Green River, Capital of the People's Republic

Midday

The sun shone through the intermittent clouds and a cool breeze rolled off of the Green River. The city was relatively peaceful, the usual city sounds echoing off of the buildings. Buses and street cars carried people across town. Then the calm was broken by an ear-shattering roar as Police Station 9 exploded, glass and rubble spewing onto the street. People nearby were knocked from their feet and several pedestrians wre killed by flying glass or rubble.

A cloud of smoke rose into the sky as the wail of sirens grew in the distance.

Live News Broadcast, People's Broadcasting Network

Pavel Baiki stands in the street, a cloud of smoke and flames rising behind him. Firefighters and police run to and fro, attempting to control the blaze and keep pedestrians away. People wearing civilian clothing with the red armband of the People's Guard are helping to fight the blaze and tend to the wounded. Baiki begins to speak, his expression grim.

"Comrades, just fifteen minutes ago Police Station Number Nine was destroyed in a large explosion. The cause is still unclear, but it is believed to be a deliberate act by some unkown terrorist group. Firefighters are fighting to contain the fire and have attempted to get inside to reach any survivors. However, they have only managed to rescue a few people."

He pauses and puts a hand to his earpiece and then resumes speaking,

"I have just recieved word that an orginization, calling themselves the Kilani Republican Army has claimed responsibility for the bombing. They are demanding an end to communist rule in Kilani. The government has ordered the People's Guard to mobilize and be prepared for another such attack. The military is also calling selected reservists to active duty. Those of you who are being mobilized will be informed. In the meantime-"

He suddenly pauses, listening an looks very alarmed.

"Comrades, their has been a major attack by the Republican Army in Kaloburg. People's Guard units are currently fighting the KRA troops and the army has been mobilized. Stay tuned for further updates!"

The transmission cuts to a Kilani flag and patriotic music.


Kaloburg

Gunfire echoes in the streets as the red-armband wearing People's Guard members fall back from their KRA attackers. The KRA are wearing urban camoflauge and have the old Kilani flag, three stripes: one blu, on red, and on black. They are using AK-107's, like the People's Guard, but some are using the FAMAS or M-16's. The People' Guard was a militia, intended to provide security and a last line of defence against enemies. Now it is on the front lines of a war.

The People's Army is rushing units to the city, but the nearest, the 25th Infantry Regiment, will not arrive for a few more hours. Until then, the local militia are on there own...

Do not take this the wrong way, we still remain fiercely determined to stick this out to the end. Toward this end we have sent the second and third fleets to assist you. It is our hope that they might be able to equal the naval group sent by Brydog. However, if things go badly we are willing to evacuate you and your supporters. People's Broadcasting Network Emergency Broadcast

Comrades, we have recieved urgent news that the foul imperialist dogs of Templa have sent fleets to aid the KRA in their unlawful rebillion against the rightful government. However, there is also more cheering news! The nation of Brydog is sending their fleets to assist us in crushing the KRA and the Imperialists. Soon the facist rebellion will be crushed and the Templa hurled from our nation. Fight on, comrades!

Kaloburg

For the better part of the day the fight has been going in favor of the KRA forces. They are well-trained and equipped and the People's Guard has been forced to relinquish control of most of the city. They have fallen back to their final positions on the edge of the city and are hoping that reinforcements arrive. The vangaurd 25th Infantry Regiment is only a quarter of an hour away and will soon be engaged.

Situation Overview

The KRA has siezed control of several towns and cities, Kaloburg being the largest. They currently control a strip of the nation along the coast, consisiting of almost half the nation's coastline. the KPA (Kilani People's Army) has mobilized and is currently redeploying some of it's heavier units to engage.

The KRA is armed mostly with small-arms and hand-held rocket launchers. They have few armored vehicles and a few helicopters. The KPA has air superiority and armored vehicles.

Message to the UN

Kilani is currently suffering a revolt and civil war from right-wing elements. It is requesting the UN peacekeepers be deployed to assist in peacekeeping efforts and to help keep civilian casualties to a minimum. It is also requesting that the UN condemn the actions of Templa.

The forward elements of the 25th Infantry Regiment bulster the lines of hard-pressed People's Guard, the professional soldiers faring much better against the KRA then the militia. The Kilani Military Airforce has been reluctant to fly attack missions against the KRA in Kaloburg because of the high number of civilians in the combat zone.

People's Republic of Kilani

Kilani is a large, sprawling nation of 469,000,000 people, classified as a democratic socialist state. There are some few political freedoms, and below average civil rights.

The overall GDP is difficult to project. It can be best classified as struggling.

The nation is racked with poverty. Unemployment is officially 14.6%, but unofficially underemployment and poor wages combine to nearly double that figure (25.85%).

Some economists, using strictly capitalist terms (NSEconomy (http://nseconomy.thirdgeek.com/nseconomy.php?nation=Kilani)), put the GDP at $205 Billion, and GDP per capita at $448.46 -- a little over the UN's rating for extreme poverty measured as $1 a day income.

Other newer mechanisms of measuring total output, including barter system and other grey marketing (such as EconomyStatistics (http://www.sunsetrpg.com/economystatistics.php)), put GDP per capita at $2,331, and the overall economy just over $1 Trillion. It is thought that there is a tremendous grey market of another $112.8 Billion.

However, using any economic analysis system, the government budget is calculated at greater than the GDP. It is thought that they are dipping into capital and resources to afford to continue operations, as well as relying on foreign aid to prop up their government. Government waste is nearly impossible to calculate, ranging somewhere between $13 Billion to $68 Billion.

There is no strong control over the currency. Officially the zloty is worth $0.15, but in a recent sampled street exchange rate, 37-38 zloty were more likely traded for a dollar of hard currency, making the national currency worth about 2.7 cents each.

Formal spending on defense is $18.57 Billion, but this only calculates formal spending on major military systems. Most troops are patriotic volunteers and are paid very little but recieve food, shelter, weapons and uniforms. It is a better guarantee than living on the streets. We are trying to understand whether they use a conscript system. Overall defense may be as high as $97 Billion, mostly accounted for by value of labour.

The police budget is about a third larger than the military budget-- about $24 Billion in real figures and possibly as high as $128 Billion accounting for value of labour.

Worker enthusiasm is 60%, but consumer confidence is only 48%. People are still bullish about producing product to support the nation, but consumers have problems getting quality goods and do not have much left over beyond their subsistence wages. Arms manufacturing is their leading product, which are not products generally available to consumers.

Literacy among adults is good but not universal. Up to 4.25% of adults are illiterate.

National loyalty, measured in actual supporters of the Communist Party is about 31%. The populace overall is very patriotic and dedicated to the nation of Kilani, but many may prefer to see a separate system of government. They might also be quite defensive towards foreign interventionists, either those interceding for or against the Communist party.

The Federal Republic of Brydog

This nation is a world benchmark in many ways. It covers more than a continent, with a population of over 5 Billion persons. Its GDP is collectively over $177 Trillion, and its GDP per capita is a stunning $35,459.58.

Low unemployment, tremendous civil rights and political freedoms. Yet for all that, there is also a tremendous grey sector economy, calculated at an additional $175 Trillion. Consumer confidence could be said to be at "104%," with interests outside the knowledge of the somewhat-corrupt government going to secure goods at below-market rates.

It also has a tremendous defense budget of over $23 Trillion. National loyalty is 87% and worker enthusiasm is 97%. It is a powerhouse of a nation with only other super-continental-scale nations as peers.

The FRB is a UN member nation.

The Armed Republic of Templa

A far larger nation than Kilani, of 804,000,000. But far smaller than Brydog. They are not a UN member nation. They are definitely verging on being a continental-scale nation in their own right.

Classified as a psychotic dictatorship, the nation has a national loyalty of 27%. Unemployment is 14.6%. Illiteracy is 30.25%.

Government waste is rampant, upwards of 15% of the budget.

The GDP is figured at $4.8 Trillion, with a GDP per capita of $6,010.70. However the grey market is calculated at about another $3.36 Billion beyond government control. While the government is doing all it can to stomp out uncontrolled (and untaxed) trade, the people are suspected of maintaining a tremendous underground dealing in all sectors to avoid punitive income taxes and criminal penalties.

Military spending is calculated at $1.065 Trillion.

Right now, if Brydog assists, it looks like this can be swiftly cleaned up, depending on what he commits.

While Templa has a 10:1 military spending over Kilani, Brydog has a 23:1 spending over Templa. If Kilani was allowed to also count their police force (law enforcement spending) for use in national defense, that would give them $225 Billion, still about 1/4th of Templa's military.

Listeneisse, who has not yet committed any forces, has a defense spending calculated at $346 Billion - three times Kilani's, and 1/3rd of Templa. It is a UN member nation with a history of military peacekeeping. We have veterans from the recent Zodno-Pomorskie fighting, and a far larger military now.

The important thing would be to determine how much each country was willing to push their military into commitment in the region, and also how much it was willing to risk the ramifications of a war on home politics.

Right now, Templa looks like it will meet a terrible black eye if it tries to take on Kilani and two, possibly more, UN nations acting for peacekeeping.

On the other hand, Kilani really needs to improve his economy if he wishes to remain a viable nation without risk of civil war and internal violence. While they do a good job keeping down crime, their GDP per capita is far below that of even the worst basket cases of sub-saharan Africa in real life.

a. The conflict is essentially an uprising of the former upper-classes and right-wing activists.

b. Kilani underwent a violent communist revolution only a couple of decades ago.

Since then it has outlawed capitalism and been attempting to form a communist state. The corporations were cast down and the Right-wing marginalized, despite protests. Now it appears that the right-wing and the former ruling classes have been building up arms in preperation for a uprising nad overthrow of the communist government.

c. Current Level of Fighting:

There is currenrtly heavy fighting going on in the traditionally more conservative coastal areas where the KRA enjoys the most support. the KRA is engaged with police and militia units, as well as regular army units that are being deployed to help put down the revolution. There is also sporadic attacks in the more loyal heartland, the attacks mostly being isolated bombings of military and police installations.

Forces intervening on the behalf of the Kilani govenrment are allowed whatever weapons are neccessary for their protection and to combat the insurgents.

Situation Update

The KRA has successfully siezed control of roughly 50% of the coastal provinces, giving them control of roughly 7% of the overall country.They enjoy support from many of the coastal provinces inhabitants and Kilani military prsonell are having a difficult time traking down the KRA.

The KRA enjoys the support of roughly 10% of the population, most of them hailing from the coast. The government, meanwhile enjoys a 35% loyalty rate, with the other 659% of the population being somewhat indifferent or simply continuing on with their daily lives.

President looked over the report with mild interest. It seems Juosh was about to help aid another nation against some uprising. It appeared that this could turn into quite a war if a few other nations got brought into it.

"It seems that a large terrorist core has led an uprising in Kilani. General Karbashi, what is your assessment?"
"It appears to me that Kilani will need our help, it does have a military, but this terrorist cell has some outside supporters who I am sure will help them against Kilani. However, it appears Brydog is aiding Kilani so it seems that this war will be dealt with quickyl. Brydog is known for it's great population and military. If we aid Kilani, it would appear to me this war will be dealt with quickly."

SLI Sector shall respond to the crisis and will send the 200,000 soilders, currently stationed at Zondo-Porkomise to help stop the Wilk Revolt, to the nation of Kilani to stop the "Kilani Uprising", following the duties as UN Peacekeepers.

We condemen the offical Kilani government for its oppressive policies that have led up to this civil war. Innocent CEOs and upper-classmen have been hated, just because of their wealth. Civil liberties are too low, with people unable to choose what they want to do. This injustice by the offical Kilani government must be stopped. Kilani has committed greivous war crimes over in ZP, supporting the evil Wilk. We could name a list of their crimes...is there any wonder why these freedom fighters has rose up against this unjust government?

Many people, from all around the world, have realized that SLI Sector is a perfect government, formed by years of evolution and study. With a Computer that makes sure everything goes well, and a place where everyone is happy and content with their regime, all is well. If more people follow the example of SLI Sector, we would have no more crimes, no more wars and such. The people of Kilani support this new government, run by The Computer Party. Kilani/Zodno Border

The Kilani border posts are overwhelmed by the oncoming SLI sector troops, but one station, holding a key crossroads, hold out for over five hours until their ammunition is totally expended.

Comrades, we are surrounded and outnumbered. We have just used the last of our PKM ammunition. We are down to one magazine per man for our rifles. THe enemy is bringing up armored vehicles. Farewell comrades!

The Kilani military, already stretched thin byt he uprising, orders the elite 23rd Mechanized Division, 11,000 men, to counter-attack. The Kilani airforce, flying SU-35s, launches a desperate strike against the onsoming SLI forces. The People's Guard also fight back against the oncoming SLI Sector troops, despite thier lack of heavy weapons and machine-guns.

Suprisingly, the KRA troops in the are fight alongside the People's Guard against the SLI troops. Apparently they don't want a forigen occupation.


Message to SLI Sector from the Kilani Government

Withdraw your troops from our borders at once or we will expel them through force.

the word press is written in the native Kilana language on the front of the flak armour and Gyoko Kasagi and Asa Wakati carry on the best they can.

they never expected to be in a war having been sent to Kilani to cover another side of the Z-P story.

"rolling in 3-2-1" Asa says and switches on the small hand held video camera.

keeping low down Gyoko says "greetings viewers. we report from the border between Kilani and SLI sector where it feels like a full scale war is taking place.

i've witnessed dog fights between the two airforces and its expected that the Kilani defenders will soon be out of ammuntion.

i've spoken to KRA members who are fighting alongside their governments forces and they've told us they are fighting against the invader. "the government can wait. We've got bigger fish to fry" is a common attitude.

elsewhere in the country the common threat has taken the pressure of the resident communist government. the expected arrival of peace keeping forces from Listeneisse has brought hope everywhere.

UN Peacekeeping - Memorandum of Agreement (MOA)

The following is submitted to both PRK and KLA to ensure that both understand what Kingdom of Listeneisse's position is as a peacekeeping nation.

1. PRK government must allow all points of the MOA, or correct them, before Kingdom of Listeneisse will respond and intervene.
2. KLA command can certainly provide requests for different terms, but the Kingdom of Listeneisse may or may not comply to their demands as they are not a UN member nation. This is being done as a courtesy and to ensure miminum loss of life and property in their controlled territory. If KLA agrees to the MOA, it shall abide by it. Violations shall constitute an act of aggression outside the bounds of UN peacekeeping, and shall constitute grounds for response outside of UN peacekeeping guidelines.

Declaration of Mission - UN Peacekeeping mission from the Kingdom of Listeneisse shall be known as the Kingdom of Listeneisse Kilani Peacekeeping Force (KLKPF)

Peacekeeping Goal - KLKPF is primarily goaled for the upholding of international humanitarian law, specifically seeking to offer civil protection of non-combatants and refugees, maintaining self-protection of force and other UN Peacekeeping forces, and providing protection of Kingdom of Listeneisse and other nations' GO/NGO relief workers who may enter and operate in areas of conflict.
Acceptance of Neutrality - KLKPF is a UN Peacekeeping force. It is not partisan to PRK or KLA. All personnel, facilities, vehicle and property of the Kingdom of Listeneisse and its nationals are not to be targeted for hostile action.
Neutral Unless Fired Upon - KLKPF shall not enter into hostilities unless fired upon, in which case it reserves the right to act with all necessary means for self-defense.

Bilateral Agreement Requested - Even though it was invited into the nation at the request of PRK government, which may lead to the assumption of partisanship, the Kingdom of Listeneisse requests this MOA be a bilateral agreement of PRK and KLA. A duly-designated military leader or civilian representative from PRK must respond to the assent before this MOA takes force. A similar KLA response is requested to this MOA. Lack of acknowlegement of reciept within 48 hours by either party shall be regarded as a lack of due interest in the proposal. KLKPF reserves the right to not intervene if PRK does not agree to the MOA. If KLA does not agree to the MOA, KLKPF reserves the right to continue operations under PRK invitation, but may change its rules of engagement and force protection accordingly. The goal is for both PRK and KLA to agree to peacekeeping operations for the preservation of life and commonweal of the nation.
Request for Idenification of Demilitarized Zone (DMZ) - PRK and KLA should agree on a demilitarized zone (DMZ) of non-combatant area for KLKPF to operate within. It is requested the territorial boundaries of the DMZ be determined so that it provides the greatest humanitarian benefit yet is agreeable to both military organizations. Once demarked, the KLKPF shall take to protect the inhabitants of the zone from any acts of aggression on the part of either party. If PRK and KLA cannot agree to a DMZ, KLKPF reserves the right to work in an area solely of PRK's selection, but shall adjust force protection accordingly.
Request for Cease Fire - The Kingdom of Listeneisse calls for a cease-fire between PRK and KLA forces. If no cease fire is in effect, force protection shall be adjusted accordingly.
Posture for Peacekeeping, Civil Protection and Base Defense - KLKPF shall currently only use defenses to guard civilian targets and UN Peacekeeping forces. If a directed threat manifests against UN Peacekeepers or acts of humanitarian crisis or genocide are being perpetrated, KLKPF reserves the right to deploy additional forces or alter force structure in response.
Rules of Engagement - KLKPF shall not fire unless fired upon, or in witness of attacks on unarmed civilian populations. Attempts shall be made to contact commanders in the field as well as military and civilian diplomatic channels. If no answer is forthcoming, or if met by hostile fire, KLKPF shall engage at will.
Identification of Personnel - KLKPF forces shall be wearing blue UN Peacekeeping helmets or berets as well as their Kingdom of Listeneisse service uniforms at all times of duty.
Identification of Facilities and Vehicles - Facilities and vehicles shall be clearly marked with "UN" on all faces, as well as their standard military markings of Kingdom of Listeneisse armed forces, and blue UN flags will be flown beside the national flag of the Kingdom of Listeneisse.
Identification of Aircraft - All aircraft flown by the Kingdom of Listeneisse, whether part of KLKPF or operated apart from the peacekeeping operation, shall have IFF/SSR transponders turned on, clearly identifying themselves in appropriate Modes (military or civilian). In the case of transponder failure, you will attempt to contact the aircraft on both 11.3 MHz for International Air Traffic Control (IATC) and the reserved emergency frequency of 121.5 MHz to issue a warning before commencing fire. In case of no contact, you will contact KLKPF and (International Air Traffic Control (IATC) to determine whether any aircraft are known to be experiencing radio and transponder failure before opening fire. This rule may be ignored only in the case of direct threats and specifically-hostile actions taken by an aircraft.

Both parties agree to abide by these frequencies and purposes, and are requested not to jam or disrupt traffic in any way; all parties are allowed to use these channels as needed. Certain frequencies are reserved for UN purposes; others should make traffic on these frequencies only for official contact with UN Peacekeeping or IRCO Forces. Operational Bases: Land - KLKPF shall operate facilities for a reinforced corps-sized force. Sites shall be designated within or near the DMZ by PRK government and/or KLA. KLKPF has the right to operate any necessary facilities within the DMZ or within 300km of the DMZ by the PRK, and may be granted such right by KLA if they reply to the assent. In the case of lack of KLA approval, operational bases will not be placed in KLA territory, but will be placed in the designated DMZ and PRK territory.
Operational Bases: Air - KLKPF shall operate from (at minimum) three air bases; additional facilities may be made as situations warrant. All bases shall be in the DMZ or within 300km within PRK territory, unless KLA assents to position one or more air bases within their area. Air bases shall have 3500m+ landing strip, JET-A, J8 fuel available. All appropriate navigation: NDB, ADF, ILS, VOR, TCAS, etc. Where facilities are lacking, notification will be made for KLKPF to bring in equipment.
Operational Bases: Sea - Port facility capable of handling "panamax"-sized LO-LO and RO-RO vessels required for logistical support.
Additional Forces Operation Outside of Kilani - Additional land, air and sea forces are based out of Kingdom of Listeneisse in support of the mission and are not listed here.
Protection of Civilian Populations - KLKPF will take action to preserve the lives and property of unarmed civil populations in the face of military attack. It shall also create refugee camps, provide food and medical assistance, and work in conjunction with local government health and human services agencies, as well as UN IRCO and other international and foreign national humanitarian GO and NGO organizations.
Protection of Civil Infrastructure - KLKPF shall make a best effort to protect civil infrastructure. It is requested for all parties to avoid attacks that permanently destroy civil infrastructure or create massive casualties, or great danger to a large civil populace, including highways and bridges, mass transit facilities including airports, civil and commercial terminals at ports, rail lines, power plants, facilities and infrastructure, fuel storage depots, power transmission and pipelines, water supplies, food production and storage facilities, etc. This protection does not extend to exclusively military facilities.
Protection of Sites of National, Cultural and Ecological Importance - KLKPF requests a list of sites that are of significant national or cultural importance which are requested to be protected in its zone of operations. Historical sites, museums, cultural centers, religious sites and areas of ecological importance may all be protected from attack, looting, arson or poaching on a best-effort basis. Both parties are asked to provide sites, as PRK and KLA may have different views of what makes a site of significance.
Protection of Civil, Emergency and Navigational Communication Systems and Radio Frequencies - Both parties agree to avoid destruction or jamming of all civil communications systems, including all commercial and civil authority radio stations and mobile phone networks, especially emergency services, all telecom networks and Internet communications systems, and all ground, air, sea and satellite navigation systems, including GPS.
Medical Services Available for All Combatant Forces Under Truce - KLKPF shall provide Mobile Field Hospitals capable of trauma care, as well as other medical personnel trained for the provision of eyecare, dentistry, OBGYN, pediatrics, pharmacology, disease care and prevention (including contagious diseases and STDs), and GP medicine. These facilities are open to all UN Peacekeeping forces, and all combatant forces arriving without arms under a white flag of truce. No weapons or munitions should be brought by combatant parties to medical aid stations. All weapons, munitions, poisons, surveillance devices, drugs, and other contraband found upon those seeking care under a white flag will be confiscated; UN Peacekeepers may arrive under arms, but will be security checked as they enter, their arms will be stowed while in medical aid stations. No forces will be turned over to any party while under the care of KLKPF, unless they have been properly charged with war crimes or humanitarian crimes. KLKPF reserves the right to return interred wounded persons to their side under white flag, unless formal charges of war or humanitarian crimes are made, and there are sufficient proof of charges including a court warrant for arrest. Communications on this can be made through diplomatic channels.
Maintenance of Infrastructure - KLZPF shall provide, on a best-effort basis, heavy construction teams and systems for repair of infrastructure damaged by attacks for the preservation water, power, communications, and to maintain a free flow of civil and military traffic and logistics.
Upholding of Criminal and Civil Law - KLKPF shall act to uphold the law as per the criminal and civil codes of PRK, especially in the face of violent crime and destruction of property, terrorism, and arson. It will not interfere with peaceful civil protests or demonstrations, but it reserves the right to intervene to preserve the peace to disburse riots and prevent acts of violence. It will work with all police forces of the PRK and, if requested, the police forces in KLA-held territory. If the KLA wishes to provide objections to current PRK laws, such as, for instance, the banning or punishment of capitalist enterprises, KLKPF shall not intervene in cases of legitimate legal disagreement.
Request for Special Criminal Tribunal - It is requested for an international forum on civil law disputes be founded to resolve legal disputes and individual cases of legal violations held between PRK and KLA. Furthermore, this Special Criminal Tribunal should serve to report acts of war crimes and humanitarian law crimes, including acts of terrorism and genocide made by any parties. It would be best if both parties agreed to ensure those who committed gross violations of acts of violence against the people of Kilani or foreign nationals working for the good of Kilani were caught and punished.

