torontia for independance." General Obliqus states.

Mitsune Konno replies. "Torontia is independent, it is just not completely self governing at present."

Mustang interrupts. "I hate to do this but an aid has just handed me a message saying the Red Tide forces have agreed to a cease-fire and conference in Seattle. Thank goodness... Please continue my dear..."

Mitsune continued. "Uh, yes excellent news... I would like to propose some joint troop movements. I suggest we take this opportunity to set up a defensive perimeter around the Red Tide forces in the South East. Furthermore, as we are all aware there is the threat of foreign or New Order sponsored insurgencies. The coasts and Western Cities have been secured, but there is currently a dearth of authority in the North East. The border is vulnerable and any disorder provides dangerous fuel, which could be exploited by others. We should dispatch a joint peacekeeping force to the area at once and institute martial law/travel restrictions."

"Yes, and Torontian Provisionals and Amestrian troops should be allowed to hold joint control of Olympia", Motoko added.

"As the "capital", Olympia city proper shall be avoided by both Amestrian supported and Saint Fedskian supported forces. Our forces should remain outside the city so as not to cause conflict. Maintaining order in the city will be done by the Olympia Paramilitary Police.

The request for some joint troop movements will be taken into consideration. At present, our forces are tied up in the relief effort.

The proposal for the Joint Peacekeeping force to the north has been accepted. 2000 Kahanistani troops and a light armoured division (300 Stormer 30 light tanks, 1500 soldiers, 100 CV 90 infantry fighting vehicles) from North Saint Clair will be deployed to Bellingham where they will move west towards the interior."

Mustang: "The Capital, place of the National Government, which exists in an underground bunker for fear of attack, is not going to be protected by military personnel? 5,000 Amestrian troops and supporting axillaries shall join the Joint North Eastern Peacekeeping force."

Maximus Obliqus: "Olympia should be a de-militarized city. No more than 100 soldiers from each of our forces shall reside in the city at any given time. The Holy Empire of Saint Fedski is deploying 100 members of the External Security Force (heavily armed police men with combat experience and police/protection training). The ESF is directly outside the bunker complex.
This is just a suggestion. It is intended to allow the Torontians a chance to police themselves and gain respect the confidence from both of our perspectives. What better place than in the capital? In case anything happens, our forces are just outside the city, we have a small contingent inside the compound and there are some predetermined strong points in the bunkers that can be sealed for a couple days incase an attack does take place."

Mustang: "Last I checked there were over 600,000 Torontian soldiers, in our zone alone, taking part in assisting local authorities with policing. Olympia is a large city and the new seat of national government. If there is a city requiring maximum protection it is Olympia."

Please have 600,000 troops leave Olympia. We did not agree to make it the capital so you could take it over. In fact, we feel betrayed and offended by you invading this already peaceful city.

Please have 600,000 troops leave Olympia. We did not agree to make it the capital so you could take it over. In fact, we feel betrayed and offended by you invading this already peaceful city.

OOC: There are not 600,000 troops in Olympia. There are only Saint Fedski troops. Mustang was refering to the Amestrian occupation zone, not Olympia...

As far as we are concerned there is no difference and in the agreement we said the Council would serve as the National Government (thus calling the council is implied to be the current National Government)... It makes no difference...
