OOC: This thread is a follow up to the end of my revolution, here i decide what kind of government i will be run by.

IC:

Vladimir Ivanov, Director of ANZ was standing on top of a tall wooden podeum placed in front of Kremlin in Voronej. In front of him were hundreds of reporters, cameras were rolling, pictures were taken and correspondets from news channels all over the world were ready to listen with a notebook computer, and a microphone. Everybody awaited to hear Vladimir's voice with anticipation.

Vladimir: Dear Ladies and Gentlemen, citizens of this great nation and representatives of the global community today we begin a process that will bring this land back to the peak of its power. I do not come to you as someone who wishes to rule you, i come here as a medium, i will do everything that i physically can to help reflect your thoughts on how this nation is run. After my job is done and a leader is elected, i will retire to my other duties. Me and other Directors of Agenstvo Natsionalhoye Zashiti, have been working on ways of how to better organize this process we are about to begin. We believe that our method will be sufficient in allowing you, the people of this nation to let us know how this nation should be ran. Our plan is as follows:

Point 1: Before the election of a new government lands of Pushkan Federation and Cottish Republic will be under jurisdiction of the Directorate of ANZ.

Point 2: A representative from each district of Pushkan Federation and Cottish Republic will be elected by the permanent residents of that district.

Point 3: The representatives once elected will be transported to Voronej there he/she will be isolated from the public and attend a series of closed door meetings with the end results of:

I. Selecting the type of government this nation will be run by
II. Creating a constitution for this nation


Point 4: Once the Constitution has been created and the government type has been decided on the Directorate of ANZ will step down.

The elections for the district representative will begin a month from now, each district will have to have atleast two candidates and two media covered political debates between the candidates on various issues concerning the district in question and more global matters.

Kristan Zhao nodded as he poured over the Foreign Ministry report about the Pushkan Federation; apparently the civil war had been ended by the timely intervention of an organisation called Agenstvo Natsionalhoye Zashiti. Although the United Eastasian Republic had been hoping for an alliance with the Union of Communist Republics, that possibility now seemed gone forever. However, although the UER was now left as the world's only Communist state, they were not totally giving up on the idea of cooperation with the Pushkans.

Bjornoyan Patriarch Sedaht Rand had been watching his super-power of a neighbor nervously. The revolution left many dead, and he wondered what type of government would emerge from such a violent seed. But then again, in order to become better, in order to become more, a nation had to change, it was a natural prerogative.

The Patriarch had been trying to pull strings throughout the revolution, with no success. All he and his nation could do now was wait, watch, and cross their fingers. The government established in Pushka could either lead to a thousand years of fruitful prosperity between these two countries, or a decade of violence and decay.

Several months have passed. The representatives from each district were elected and sent to Voronej there they were working on completing the goals set up by Vladimir Ivanov. Finally they did, and once again Vladimir was standing on a podeum on the steps of Kremlin in Voronej, ready to tell the people about their future.

"Today, at 4 o'clock in the morning i received a phone call from the National Committee. It seems amazing to me that such a simple thing as a phone call can change history.

Right now in my hands i hold our future. This set of documets will give us hope and order. Without further interruptions, i give you ladies and gentlemen the National Committee draft # 41."

On the TV screens all over the globe the following text appeared.

General Overview:

Nation: Russian Federation
Government Type: Socialist Democracy

Documents proposed, voted on and deemed to be reasonable based on a 2/3 vote by the National Committee members:

-Constitution:

Article I:

Every citizen of the Russian Federation is guaranteed freedom of speech unless it compromises national interests.

Article II:

Every citizen of the Russian Federation is guaranteed a right to serve in the military, unless they have been deemed physically or mentally incapable.

Article III:

Every citizen of the Russian Federation is guaranteed a right to vote for their representative on local, regional, and nationwide level.


Article IV:

Every person born or naturalized (born in another nation but received citizenship in the Russian Federation) in Russian Federation is to be considered a citizen unless they have commiteed a crime such as murder, rape, or treason (or any other 1st degree offence). In case such a crime has been committeed and a person has been convicted of it, they are no longer a citizen of the Russian Federation and as such are not guaranteed any rights listed in the constitution.

-Government Structure:

Summary:


-The Government of Russian Federation consists of two branches, the Executive Branch and the Legislative branch.

-The Executive branch is represented by the President and his cabinet.

-The Legislative branch is represented by the Parliment with two-sub branches the Duma and the Minestry of National Business.

-The President is elected every 8 years by a majoirty nationwide vote. The President reserves the right to appoint members of his cabinet. There is no limit on how many times the President can be reelected.

-The Duma members are elected every 3 years. Each member is elected by the majority vote in their respective okrug (district).

-The MNB members are elected every 3 years by a majority vote in rural and urban subdistricts.

-The President can propose laws, propose a declaration of war and enforce the laws passed by the Parliment.

-Duma reserves the right to pass laws, declare war, and remove the President from his post if he is unable to perform his duties (commites a 1st degree criminal offence, by his actions ignores the rights given to the people by the constition, etc.)

-MNB reserves the right to edit laws. MNB consists of several ministries (Ministry of Commerce, Ministry of Transportation, etc.), each one devided into sub-ministries in charge of their district (Ministry of Commerce of the Moscow Okrug, Ministry of Transportation of Voronej Okrug, etc.)


-The Legislative process:

Summary:

-A law can be proposed by the President, a member of Duma, or a private citizen (only if the law in question is deemed reasonable by an MNB ministry that the law in question concerns)

-After being proposed a law is voted on by the Duma.

-If the law gets passed by Duma by a 2/3rds majority vote it is than transfered to the MNB ministry it concerns and is reviewed and edited by that ministry.

-After being edited it is sent back to the Duma and Duma votes on the final version.

-If the final version gets passed by a 2/3rds majority vote than it becomes a law.

In the next few months the elections began, finally they were complete, the President, Duma members and other government officials were elected. The current President is Vladimir Vodomerov. As promised the ANZ has handed over the controll of the government to the people and a new page was turned on the Pushkan history. The new page is completely blank.