Medical Care, Health and Humanitarian Service Goals - The IRCO provides medical and health care, both to combatants of all nations and to civil populaces. It also is concerned with the providing humanitarian aid and relief, and monitoring of international humanitarian law, specifically seeking to offer services to civilian populations of non-combatants and refugees. The IRCO also has a special role in the monitoring and care of Prisoners of War and other detainees held by any participants in the fighting. Lastly, should any disaster strike during the war, either manmade or natural, the IRCO shall respond to any such humanitarian crisis.
Red Cross Role in Civil-Military Authority - PRK and KLA shall both recognize the unique role the IRCO plays in maintaining humanitarian aid and services for all parties, military and civilian, of all nations, and shall not interfere with their responsibilities. They shall also do their best to foster relations with their civil and military authorities.
Acceptance of Neutrality - IRCO is a UN humanitarian aid agency. It is not partisan to the PRK, the KLA, or even UN Peacekeepers. All personnel, facilities, vehicle and property of the IRCO and its international partners are not to be targeted for hostile action.
Separation from UN Peacekeepers - UN IRCO is not synonymous with the UN Peacekeepers. While UN Peacekeeping forces have aid stations and may provide humanitarian aid, that is a best-effort service. The UN IRCO is exclusively dedicated to medical, health and humanitarian aid. All parties agree to identify it as a seperate mission. IRCO shall maintain itself in its own facilities, use its own records-keeping, and avoid merging itself within the UN Peacekeepers. However, UN Peacekeepers may at times provide security, or may work in conjunction with the IRCO mission.
Security Service - IRCO shall maintain a separate security force to safeguard its property from attack, theft and looting. This force shall be provided by the KOTHG, and shall vary in size depending on the environment of operations.
Right to Operate Nationwide - IRCO shall operate nationwide, and so long as it obeys civil and criminal law and the terms of this MOA, its workers shall not be barred, held, arrested, or charged by any combatant or police force operating in Kilani.
Rights of Transportation - IRCO shall maintain properly-identified transports which may be delivering workers, food, medical supplies and other equipment which is specifically related to humanitarian aid. All such personnel transport and shipments shall be allowed to proceed to their destination without siezure, but IRCO understands they may be subject to search. In the case of any discrepencies, IRCO pledges to work with military and civil authorities to investigate the issue.
Rights of Expression and Communication - IRCO shall not be censored or prohibited from disseminating needed information to civil populations for medical care, health purposes, or humanitarian services. No military or civil authority shall take to censure, stop, or edit the communications of IRCO workers performing their duties. In return, IRCO shall avoid political partisanship. IRCO may comment critically about acts taken by any party which severely harm or endanger its mission, the lives of those in its care, or the humanitarian rights of any person. This is not a partisan expression, but an upholding of its humanitarian rights ideals and goals.
Right to Request Information and to Maintain Confidential Records - IRCO may request information from both civil and military authorities in regards to medical care, health issues (such as food supplies and disease vector information), and humanitarian rights (such as POW or criminal records). Civil and military authorities shall do their best to share information with the IRCO where it is not subject to security clearances, or shall share information with members of the IRCO properly cleared by their security personnel. IRCO may share information with PRK, KLA or UN Peacekeepers so long as it is done preserving the rights and dignity of those under its care. For instance, precise names and information may be withheld to ensure opposition members are not endangered by IRCO care workers. While this asymmetry of information exchange may offend some, it is to maintain strict neutrality in affairs.
Right to Request Additional Aid and Assistance - IRCO has the right to request additional aid and assistance from military or civil authorities. While they are under no obligation to respond to IRCO requests, they shall give a best-effort reply to calls for assistance. Emergency channels will be established with local military and civil authorities to respond in case of smoke or fire, crime, armed attack, riot, or other man-made crisis or natural calamity.
Right to Withdraw - IRCO reserves the right to withdraw at any time from a zone which proves to be overtly hostile to its presence, and also to withdraw when local aid agencies are providing sufficient services for its presence to be no longer required.
Identification of Personnel - IRCO personnel will wear armbands and chest coverings presenting the Red Cross or Red Crystal (http://en.wikipedia.org/wiki/Red_Cross_(symbol)) symbol and the letters "UN IRCO" clearly when at work in the field. They will also be issued identification cards which can be verified by IRCO computer records. Note the Red Cross uses the truncated Greek cross, while the national flag of the Kingdom of Listeneisse is the Cross of St. Josephus, more commonly known as St. George's Cross (http://en.wikipedia.org/wiki/St._George's_cross), which extends to the border of the flag on all sides.
Identification of Facilities and Vehicles - IRCO facilities and vehicles will be marked with the Red Cross or Red Crystal symbol, and "UN IRCO" on all faces and roofs.

Refugee Camps - IRCO may declare a site to be a refugee camp. All combatants agree to avoid targetting, attacking, or hostage taking at IRCO Refugee Camps. IRCO understands military and police forces are permitted to enter and search IRCO Refugee Camps for contraband, wanted criminals, and hidden or disguised combatants, and provide police and emergency services for the protection to civil refugee populaces. All forces agree to avoid generally stationing combatant forces within refugee camps, but may provide security forces and check points at perimiters.
Military and Police Intervention in IRCO Facilities and Camps - The identity of any persons taken from Red Cross Facilities or Refugee Camps, and the causes for their siezure, will be made known to the IRCO administrators. Any property confiscated from a Red Cross Refugee Camp will be identified to the IRCO administrators. Any notable incidents or complaint caused or identified by military or police forces will be made known to IRCO administrators.
IRCO Workers Rights - All parties agree to the basic human and legal rights of IRCO aid workers. If there are any reasons for the detention or arrest of an IRCO worker, the issue shall be made known to the IRCO authorities promptly. If there are criminal or civil charges made against the IRCO worker, they shall recieve all fair treatment, including habeus corpus and the rights to legal representation.
Objections and Complaints Regarding Aid or Aid Workers - If there are any complaints about IRCO services or objections to the statements or acts of IRCO workers, these shall be made known to IRCO authorities immediately to allow for corrective action. We note SLI Sector failed to comply as per the peacekeeping request of Kilani. It has begun operations outside of a proper MOA and in specific violation of UN Resolutions.

Given the prior hostilities waged against PRK in Zodno-Pomorskie, SLI Sector can be considered an active hostile invader unless force limits are adhered to all UN Resolutions and all other terms of the UN peacekeeping request made by PRK.

We remind SLI Sector that the UN Compliance Ministry can be made appeal to in order to bring you to mandatory unilateral compliance with the UN Resolution on national sovereignty if you invade the borders of a fellow UN member.

After Kilani's admittedly wrongful intervention in Zodno-Pomorskie, we took to remind them of their responsibilities towards the UN. They did their best to comply with UN Resolutions thereafter. In a review of the Zodno-Pomorskie revolt, contacts in the Compliance Ministry asked Listeneisse to inform them if more violations of UN Peacekeeping provisions were made by fellow UN members.

Before we inform the Compliance Ministry, which shall likely forceably disarm your troops and eject them from Kilani, we request that you voluntarily reduce your forces to the appropriate number and type requested, and that you comply with all UN Resolutions as per UN peacekeeping accords.

Again, we had to remind Kilani of these same rules in the case of Zodno-Pomorskie. This time we are going to be far more strict. We are quite prepared to ensure that the UN Compliance Ministry is informed of gross violations of UN Resolutions.

You are limited to 50,000 soliders, and 100,000 relief workers as per Kilani's reqest. You are requested to get a Memorandum of Agreement (MOA) to operate in country before you unilaterally "liberate" it.

You are not to exacerbate the situation in any way by taking partisan part of the fighting. If the people of Kilani do wish a change of government, they can do so internally. It is not your position as a UN Peacekeeper to destablize a situation further, even if you disagree with the type of government presently maintained in Kilani.

Your response in agreement to your UN responsibilities is requested within 24 hours, and your complete compliance is required within 48 hours. This includes both filing an MOA and operating under all binding UN Resolutions. There shall be no other warnings nor negociations of this position. We'd hate to see the general who successfully leads your forces in the field return home to throw your widely despised and unpopular government out of power by an armed junta. I do not mean to be overly beleaguering in terms of my MOAs. Other people do not need to make theirs anywhere near as long or as complex, but they should generally outline what they are committing and how they are deploying what they do commit.

Saying things like "I send 5000000 troops!" is insufficient if 1. there are no bases for those troops, 2. there is no infrastructure to supply those troops, and 3. there are no orders for those troops on what they'll actually be doing when they get there, and 4. those are not the types of troops or equipment appropriate to the conflict.

For those who are not familiar, we are trying to make more formal rules for International Incidents regarding UN Peacekeeping.

Thereafter, once you agree to these general "rules of conduct", you can simply declare you are doing so and get on to roleplaying.

...in economic news, GDP per capita was reportedly up in the People's Republic of Kilani by 11.39%. This raised the average personal income $51 dollar annually, to $499.55 -- still under $500 per year per person...

While the economy was still in general shambles, it had turned in the right direction. The economic news was important for other reasons.

As the economy geared up for a protracted domestic civil war and foreign defense, national loyalty rose from 31% to 40%. Patriotic people were rallying to their nation, regardless of their personal political persuasion.

The government suddenly had substantially more money to spend on national defense. Actual military spending (apart from the nearly incalcuable services of their people) rose from $13 Billion to $21 Billion -- up nearly 61%. With their human service calculated in, the People's Army had the estimated equivalent worth of $108 Billion (an increase of 11.34%, a tremendous increase for a nation of 466 Million people).

Much of this was funded by public war bonds. It showed a remarkable trust in the government that people believed they would be paid back in good faith. As there was no capitalist stock market, and many state-run businesses were being shuttered for the duration of the war, the people turned to the government as their chief investment of their hard-won and previously near-worthless zloties. By investing in the government, they hoped that their investment would pay off with a healthier, unified, and still independent nation.

The highly secular people feared the invaders of Templa and SLI Sector. They were renown for less civil rights, if any at all, and far more corrupt governments. Whatever odd forms of official religion they offered were degenerate, corrupted forms of it. Opiate for the masses in the worst sense of the word. They preferred their religion entirely separate from the state, if they wished any at all.

As per requests by concerened parties over our involvement in defending KIL Sector, we have drafted this MoA and has sent it to KRA and Kilani. We hope they will approve this MoA, and may suggest changes to it if they do not approve.

UN Peacekeeping - Memorandum of Agreement (MOA)
1. Declaration of Mission: There was an underground indepedence movement to spilt from Kilani and form a new nation, KIL Sector. KIL Sector follows the same ideologies as SLI Sector, and are very similar to each other. We felt that the violence in the region may cause the KIL Sector Indepedence Movement to fall, and so, our troops are sent to protect and secure the indepedence of KIL Sector. This is our purpose, to protect KIL Sector. We are not interested in taking over Kilani or overthrowing any nation. We believe in national soverginity. We just ask that KIL Sector be protected and respected.

2. Constitution of Mission: In order to reduce tensions in the region, and try to calm a civil war, we are withdrawing 150,000 soilders. They will return back to ZP to help stop the Wilk, if it is needed, as well as provide support for ZP's branch of The Computer Party.

There are now only 50,000 soilders in the area. 35,000 soilders are Armed Forces service group, and 15,000 other soilders are from the Internal Security service group.

3. Peacekeeping Goal-To bring peace to KIL Sector and its reigon, while secureing its indepedence and safety.

4. Acceptance of Neutrality - SLI Sector is a UN Peacekeeping force. It is not partisan to PRK or KLA or KIL. All personnel, facilities, vehicle and property of SLI Sector are not to be targeted for hostile action.

5. Neutral Unless Fired Upon - SLI Sector shall not enter into hostilities unless fired upon, in which case it reserves the right to act with all necessary means for self-defense.

6. Reservation of Rights in Face of Hostilities - SLI Sector reserves the right to change it political stance due to attack or hostilities shown to it over course of time, but shall likely only do so in the case of concerted aggression, unprovoked beligerence and violation of UN Resolutions covering the rules of war and humanitarian laws.

7. Acting Under UN Resolutions and Guidelines for Peacekeeping - SLI Sector shall be abiding by all applicable UN Resolutions and Guidelines on Peacekeeping.

The government of the People's Republic rejects the MOA of the SLI Secor and informs them that if they do not remove themsleves from Kilani's borders then they will be removed by force. One of their key points of contention is that the "nation" known as the KIL Sector does not exist and is in fact a part of the People's Republic of Kilani. Any attempts to seperate the area of Kilani that the SLI Sector continually refers to as "KIL Sector" will result in the use of force to retain it.

The 2nd Army Corps, 60,000 men strong, is deployed to the border of the SLI controlled regions in preperation for the possible Operation Hammerblow, a plan for smashing the SLI troops out of Kilani and retaking the area that they have been occupying.

SLI Sector mantains that KIL Sector has rose up indepedently and is fighting for its indepedence. It's lies, plain bald-face lying. KIL Sector was invaded, plain and simple, and everybody but the dumb Armed Forces goons knows the truth. KIL Sector was supposed to be a puppet state for SLI Sector.

Indepedent observers may look at this situation and laughs at it. SLI Sector has thrown away its dignity, its international relations, just for a small sliver of land. SLI Sector's forces are totally incompenent in fighting this war, more interested in killing all 'commies' in their paths than trying to bring about peace. Plus, distrust between IntSec and AF are hampring efforts to communicate with each other. Often times, 'friendly fire' is done by both sides.

KIL Sector's tenous contorl lies in Centeral CompNode, KIL Sector. Formely, it was just a military fort, but now Centeral CompNode is the capital of KIL Sector...The 'leaders' of KIL Sector, handpicked by SLI Sector, and traitors to Kilani looking for any excuse to dominate their former comrades, make decrees and proclamation on how the new sector is doing. Meanwhile, the army is trying its hardest to clamp down on dissent and make sure KIL Sector exists.

New laws have been made, outlawing communisum and making happiness mandatory. Service firms had made contracts to assist the new nation, and will start by building military forts, compnodes, cloning tanks, re-education camps, the ilk. They are going to turn the territory into just like SLI Sector. Not a good idea.

KRA, quite rightfully, has seen SLI Sector ideology to be just like communisum, even if SLI Sector hates commies. Because of this, formerly capitalist allies that would have supported SLI Sector have abandoned it, now working with the KRA. The KRA are beseiging "Border Post 439", a very stragetic post that would spell the end of reinforcements to SLI Sector.

It seems that KIL Sector is going to die and SLI Sector made a mistake it can never recover from. Or has it?

What few people realize is that this war was actually suppose to be a failure, suppose to cause SLI Sector to be hated...for enemies of SLI Sector has plotted a coup, a revolution, that will overthrow the Sector and take it over. These enemies of SLI Sector knows that if SLI Sector has international relations, their forces will fall and The Computer victorious yet again. This is why Vicki-Y and Alexander-O worked together to start SLI Sector's involvement. Each person wants to endanger SLI Sector's international repuation...so that when the coup occurs, there will be cheers...and no nation will ever assist the corrupt and fallen regime.

It is a plot by freedom fighters to win freedom...but, like all freedom fighters, their actions can often times be considered terrorism...as innocents will die in this war.

The PRK had agreed to Listeneisse's entry into the conflict, but KLA had not yet responded. It gave sufficient legal grounds to begin shipping the troops into the nation.

They had not yet determined where the forces should best be positioned. There would be time for that soon enough.

Meanwhile, flight after flight of heavy lift aircraft of all sizes began to airlift the peacekeeping force into the nation, beginning at a base near the capital and at one of the still-available port cities.

The airlifted force was responsible for establishing initial base preparations, air defense and security perimeters, and lay out the logistical necessities of bringing in tens of thousands of troops over the following days.

Sealift ships were once again put into service. They would take days more to load, and more than a week to reach the port facilities of Kilani. Meanwhile, it was up to the air force to deliver everything needed to maintain operations.

The friendly government of Zodno-Pomorskie to the south was appealed to by Listeneisse as a logistics hub. Since Listeneisse was a staunch defender of ZP during its own civil unrest, clearance was given for overflight and staging bases. Recently-turned-over bases and facilities given to ZP were once again employed by Listeneisse by temporary lease and loan.

General Sir Lionel Fitzbors, the commander of II Corps, who had served as chief of the KLZPF during the Zodno-Pomorskie crisis just south, was transferred to III Corps to act as a military liaison and advisor. Command of the corps itself remained with and the overall command of KLKPF was assigned to General Lord George St. David.

He had a background with light infantry forces and irregular operations.

One of Gen. Lord St. David's first requests of the King of Listeneisse was to request an additional force of non-military personnel:
20,000 of the Royal Constabulary and related police forces
18,000 Royal Forestry service security forces
5,000 customs inspectors
5,000 firefighters and ordnance disposal experts
2,000 coast guard (surface patrol and helicopter air/sea rescue)
1,000 ambulance drivers
4,000 other communications, infrastructure and emergency service workers
5,000 of the Grail Templars.

That would still leave room for 40,000 other relief workers -- far more than the Kingdom would be able to muster immediately.

Many of these security and relief workers had just gotten back from a long, exhausting and brutal situation in Zodno-Pomorskie, living with tense terrorist-attacked checkpoints and street fighting. The General did not wish to issue orders to any of them, but to make a general appeal for volunteers.

He also informed the government of Kilani of his intent to bring in the 50,000 personnel.

Though the KLKPF military could patrol streets and forests, it was likely far better to have civilian police work with civilian police and free the troops for whatever action was needed.

The Royal Constabulary could work in urban and suburban areas and supplement Kilani's police forces, many of which might be being called up for active duty in the Kilani military forces.

The Royal Forestry services would be best to patrol the rural areas and wildlands of Kilani, and, along with the customs inspectors and coast guard, supplement border patrols, offer air interception of arms (or drugs) traffickers, and provide maritime and riverine inspection.

The Grail Templars were to be used however they were needed. They were equipped for many missions, and staffed with a wide range of experts from counterterrorism and search and rescue, to civil engineering, intelligence gathering, scientific analysis, medical surgery or humanitarian relief. They were a 'special force' in the military sense, but also were there for general crisis management.

While the Grail Templars were already being committed separately under the IRCO to act as relief workers, he wished to have a separate force established for general crisis duties, and to assist as supplemental intelligence gathering, police and anti-terrorist forces as they had acted in Zodno-Pomorskie.

As the peacekeeping force began to gear up, he wanted to make sure the other needs of Kilani's people could be met during the war.

