Since the waning months of The Republic Wars Yevons powers were being striped away. The leadership and those loyal forced to flee and hide on the fortress moon of Bleeding Crest. It was a moon full of nothing but rocks and ash. It had been a former Nova Zetan Droid Forge Moon. But Neo Zeta had over the course of a month bombed it to nothing. However Yevon was rebuilding it. And had started the construction of a Droid and Crusader Armada. It would still be some time befor it was done.

Maester Seymour had enough power with some military leaders to keep patrols out of the area. And even got the regent of the sector to make the system and systems around it closed. Seymour tho knew their force alone wouldnt be able to beat Neo Zeta and her allies. So they sent out a message to known enemys of Neo Zeta and those who they felt wished to take out Neo Zeta.
