The Short Term Goal: Arrange a powersharing agreement or even better, a single, united Interm Provisional Government.

Mid Term Goal: Focussing completely on rebuilding Torontia rather than military competition

Long Term Goal: Completely rebuild Torontia and arrange free elections

The State of Amestria sends as a representative to the Conference General Gran of the Amestrian Occupation Authority.

The Torontian Provisional Government's representatives shall be President Samuel Burns and several other Torontian National Congress officials.

Representing the Holy Empire of Saint Fedski and the interm government shall be:
Appointed Governor Sean Keane
General Maximus Obliqus, Commander in Chief, Armed Forces of the Holy Empire of Saint Fedski
Various other less important officials.

The Holy Empire of Saint Fedski proposes that talks be held at Camp Weasley Harris Naval Reserve base.

(OOC: Maximus is an extremely high ranking figure. Some say second most powerful after the Chairman.)

The State of Amestria agrees to the venue and asks to start off the meeting with the first proposal.

OOC: Are we allowed to send someone?

The Government of Kahanistan submits its constitution as a basis for the framework of the new Torontian constitution. While some aspects will be repugnant to Torontian culture, the idea is to draft a document based off of the human rights guarantees given in the Kahanistan Constitution.

(OOC: As far as I know, mine is the only nation with a written constitution on NSWiki, the link's in my sig.)

The Holy Empire of Saint Fedski agrees. The opinion of the Holy Empire of Saint Fedski is that other occupying powers may send delegates to these talks, but only as observers. What does the State of Amestria think of that?

Before the Conference can begin, an aid bursts in and hands a note to General Gran. He reads it over and grunts.

"Those maniacs, The Lone Alliance are going to gas Seattle in four hours."

"What is this interuption?" Gov. Keane asks rather impatiently. "Is there something we need to know?"

"The Lone Alliance is going to begin gassing Seattle in FOUR HOURS, sir."

"Alright then" The Governor said calmly. "Private senior official meeting in the back office. We need to figure something out before they have a chance to ruin our peace plan before it gets started."

Keane gets up and begins walking briskly to the back office, followed by General Obliqus who looks terrified.

Sounds of shelling fill the air. Gran sighs...

"That would be Red Tide shelling Seattle..."

President Samuel Burns goes into a fury. He paces around the room pulling at his hair and screaming at anyone who would listen.

"The Interm Government of Sean Keane cannot control what is going on under its own roof! It has proven itself incompetent and should submit to the Torontian Provisional Government under MY leadership!"

"Mr. Burns, what is all the shouting about?" General Obliqus asks as he walks back into the hall. "We have settled the matter with the Lone Alliance and have arranged for a ceasefire with Red Tide."

"How many died sir, how many died? How much damage was done, sir? THE SHELLING WENT ON FOR 15 MINUTES, sir!"

"The number we have recieved is in the area of under ten thousand. The hurricane of wounded has been flooding the hospitals like it was New Orleans. Currently both military hospital ships have been opened up for extremely severe injuries. The Armed Forces of Saint Fedski have only suffered less than 2,000 casualties. There were only a few soldiers in the area simply because they were not needed there. That area was considered the safest part of town. It's a shame. It really is. But don't we have a conference to get started?"

Samuel Burns stands up strait and calmly delivers his proposal.

“Seattle is unsafe and vulnerable. Port Angeles is safe and secure. Governor Keane can remain Governor of Seattle, in charge of local affairs for that troubled city, but MY government in Port Angeles should be declared the National Government. Any political groups in the Interim government are free to negotiate a power-sharing agreement in Parliament until elections can be held.”

We disagree that Seattle is unsafe. The only violence that has taken place since we took over has been from Red Tide (not including a murder and assaults, but those are just common issues that plague every city. We do not agree to allowing the Provisional Government to be in total control as The Interm has been around longer.

On a seperate topic, we propose that all major waterways be open to both Amestrian and Saint Fedskian vessels. This way we can ensure proper supplies and aid can reach all citizens equally, regardless of who is currently occupying THIER country.