Once he had the King's approval for this aspect of the overall peacekeeping effort, he sent the request off to the PRK as the official government of Kilani, and sent a communique to the KLA and also now to General Andreivich and the New Republicans, to ensure they were apprised of what was being made available to the nation during its time of severe crisis.

He also prodded the KLA and New Republicans both about whether they were willing to agree to the MOA for operations.

It was the position of the Kingdom of Listeneisse that part of the nation be demilitarized and demarked along the disputed front lines so that troops from their could be sent towards more active hostile frontier borders. KLKPF could maintain the DMZ line, and the civilian agencies could patrol areas, cities and coasts on both PRK and KLA sides of the border to ensure there was a general compliance with the cease fire, and law enforcement and emergency service provision were maintained while the nation dealt with the broader crisis of invasion.

Gen. Lord St. David was not sure how large the New Republicans were at this time.

In a nation of 466 Million, depending on their popular support, they could represent a far larger force than his own corps-sized peacekeepers.

Considering 10% of the nation had been won over to the KLA before the split, that was some fraction of a disorganized proto-state of 46.6 Million people. It was uncertain what the exact percentage of the KLA remained loyal (thus on cease fire with the PRK government), and how many had split to the New Republicans, and what the size of their military force was precisely.

While they had been a small minority driven by the old upper class, they could have a wide base of popular support. The New Republicans could have tens of thousands of armed supporters. Or a million. It was hard to tell without further intelligence.

Where the peace could be kept, probably between the certain border areas of the PRK and KLA armies, Listeneisse could hold a line. Perhaps it might secure a few cities instead. But the nation was simply far too large to spread 50,000 peacekeepers and 60,000 security and emergency service workers to cover all 466 Million inhabitants. The forces were still not established in country yet.

Even General Sir Fitzbors agreed: in comparison, Zodno-Pomorski was a far smaller crisis than this.

Please provide more answers regarding PRK response/agreement to deployment of additional non-military forces, plus KLA and New Republicans response to the MOAs, plus more info on what they are comprised of precisely. You can be somewhat general, as I am sure much of the situation is in flux.

Real-World Comparisons

Consider your nation is more populous than the entire European Union, and 10% of it (under KLA control) is larger than all of Spain and about the population of Ukraine. I am sure it would be fighting along a border of hundreds if a thousand kilometers in length (or more), and adjoining districts should have a population somewhat similar to it in size being affected on the PRK side.

While much of the nation may remain at peace literally hundreds if not thousands of kilometers away (depending on how intense you see the fighting, and how large you designed your nation geographically), I am sure there is some rather significant fighting involving hundreds of thousands or millions of troops and civilians in the tens of millions, probably resulting in millions of civilian refugees.

This would be a "Spanish Civil War" sized conflict, only far larger. It would be more like all of Spain fighting against the rest of the EU. Even that is inadequate because of the extreme poverty of what you have in your nation.

It is more like South Africa fighting with the rest of Sub-Saharan Africa. Compare it on a map to see its size compared to its neighbors. Note that the populations of those adjacent states are only about 37 Million compared to its 44 Million.

Then consider how large the rest of the vast continent is that it would be politically attached to.

Yet your population is extremely impoverished compared to most of Africa. Even poor Guinea-Bissau get $700. Republic of the Congo and Ethiopia have comparable GDPs per capita of $800. Liberia, wracked by civil war, still gets $900. "Oil rich" Nigeria has $1,000. Kenya, $1,100. Mozambique, Benin and Burkina Faso have $1,200. Senegal -- $1,700. Angola and Guinea are relatively better off at $2,100. South Africa is a "powerhouse" in comparison at $11,000.

Somalia, Burundi, Sierra Leone, and Malawi are the closest comparisons, at $600. You might want to read up on the desparate straights of those nations to get an idea just how bad off your nation is economically.

The difference is that you have very little government corruption and some civil institutions afforded by your government. Fortunately your people are mostly (though not all) literate and educated.

Feel free to give more of an example of how you see Kilani, as I cannot find it listed in NSWiki. Geography, climate, population, demographics, etc. That would give us all more of an idea of the sort of nation we are involving ourselves in.

Again, for everyone else, we are talking about a "Europe" or "Sub-Saharan Africa" sized nation, with a state equivalent to a Spain, Ukraine, or South Africa breaking free from it. Imagine how large that is when you deploy forces.

Also imagine the expense it would require to field a large force over areas that vast.

For most powers, even with hundreds of millions of population, this is a significant operation, even larger than the present Iraq war.

Iraq, by comparison, has a population of 26 Million and the US 295 Million + UK 60 Million; 350 Million. (Other participants are nowhere near as involved.)

The Iran-Iraq war was that population against a neighbor of 68 Million.

That is just the scale of the internal conflict. Now let's take a look at Kilani vs. Templa/SLI Sector.

The nearest comparison is India and Pakistan, which were wars of 281 Million vs. 1.08 Billion. Throw in Bangladesh, for another 144 Million, and that brings it to 425 Million.

Kilani is 466 Million. SLI Sector is 208 Million. Templa is 810 Million.

So that's a rough comparison -- a major continent or sub-continent-sized war.

Other external UN forces are the equivalent of Earth's population as a whole with an "interest" in the outcome."

While not a "world war," this is a continental-scale war on the scope of a major land war in any real-world continent.

It depends on what percentage of overall defense and domestic government budget each nation is willing to spend on the efforts to win or lose the war in Kilani. I'd like assessments by each participant how much of a "priority" is in their defense spending. Kilani, being invaded, can choose 100%. I would think other nations are probably spending far less as a percent of their whole budget -- no one is going to strip every single defense of their nation to send overseas.

Again, consider the scale when you talk about what you are commiting, and realize it needs to travel over oceans and continents to reach front lines. Not everything should be engaged all at once, and there should be pacing. Tanks need to cover hundreds of kilometers, and can only hold so much ground. There is not just one decisive battle -- there are front lines and extensive logistics trains.

Forces should be realistic. The United States did not send all of its forces into Iraq, stripping it of all other defenses and international commitments. Those invading will be asked to put reasonable proportions of their overall offensive capabilities into the conflict.

Operation Hammerblow

Operation Hammerblow's size has been increased again, adding another 60,000man Army Corps and a 30,000 man Army Corps, plus another 100,000 man Army Corps in reserve. The plan is to drive into SLI occupied territory, encircle their units and cut them off from supply. It will be a mobile war as the Kilani military heavily employs the use of trucks, APCs, and AFVs. Once they have driven the SLI troops back into Zodno they plan on quickly re-establishing government control over the area.

The forces arrayed against the SLI contrive 10% of Kilani's total military strength. Another 325,000 troops, 15% of Kilani's military strength was combatting the KRA, but with the possibility of a truce and possible reconciliation, a temporary ceasefire has been declared. They are, however, pursuing action against the New Republicans with a vengence. The rest of Kilani's military strength is guarding the country's borders or doing police action.

Situation Update

Operation Hammerblow has begun. The Kilani government has suggested creating a DMZ between government and KRA territory. They have also suggested that Listeneisse troops provide security for peace talks between the KRA and the government.

The New Republicans have a relatively small base of support, only 1% of the population actually supporting the radicals. The KRA still enjoys 9% of the populations support.

So KIL Sector will not be supported by the brand-new SLI Sector government. However, it can be said that the brand-old corrupt government of SLI Sector that will be overthrow is supported by the 200,000 soilders over there, and they will try to set up a government-in-exile.

In light of the present agreement between communist Kilani and the KRA, we will bow to the demands of the international community. While we desire to see a free Kilani, we realize to continue on our present course would be to invite the utter ruination of our people. At this time our fleets are turning for home, and the only thing we can offer the KRA with whom we failed to keep our word is asylum for any who wish it. Though if they would again trust us is anyone's guess.

Do you plan to support the KRA at all via funding? If so, how many millions or billions a year are you supporting them with?

You can still send dollars and weapons via a clandestine black market operation. Know that world-wide black market arms sales are about $280-560 Million for small arms, and about $400-800 Million in ammunition sales. You can definitely sell weapons to the KRA -- they have about $2 Billion a year to buy everything they need as an army.

The question is: what do you "gift" them in military aid annually? It can either be equipment sold/supplied at under-market cost, or even just given "for free" because you're just such a swell pal. This would enable KRA (or the New Republicans) to afford more than they normally would get under their own steam.

It would be monies transferred to KRA or New Republican bank accounts to fund them you would not have to spend on other national defense.

Remember that whatever you give to them will be externalized to the KRA for control. Just as the US armed Afghanistan with Stingers, then found them aimed at our own aircraft when we flew over years later. Or as Warsaw Pact nations ended up with weapons that are now part of NATO nations through the changes in Europe.

Also, it may be possible (though it should not be automatic) to have the funds or arms shipments siezed or assets frozen. You might have to spend X amount, knowing that they would only get Y through in actual arms, where Z is some percentage lost in corruption, siezed funds and black market goods, and otherwise stopped by law-enforcement. EconomyStatistics has a % for grey-market goods we can look at to see what percentage gets through and what gets stopped by Kilani, if you are interested in going this route.

Do you have long-term interests being a nefarious villain in the plot? Or are you just going to bow out of the RPing?

Otherwise, we can factor KRA's economy as a percentage of KRA's total -- which means about $2 Billion a year in hard currency purchases, and about $10 Billion in 'man hours labour'.

btw: I usually consider the cost of labour of an average member of the military is 2 x GDP per capita. It's a rough approximation, but tends to work. In a dirt-poor nation, you get paid very little if at all. Just meals and ammunition and lots of blood and sunshine and dust to soak in. In a rich nation, you can indeed require about $80,000 in "carrying costs" to keep a soldier on the books, including salary plus benefits -- *plus* costs of feeding and housing and clothing and supplying power, water, and other personnel logistics.

In this case, the 'labour cost' of a KRA trooper would be 2 x $500 = '$1,000 worth' -- meaning that KRA can afford, at most, to put 8,000,000 awfully trained, non-paid personnel to work for them just using their human work-effort-dollars.

With their $20 Billion in hard currency divided between each of their troops, they can spend $250 per person for each of them in hard goods -- that includes vehicles, food, fuel and munitions they have to pay for.

I presume not all of them would be front-line fighters. Figure militaries typically need 10 x the number of logistical personnel to front-line troops.

In the world, an Egyptian AK-47 costs about $150; a cheap US knock off can be mass-produced for $100 (http://www.ak-47.us/AK-47inTheMedia.php#150). Surplus arms can be bought from other desparate cash-strapped nations for as little as $6 a piece. Nations just getting over their own civil wars have literally mountains to sell off. "Junk gun" .32 or 9mm pistols -- without safeties or jam-prevention and using cheap alloys -- can be manufactured for as little as $14 a piece. RPG-7's cost about $25 a pop.

So I doubt that even though KRA has an 'army of labour' of 8 Million it can actually field an army of 8 Million soldiers. If it bought each of them an AK-47 ($150), two 30-round ammunition cases ($12 each, or $24), and 360 rounds of ammunition (a bullet a day at $0.10 per, or $36), plus two RPGs ($25, or $50), that's most of their annual budget right there ($210) -- not even including food, petrol, uniforms, etc. More likely it is following the model of many poor nations, where 9 out of 10 soldiers are in a logistical 'tail' supporting front-line combat soldiers, and are basically semi-armed hoodlums with machetes or .32 cal or 9mm pistols.

Let's presume that they outright broke into armories and stole weapons, or stockpiled over years.

I still estimate that the KRA probably have 800,000 true "soldiers", and about 80,000 of them are members of the New Republicans.

But suddenly the KRA split. 10% of their own numbers are now in the New Republicans.

Thus, overall, the KRA has 7,200,000 in their 'army' and the New Republicans have 800,000, but about half do not even have firearms. They probably spend their time at New Republican factories, shops, farms and food processing plants, or drilling or acting as drivers, warehouse guards, local "police" (i.e., roving, looting gangs trying to muster up anything they can get their hands on, a la the old Roman Frumentarii), all working to support the true army in the field.

Perhaps they are semi-Communist. They'd probably deny it, and thus might fall more in the Fascist-Nationalist realm instead.

With an army of about a 80,000 (New Republicans) or 720,000 (KRA), they can swiftly replace casualties by calling up unarmed members of their vast reserves. Assault rifle fodder. They probably have a fluid number of forces, with more as you get closer to their home base of operations, and only this number which is truly a mobile military force to operate beyond the range of their own bases.

Consider most of their forces as 'garrison' troops.

Would it be fair to say that the KRA has a force of 720,000 / "7.2 Million" and the New Republicans about 80,000 / "800,000"?

8 Million would be a high percentage of the 46 Million people in the KRA-held territory, but in the realm of the possible.

An army of 720,000 (plus 80,000) is far more likely, would you agree?

Otherwise, KRA and New Republicans can have an even smaller force size -- perhaps as little as 72,000 KRA and 8000 New Republicans, and thereby spend far more on heavy weapons, tanks, aircraft, etc. Wow! They might even field some heavy APCs and tanks! However, they should still have very little in the way of large material reserves of heavy weapons to operate. But tons of spare soldiers.

Kilani should be likewise hampered. Large army, but cash-strapped.

Also note that, just as Africa has richer areas (a la South Africa) than other parts, the part siezed by the KRA might be the more industrious "old capitalist" areas, where there is a higher income and thus more of a support base for their forces. In that case, the rest of Kilani is just worse off, and the KRA is now sitting on the more wealthy parts of the land.

In that case, you could double, triple, even quintuple or multiply by an order of magnitude KRA's typical GDP per capita (wow! an amazing $5,000 per annum), and possibly expand their force size or make them better equipped.

Still, we are talking either vast armed mobs, or smaller, better trained forces that would be quite irregular and thinly-equipped compared to modern professional armies.

We are not talking front-line NATO forces by any stretch of the imagination.

However, they can be effective irregular guerillas. Seasoned street and wilderness fighters. I leave the exact force composition and training to Kilani.

With Kilani's own budget, the commitment of their army to expel SLI Sector probably accounts for a far higher percentage of their "hard assets" -- tanks, planes, artillery -- than their human personnel. It might account for a third or even half of their total heavy materiel. In other words, losses might not be easily replaceable.

Somewhat like Chang Kai-Shek in World War II. He did not wish to commit his preciously-hoarded armored forces against Japan because he knew he could lose soldier's lives easily -- he was willing to expend the lives of millions of peasants to maintain his regime. But a tank? Hrm. He could not easily replace his tanks over the Burma road or flying planes over the "Hump."

People were cheap. Materiel of war was precious.

In contrast, Kilani is not afraid of conflict. Committing his armoured forces in a 'get out now!' campaign. They might win the battle -- they have superior forces -- but if they take significant losses, they might have an army gutted or semi-out-of-commission for next phases of the action, or reduced to the same state as the KRA.

This is my external, hopefully neutral analysis. I put this to Kilani and others for consideration and incorporation into roleplaying.

(Edit: Changed references to "KLA" to "KRA." Also added the costs of the RPG-7 and ammunition for the cost of the gun. Note that today, in the real world, the actual ratio is about 1:2 in illicit small arms spending, weapons to ammunition/small munitions -- RPGs, grenades, mines. There's a lot of expended shell casings on battlefields today. Undisciplined troops usually over-expend ammunition and indiscriminantly shoot everything that moves -- civilians, farm animals and pets included. I'd probably put KRA a step up from that. They are probably not entirely wishing to control a gutted country. At the same time, people were shocked by the barbarism in Kosovo and Bosnia. Please advise on the nature of the KRA's tactics and measures. Are they executing Communist party members? Killing their families? Or are they simply detaining them in prison. Remember that a $0.10 7.62mm x 39 round is a cheap and effective means of summary justice in many parts of the world. You don't have to feed a corpse either. Again, I leave it to Kilani to determine the nature of the conflict and the methods employed.)

Just to clear some stuff up about the disposition of forces and armaments...

Kilani Republican Army/New Republicans

Armed almost exclusively with small-arms and man-portable weapons. This includes RPGs, varying caliber machine guns, and light mortars. They have light vechicles, such as jeeps, a few armored cars, and converted autmobiles. They have very little in the way of tanks, conventional artillery, or aircraft. They are, however, very well-organized and motivated. They use their people as a labor force and, when neccessary, as recruits to their orginization. The KRA is estimated at maximum fighting strength of 800,000 men, while the New Republicans are estimated at 80,000. The supporters and soldiers of the KRA simply wish to put an end to the communist dominated form of government and allow capitalism back into the nation. They are not complete fanatics and will most likely accept peace-talks with the Kilani government. The New Republicans are more of Corporate Facists, wanting to set up a corporate super-state, with them at the helm.

The People's Army of Kilani

The PAK infantry is actually armed relatively well, with AK-107s, PKMs, mortars, and other infantry weapons. Their tanks and planes are Soviet or Post-Soviet era weaponry, such as an improved T-90 and the SU-35 fighter/attack aircraft. They make extensive use of trucks and most infantry are motorized. The elite core of the army is made up of several highly trained and well-equipped mechanized and armored cavalry divisions. Their artillery is almost entirely truck drawn and is comprised mostly of 76.2mm field pieces, with some 105mm and 150mm pieces. There is also an elite airborne division and the Kilani Special Forces. The navy is small, but relatively well-equipped with modern submarines and cruisers. The pride of the fleet is the single carrier, Red Tide. The military contains approximatley 3 million people.

The People's Guard

The People's Guard is a militia/police force made up of able-bodied men and women armed with AKs and other small-arms. Their primary mission is to assist the police and help keep order. They can be called to help fight in war during times of war. They are usually equipped as the standard Kilani infantry at that point.

Kilani Police Force

The KPF is very well-trained in all aspects of policing. They have the equipment neccessary to handle riots, civil unrest, hostage situations, and other crises. Most police are equipped with a handgun and carry an semi-automatic only version of the AK-74su in their squad cars. SWAT teams are equipped with MP-5s and shotguns, as well as the AK-74su. Riot control uses body armor, shields, tear gas, armored cars, beanbag shotguns, peppers spray, tasers, and other methods to handle rioters.


The KRA controls a portion of the what was the most industrialized part of the country. However, the government took steps during the two decades after the revolution to industrialize the heartland as well. The government also has the breadbasket of the nation, Kilani's fertile central plains. However, this may not matter if the government and the KRA can reconcile their differences.

The general attitude of the populace at this point is that the government should begin turning away from communism as it has brought great poverty. However, communism also gave everyone a job, a home, and food even if it wasn't the best quality. HOwever, most people remember the revolution and do not wish to return to the unbridled capitalism that caused the revolution in the first place. Ironically enough, it is the children of those revolutionaries who are fighting this war.

Starting the DMZ

The front-line elements of KLKPF took up central base of operations around the capital and one of the last ports left open after the KRA siezed a large portion of the coast.

The peacekeeping DMZ was established starting on the extreme opposite end of the KRA-PAK front line from Operation Hammerblow along the coast. The line moved inland and bent around the long slim RKA-held zone as more forces reached the front.

From there, convoys began to move inland, with depot sites in remote areas set along the main highway routes. They did not wish to disrupt urban areas in case of fighting directed at them as foreign nationals. It also allowed the peacekeepers to set up larger, less-obstructed perimeters around their depots. In many cases, it was simply better to just move forces by rail or fly directly to the front areas, as the nation was rather large. However, rolling stock was limited, and the Kilani army had needed it all to shift their forces to the contentious border for the offensive.

They also avoided entering KRA-held land, as they had not yet recieved word that their MOA was accepted, and they did not have express permission to operate in those areas. Instead, they often had to take the long route around, using only PRK-held roads.

Thus, a good deal of key transport was done by the ubiquitous pack-mule of the air, the C-130 Hercules. The Kingdom had hundreds of them. They were not formally assigned to the region, but flights inbound every day, then outbound with a night's rest and lay-over, allowed a constant stream of ants-to-a-picnic forward deployment to appropriate areas of operation. C-17's were also deployed, and in the rare cases where large improved airfields existed, the massive lumbering C-5's. Once forward, many troop and supply movements were more commonly accomplished by heavy and light helicopter, especially to places where no airfield existed.

Slowly, the peacekeeping force built up in their DMZ. It was a massive front -- far larger than typical corps-sized fronts for heavily mechanized forces.

Fighting had been disbursed and consisted of roving mutual raids, rather than a true "front." It was wide-ranging and mobile for the most part, but required defense and concealment of key logistics and operational areas. Which was precisely the sort of war that the KLKPF had been assembled to respond to.

Long-range reconnaissance UAVs and helicopters were assigned patrol routes along the DMZ. Troops were drilled in deploying to scouted LZs. Wilderness survival was key, because if your vehicle broke down and your radio was shot, you had a long walk ahead of you -- in any direction.

Battalions and regiments were kept in centralized defensive bases, but forces were organized for long-range patrols and instant scrambles to helicopters for urgent responses. Their wheeled and light-tracked ground vehicles were mostly kept for city, town and even village security operations.

Each side in Kilani was using a large number of 'technicals' (http://membres.lycos.fr/France40/technic.html) -- pick-up trucks and lorries mounted with all sorts of light weapons -- 12.7mm adnd 14.5mm machine-guns, 20mm auto-cannons, mortars and grenade launchers, recoilless rifles, and even ATGMs.

A lot of work was done by men on foot, filing in quiet march from village to village, "liberating" it for their side. For now, most of that marching was halted. Peacekeepers from Listeneisse were doing their best to find reliable and somewhat neutral translators from the population if they did not have their own readily available.

Once settled it, it was time to make radio or face-to-face contact with local military leaders from both sides of the battle lines, and discuss rules of the cease fire, and prepare for possible face-to-face and beyond-visual-sight encounters. They understood both sides might make occasional forays against each other even still. They just wanted to limit civilian casualties and keep the cease fire from breaking down. Especially since so much was riding on the current offensives against SLI Sector.

OOC Questions

What language is spoken in Kilani? What sort of terrain and cultural encounter is typical? I'd use more of a mix of wheeled vehicles given one type of terrain/road net, and more tracked ones using a different type of terrain/road net. Also, give me orientation -- which direction is the Kilani-ZP border where SLI Sector crossed, and where is the coast?

Most importantly: how many kilometers of front am I needed to cover?

It can be limited, and facing a heavily-built-up DMZ typical of Korea, or even the constantly-patrolled and fenced "Iron Curtain", or an extensive frontier more like the vast open Star Trek "Neutral Zone" or a deep Sahara or Arabian Desert frontier. It would be more typical of a "border patrol" -- is there any river, ridge line, or other geophysical feature that it adheres to? Real-world examples would be the Suez Canal, Golan Heights, riverine, desert, jungle or mountainous frontiers, etc.

I'd like to have the peacekeeping zone be at least 10 km to spread the forces more than a light mortar shot apart, and more likely 50 km to keep each other well out of typical artillery range. I'd just wish to know how long that frontage stretches to figure out how far-flung my corps is getting!

The border between North and South Korea is a mercifully short 238 km long. Incidentally, the South Korean peninsula's population is 48 Million -- close enough to our 46.6 Million for KRA area for comparison. However, the only way they afford all those people on that tiny peninsula is because of a huge GDP which affords them to pay for tons of agricultural products. I don't think they'd all fit there as subsistence farmers. North Korea, for instance, can only feed 23 Million on their half of the peninsula. Their GDP per capita is $1,700 -- three times what Kilani makes. (And ugh! Their border with China, in comparison, is a sprawling 1,416 km.)

Using an EU-style model, if there was a simple geographic border with one adjacent state, the Pyrenees stretch 443 km between France and Spain. However, this is unlikely as KRA territory was already stated to be a long coastal stretch of territory.

Consider next the "tip" of a peninsula. The width of South Africa is about 1,600 km if it was divided along a parallel of latitude -- but it isn't. The actual northern border loops north and south quite a bit, giving it 3,953 km of front with its five northern neighbors, and another 909 km of border with its entirely-surrounded neighbor, Lesotho. So it greatly depends on whether the DMZ is a "straight shot" or a back-and-forth zig-zag following natural terrain features or lines of uneven advance along major routes, with certain features bypassed. If there are any "pockets" (like a Lesotho entirely bounded by S. Africa, or a "Sarajevo" or "Berlin Wall" or "Stalingrad" hold-out PRK/PAK area), then that should add a bit more to patrol behind KRA lines, of dozens to hundreds of km in length.

In an "open border" situation, such as the Ukraine, you have 4,663 km of fronts along seven different nations -- probably equivalent to borders with many internal provinces or states or republics or oblasts (whatever Kilani is using for internal division). Ukraine's population is about dead-on with the KRA-held territorial population.

It could also be like Argentina, with their population along a long narrow stretch of land divided by mountains or by rives from its neighbors. Argentina has a population of about 40 Million, making it reasonably in the zone. Their borders are immense -- 9,965 km!!! (Including no less than 5,150 km just facing Chile!) That's even bigger than the Canadian border with the US (8,893 km, including 2,477 km with Alaska).

Thus, whatever you choose, I'll try my best to station to it. I either have as little as 300 km or as much as 10,000 km of border to patrol, give or take a few hundred or thousand kilometers!

I hope you all understand my concerns with geography now? :)

The shape and size of your nation is certainly yours to do with as you please. I'll just scratch my head, think things over, and plan accordingly.

UN Peacekeeping and IRCO Observing and Preparing for Operation Hammerblow

SLI Sector had siezed or endangered a border strip adjoining Zodno-Pomorskie approximately 1% of the entire size of the People's Republic. It was a toe-hold, which the PRK wanted back. The KRA also wanted some of that, as it could significantly increase their territory. Even one half of that land would increase their own holdings substantially.

UN Peacekeepers wished to observe the fighting to monitor progress, casualties, and to build rapport with the PAK and KRA army commanders. There were also zones in contact along their mutual borders all the way up to the SLI Sector front.

Officially, the Kingdom of Listeneisse refused to acknowledge whatever it was that SLI Sector had dubbed their siezed land, and simply referred to it as "SLI Sector-occupied territory." They maintained it had been part of the sovereign nation of Kilani, regardless of whether Kilani was a People's Republic or a Democratic Republic or simply just "Kilani."

So the UN Observers wished to go along to watch and learn how each organization operated, and to coordinate boundaries to ensure there was no mutual crossfire between PAK and KRA forces as they advanced to their respective assault lines to retake their own homeland.

The PAK was driving overland towards the Zodno-Pomorskie border. Their goal was to hunt down and destroy any enemy forces they encountered. That much was clear. Total force obliteration. Massive amounts of artillery fire were expected.

KRA forces were driving back along the coast to sieze territory from SLI Sector. They saw this more as an opportunity to drive the SLI Sector forces into a rout, or force them to minimized positions, bypass them and take as much land as possible. They'd surrender eventually when they were starved or bombarded out of their hiding holes. But control of the land. That for them was more important at the negociating table.

UN IRCO aid stations were set up within both PAK and KRA rear lines areas in preparation for the treatment of casualties from the fighting. They also tried to contact SLI Sector by remote radio in the field and by diplomatic channels with their homeland to see if they needed medical aid stations in their areas where fighting was expected. If so, they could fly in aid workers and material by helicopter after arranging not to be shot down by either side. If they had an air strip, they could also land some C-130s with their workers and more supplies.

But they needed to act quickly or the assault would start, and then it would be too dangerous to deploy by air.

Aid Workers Begin to Mobilize at Home and Arrive In Country; Translators and Educators Get Key Jobs

Chartered planes and some Grail Templar cargo aircraft had begun to arrive with aid workers. The Royal Navy had even leased a pleasure cruise ship to ferry thousands of civilian workers at a single trip. It would take longer, but it was more cost-effective. Moreover, flights were needed for materiel to keep the peacekeeping force deployed along extensive borders.

(ooc: All of this presumes that Kilani speaks something other than English or French. Please supply a language.) :)

Classes in the local history, geography and language were scheduled activities aboard the ship. Or upon landing if they had a flight over.

Training centers were set up at the central arrival bases. No one was just let loose in the country without a thorough briefing of both the context, culture, and present situational analysis.

The Kingdom searched Kilani's universities, secondary education, and adult training centers for available English- or French-speaking professors and instructors to create briefing materials for their arriving troops and aid workers. In particular, it also tried to work with refugee agencies to find if there were any displaced persons who were formerly teachers in areas now occupied by fighting. If they lost their homes and their livelihoods because of the war, the Kingdom felt it only just and right that they were given first opportunity to serve their country in this manner by training foreign national peacekeepers, police, relief agency and emergency workers to help guard their country during the crisis.

A few seemed surprised that they would be flown to Listeneisse and boarded upon a luxury pleasure cruise ship to sail back home while teaching their nation's heritage to a bunch of foreigners. The cost of the travel alone was more than their annual salary. Each was offered a salary of $10,000 for their time, consisting of four round trips total, along with all meals and living expenses for the duration.

In a conflict involving so many troops over so large an area, it was seen that Listeneisse might be needed for a longer period of time than a simple get-in-get-out mission.

Therefore, those who were chosen to be translators, language teachers and instructors were offered annual salaries of a flat rates 1-year renewable contracts ranging from $30,000 to $60,000 depending on experience and background. The two month's up-front advance amounted to $6,000 to $12,000 -- more than a dozen or two dozen times the GDP per capita. In case they were dismissed prior to the term of the contract (such as because Listeneisse was able to withdraw within a year's time), their salary was guaranteed so long as they were not terminated with cause. 3,000 such positions were offered, split between classroom and field advisors, instructors and translators. $135 Million in salaries were seen as a necessary expenditure, and another $75 Million was set aside for instructional curriculum development, books, audio and video recordings, equipment and other publications -- about $500 per student.

The teachers were again astounded. That was about as much spent per student on their training materials alone as a person made in Kilani in a year. Quite a lot of zloties!

Each translator was asked whether they needed laptop computers, personal radios, mobile phones (though it was deemed that radios or satellite phones were preferrable given the abysmal infrastrure of Kilani for mobile services), LCD projectors for overhead presentations, audio recorders, video camcorders, television, VCRs or external DVD players (though DVDs were built in to their computers they were reminded), audio speaker systems, laser printers, hand-held GPS or anything else to effectively do their jobs.

They were given a budget of $5,000 each to spend as they wished, but they could ask for up to $10,000 if they could provide cost justification to their supervisors. The cost of in the budget was put at $15 Million minimum if all spent their $5,000 allowance, but a budget reserve was put in for the maximal $30 Million in case each of the instructors and translators got creative.

All were assured that they would be stationed with groups that had these things in abundance if they simply preferred to travel light. Alternative suggestions to novel requests were to be entertained so long as the person was not asking for weapons.

Recruiting costs were put at $60 Million to pay for advertizing and staff to do sudden and massive background checks, fast-track visa applications, administrative fees, facilities and furnishing rentals for interviews -- halls and chairs and refreshments, and travel.

Living expenses were based on a factor of a $30 per diem for meals and $1,000 per month living expenses -- about $24,000 per year per person, or another $120 Million.

For those who were allowed to work with the UN Peacekeepers, they were offered the option to get a free military Battle Dress Uniform and all UN Peacekeeping regalia including blue beret, armband, helmet, ballistic tactical vest, and clearly-marked UN tactical vest covers as well as appropriate boots, belts and outer wear for the elements. Others stationed with the IRCO or who expected to stay at bases were offered more casual clothing allowances, but were still given tactical vest and helmet options in case they ever came under attack. They were offered armbands, tactical vest covers, and other shirts and coats marked with the International Red Cross Organization symbol. They were offered to wear a Red Cross or a Red Diamond symbol, whichever they preferred. Tons of fresh socks and underwear were thrown in on top of it all. Lastly, in case of dire need, there was also an NBC Emergency Protection Kit, which included a gas mask, disposable suit, and a roll of duct tape. All told, about $3,000 in personal equipment and uniforms was set aside per person. The main bulk of the cost was in the helmet and tactical vest. While there were mountains of them in stock, and thus did not need to be paid for per se, they would take them off inventory and thus should be accounted for as a programme cost. $15 Million in expenses.

Programme administration would come from supervisors within the military and civilian UN missions. There would be approximately one supervising program manager assigned for every 30 personnel in the program, so about 300 persons needed total. The military had already factored it into their budget for advisors, and the aid agencies would gladly accept the local assitance. The cost of the administrators was not put into the programme budget, but $5 Million was set aside in case the need for more administrative costs came up during the year.

Finally, about $60 Million was set aside for health benefits coverage for each person in the programme, including full medical, dental and eyecare, and $200,000 life and accidental death and dismembership insurance policies. They specifically were guaranteed to pay beneficiaries if the person died during wartime. However, their medical care supplier of choice would be approved UN or Kingdom of Listeneisse government health organizations.

Total budget reserve for the programme was set at $500 Million. It came out of Listeneisse's enormous Education Ministry, whose budget was somewhere over $1.4 Trillion annually -- a staggering amount over six times Kilani's entire national GDP! This was a tiny fraction of their education spending and it was judged as immediate discretionary spending in support of the operation.

As news of the programme spread, public curiosity was piqued. Though it was related to the war effort, this was something of a novelty. During a radio interview, it came out that everyone in Listeneisse -- everyone -- was guaranteed free education from preschool to a full four-year college degree. And not a bad education either. While it was not a communist state, they called themselves a "commonwealth" state -- all working towards the common weal of the King's subjects. Some scoffed or cringed at the mention of a monarchy. Others looked around at their present circumstances and dreamed of building the same -- or an even better educational system -- some day right here in Kilani.

So what was a catch? There were a lot of positions to fill, many candidates to choose from, little time, and the screening process was strict. There were going to be bumps encountered. A lot of them were expected.

Recruiting was done by trips to the capital and 30 other select regional cities. Members of both the UN Peacekeeping force and the UN IRCO missions were present, because what might make a candidate unsuitable for one might make a perfect candidate for the other.

The Kingdom of Listeneisse worked with various local educational and news channels for television and radio, and print media to put the word out on the street. They would have one week to make preparations for the trip, and then a whirlwind five days of massive screening of candidates and one-on-one interviews. However, the financial terms were not disclosed publically. All that was said was "adequate renumeration would be provided."

They still had massive floods of candidates, from present highly-experienced teachers to retirees to young and fresh faces with keen minds and eager hearts. All were judged on merit and character, not on age or good looks.

The Listeneisse government wanted background checks, criminal records (which were often impossible to obtain given the terrible infrastructure and present situation; many good candidates were simply cut because they could not get timely records retrieved), references, and to submit to a very rigorous interview process. It was all to screen out those who were just in it for the money, those who were truly unqualified, and lastly, to weed out blind-allegience political supporters or pathologically hateful critics of one side or another.

Yet much to their surprise, many discredited dissidents and vocal partisan supporters were judged to be simply strong-minded but blunt; those were kept on the lists to be hired, and some were even fast-tracked to be given more senior positions. The idle bragging blowhards and patent apologists were dismissed.

The Listeneisse government wanted to get the facts and credible objective viewpoints, not propaganda.

It also double-and-triple checked with both the PRK and KRA governments and appropriate military and civil police agencies in case they had any intelligence reports of ties to criminal or terrorist organizations or other strong diplomatic objections. Those that were just too hot to handle were also let go with an apology and a handshake.

It also ensured the government was aware of such foreign payment, and wished to see if there was any objection before the plan was put in place. While there were pressing needs to get the peacekeeping force effectively up and operational, they did not wish to offend their hosts by lavishing such money on individuals without paying due diligence to proper work authorizations or exit and work visas for their nationals.

For these 3,000 people beyond the arms industry, this was a miraculous, unexpected and immediate windfall from the invasion. No one considered simple teachers and translators would ever have been in such demand during a national crisis.

Quick Comparison of Force Densities

North Korea's regular army consists of 4 corps in the front area, 8 corps in the rear area, one tank corps, 5 armored corps, 2 artillery corps, and 1 corps for the defense of Pyongyang, South Korea has 19 infantry divisions whereas North Korea has 80 divisions and brigades... North Korea's militias consist of 1.6 million self-defense units, 100,000 people's guards, 3.9 million workers militia, 900,000 youth guard units. These militias are tasked to defend the homeland. The militias are fully armed and undergo military trainings regularly... North Korea has 700,000 troops, 8,000 heavy guns, and 2,000 tanks placed in more than 4,000 hardened bunkers within 150 km of the DMZ.-- Han Ho Suk (http://www.rense.com/general37/nkorr.htm)

That's about one front-line corps every 60 km, and plenty of rear-area forces to back it up with steel. In other terms, about 2,911 men per kilometer of front line in a defense in depth of 150 km, with a density of 20 men per square kilometer. It's probably lower per square kilometer for the rear areas, and far higher for the first 4 km (armor and infantry range) and 40 km (artillery range) near the border. But overall, you're looking to pass at least a platoon every mile you walk. If you haven't been shot!

In opposite comparison, Argentina has 3 corps, 41,000 personnel -- for the entire nation! That gives each corps, if deployed to defend its borders, 3,322 km of front to watch over, and a troop density of 12 persons per square kilometer on a permiter one kilometer deep.

Of course, this utterly denudes the nation of other defenses -- such as along the coast or in cities.

So if you slipped past the 12 man squad covering that square kilometer of border, there was nothing standing between you and the capital. :)

It's far more likely that there might be something like a perimeter defense about 5-10 km in depth, and you might see 1-2 people patroling each square kilometer of that perimeter. Basically, 12-24 people would have the responsibility to patrol 5-10 square kilometers of front.

Or even half or a tenth, or a hundreth of that number if most of the forces were not required to cover continual frontier coverage, but were focused along key highways and urban centers of defense.

Can you just imagine what it would be like to guard that Andean front line with Chile? Arctic cold conditions and not much entertainment on a barren mountantop. Brr!

However, Kingdom of Listeneisse does not have 3 corps to do the job -- but only one! Personnel numbers are not that different though. We have 29,600 ground troops compared to Argentina's 41,000, but we are also bringing in 18,000 Royal Forestry personnel who can act as border patrol. KLKPF does have more air forces personnel than Argentina, which can affect matters greatly. Leave the remote surveillance to the drones, I say!

The more I think about it, Kilani will have to describe both the front and the rear area and population center and coastal defense requirements for peacekeeping.

Does KRA operate the navy? Did they in fact sieze all or part of the fleet? Would they make any sea mining, sea attacks or sea-based land attacks?

So, you can chose frontage and all other elements of the DMZ deployment -- well, perhaps as soon as you're done with Operation Hammerblow. :)

Utterly fascinated with this as a strategic problem.

the Kirisuban Air Force boeing 727 landed at the main airport near the capital city, the black flag with the red sun flying from the top of the cockpit.

Jun Osuki, the foreign minister arrives with her aide, another young woman as a bullet proof limosene is rolled out the back of the plane.

The aide talks briefly with an english speaking member of airport security and they drive into the airport complex while they wait for their Kilani escort.

Jun waits in a suite in the airport and takes the chance to get refreshments and to look over what she knows.

"Azami" she asks "what do you make of this?"

the young oriental woman considers what she sees and says "things look good for a ceasefire Jun sama"

the middle aged female samurai nods in approval and waits.

Some more information...

Zodno borders Kilani to the south, while another nation known as Rodenka borders Kilani to the north and east. The west is coastlines. The country speaks a derivitive of Russian.

The Listeinesse recruitment drive is fairly successful. They get a variety of people, including school teachers, ex-soldiers, adventuerers, and some young educaed people looking for experience and excitement.

Mr. Miles J. Godwyn checked out of the hotel. He was a stoic, factual reporter from the Listeneisse Times-Herald (http://listeneisse.blogspot.com/) who had covered the war in Zodno-Pomorskie. Ironically, his first name meant "soldier" in Latin, but he had absolutely not compulsion to enter the military service. Instead, he covered it as an outsider. His duties were first in churning out retreaded articles pulled in off the wire service, adding in local Listeneisse color and perspectives. Zodno-Pomorskie was the first live war he covered for the Times-Herald.

He survived. His photographer did not.

Mlle. Florine la Fille de L'Inconnu also checked out with him. She was an exotic beauty from the French-speaking south of Listeneisse, and one of the best photographers he ever worked with. Her last name, "the Daughter of the Unknown," was a poetic construct, which she had legally adopted. It gave her photos the air of mystique. She preferred simply to be known as Florine.

She had prior assignments covering refugee camps in the International Democratic Union (IDU), and covered the results of terrorism and civilian casaulties in Zodno-Pomorskie.

For the current crisis, the Editorial staff decided to pair them up. They were an odd couple. No matter what he did, he could seem to get his tie precisely right or get the rumples out of his baggy clothes. No matter what she did, even her windblown morning hair seemed perfectly photogenic.

Last night was their first night in the country. The story of the country, at least in the business of selling war news, was not here.

Compared to Zodno-Pomorskie, you'd never know there was a war on elsewhere in the country. Here there was no threat of daily terrorist blasts. The city, while dirt poor and packed with terrible slums, was generally no more or less different than during a time of peace. The fighting was occurring far away.

They were heading towards the DMZ.

On the taxi ride to the hotel, patriotic posters and slogans were all over the city, but there were no blasts going off and no wail of sirens heralding another bomb attack.

They had lost time getting into the country. While Zodno-Pomorskie and Kilani were at peace, the air traffic was cancelled for direct flights between the two nations because of the onslaught being waged along the border. Instead, they had to take a flight to a nearby nation and then a flight into Kilani from there.

Today they were to meet with UN Peacekeepers, who would take a small turboprop aircraft towards the front.

During the flight, they interviewed one of the UN Peacekeeping officers. He had a pip marking him a Second Lieutenant. His name was 2nd Lt. Thomas Berth.

They spoke about the role of the UN in peacekeeping. The officer had not seen service in Zodno-Pomorskie, but had studied the war carefully.

"A completely different war. There, you had a phony 'Communist' uprising supported by foreign money. The Wilk lacked popular support, and the nation was in far better condition economically to stave off their attacks with international assistance. The people there were politically disinterested in any sort of uprising and preferred peace if they could get it. Here, the KRA enjoys popular support, at least in their own provinces. The economy is... Not good. The government is entirely cash-strapped. And the people are eager to get into a good scrum if they feel the cause is just. Very passionate."