"Over several thousand have died and you continue to claim it is safe? Sigh... Your government has been technically around longer, but for the majority of its time it has been inactive and powerless."

"You propose something that is already in effect."

Gov. Keane stood up behind the table and calmly countered Amestria's comments.

"Well Port Angeles would be "unsafe" if someone randomly decided to shell it. Unfortunately for us, it was Seattle. We also feel that Seattle would best remain as capital because it currently has all the facilities, and the largest population in the area. The Port Angeles Harbour is nowhere near large enough to accomdate the massive amounts of supplies that are needed by both the military and the civilians while Seattle's is. Seattle also has a number of other large ports and harbours in the immediate vicinity such as Tacoma Harbour, Bangor Naval Reservation, Naval Station Everett, and Pugent Sound shipyard, not to mention the other smaller facilities and airports."

General Gran speaks up.

"No one can shell Port Angeles because of the Amestrian Military presence. If anyone where to try to move into a position to shell Port Angeles then we would stop them. Seattle is under an occupation which is a collection of warring parties. It is at the mercy of The Lone Alliance or the Red Tide forces. In the future, once stability has been restored, the government will be moved back to Seattle. However, stability matters the most at present and Seattle is not stable. The government must meat without the threat of destruction hanging over its head."

A colonel of the Saint Fedskian security teams runs in and whispers something into General Obliqus' ear.

The General stands up and has a worried look on his face.

"Gentleman, my aide has just informed me of some very bad news. This conference may well be cancelled now unless we can settle something. Red Tide has begun to mobilize their armed forces and Torontia is the likely target."

He paused to allow the officials to take in the news. He continued.

"Seeing as both Amestra and Saint Fedski wish to control the land, why not compromise? One government could control the military and organize the defence of Torontia, while the other could organize the government? Both the Government and the Defence teams will be responsible to a joint council set up by the governments of The Holy Empire of Saint Fedski and the State of Amestria."

General Gran replies.

"You are over reacting. The Red Tide occupation forces are moving into the interior, away from Seattle and the coast. Whatever mischief they are planning to do at present we cannot prevent, so it is hardly a reason to cancel this conference.

And as to joint control, Amestria currently has the largest foreign military presence in Torontia, with the exception of Red Tide. The Torontian Provisional government in Port Angeles is fully functioning and not under threat. The Saint Fedski coalition, I am sorry to say, cannot even prevent the shelling of Seattle. The Sean Keane Interim government is dysfunctional and disorganized, in no position to assert itself on a National level. I suggest the Keane regime content itself with governing Seattle, a full time job, and leave President Burn's government to National matters."

"I disagree. If you occupied Seattle and we Port Angeles, our positions would be reversed. You would not have been able to prevent the shelling either. Your forces would be just as tied up doing humanitarian work as well. Besides, they stopped when we asked them to. I think it is therefore safe to say that we do have some authority. If we had known their intentions prior to the shelling, it would not have happened."

"Our troops where doing humanitarian work the moment they arrived, that and reorganizing the local Torontian police/military forces. The OP and the coast are now stable, peaceful and in the process of restructuring. Seattle being more difficult to manage further ads to our point that Keanes government can either manage Seattle or the rest of the occupation, it cannot however manage both."

Burns once again joins in.

"What matters is creating a clear and effective administration. Having two Provisional Governments is playing havoc. There will be plenty of time to compete for National power when elections are held next year. I would therefore like to ask the Governor to please relinquish any claim to National power and focus on the local government of Seattle."

Seattle is now stable as well. The port is fully functioning and humanitarian aid continues to roll in. Also, international flights are to be resumed in one week. The hospital that is being built is going quickly. It will be done in a matter of months. Shortly, you will be given some photos of the amount of aid that has been arriving in our ports.

"As soon as you are done burning all the corpses? How can a place be stable shortly after the central area was flattened?"

"There is no more conflict. Everything is under control, therefore it is stable. We request to take a short break so we can get back to Seattle and do some work there. Reconvene in 3 days?"