The flight was indeed covering vast distances to the front from the capital.

"The war in Zodno-Pomorskie began when the nation was small -- six million people. The nation was able to continue to grow politically throughout the crisis, and eventually they overwhelmed the Wilk, who never really had popular support or economic infrastructure to keep their military forces going in the long-haul. Here, you have a nation with a population over 450 million. The break-away provinces alone are the size of Zodno-Pomorskie, to give you an idea of the scale. This is a vastly different operation. It's an enormous nation with a big problem. Depending on the intensity of the fighting, casualties can be in the millions. We really need to be peacekeepers, because if we fail, the death toll could dwarf what we saw in Zodno-Pomorskie."

Florine got photographs of the officer in his blue beret as the interview continued. Miles had stood a small digital camcorder on a tripod to record the interview, as was his typical way to double-check the conversation at a later time.

"What do you think of SLI Sector's actions?"

The question got a rise out of the young officer. He checked himself before he replied.

"I believe it's a clear violation of UNR 49 (http://www.nationstates.net/cgi-bin/index.cgi/page=UN_past_resolutions/start=48). Many cite the violation of UNR 49 by PRK's own entry into Zodno-Pomorskie as the historical basis for the conflict. But there's no justification for UN member nations to go to mutual war and invasion. It was wrong for Kilani to do that in ZP, and it's a travesty that SLI Sector has decided to go that route here in Kilani. Two wrongs, and a gross violation of national sovereignty rights. On both counts."

"Why do you believe SLI Sector invaded?

"We're puzzled. They brought in 200,000 troops against a nation of 466 million people. In my book, that would be a force hard-pressed to hold a nation a tenth the size of Kilani if they stood against you. Then they pulled out three quarters of their force. It's like they are looking for an excuse to get their troops slaughtered."

"What effect do you believe this will have on SLI Sector politically?"

"First, I am a soldier, not a politician. Then again, we have freedom of expression in Listeneisse, and you have freedom of the press, so let's fully exercise those rights. While I am on a UN Peacekeeping mission, I'll watch my language. But let me be blunt: SLI Sector has done some cock-eyed things ever since they first set foot in Zodno-Pomorskie, and they continue to act in bizarre, unpredictable and unsafe ways. Strategically, SLI Sector has lost all credibility as a peacekeeping force. They proved uncooperative in ZP to work with other UN peacekeeping coalition forces. They continued to attack locations long after fighting was declared over in areas. There were reports of terrorist attacks committed by their own troops against their own troops. People commonly disappeared in zones they were given to police. Local political leaders who did not agree with SLI Sector's 'superior ways' were often targeted and some were assassinated. They are volitile and unstable. It's like watching someone juggling explosives. Being around them is dangerous. It's only a matter of time before they make terrible mistakes and there will be a lot of casualties."

"What do you think about the prospects for Operation Hammerblow? I understand that is what the current counteroffensive is called?"

"My duties as a peacekeeper are to keep the people of Kilani from killing each other. While all wars are terrible in the extreme, in this case, we will not stand against the people of Kilani from taking back their own territory."

"What do you think will be the outcome of the counteroffensive?"

"RAL has its own G2 assessment of what might happen, but I'd rather not specifically comment about other nation's military capabilities or plans. Yet it's apparent that the SLI Sector forces are outnumbered, broadly disbursed over a large territory defending with only a quarter of the force they had taken it with, and without in depth defenses or strong logistics on a frontier position in a foreign nation. PRK forces are not the best-paid or best-equipped, but they outnumber the enemy and are highly motivated for their national defense."

Miles made sure to parenthetically note the meaning of G2 as an acronym for the paper. He was quite familiar with the terms, but the general public loved to eat up such tidbits. Calling it 'G2' instead of 'military intelligence' also avoided the joke about it being an oxymoron.

"How do you percieve the KRA's position?"

"They are going to be bringing additional forces to bear on the flank of SLI Sector. Yes, I should amend that SLI Sector is facing two offenses. One from PRK and one from KRA. In general, KRA seems rather self-confident. They have already gotten great concessions from the Communist leadership. Hard-liners are unhappy, but the reality is that the nation is going to be different. In Zodno-Pomorskie, the government had to give due acknowledgement to the Communists. Here, the Communist government needs to give due acknowledgement to the Republicans. In a way, the war has already been won for the KRA. They agreed to the cease fire nearly immediately in de facto terms, though their leadership remains mostly silent officially."

"What about the New Republicans?"

"Fighting is continuing against them. I just came from observing that front yesterday. The combat is intense. It's a real war. There are armoured forces and combat aircraft engaged. New Republicans have 80,000 men, and they are trying to use them all now, while there is still a distraction of the SLI Sector invasion. I'm not sure, but they might be trying to sieze as much territory as possible so that they can declare agreement to a cease fire far beyond what the rest of KRA was willing to declare their held territory. The UN Peacekeeping forces are simply not going to intervene there. No reason to put our forces in harm's way. There is a corridor of combat with advances being claimed in both directions between the NR and the PAK. We had to take the long way around the bulges and hold out positions to continue to set up the DMZ on the far inland side from the fighting."

"What do you think of the prospects of the New Republicans?"

"If they are successful, the NP might draw in other KRA forces chafing at the peace. Some might also agree that, though they succeeded, they could gain more. However, most KRA territories have been stripped to focus on the SLI Sector counteroffensive. They'd rather gain land at the expense of SLI Sector than against their fellow countrymen. Once that's settled, we'll have to see how the peace holds. NP might suffer in the fighting and dwindle in strength if they lose battles. Or they might gain in strength if they win battles and territory. Wars like this, with irregular forces and mass mobilization of populations, there's have a tendency to turn 80,000 hard core fighters into 400,000 personnel overnight. All it takes is an assault rifle, ammunition, PRGs, and a soul willing to die for their ideology. There's a few industrial towns they are aiming to capture, and a few they are being forced to hold at all costs. If they can improve their provincial economy, they could afford a larger force. Or they could attract more KRA loyalists to their more radical position over time. If they fail to achieve quick wins, or cannot attract other KRA forces to join them, the more numerous PAK army might simply overwhelm them and drown them in numbers over time. So it could be anything from a fast and furious but contained brushfire, to a large and protracted and bloody civil war. Even after a war, we expect insurgencies and counterinsurgency fighting to continue. That's actually when there's the most danger for civilian casualties. In a conventional war, civilians clear out and the forces move in to fight. We saw in Zodno-Pomorskie that market squares and unconventional explosive devices lead to catastrophic results."

"Do you think that could happen here?"

"Right now, as a peacekeeper, we' all hoping all the Kilani forces agree to a mutual cease fire and negociate for a new government and perhaps a semi-autonomous state for those who wish it. But it's up to the people of Kilani to determine what's best for them."

"Thank you."

It was night. Almost 0200 hours to be exact. The date and time for the kick-off of Operation Hammerblow was set for 0200 tonight. Sergey Feduleyev, Captain in the PAK and comander of B Company, 2nd Battalion, 2nd Infantry Division, shifted his pack slightly to a more comfortable position. his face had been blackened with paint and dirt and his helmet net had bits of leaves and twigs sticking in it. He slowly poked his head over the edge of the small berm his company was spread out behind. To his left and right other companies were taking up positions. He could hear, distantly, the rumble of tank engines as they moved into position. He swallowed nervously and slid back down.

Sergey was young. He was a product of the People's Army of KIiani Officer School (or PAK-OS as it was commonly referred to). he had come out only a few months ago and taken command of this company. He had not taken part in the Great Southern War of Liberation, although he had talked with other officers who had. It had, apparently, been hell. The Wilk had been tough, fanatical, and relatively well-armed up until the end. But that was in the past and now he and his company were going to take back land stolen from them by the Facist SLI Sector. He glanced down at his company they were quietly sitting, some checking nadre-checking their weapons, while others just sat, lost in thought.

Then, off in the distance, thunder sounded. The hirizon to his rear lit up with a thousand flashes. A few moments later the company listened as shells flew overhead to smash into the SLI's positions. Then, with loud popping noises, several white falres burned into life over "No-Man's Land". That was the signal. Sergey clenched his whistle between his teeth and blew. All along the line whistles sounded and with a roar thousands of men and women broke cover, firing from the hip as they ran. Tracers criss-crossed the sky as machine-guns fired overhead, suppresing enemy positions.

Sergey watched from the corner of his eye as a comapny of T-90s, tank riders crouched on the engine deck, roared ahead, their machine guns nad cannon firing. His company, it seemed, had covered the ground in no time at all. By the time they had reached their first objective, a bridge leading over a canal, light was beginning to show on the western horizon. All around them they could hear the popping of weapons fire and occasionally an explosion as something went up.

He gazed around in amazement. His comapny had only taken a few casualties. Only a one dead and a half dozen wounded. And only one of those needed to be evacuated to the rear. Florine has been schooled in a number of languages, including Russian. So she will be able to speak for the two of them. Miles knows Polish better.

(I had one of those policy choices for foreign language studies, and so my people all speak three to five languages apparently.)

The person who really needs a translator is 2nd Lt. Thomas Berth. He's studied the conflict from mostly English-language sources. He knows a smattering of broken Russian, but the foreign alphabet gets him screwed up. He knows Greek (and Latin) from his history degree, and so tries his best, but he keeps guessing wrong at words and meanings.

As a side note, the national sport of Kilani is baseball. It is exceedingly popular among all people and impromptu games can be seen being played. After all, all you really need is a ball, a few things for bases, a stick, and 18 people.]

We're the same, but we add a wicket. We're crazy for cricket! We play 1-day matches and call it "Listeneisse Baseball" to sell it to the Yank cable sports channels.

Actual baseball is starting to gain in amateur status, but there's no professional league of it.

Among the military, rugby and football (soccer) are more popular.

A Kilani-accented voice rose over the hubbub of the Listeneisse command post in the DMZ. A clean-shaven, middle-aged, fit-looking man shouldered his way through the crowd. He wore a pair of blue jeans, a white button down shirt and a dark brown leather jacket. On his head there was a red baseball cap with a white star with the letters "GR" inside of it.

"Lieutenant Berth?" the man spoke again as he stopped in front of him, "I'm Ivan Kurtz. I've been hired as your translator while you are in country." He extended a hand in greeting as he spoke.

And, also, for all those interested, the reason I did invade Kilani is 1) I wanted to form a puppet state and show to my nation that I'm spreading their ideals [It was the entire reason I started this peacekeeping idea], 2) I hated Kilani IC...any strike against them would be good, and 3) It is to provide International relations with the world to go to a new low, so that the new government sponserd by Alexander-B and Vicki-B would be supported.

And I know I will be creamed, but hey, Kilani, at least let drag this conflict out to the bloddy end.

IC: It seems as if SLI Sector will lose the war. But it doesn't seem as if the soilders know it...or if they do, they don't show it.

The offical soilders (50,000) and the paramilitaries (150,000) are geared up to protect major cities, to protect them against the Commie invasion. The countryside is virtually defenseless. In an attempt to brace for the conflict, the soilders has begun drafting civilans to fight. These civilans has been "vollentuered" to be basically, human shields, to guard the precious soilders. Many of these citizens did not like the draft. Then again, The Computer Party is very unpopluar indeed.

Alexander-B and Vicki-B, the starters of this very conflict, the real workers behind SLI Sector's manical move to take land, has already started a popluar revolt against the government (http://forums.jolt.co.uk/showthread.php?t=452829). This revolt is to try and liberate SLI Sector from The Computer, to bring a saner, democratic form of government. Time will tell if they will succed, or if they will fail like the rest.

But the soilders haven't heard of it. News to them is censored, to prevent people from missing their home. All they hear is good stuff, and they believe that they are fighting for KIL Sector. They don't know why, but they know that they must save the world from Commies. Even if the people doesn't want to be saved.

As reports filter in about SLI troops using Kilani civilians as human shields, the number of SLI troops taken POW goes down. Most, oddly enough, fight to the death. Others are killed attempting to escape. [Essentially PAK troops are killing SLI troops who they catch using civilians as shields out of hand, regardless of POW status] IN order to prevent needless deaths on the behalf of the civilians the PAK troops tend to hold their fire until they are sure they are engaging actual SLI troops and not draftees. THey drop leaflets over SLI positions telling them that any SLI troops caught using civilians as shields will be tryed as war criminals. They also encourage the civlians to desert and flee to PAK lines.

The ofensive has pushed deep into the SLI held territory and several units ahve broken through to the Zodno border. They are now encircling SLI units and preparing to annhilate them. Major cities are simply bypassed and laid siege until the defenders surrender. KRA troops have begun pushing in from the west and have taken at least one major city.


Red Cross Aid Station

Sergey's eyelid's fluttered weakly, then opened. HE found himself staring at a cieling. Am I dead? he thought. The last thing he remebered was being lifted on a stretcher. The neverything had gone black. He realized there was an okygen mask over his mouth and nose. He tried to sit up, then winced as a lance of pain shot through his body. Craning his neck, he managed to get a lok at his chest. It was heavily bandaged. Turning his head to either side he could see other patients being attended to by nurses and doctors.

He slumped back. So, that was it. After only a few hours he had been hit and taken out of the war. Some owuld consider him lucky, but Sergey was actually more eager to get back and lok after his company. I wonder how they are holding up. I hope they're not tkaing too many casualties...

His thoughts were cut short as two high-ranking looking officers and a sargeant of the PAK stopped at his bed. One, wearing the white star of Lieutenant-Colonel and the blue trim of the Department of Morale, shook his hand, smiling genially. "Comrade, you have done a great service for your country. The entire nation thanks you for your service and your sacrifice. Rest reassured that the invaders are being driven from homeland even as we speak."

With that he turned to the sargeant who opened a small box and handed the officer a ribbon with a dark crimson star on the end, fringed in gold. "For your bravery and being wounded in action by the enemy I award you the Order of the Crimson Star."

The officer pinned it onto Sergey's hospital gown, saluted and moved on. Sergey returned the salute as the officer moved on to the next wounded soldier. Sergey looked down at the medal. He felt pride that he had served his nation, even if he had been wounded and taken out of the fight. With a smile of satisfaction he sat back and listened to the sounds of the hospital.

KRA, Government to hold Peace Talks

The PRK governmentand the KRA have agreed to hold peace talks to discuss the future of their nation and wether or not the KRA will need to break away and form it's own autonumous state. The KRA has also accepted UN intervention and has agreed to co-operate fully with UN peacekeepers.

However, the New Republicans have vowed to fight on, even if the KRA doesn't They have also rejected UN peacekeeping efforts. Violent fighting continues between the New Republican troops and the PAK.

The UN peacekeeper shook hands with his civilian counterpart. The 2nd Lieutenant exhausted a fair bit of his knowledge of Russian just in greeting his translator. His accent was fair but it was obvious he was simply reciting some rote memorized guidebook phrases.

"Добрый вечер. Очень приятн. Как дела?"
"Dobry vyecher. Ochyen' priyatno. Kak dyela?"
"Good evening. Nice to meet you. How are you?"

He did pull out a surprising phrase noting the cap which proved he probably did a bit of reading up on the culture.

"Бейсбол фанатический?"
"Baseball fanatic?"

But that was the extent of his mastery. He mercifully abandoned his pro forma attempt at Po-Russki in favor of English.

"Nice to meet you. I understand your fellow countrymen are trying a 'grand slam' tonight. That's the expression for it, eh? Bring home all the basemen with one fell swing?"

He suggested they join up with a PAK command HQ at the battalion-level and follow them into the front echelons. They should be safe enough in a battalion HQ yet quite close enough to witness the fighting.

In his equipment, he brought along both a pair of tactical helmet radios, "so we can keep in touch," and Generation 4 Night Vision systems. He also had a laser range finder and GPS unit.

"You'll find these a bit more powerful than your typical bargain catalog NVGs."

He asked to see the translator's issued helmet, and attached the tactical radio mic and the NVG system via a helmet mounting kit.

"Here. I'd like to keep my translator in one piece tonight."

He liked the cap, but not going to fit under the helmet, of course. He showed how to work the IR illuminator, but warned:

"Keep it off unless instructed. The last thing we need to do was to go active IR and be spotted like someone wandering around shining a flashlight in the dark by someone else on passive IR."

He explained a bit on how it worked. Whatever else "filmless" and "autogated" meant, it meant "really good." It needed only the ambient temperature differences in the world around it. The built-in active IR illuminator would shine an invisible light on distant objects. Quite useful to see things a way off.

"You'll be able to detect forms out to 300m, but recognition will probably be more like 225m. If we actually get that close, we're well within range of stray RPK fire."

Image quality was remarkable. Whereas many systems were like looking through a blurry glass into a snowy night, this was like a crystal-clear eerie green-colored world. There was little halo or hazing effects.

"We won't get close enough to see the action using these. They're not magnifying. This is just to keep us from stumbling over our feet in the dark. For longer-ranges, we have this."

He pulled out a longer, wider-flared telescopic device that weighed about a kilogram. It looked like a rifle scope, but it had a fold-up monocular eyepiece that revealed a camera mount.

"Also Generation 4. Magnification 6x. Gets about 35,000 times ambient light amplification. I'd say we have a fair shot to see something interesting out to 500m with this. Definitely export license controlled. Fortunately, I work for the government."

His kit also had a non-illuminating telescope, a pair of good binoculars, a folding tripod, long-range microphone, mini audio recorder, video camcorder and digital still camera.

"We can use those to survey things come morning."

Carefully storing his optics in the form-fitted foam padded metal case, and packing his case on his back, he nodded seriously, "Alright, let's go find our battalion headquarters to tag along with."

Ivan grinned as Berth greeted him in his native language before swtiching over to English, "I am doing very well tonight. And yes, most of the country enjoys baseball very much. This," he said, indicating the cap, "is the cap of the best team around: The Green River Stars. But enough of this talk, yes? My comrades are going to drive out the SLI troops. Hopefully this will be the last major offensive against them, or so I hear."

He listened and agreed with Berth's plan to go up to the battalion headquarters, "I am a ten-year veteran of the PAK," he said proudly, "I served in both the revolution and the Karranan War of Liberation. I was officially retired seven years ago and now they have decided to bring me back as a civilian interpreter."

Kurtz listened as berth explained all the equipment. He had had a chance in the PAK to use NVGs once or twice but never anything this sophisticated. He clearly understood the tactical radio and stashed his baseball cap in his jacket pocket to accomadate the helmet. He also slipped on a PAK issue flak vest, painted a UN blue. "Better safe then sorry, right?" he said with a grin. A few moments later a private of the PAK arrived, and spoke in Russian, "Я понимаю вы хотел было пойти к штабам дивизиона. Пожалуйста, последуйте за мной."

Kurtz paused and then translated, "He says that he will take us to battalion headquarters." The private grinned and nodded amiably at Berth before motioning them to follow as he stepped out into the night.

From their vantage point, he could hear the screams.

The people were crying out in Russian, "Don't shoot!"

But the shooting continued.

Peering into the night vision telescope, the Second Lieutenant declared, "Jesus wept!"

The SLI Sector forces had literally lashed people to the front of their fortified positions. Spread-eagled and helpless.

The Kilani officers demanded that the UN observer go forward into the night. They drove like bandits in a technical to get straight to the front.

With an outraged accusatory finger, they hurled invectives too fast to translate at once. The general sense of it was, "Look! Look what they are doing to our people!"

They demanded that this all be seen, so that it was known to not be lies or propaganda from Kilani.

They got as close as they could to the fighting. They had already passed blown open buildings and bodies revealing their twisted guts. A stray arm missing any sign of visible body was still glowing warm in the night vision goggles.

Keeping their heads down, they began to take recordings of the fighting in the night. Helpless civilians being used as human shields.

An SLI Sector soldier, surrounded, pulled a pin on an outlandishly huge grenade. It was more a demolition charge the size of a backpack. Throwing it as far as he could, it destroyed everything -- the human shields, the nearest enemy soldiers trying to crawl up to free their fellow countrymen -- and the SLI soldier too.

The concussive force, even from their distance, caused the ground to shake and the tripod to tremble.

Ivan was given the long-range microphone to use. He wanted an audio recording. Everything. All the sounds in the night.

It was like a trip to Dante's inferno.

Morning brings light and victory to the Kilani army. If this can be called a victory. Ivan, Berth, and the battalion staff pick their way through the rubble and debris of the battle. The bodies of the civilans killed during the fighitng are laid out in long rows, hundreds if not thousands of bodies. The survivors of the brutality are asked to do the unfortuante task of identifying friends, family, and loved ones. One Kilani soldier cradles the body of an older woman in his arms, sobbing over and over again in Russian, "I'm sorry mother, I'm sorry."

Many of the Kilani soldiers are in a state of shock, anger, and sadness. Many are on the verge of tears and one officer approaches the battalion staff, tears running down his face. He says something in Russian, which Ivan translates to Berth, "He says that he would like to resign his commission. He says he failed the people he has sworn to protect."

The Colonel shakes his head sadly and moves on. The officer is helped away by a group of his men. As Berth and Ivan tour the site, the crack of rifles sounds. A group of PAK troops have a group of SLI prisoners and are hauling them, one by one, in front of a tall, grim looking officer. One of the soldiers says something tothe officer and everytime the offier says the same thing. The prisoners are then hustled to one side to wait.

When Berth asks for a translation, Ivan tells him that the opfficer is pronouncing them guilty of war crimes. After the rest of the few dozen prisoners go through the same process they are seperated into groups of six. The first group is herded in front of a brick wall. Their is a sharp command and six AKs crack in the morning air. Six bodies tumble in the dirt. The process is repeated again and again. Not one prisoner is spared.

"Ask them to wait," Berth calmly requests.

The sound of gun shot rang out again. A body fell down.

"Ask them to wait, please Kurtz."

He watched as the Kilani men manhandled another prisoner. It was against the Wolfish Convention to simply shoot prisoners of war. But he could not argue with them on legal grounds. Not now.

"There is something urgent they must find out. Please."

Keeping his eyes on the tableau of justice played out, he explained, through Ivan Kurtz' translation, "These men were acting on orders. This was a plan. You are falling for that plan. By shooting these men, you are killing those who have the knowledge of who gave them these orders."

His mind boggled at the pure evil malice that would send tens of thousands of men to commit such an atrocity and consent to their own death. He gazed at the soldier who was next to be shot. The man gazed back. He did not seem particularly repentent, though it was clear he feared his own death. Lieutenant Berth was forced to maintain a detachment necessitated for the preservation of his peace of mind. The sort of detachment all soldiers needed to remain sane in their chosen professions.

"Those who are truly responsible for the crime are not here to be shot. Whoever ordered this. Orchestrated and paid for it. Someone created it. Planned it... But whoever it was, it was not this... styervo..."

The word he chose meant "cadaver," but it basically meant anyone corrupt as the dead; a bastard or swine or crook.

"He is truly a walking corpse. But the necromancer that created him, and is responsible for him, and for all this, still dwells somewhere. If you kill them all now, they will not be able to tell you where that necromancer is, and you will never be able to get true justice."

"All of these men may indeed be condemned to die by your people. I will respect your laws and your ways in your land. But do not stoop to being a dog when a dog shits on your carpet. Treat them as you must -- as civilized men do -- and give them habeus corpus as the UN requires, and treat them as Prisoners of War, as the UN requires."

Waving his hand, he dismissed even the needs of the UN Resolutions, "But that is far less important than this: kill them now, and you kill the people who have the evidence to tell you exactly who ordered this, and why. You are letting the ring leaders escape when you execute their thugs."

"Your people are victorious. But they have only beaten the single outbreak of the disease that they were infected with. Somewhere there is the cause of the contagion. Find out who did this. Use the knowledge these soldiers have -- whatever their orders are, who gave them, how long ago, who gave those people their orders. Follow it back to the lair of the beast that concieved it. And I pray you find out what other orders could come next before they are carried out."

He caught himself and let Ivan catch up with him. He also needed to carefully phrase himself. One wrong word and they might simply go back to shooting the captured men dead without discrimination.

"See if there are those who were forced to fight. Perhaps conscripts unhappy with their lot. See if there are any who may beg for your mercy, and may deserve it. Perhaps they might willingly reveal what they know. They might know much about SLI Sector, and why it undertook all of this. No one sends tens of thousands of men to their death without having some other, perhaps far larger crime in mind. This was some ruse. What is their true gambit?"

"I ask this of you for your own best interests to not slaughter them. Not yet. If you do so, do it by a trial using your laws. Make it clear to all in your nation why you must do so. Perhaps," he added, "We can even get the ringleaders before The Pretenama Panel on true war crimes charges."

He again quieted himself and waited for Kurtz' voice to repeat in Russian what he was trying to communicate. Gesturing to the extensive carnage around him -- tens of thousands dead -- he made a final appeal.

"Let us spend our time collecting all the evidence we need to convince the world of what happened here. Papers or electronic records that may contain their orders. Whatever these men know -- it is all vital. We must prevent this from happening again elsewhere."

what i've seen in the cold light of day is horrifying. SLI sector troops have been using human shields and probally still are in other areas. innocent civillians are tied to the front of buildings or rather whats left of them. some were rescued but others are dead.

as a result of SLI's actions PAK troops are shooting prisoners out of hand. i witnesses a brief trial where a soldier was told that he was guilty of war crimes and then put against a wall and shot.

such feeling is understandable and as long as there's SLI soldiers to fight the PAK will continue the struggle.

having interviewed a PAK officer i was told "these are no longer soldiers, they're rabid animals who need put out of their misery"

with feelings running this high, what chance does our Foreign minister have of brokering a ceasefire and what will the UN do with SLI sector?

Already Kirisubo has stopped trade with them and will send back any of their imports. This begs a question. will economic sanctions be enough to bring SLI sector to their senses and get them round the negotitian table?

the reports coming from the combat zone make distressing reading. the Wolfish convention seems to have been disregarded by SLI troops and in retaliation SLI troops are being given battlefield executions.

our offer of mediation also extends to SLI sector. if you want this madness to stop join us at the negotiating table rather than let your troops be slaughtered.

if we haven't had a response within 48 hours we can assume that you don't want our help. however you may not have an army left in 48 hours.

we also wish to inform you that we are instituting a trade embargo on SLI sector good while this conflict continues.

Ivan translates Berth's plee to the soldiers. THe officer motions for his men to stop as he listens. He thinks on it for several minutes afterwards, conversing with one of his NCOs. Finally he nods slowly and the rest of the prisoners are manhandled into a marching column. The PAK troops are clearly not happy with the decision, but follow orders and begin marching the POWs off to internment camps.

THe officer turns and speaks to Berth, Ivan translating for him.

"Your words have merit, sir. And you are right. As much as we would like to kill these people, you are right. We do not know who ordered the use if civilians as shields and we do not know why they did it. We should not become like them. I thank you."

The officer shook hands with Berth and then turned to follow his men.





The PRK government is willing to hold talks with the SLI if the SLI agrees to withdraw their remaing forces from Kilani and turn over all those involved in ordering the use of human shields.

The real reasons SLI Sector is withdrawing is becaue it need soilders to fight its civil war back home.

However, note this...its soilders will not obey SLI Sector. It knows, quite rightly, that once the soilders return back to SLI Sector, they will be terminated for knowing too much about the Outdoors. They rather stay alive, thank you very much.

These soilders, along with the KIL Sector's government, has left Centeral CompNode and formed the KIL Sector Liberation Front group, dedicated to the liberation of KIL Sector and for its indepedence...it's a terrorist group, but not focus on terrorism yet. It is focusing on rebuilding and recuritment.

Sorry. You are aorry? You have caused the deaths of thousands, perhaps hundreds of thousands, of Kilani civilians. YOur generals used civilians who had never harmed one hair on the heads of your men as huamn shields! We demand that those responsible be handed over to us to be tried as war crimes. Failure to do so will result in a decleration of war against your nation. You have already violated our soveriegnty and now this. In addition to the generals, we demand reperations for the families of those who died in this horrible massacre.

Atrocities and Fighting Continues

The outrage of what happened spread throughout Kilani.

Before the war when the KRA felt it was necessary to rebel, national loyalty was 31%. During the early fighting against the KRA that had increased to 35%.

When the nation was faced with invasion from both Templa and SLI, loyalty rose to 40%. Now, in the face of such barbarism, it rose again, to 47%.

It would have risen higher, but when rumors spread there might be full-scale war with SLI Sector, much of the euphoria of victory suddenly cooled.

There were debates on whether the Kiliani soldiers should have simply just shot all the captured soldiers from SLI Sector. Others felt there should not have been prisoner shootings in the first place. They were still fighting an internal civil war. Could they really afford to invade SLI sector?

A rare few right-wingers argued they should not have stood in the way of the economic powerhouse of SLI Sector. While GDP continued to rise -- now to $528.65 -- they scoffed the people of Kilani were still living off food not fit for dogs. Therefore, let the dogs of war be loosed! The New Republicans fought on.

The fighting in former-SLI Sector-held territory continued. But it changed radically. The main concentrations of the former SLI Sector forces were obliterated. Those that had jack-rabbited after the battles were trying to regroup.

They were terrible survivalists. They spoke no Russian. They were loathed by the populace. They were likened to the Wilk bandits in Zodno-Pomorskie.

Incidentally, Zodno-Pomorski unsurprisingly closed the borders to them. Royal Forestry forces sent by the Kingdom of Listeneisse assisted in the border patrol. For those still in Kilani, there was no retreat.

Documentation of the Fighting

Lieutenant Berch and Ivan Kurtz met up with the journalists from the Times-Herald.

Once again Berch was interviewed for the Times-Herald. Ivan was also photographed and interviewed for his views.

Together, though operating independently as UN observers and members of the press, over the next week they photographed, interviewed, and documented the atrocities committed by SLI Sector in the southern provinces of Kilani.

They also met the Kirisubo television crew. Soon, many other journalists who were scouring the southern reaches of Kilani for evidence and stories.

Some were ethical photojournalists. Others partisans to various political causes and groups. A few were simply looking to get paid with sensational pictures of gore.

UN IRCO stations were shifted away from much of the cease fire line and deployed instead to the south. Further atrocities were being committed against the villagers.

No one from Listeneisse called it "KIL Sector." They called them "killers." Others agreed with Lt. Berth. Styervo. Cadavers.

Those that refused to surrender were no longer soldiers in an army. Their nation, SLI Sector, had ordered the fighting to cease and return to their country. They had refused. Therefore, they were deserters. They were no longer covered under the Wolfish Conventions.

The People's Army leaders were pleased. Now they could shoot the animals like the rabid dogs they were. The UN Observers had no right to interfere. For their part, KLKPF did not deem particularly motivated to stand in their way either.

The brutality did not end. Villagers and townspeople were forced to defend themselves from ravaging warbands. They were panic-stricken, since if they failed, they would be robbed of food, jewelry and anything that could be sold to raise more arms, and taken as human shields. In a few cases when money was offered, the person delivering the money was also siezed, or shot. All such attempts were swiftly halted.

It was hideous and chilling. Refugees led away children, old people and pregnant women. Able-bodied men and women instead barricaded their towns, ready to kill any foreign outlaw that came near.

SLI Sector Deserters

In UN IRCO aid stations, a number of SLI Sector workers and soldiers turned themselves in. They too were panic-stricken. Deserters from both SLI Sector and the "KIL Sector" commanders, they also fled from the executioners of Kilani. They did not want to die. They pled for asylum. To prove their sincerity and desparation, they told everything they knew. The Red Cross workers were simply stunned. This was beyond them.

Grail Templars and intelligence officers from Listeneisse were called in to listen to it all. They shared the information with Kilani so long as it was kept strictly confidential and shared on an as-needed basis.

While most of them were ignorant grunts who could only speak to the present carnage -- who the leaders were, where they were located -- a few had overheard conversations from before the war. Going all the way back to the fighting between Kilani and SLI Sector in Zodno-Pomorskie.

While they had lived in SLI Sector, they were un-persons. "Infrareds," they called themselves. Too low for security clearance. Forced to wear black clothing to announce their social class. They were manual labourers. Workers.

Others were the lowest level clearance "red" level soldiers. They realized that they were Reds. Communists at heart. Though soldiers, they were of the worst quality taught to fight purely with overwhelming firepower. When that did not work, and as their leader's plans backfired and exploded, they no longer wanted to be part of the insanity they lived in. They wanted to live in Kilani, or Listeneisse, or anywhere but SLI Sector!

Many of them were patently insane. They believed all sorts of outlandish things. That they had mental powers capable of spontaneous combustion. That the Computer was their god.

It was hard to sift through the manias and hallucinations of post-traumatic stress and dehydration, but the overall pattern of information they provided was grim and troubling.

They had overheard what was planned. The Infrareds were dismissed and ignored while certain conversations where held, more like pets or pack animals than humans. It was treason for them to know, but now they were freed!

The red-level troopers were more ignorant because they were actually armed and dangerous, if they found out too much.

SLI Sector's greatest fear was their own social uprising. Somehow, all of this was pretext for a civil war. How that was feasible was still unclear from the murky puzzle that was being put together.

A more coherent view was put together on the xenophobic culture of SLI Sector. Unemployment, while officially 2.97%, was actually over 18% if you factored in chronic underemployment of the Infrareds.

The underclass definitely enjoyed great social welfare, but only at the severe deprivation of human rights. Only those loyal to the government were given more and more freedoms. It was a sort of utopia, but with a dark underbelly.

All of this needed to be digested. It was far deeper a problem than Listeneisse considered.

Humanitarian Award Granted to Ivan Kurtz

The Government of Listeneisse presented Ivan Kurtz with a medal and membership in "The Order of the Company of the Grail" for his intercession as a translator and humanitarian work.

Thomas Berth was likewise awarded with the medal, and promoted to 1st Lieutenant.

Florine became romantically attracted to Ivan, and wondered if he was single. Regardless, she liked him. She convinced Miles they needed to do a special story about Ivan.

Even after that, she quit her post with the paper and decided to become a UN IRCO volunteer, and offered to accompany Lt. Berth and Ivan as observers. Though Miles pointed out they often did travel near or in the company of the UN observers, Florine said she wanted no part of payment while she was here. She loathed the "leeches of war" as she saw many of the more opportunistic newshounds. "Pararazzi of blood," she called them.

To her, Kilani was a passionate, romantic quest. She wanted to document the people not to glorify the violence, but to show it in both the bleakness and madness of its origin, and to frame it with human sympathy and compassion.

Florine thought Ivan looked good in a baseball cap. One day she picked one up in a shoppe.

Miles, recognizing he was beaten in favoritism both romantically and in sports, all in good-natured protest, sent a request home and one day unpacked and donned his urgently dispatched old cricket-club cap to the laughter of Florine and Ivan.

It was one of the few sincere laughs they had in days filled with many saddening sights.

However, when "war effort" is compared, which includes non-compensated soldiers, civil defense and other volunteers, etc., The difference rapidly shrinks to 4.4 to 1. It is still heavily in SLI Sector's favor.

Matters could shift drastically if Kilani alters their economic output because of a war mobilization effort. It would be quite easy for Kilani to double, treble, or even quadruple their economy to meet SLI Sector in time.

It would not be as easy for SLI Sector to double its population or significantly improve its economy. It could significantly improve it though; it would not be impossible to see GDP per capita rise by 20-25%. Then again, it could also see its GDP drop by that amount.

Forces that your nation unleashed into the nation of the People's Republic of Kilani have and are still now ravaging the countryside and destroying life and property. You failed to send transports to retrieve them, and you failed to exert command authority over them to get them to capitulate when the war was over.

Yet they are still nationals of SLI Sector, and your government is still culpable for all their acts, since they were sent into the nation under the command authority of your government.

At this time they are wanted war criminals, therefore you will not likely be able to extricate them even if you wished to send transports.

Therefore, we call upon you to do what must be done to settle matters. We call upon the Republic of SLI Sector to pay war reparations to the state of the People's Republic of Kilani for the extensive loss of life, damage to property, and to utterly capitulate that your nation was in the wrong.

Likewise your reparations should offer to properly settle all valid civil lawsuits for wrongful death and property destruction without contest.

In the meanwhile, in the belief that your government shall undertake to do this, all assets and accounts of SLI Sector have been siezed and held in our nation. Upon a proper accounting of them, we are prepared to transfer them to the state of the People's Republic of Kilani, as a good-faith payment towards your final and formal settlement of reparations debt.

If we are informed of the PRK government that these funds will not be needed, they will be transferred to a bank account of your choice.

You will find taking such action against the Kingdom in return to be quite impossible, because we have already spent the time since the invasion of Kilani working with our business and finance community to withdraw all funds and repatriate Listeneisse nationals from your nation. Likewise, we have placed a complete embargo of trade from and to SLI Sector. You have been officially added to the Table of Denial for our customs department, and visas for your nationals, short of A1 political visas have been revoked.

Our Royal Constabulary, delivering the deportation orders at places of business and residencies owned by SLI Sector nationals, also did a few searches and siezures based on probable cause. We must inform you our police forces siezed a surprising amount of weapons in violation of our local laws, including automatic weapons and high explosive ordnance. While the trials have not yet been held, there is a preponderance of evidence already amassed towards various weapons-related charges.

We also worked with customs inspectors in Zodno-Pomorskie, and they are now in possession of a number of rather curious freight containers of equipment that was improperly labelled as 'farm machinery.' We are not sure how you plow fields with such weapons, or why you'd need 36 freight containers' worth of such equipment to be delivered to a fictitious business address, but that will be something to discuss with the Zodno-Pomorskie customs officials.

In cases where no criminal wrong-doing were found, your foreign nationals will simply be deported and returned to your nation. They are being allowed to pack their personal belongings. We shall pack up their furniture and personal goods and ship them back to you via sea frieght through an impartial nation's shipping line.

In cases where criminal wrong-doing has been found, proper habeus corpus is being followed. You can see the attached annex of the current list of detainees and charges amassed.

The majority of the mechanized and armored cavalry divisions have been shifted from the south to the wester coast to begin operations against the New Republicans. The vast majority of troops left behind to clean up the mess were using "technicals" as transport, along with some older tanks and Mi-8 transport heliocopters. The PAK Anti-Insurgent tactics involved the heavy use of transport helicopters and helicopter gunships to clear a landing zone, followed by a swift bebarkation of the infantry. Once on the ground they zsieze control of the area, capturing or killing all insurgents or enemy troops. After the area is safely under control the area is searched for weapon cahes and possible sources of information. Following this the troops re-embark and leave with their prisoners.

Meanwhile, General Stepan Adreivich has been talking with the PRK president. They have both agreed on a permenent ceasfire until teh KRA's grievances can be addressed. However, the New Republicans continue to fight. The PAK is currently preparing for an operation against their forces in conjunction with the People's Republic Navy (PRN). They plan to attack from the land side with mechanized and armored troops, with Kilani Marines and naval aricraft attacking from the coast.


Ivan, meanwhile, was somewhat taken aback by all of the media attention and the medal bestowed upon him. He thanks the Kingdom in a public statement, saying "I would like to thank the Kingdom of Listeneisse for giving me this great honor...I am proud to have served both my countrymen, Lieutenant Berth, and the world community in uncovering these atrocities to light. I also think that this has allowed me to grow closer to the people of Listeneisse. I have made many friends among the peacekeepers, including Thomas Berth. They are good people and they have done much to help my country. Thank you!"

Ivan had indeed made friends among the Listeneisse peacekeepers, as well as their news service. Chief among them were Florine and Miles. Ivan was, in fact, single and had not been married. He developed similar feelings for Florine and one day asked her if she would like to go to dinner.


The PRK government, after analyzing the information coming in from the Listeneisse peacekeepers, extended an offer of asylum to all "infrareds" and other SLI deserters who wish to escape the insanity.

While our countries have had their differences in the past, we are appalled at the violence and inhumanity of the invading SLI Sector troops, and at the extermism of the so called "New Republicans." Though we are not UN members, and have no plan to be, we wish to offer the services of the 14th Dragoons Armored Cavalry divison and the 22nd "Iron Wolves" Mechanised Division for peace keeping and humanitarian aid. In addition, the Rodenkan Red Cross wishes to assist the UN Red Cross in their efforts.

Could you provide a list of your division's Orders of Battle, including their personnel composition and any logistical support troops and heavy equipment they might be bringing?

The People's Republic of Kilani has great issues with transportation infrastructure -- they have no budget for it. Therefore, you might find roads of two lanes are considered "highways," and many rail lines are single-track.

You might wish to consider bringing along construction battalions in order to prepare your own bases and airfields. (We are doing so, with the implicit understanding that all such bases will be turned over to the government of Kilani upon the conclusion of the mission.)

We have established a UN debarkation port facility in Portland. We suggest you follow the cleared sea lanes to there. We have reports and proof of mining of areas along other coasts, and there have been rocket attacks against commercial vessels traveling too close to shore. Maximum draft is good for post-panamax vessels -- upwards of 15m -- though quay space is limited and dock facilities are in need of major upgrade.

Otherwise, if you have sufficient airlift capacity for two divisions to the capital of Green River City, there is a second major UN peacekeeping base there. You'll have to schedule and pace arrivals, as there is not not a great deal of runway and tarmac skirts to store aircraft. We've been using up quite a bit of the field with our own strategic lift aircraft, and of course it is also the PRK Air Force's major base.

Please provide the name of your military commander, and perhaps the name of a military liaison officer who can serve on the UN peacekeeping mission's HQ staff. We can also provide staff officers to work embedded in your command structure for force integration.

This is the current level of force commitments to the UN peacekeeping mission in the People's Republic of Kilani (PRK).

Initially they were deployed for peacekeeping in the PRK-KRA civil war. But subsequently, they have become involved in peacekeeping or at least observing in PRK's defense against foreign invasion.

The first invasion was threatened by Templa.

The second was actually conducted by the Republic of SLI Sector.

The latest threat of invasion is coming from the Confederacy of Trade and Wealth.

Therefore, UN Peacekeepers, and those acting in accord with UN Peacekeeping protocols should update their Orders of Battle, and their general missions given the new and emerging situation on the ground.

So far, we have been asked by the PRK to limit peacekeeping missions to 50,000 military personnel and an additional 100,000 non-military personnel (including civil service, civilian contractors, and humanitarian aid workers).

PRK, please advise if there will be any change to the ceilings allowed to any one or more UN Peacekeeping nations.

Could national leaders please fill in what they can about their nations? Also feel free to formalize your Memoranda of Agreement (MOAs) (http://s14.invisionfree.com/NSUN_Peacekeeping/index.php?showtopic=15), even if they are a bit skimpy and short. That is what gives you legal authority to enter and act within the nation, and also gives Kilani a chance to give a yes/no agreement to what you are planning to do.

As you can see, another nation already planned to use an MOA to legitimize an invasion. We need to give the process credibility. Your cooperation will help.

Furthermore, please indicate whether you would be willing to grant PRK or myself the right to deploy and roleplay your UN Peacekeepers if you will be mostly away from the forums. While I do not wish to usurp your authority, it would help to know that your deployed forces are not simply just sitting inactive in a corner of the country while the war rages on.

at present we cannot deploy armed forces outside our region unless its as part of the GSP.

however we can send 100 fully trained field medics and nursing staff (from the 1st Kirisuban defence army) along with their equipment as long as they will be given protection. they are routinely unarmed. they can arrive quickly because the 1st defence army was on exercises at the time of this crisis.

We will also continue our diplomatic efforts to bring peace to Kiliani. A good start has been made with the agreement between the government and the the KRA and we hope that SLI-sector can come to its senses, withdraw their troops, send commanders to trial and pay the war reparations asked of them.

Operations Begin Against New Republicans

A joint naval-land assault has begun against the area currently under the control o fthe New Republicans. The People's Marine Corps of Kilani (PMCK) has landed a division a few kilometers fromthe port city currently under their control, White Ocean Bay. They plan on stagin an assault with Naval airplanes flying aircover. Meanwhile, the 1st Armored Cavalry Division, in conjunction with the 3rd Mechanized and 12th Armored Divisions will attack from the east.
The 2nd Armored Cavalry and 1st Airborne (Mounted in helicopters) will attack from the north, while the 33rd Infantry, 4th Armored Cavalry, and 7th Mechanised come form the south. The PAK plans to crush the Nw Republicans once and for all.

KIL Sector's army and nation has fully been destroyed. No offical word has been given by the Governing Council about the issue. Some say most of the Council have escaped and joined the terrorist organizations being formed...hiding until the day when KIL Sector would rise up again. No evidence is being presented to back this posulate, but there is no evidence otherwise.

The terrorists (they prefer to call themselves "freedom fighters" for some strange reason) are trying to surivie. However, the rise of defections was totally unexpected and threatened to put an end to their sruggle. Some terrorists have decided to purposely 'defect', to feed false information and hopefully get asylum out into another nation, where they can help the terrorists. Most of the terrorists, however, are bunkering down into headquaters and such.

These terrorists, needing to surivie, are being forced to construct cloning tanks. In SLI Sector, cloning is the only way to reproduce...it allows the government to contorl how many people exist. (Plus, clones are more likely to be indoctrined to support the government) So, terrorists are looking for very secert locations to set up cloning tanks. Few of the people know how to build, set up, and run these tanks (and so numerous errors occurs a lot), though these cloning tanks hold the future of the terrorists. These tanks, in various stages of construction, are heavily defended.

Many, many people are defecting. When given a chance out of the madness, most will take it. Anywhere but SLI Sector, is the mood being expressed. Though, there is a small underbelly of defections. This small underbelly is the sanest and most reliable of the defectors, but also the most dangerous.

Part of this underbelly are Internal Security agents, and pro-Computer folks hoping to spy on Listeneisse and Kilani by pretending to work with them. Once living in other countries, these agents would work together to either form Computer Parties in the countries they go to (and try to brainwash and convert people to join the parties) and/or cause terror attacks as revenge for the Commies victories.

The second part of the underbelly are the real bastards, those that don't care about nations or ideologies, or anything at all, but themselves, and suriving in a world that is meant to hose them. They will do whatever it takes to surivie and get promoted, and right now, the way to surivie and get promoted is to surrender. When they go to other countries, they will use the skills they refined in SLI Sector to start a brand new life. Too bad these skills include committing treason, murder, hacking, stealing, lying, and other horrible things. Whatever it takes to get ahead in this rat race.

The Kingdom of Listeneisse has some rather well-trained counselors, having passed various referenda on psychological maladies, depression and gried counselling.

Various batteries of tests are performed, after which persons are divided into different sets:

1. Those patently insane. They are offered admittance into psychiatric wards. However, they will need to commit themselves as wards of the state. They are treated amazingly well, but it might be years before they see the outside of institutional walls, to allow themselves to be freed from mental conditioning.

2. Those pretending desparation or insanity, but are lying. They are turned over to Kilani.

3. Those who are sane, knowledgeable and earnest. They are recruited into Listeneisse intelligence services after being debriefed and watched for long periods of time. Even once their words are proven true, various loyalty tests and opportunities are given to them to see if they would betray the Kingdom. Those that fail are deported back to SLI Sector. Any who betray the Kingdom are held for espionage charges, subject to life imprisonment or execution.

4. Those who are sane, earnest, but blithely ignorant of what was going on. They are observed and watched for long periods of time, but eventually granted asylum in Listeneisse and offered various jobs in a sort of "witness protection programme." However, even then they are tested for loyalty and knowledge by a series of additional later encounters. Any who betray the Kingdom are held for espionage charges, subject to life imprisonment or execution. A few who are simply pathologically criminal are just deported.

The Kingdom apparently has about as many spy cameras as SLI Sector, as well as electronic monitoring of their telecommunications. Apparently there was a system set up to monitor animal rights activists which has the side benefit of watching for espionage. The overall government programme of monitoring by cameras, Internet and telecommunications traffic is called the "Naughty and Nice" system, and the King is sometimes referred to as "Santa."

A few who impertinantly test the King's patience are arrested on espionage.

Declaration of Mission: To assist Kilani and UN forces in keeping the peace inside the PRK and to distribute aid inside the PRK. If necessary, to assist the PRK in repelling a foreign invader.

Peacekeeping Goal: To uphold humanitarian law, and to insure that civilian casualties are limited. In addition, the Kingdom of Rodenka (KR) wishes to insure that fighting does not spread to Rodenkan territory.

Declaration of Neutrality: The Kingdom of Rodenka is neutral unless fired upon by hostile forces.

Acting Under UN Resolutions and Guidelines for Peacekeeping:The Armed Forces of the Kingdom of Rodenka (AFKR) will follow all international rules of war and UN guides to peacekeeping while serving in this capacity in the PRK.

Declaration of Subservience to UN Commanders:The AFKR will operate under the command of the UN (i.e. the Kingdom of Listeneisse), with a subordinate commander in direct command of the the AFKR detachment in the PRK.

THe Rodenkan Red Cross will also abide by this MOA.

Operations Continue Against SLI Insurgents

The PAK continues operations against the SLI insurgents, using flamethrowers when neccessary to burn them out of underground bunkers and caves. Most SLI troops are given one chance to surrender before the KIlani troops open fire.

Kilani civil aid workers, along with UN peacekeeprs and LRC have moved in to the area and are beginning to set up relief operations for the civilians still living there. The army embarks on a massive building project, improving the highways and roads in the area to allow faster movement of supplies.

Hey, I'll pay...it not like I KNOW the amount of reperations is really needed. Plus, my nation is desperate for recovering its international repuation. Paying these reperations is a good start.

The revolution in Kilani seemed to have entered into a slower phase. Prospects of war reparations appeased the government. It was time to assess the damage to the region.

Fighting had been intense, but localized. 1% of the nation had been siezed by 200,000 troops, later reduced to 50,000.

They had invaded and devastated an area with a population of roughly 5 million persons. They militarily defeated the local border defense forces of 30,000, and eventually were beaten by an army of 350,000.

For this, we propose a financial reparation of $532.5 Billion.

This is calculated by the following formula:

$500,000 in compensation for every member of the 30,000 defense troops defeated in the initial invasion, whether killed, wounded, taken POW or unharmed.
$100,000 for every civilian man, woman and child in the affected region (pop. 5,000,000).
$50,000 in compensation for every member of the 350,000 personnel counterattacking force, for their finance of operations, and to compensate properly every slain or wounded member of their armed forces.

While this is the calculation of what should be paid, the actual disbursal of the funds can be based on a different formula, so that families who lost members to death or suffered severe trauma may recieve more compensation, while individuals, businesses and local governments who lost property might be given payments to rebuild, and general infrastructure of Kilani can be repaired.

In the total fighting, IRCO estimates that the Kilani military lost 14,800 killed in action (approx. 9,800 in the initial invasion and lost as "human shields," 5,000 in the counteroffensive), 28,000 wounded in action (18,000 in the initial invasion, 10,000 in the counteroffensive), and 2,200 prisoners of war that survived. (There had been nearly 5,000, but the rest were killed used as human shields).

Civilian casualties were approximately 50,000 killed and 150,000 wounded. 22,000 were killed and 32,000 wounded as "human shields," including, just for one example, 9 public facilities and school buildings packed with children and adults used to protect small groups of troops. The troops refused to surrender. Just before the buildings were retaken, explosive charges were detonated, killing almost everyone within, and also harming rescuing troops approaching from the outside. One school was captured intact. The triggering mechanism was damaged during the attack and the explosives failed to detonate.

Given these figures, and based on assessments of insurance adjustors brought in to analyse government, commercial, residential, agricultural and ecological damage, the following reparations are proposed:

It is presumed that the Kilani government, freed from having to afford its own commercial, civilian and civil government reconstruction, could use its other budgetary funds to replace military facilities or equipment destroyed in the invasion.

We propose the $532.5 Billion in reparations be paid over 3 years at $177.5 Billion per year, with funds appropriated from the SLI Sector defence budget.

This leaves SLI Sector with a robust self-defense budget of $282 Billion without cutting any other government services. It could either raise taxes, or halt or cut other government progammes to afford the reparations if it wished to preserve more spending for its national defense.

The reparations would account for 7.34% of the overall SLI Sector budget over the three years of reparations period.

This is, of course, only a proposal by the nation of the Kingdom of Listeneisse. Such a proposal would need to be found amenable to both the People's Republic of Kilani, as well as the Republic of SLI Sector.

We also suggest devising other elements of a formal treaty between the nations which could include these reparations as an included schedule. There could be more freedom or specific restrictions in the manner that funds are spent, yet allow for flexibility and fund reserve as more of the damage is discovered.

Also, once reparations would be met, all further claims by the government, businesses, and people of Kilani would need to be withdrawn.

If there are any changes or amendments to be made to such a proposal, we request both parties open a dialogue to ensure adequate and fair compensation is assured, and a binding treaty thereafter swiftly results.

We believe a payment over a period not more then four years for $532.5 Billion dollas U.S. will go a long way towards helping our country recover both economically and mentally from this travesty.

In addition, we would like the war ciminal Vicki-B to be handed over to us within a month's time for trial as a War Criminal and as an Enemy of the People. We will also require witnesess from SLI to come forward to vouch for the fact that she was in fact the one who ordered the attacks. We will be providing our own witnesees, of course, as well as photgraphic, video, and audio evidence of the massacres.

New Republican Stronghold Destroyed

After weeks of vicious fighting between the PMCK and New Republican insurgents and militia the PMCK has siezed control of over 90% of Taragrad, the port city siezed by the New Republicans during the uprising. Casualty estimates are high, with the PMCK itself having taken over 30% casualties at 12,000 men killed, wounded, or missing. The NEw Republican's losses are officially unkown, but estimates put them at upwards of 15,000 insurgents, with many more among militia and unofficial fighters (i.e civilian volunteers).

The city is expected to be under control within a week.

In the meantimw, the land atacks has met with heavy resistance, but the New Republicans posseess little in the way of anti-armor weapons and are being forced to fall back. Kilani air superiority is making it hard for the New Republicans to move large bodies of troops.

It would be more than the combined total of $142 billion since 2001 and the $179 billion for 2005-2014 cost estimates -- $321 billion -- for OIF, OAF, and other spending on the Global War on Terror (http://www.cbo.gov/showdoc.cfm?index=5587&sequence=0).

Additional spending from 2001-2004 on reconstruction totalled $24 billion. Total reconstruction costs for Iraq were estimated in 2004 to range up to $100 Billion (http://www.cbo.gov/showdoc.cfm?index=4983&sequence=0), but did not include any form of individual compensation for the invasion. Afgranistan's (http://www.eurasianet.org/departments/rights/articles/eav011502.shtml) reconstruction will cost $15 billion.

Yet I will leave to the two nations to determine whether this seems to be appropriate actual renumeration.

Note that the area invaded only had an affected population of 5 million, whereas Afghanistan has a population of 29 million, and Iraq 26 million.

Iraq and Afghan casualties (all sides) are at least 71,756 killed, 179,733 seriously injured, according to one source, Unknown News (http://www.unknownnews.net/casualties.html).

The casualties I postulated are similar in quantity to those lost in OIF and OAF combined, but occurring in a much smaller population. -- about 1/11th the same size/population.

You can feel free to revise the casualty and reparations rate down, therefore, by an order of magnitude -- one tenth the numbers I wrote -- or leave it as I wrote above.

While fighting continued in the New Republican strongholds, the government policies -- combining strong social-mindedness and nascent capitalist reforms -- brought about a substantial improvement in the Kilani economy.

The GDP per capita blossomed from its devastated early-war figure of $448.46 to $2,533.96.

(ooc: Equivalent to Georgia or Vietnam.)

Including the socialist work-in-kind and unofficial economic incentive programs, GDP per capita was now estimated at $4,580, whereas it had stood at $2,331 before the war.

In other words people had real money equivalent to what they used to get in pay and benefits. Now they had all that in true income and twice again in "soft" economic local benefits and trade. There was still a 100% income tax, but the government was more productive with the money it was given.

Government waste was a remarkably small 2%. Even with the rise of the economy, it was calculated at no more than $26 billion in hard currency and $22 billion more in wasted labour -- about $48 billion in total.

Unemployment improved to 13.04% from the pre-war figure of 14.6%. (Even better, the unofficial "underemployed" rate dropped from 25.85% to a far-more manageable 18.68%.)

The population continued to grow, despite the war. Whereas before the war the population was 466 million, now the census stood at 515 million.

However, it still should be said that up to 10% of that popuation was in KRA or New Republican hands.

The overall population was still up dramatically. Expatriates who had left the nation before when the economy was terrible and repression against capitalists was at its height returned again to be part of the new, hopefully unified national government.

The zloty had risen officially to $0.13. A new central bank kept inflation in check. Worker enthusiasm had risen from 60% to 74%. Consumer confidence rose to 60% (up from 48%).

National loyalty was 50% (up from a pre-war 31%).

The military had grown strong during the war. Before the war it only could muster $24 Billion in actual monetary spending and an estimated $128 Billion including value of labour.

Now, its actual spending accounted for $118.5 Billion. With nationalized labour and defense industries, the overall defense spending equivalent was $212.3 billion.

In New Republican and KRA Territory

The New Republicans were not capable of keeping up with the growing government machine. With only 1% of the nation's overall population supporting them, they were quickly being marginalized.

The New Republicans had highly mobilized their front. While their civilian population base was estimated somewhere between 5-6 million, they had nearly 10% of their population under arms: about 500,000 in their military forces. They were, in general, well-armed. The New Republicans were trying to create domestic arms industries to make up for lack of arms imports.

They had begun with a higher industrial base, but the new government reforms were catching the government up to where the New Republicans had begun. The New Republican industry were not improving with the embaroes, checkpoints and blockades imposed on its territory. It embittered them, because they saw the other KRA leaders who had collaborated with the existing government as sell-outs.

Commentators remarked this was precisely what capitalists did. They sold their interests to make wealth. War was only one way to achieve their ends. It was not a goal per se. Thus, when they could make a deal, they took it. It was just too bad if the New Republicans lost out. That's business.

The KRA-held territories now comprised 46.35 Million supporting population in their controlled area. Not that all of those people were KRA loyalists, but the area was being run already as a sort of semi-autonomous economy already. They nominally contributed to the national government, but demanded in effect that most of the taxes collected stayed in their own region.

The capitalist KRA region had not demobilized during the cease-fire. While they had stood down their force to about 1% population mobilization (to shift from a war-time economy into economic expansion), this meant they still supported a combined armed forces of over 450,000.

They knew that if the PAK truly wished to obliterate them, they probably could. The question was whether the peace would hold, or whether the PAK would finish the elimination of the New Republicans and then turn their guns on them.

Thus, they were still pushing for more explicit government reforms and a formal national referendum. Now that the nation was over 500 Million, would it stay the "People's Republic of Kilani?" Would there be a new form of combined government? Would they rename the country?

Until those issues were decided, the KRA had not yet disarmed. They also argued, rightly, that the New Republicans were as likely to attack them now as the People's Army.

On the DMZ

The AFKR 14th Dragoons Armored Cavalry and 22nd "Iron Wolves" Mechanized were respectively placed north and south of the front opened in the DMZ where the PAK was waging war against the New Republicans. North were the 14th Dragoons, and south were the "Iron Wolves".

They were assigned to be the "guard rails" to ensure the fighting did not stray out of bounds into other civilian areas. It was not up to them to engage in combat, but to ensure any combat did not become precipituously uncontrolled.

They were the best armoured units in the peacekeeping force. Listeneisse had brought light infantry, which were deployed on the long stretches of the DMZ north and south of the AFKR forces. It also deployed a Royal Marines battalion with each of the Rodenkan divisions. 7 Marines in the south with the 22nd "Iron Wolves," and 8 Marines in the north with the 14th Dragoons.

The UN mission needed to be careful. It could not participate directly in the fighting of a civil revolt and remain truly "neutral." If a particular action did threaten to change front lines, the most they could do would be to usher out the civilian populace of areas before the fighting reached them and "move the stakes in the ground" in terms of the demarkation of the DMZ between PAK-KRA borders. In most cases this meant they were following the progress of the PAK as it continued to grind its way into the New Republican enclaves.

Repeated appeals were made for a cease-fire between the New Republicans and the PAK. Yet these were a passionate people, who were willing to die for their ideals. It was difficult to get either side to even listen. After the atrocities in the south, the PAK was becoming ruthless in dealing with those who opposed them.

Red Cross Hospital Shelled

The worst single loss for the Red Cross was the mortar shelling of a medical hospital near the front lines in the New Republican-held area. Wounded under treatment included both New Republicans and a large number of captured PAK POW soldiers.

For seventy nine minutes light and medium mortar shells landed directly on the roofs and courtyards of the hospital compound. When it was over, 67 civilian medical, humanitarian aid workers and visitors were killed in the blasts, and 143 were wounded. 95 convalescent patients were killed and 207 more who were already wounded were more gravely hit.

A Christian monk, a Red Cross worker, and a local Kilani nurse were able to dash to a car. They drove like crazy, zig-zagging between the landing shells. Small-arms fire hit their car, wounding the driver and killing the monk, but they finally managed to get to a UN observer station. They reported the attack.

By the time UN helicopters reached the area, the attacking mortars had stopped, and the crews had disappeared into the countryside.

Their attack also knocked out the power and destroyed the emergency power generators, killing 43 more who had been on life support. Lack of power contributed to the death of many who were deprived of life-saving equipment. The surviving doctors operated in cratered and dusty ERs as best they could. Critical patients were flown to other Red Cross aid stations as swiftly as possible, but for many it was too late. Power was restored the next day.

No side took responsibility for the attacks. Both the New Republicans and PAK accused each other. The PAK argued it was done by the New Republicans to get rid of defectors and quitters, as well as to kill the POWs that they could not take away with them as they retreated. The New Republicans said it was an outrageous assertion, and that it must have been the PAK screwing up and hitting the wrong target, with their atrociously out-of-date maps and terrible intelligence.

Both opposing armies were within range. Peacekeeping forces were too far away to get a fix or offer counterbattery fire. Isolated conspiracy theories and random accusations pointed fingers at the UN, the KRA or even foreign infilatrators.

For the Kingdom of Listeneisse, it was a time of grief. They wished to understand what had happened, and who was responsible. It had cooled public sentiment for the UN missions with some swayable conservatives, but it outraged the right, who alternately demanded either to pull out entirely or to commit heavily armed combat troops to finish the fighting.

Lt. Berth, Ivan Kurtz and Florine were among the first to arrive on the scene. Since their earlier missions, they had been joined by forensics experts with the Knights of the Order of the Temple of the Holy Grail. They were now part of a growing UN peacekeeping group dedicated to documenting the remains of battlefields and civilian casualties. UN observers were being asked, increasingly, to catalog the extent of damages done.

Sometimes they needed to keep low. There had been more than one ambush attempted. Those who wished to keep secret their vile deeds tried to kill those who would report their actions.

The civil populace, apart from necessary medical or emergency workers, often were held back until the UN peacekeepers had a chance to inspect everything, and especially to secure arms laying about and get rid of unexploded ordnance. Reporters and civilians would be let in once there had been an accounting of what occurred.

UN light security forces were employed. The Grail Templars, with their blue helmets and red-cross-on-white surcoats, were quiet, stern, fair symbols of neutrality, security and honest witness. There were usually no more than a handful of them, the rest being part of the Lord Marshal's Military Police.

The PAK announced that it's troops were closing in on the leaders of the speratist "New Republicans" and hoped to have them in custody within the next few weeks. Reportedly, a New Republican deserter has given them intelligence regarding the location of the NR command center, somewhere in the hills east of Taragrad. With New Republican territory shrinking rapidly, the PAK is concentrating on finding nad either capturing or eliminating the NR leaders.

PRK, KRA to hold talks

The KRA and PRK governments are meeting to discuss reintegration and further reforms to the PRK government, as well as the grievances of the KRA.

The PRK response to the shelling of the Red Cross tent was outrage, followed by a very quick search for someone to blame. They pinned it on the New Republicans and loudly blamed them for the incident whenever the subject came up.

"Our troops," said on official, "Do not shell hospitals."

Corporal Stepan Ivanov was bored. He and his platoon had been assigned to watch a checkpoint along the contested areas between New Republican and PAK territory. So far, it had been a very boring job. Few people used the back-road and there had been no sign of the New Republicans.

Vicki-B is taken into custody by agents of the Kilani Intelligence Bearu (KIB) and hustled from the airport under heavy guard. She is loaded into an armored car, escorted by marked police cars, unmarked, black sedans, and heliocopters. The convoy drives into the night.

Several days later the preliminary hearings are being prepared. The UN is invited to send observers to insure that a fair trial is given to Vicki and that hse is not simply railroaded.

New Republicans Crushed

After weeks of heavy fighting between the PMCK, PAK and the New Republican militias the area has at last been declared secure, despite the odd incident occouring here and there. Surviving New Republican leaders have been taken into custody. The governemnt announces that they will officially be charged with treason.

KRA and PRK Talks Proceeding

Talks between the leadership of the KRA and the PRK have continued and appear to be making headyway. So far the talks have been confidental so little information has been released.

Listeneisse UN Peacekeepers and NGO organizations have reported that the most contentious situations have merely been around where reconstruction and reparations payments would be spent.

While most of the monies were supposed to be earmarked for the area invaded by SLI Sector, communities and regional authorities in the rest of the civil-war-struck areas have requested some of the funds be directed towards their regions.

Some civil leaders state that it was solely because of the invasion that their lands were opportunistically raided by military forces on both sides of the internal civil war. Many government officials point out that it was a rebellion, and thus the people of those communities should clean up their own disasters bred through secessionist policies.

Other leaders desire to move a bit of the reconstruction funds to the affected areas, but do not wish to cause outrage within the invaded areas to the south.

The consensus was that the economy's growth itself would pay for reconstruction. GDP per capita was now $6,819.31. It was more than 15 times the $448.46 it had devolved to prior to the rebellion.

Nation was now known as a "New York Times Democracy."

If anything, it could use less administration and more public transportation infrastructure, which still was terribly underfunded. For now, people sighed in relief that the war was over. They expected the rest to get straightened out in due time, so long as their money was put to good use.

Preliminary Hearings Set

The preliminary hearings for the war criminal "Vicki" are set for tomorrow. Families of those who died will be allowed inside the court-room, but all will be carefully screened for weapons. The PRK has requested the Listienesse and Rodenka provide security for the trial to avoid an assisination attempt on Vicki.

Talks Continue behind Closed Doors

The PRK and KRa continue to hold talks in secret. Rumors persist that represenatives are working on a new constitution for a reunified state, while others say they are preparing for the KRA controlled area to break off and form an indepent contry.

There has been speculation that Vicki-B will be pleading guilty in the war crime tribunal. She is currently trying to negogiate with the prosecution, trying to get life imprisionment.

SECERT: The reason is that if she is in life imprisonment, Vicki-B can lead the KIL Sector rebels from behind bars.

The rebels are almost defeated, but there are still fringe elements, terror sects rebuilding and plotting a uprising. If Vicki-B surivies, then she can be secertly leading these sects.

The reason is simple. She would corrdinate the terror sects to break her out of prison. Once she breaks out of prison, Vicki-B would then join KIL Sector, and become its leader. Maybe she can win KIL Sector's indepedence...maybe.

It will take time however, time to liberate KIL Sector. She already has charted an uninhabibited island off the coast of Kilani. It can serve as the main capital of the New KIL Sector, once, of course, KIL Sector get reformed. And her plans all depend on her getting life imprisonment rather than death.

Hence, her planning to plea guilty.

The oak doors suddenly flew open, a government clerk rushed in, carrying a message: the leftist government of Kilani was almost completley victorious against the rightist freedom fighters. They were now, if even still fighting, using guerilla tactics, and would probably lose.

The Shah placed his cigar in the gilded ashtray and handed his crystal cup to a servant as he stood up and spoke to the clerk, "We must not allow the rebellion to fail, we must use direct and supressive force to ensure its vitality! Are you aware of the necessity of ensuring the eventual dream to turn the world into one ruled only by rightists! Thus, I think we must act quickly, if I am correct, we have deployed forces to Czardas, ones that are still en route, the 4th fleet carrying 25 divisions of Infantry, 7 armored divisions, and the 9th Immortals along with transportable air forces. I think we have a need to alter their course so as to ensure they reach Kilani as soon as possible to lend some force to the dying rebellion, and then to ensure regime change. We can send the 3rd fleet and similar numbers to Czardas as well though, though we do not have enough time to mobilize the fleet for this conflict, lest the rebellion be crushed.

As for the government, I must make a statement to ensure they will submit or at least to act in a manner I find suitable.

Despite the government response, word of the Shah's attempt to interefere reaches the last few hold-outs of the NEw Republicans, who have been hiding out for the best few weeks to avoid detection by the government. Altogether there are almost 4,500 New Republican soldiers and hold-outs scattered throughout their former territory, most of them in hiding. A hastily encoded message is sent to the Shah.

Message from the New Republicans to the Shah

We are immensely greatful that in our darkest hour a nation has finally seen the truth of this revolution. We must succeed or see our country back under the iron heel of Communism. We await the arrival of your troops and then we will act.

The KIB picks the message up and passes it on to PAK High Command and the UN Peacekeepers. THe Peacekeepers are told that if they wish to leave the country before the impending invasion they may do so.

Air patrols over the coast increase, and the small Kilani navy is ordered out of port to protect the coastline. The pride of the fleet, the small carrier Red Sea is escorted by seven destroyers, an AEGIS cruiser, four frigates, and two aging heavy cruisers, the Victory and the Revolution. The entire Kilani submarine force, 16 attack submarines, is spread out in a picket line to give early warning of the enemy fleet.

The country braces itself for another war as PAK soldiers begin digging in on the most likely landing spots.

Admiral Piruz Tehrani and General Shapur Pahlavi eyed the computer displays uneasily, the map of Kilani along with suspected positions of enemy forces sat there as they watched with their staff, looking at the most recent intelligence and formulating a strategy.

Soon enough, a junior officer spoke, "Commanders, We have seen recent evidence of naval mobilization by the Kilanis, most of their naval forces and all of their submarine forces have been deployed. Though we know we outnumber them by perhaps ten to one, we are unsure of the exact composition of their fleet or the setup, intelligence on this matter is shaky at best.

Admiral Tehrani threaded his hand through his beard, looking pensive as he considered the situation. "Redeploy the fleet! We need an initial screen of submarines placed at the front and front flanks of the fleet with our escorts forming a box and transports and capital ships within the box, as well as a few ASW escorts." The Admiral paused, "Also, launch the F-78s from the Persepolis, Tabriz, And Shiraz, we need to ensure the fleet has an effective air umbrella." The Admiral stopped and then picked up his cup of tea as the officers barked orders into the radios, watching as the ships cut through the water with well timed precision into the new formation.

Admiral Tehrani smiled at this massive armada, three superdreadnoughts, 25 cruisers, 31 destroyers, 27 frigates, 6 arsenal ships, 3 aircraft carriers, 23 attack submarines, and innumberable transports now moved forward towards the Kilani homeland, waiting to get in range and destroy whatever stood in the way.

KS-12, 700 kilometers off the coast

Ivan Yakushin, captain of the submarine KS-12 was somewaht nervous. All that stoo between an incredibly massive fleet and the Kilani beaches was Kilani's small fleet. His sub was one of the ones farthest from the coast-and reinforcements. Currently his subamrine was hanging motionless, 200 meters down, waiting and listening.

"Comrade Captain, I have something...it sounds like engines, underwater...A submarine, comrade."

Yakushin strode over and took the headphones from the crewmember and listened.

"How far? Could it be one of ours?"

"Three kilometers and closing at 150 meters depth. It is highly unlikely that it is one of ours. They are spread out along a picket line to the north and south of us."

Yakushin nodded grimly and turned to his Executive Officer, "General quarters. Quietly."

The word was spread down the submarine: general quarters, enemy scout closing in.

"Load forward torpedo tubes one through four."

"Torpedoes loaded."

"Firing solution?"

"Working on it Comrade Captain. Give me a few more minutes."

Minutes passsed. Yakushin was quietly tallying off the seconds.

"Firing solution ready. Enemy submarine 1500 meters and closing."

Yakushin glanced at his executive officer then keyed the intercomm.

"Torpedo room: Fire tubes one and two."

There were two "shoonk" sounds as the torpedoes fired. Yakushin motioned to his helm officer, "Take us out of here! Full speed."

The submarine began a ponderous turn, screws whirling into life.


St. Peter Islands Airforce Base, 56 kilometers from the Kilani mainland

Klaxons blared, sending pilots scurrying for their craft. Sattelite recon has shown the enemy fleet 700 kilometers off of the Kilani coast and it was time to launch a first strike.

Flights of Su-37 jet fighters and Su-34 fighter-bombers roared down the runway, equipped with air-to-surface and air-to-air missiles. Altogether there were 55 Su-37s and 46 Su-34s on this strike. The flights flew in low, in attack formation. Colonel Sergei V. Abaulin is in command.

"This is Red Flight Leader to all planes: we will be on target in less then ten minutes. Stay alert! Remeber, the Flankers will engage the enemy planes while the Fullbacks target the enemy carriers and capital ships. We are the first strike of our country Comrades! We may perish, but we will hurt the enemy and make him think twice before setting foot on our soil! К победе!"



The KIB has been routing intelligence to the PAK High Command. Intelligence indicates the enemy fleet will simply crush the PNK through sheer numbers. As such, the fleet has been ordered back to port. In the meanwhile, evacuation procedures are being conducted in all coastal cities. The St. Peter Island Chain is also being evacuated of civilians. Volounteers have been assigned to defend them for as long as possible. Fortifications have been built on the St. Peter Islands since the 17th century. TOday they are modern casements and anti-aircraft guns, with some of the old forts incorporated.

The Kilani coastline is being fortified as well, with whole hills being turned into massive bunkers.

Suddenly, a sonar operator nearby screamed, "Three contacts moving in opposite directions detected, two are bearing on us at forty knots, definitley torpedoes and the other is most definitley an enemy submarine cavitating like hell."

The Captian stamped his cigarette in the ashtray as he gave his next order, "Quick, take evasive maneuvers, deploy noisemaking anti torpedo mines and plot an intercept for the submarine, take evasive maneuvers and give the position of the enemy sub to the fleet via computer uplink." The submarine moved up in the water, turning a hard right as the rear tubes offloaded moving noisemakers designed to maintain the submarine's course while making noise to distract and attract the torpedoes to the false target. A single anti torpedo mine was also deployed, sending out active sonar pulses to attempt to find the enemy torpedoes, and once they had came in range, to fire a small torpedo designed to destroy torpedoes at them.

As that occurred, a single bouy was released from the rear torpedo tube, moving to the surface to transmit data to the main fleet, sending the detection and course of the enemy sub to the main fleet. ASW aircraft were quickly scrambled as the message was decoded, soon enough, five S-3s were in the air and moving rapidly towards the signal, dropping active sonobouys to attempt to find the enemy submarine. Then, a signal accquired by one of the bouys betrayed the sub's position. Each of the five aircraft now moved in, dropping a single torpedo each, pulling back towards the fleet hopeful the torpedoes had worked

Meanwhile, underwater, the first of the two enemy torpedoes went for the noisemaker, smashing into it and destroying it, but wasting the torpedo. The other meanwhile, continued to follow the submarine, tearing through the water as it approached the second defense. As the active pulses located the enemy torpedo, each of the two small torpedoes prepared themselves, and once in range, fired, sailing directly into the enemy warhead and exploding, destroying it.

4th Fleet Air Forces

The F-78s pulled up, moving above the clouds as their search radars went active, they were to follow the S-3s and to engage any aircraft that went for them as they pulled back. In effect, the S-3s were bait for the 120 fighters that now closed rapidly on their position.

Captian Bijan Taheri pulled his flight into formation, checking his radar on the HUD as he armed his AAMs. He had fought in a multitude of conflicts, many of them in the excellent F-78s. To his left and right, other delta patterns of F-78s began to form, grouping together as they prepared for the upcoming engagement. He had been flying patrol for a while, and the thought of a real dogfight pleased him.

Suddenly, the radar screens went active, oncoming blips moving towards them rapidly, charging forward, they were still several hundred miles out, but still, it would hardly be a problem, they were both moving at high speeds, it would not be long until the long range AAMs would be usable.

KS-12 immediatly went into a steep dive, heading deepers into the ocean depths. Noisemakers deployed from the rear tubes as KS-12 ran hell-bent for safety.

"Captain, our torpedoes have failed to destroy the enemy submarine."

"That's not exactly what I'm worried about now, Comrade..."

The Kilani submarine leveled out at 350 meters and began pushing through the water. Behind it, two of the enemy torpedoes slammed into the decoys, exploding. A third was thrown off by the explosion, deviating into the open ocean. The otehr two continued to home in on the fleeing sub. The submarine took a hard left turn as the torpedoes closed to within 200 meters and deployed another decoy. A torpedo hit the decoy and exploded, but that still left one closing in...

400 Kilometers off of the Kilani Coast, KAF Forces

The screens of the Kilani planes lit up with contacts as they first detected the S-3s and then the F-78s.

"All units, engage!"

The Kilani fighters climbed, staying in formation as they closed rapidly on the enemy fighter craft. The ilots armed missiles and began target acquisition. They would be able to fire within minutes.

4th Fleet Flight

Captian Taheri noticed the rapidly moving objects on radar, missiles were headed directly for the aircraft, of course, it would hardly be a problem for the F-78s and their countermeasure systems. The planes pulled back hard, looping backwards through the sky as they began to dive, dropping chaff as they moved. Several missiles had their guidance systems affected by the clouds of white chaff, exploding once they had reached the cloud thinking they had found their target, but others continued to move forward towards the planes, at that moment, pods under the aircraft went into action, firing off pulses of frequency equivalent to the planes they were tracking in order to convince missile guidance systems they had reached their targets and to explode. Several continued forward though, destroying three planes in flashes of flame and shrapnel. Two pilots bailed out before the missiles struck, but one was not so fortunate.

The flight now turned back around, righting itself as the highly mobile aircraft pulled back upwards from their previous low altitude and then, Captian Taheri flipped the switch for one of his AIM-156 HAMRAAMs, firing it off in a stream of white smoke, followed by a barrage of 116 more, 117 missiles streaming off towards the Kilani airforces. Each missile, with 3-D thrust vectoring and individual tracking systems, were highly maneuverable and virtually independent of the Aircraft fire control system, using their own active radars instead.

The 4th Fleet airforce, now under the cover of the missiles they launched began to move in to capitalize on the disorder in the enemy ranks the missile launch would cause, toggling shorter range missiles and cannon for the close up engagement.

KAF Strike Force

Seconds after the first volley, another wave of missiles sped from the Kilani flight, 105 of them this time.

As the oncoming enemy missiles sped towards them the Flankers went into evasive action, pulling up and blowing chaff. Thankfully, their missile's targeting systems were tied into their helmet's HUD allowing them to remain locked on target simply by looking at their target. The chaff managed to destroy forty of the oncoming missiles. The Kilani craft rolled over and dived towards the water attempting to shake the missiles and attempting to use chaff once again. Several aircrat shook off the target locks and manuvered back aroud to face the oncoming enemy aircraft. A few managed to cause their pursuers to crash into the sea. However, almost twenty aircraft were hit by the incoming enemy missiles. 13 pilots managed to eject before the missiles hit. Seven others weren't so lucky.

After refueling and restocking on missiles, the air armada sets out for Kilani, approaching the Parthian fleet (still more than 400 km away). Keeping low, and with stealth devices, RADAR jamming, and LIDAR/LADAR-deflecting paint and countermeasures on, the vast air force approaches its targets, ASMs and AAMs locked across enemy ships and planes as the armada prepares to resume warfare...

Meanwhile, in Czardas...

Within minutes of the alert, hundreds of thousands of shocktroops are piling into dropships and helicopters, seizing weapons and armor. They have been ready for a summons since the beginning of the Warmasterian conflict several months previously, and now is no different. As the dropships and 192 escort planes begin to take off, a task force of 48 SSNs departs from the port city of Mariosz at about 27 knots, their missiles and torpedoes readied to destroy the enemy fleet by the time they arrive.

In Kilani drastic measures are taken. A nationwide draft is issued, taking all able-bodied men between the ages of 18 and 40 into the armed forces. Women volounteers are accepted. On the homefront, 16-year olds and up are put to work farming or doing industrial work. Women who re not alreay working are put to work and those between the ages of 41 and 60 are also put to work.

Posters appear everywhere exhorting the citizenry to resist to the last breath the impending invasion. Others tell them to make sacrifices so that their country might live.

We can agree with that, our troops will not remain in Kilani any longer than necessary. In fact, we were attempting not to rekindle our old conflict, but it seems Parthia's warmongering and hostile international stance is forcing our hand. Czardaian forces are en route to your nation as I write this, and if you maintain a frontal attack while we attack from behind, we can trap them between our forces and cut them down easily.

Upon recieving Kilani's reply, givng Keyshona permission to establish Aid stations, the 57th Medical Infantry and 8th Quartermaster divisions reported to their respective bases. The 8th Quartermaster was ordered to fill all available on base C-130's with as much food stuffs, medical supplies and water as possible. Simultaneously at the nearby Army base of Fort Moscow, the 57th Medical infantry boarded Keyshona-made C-547 Transport planes after being breifed on the situation. Each man carried the standard Medical Infantry equipment, an AK-101 rifle, four hypodermic needles, three bottles of Ibuprofin, plasma, several pairs of latex gloves, a full box of band-aids, gauze and soap. The rest of their supplies were arriving from the 8th Quartermaster division.
Though they carried their rifles, they knew they were not going to engage an enemy, they just worried they would have to ward off men trying to steal food and water, that was the real threat.

4th Fleet

The radars of the ships suddenly began to show the massive clouds of radar jamming in one region, charging in towards the Parthian flight. The commanders knew what had to be done, ordering another 100 planes flying over the fleet into immediate combat, shooting off into the skies to try and rout any incoming planes. Meanwhile, they moved through frequencies, trying to find one not being hit by jamming.

Meanwhile, the Parthian fleet now prepared SAMs, hoping to swamp enemy airplanes with missiles once they came in range.

The commanders were worried, they had sent orders that the other fleet destined for Czardas would be better used here to try and eliminate the Czardasian airforces or any forces the Czardasians sent.

4th Fleet Wing A and B

The first wing now worked dilligently, moving in rapid moves of incredible maneuverabilty using the 3-D thrust vectoring their planes offered. Some deployed chaff as they dove to insanely low altitudes, firing off strings of short range AAMs guided to the enemy planes by millimetric wave radar, maneuvered with 3-D thrust vectoring, and independent of foreign guidance systems.

Some F-78s utilized the radar confusion pods to project false frequencies of their planes turning in opposite directions, throwing missiles off and sending them in empty directions. Others utilized the advanced speed and maneuverability to run missiles off course, others unleashing electrical disturbance pods that emitted tiny EMPs designed to destroy missile guidance.

When the missile assault had cleared, seven planes were downed in balls of fire, this time, with only one ejection. The pilots, however, had unleashed a torrent of 75 Short range AAMs on their maneuvers, and now, closed in on point blank range to fire another 75, before switching to their guns and unleashing scores of tracer and shells through the skies as they executed complicated maneuvers, diving on top of enemy planes and firing before simply pulling straight up.

Flight B now turned its attention to the radar jamming region, maneuvering themselves for a close in strike.

As the Parthian planes come in, still well over 250 km away, Czardaian commanders give a nod, and flight leader Orange Condor's hearty voice rips through the radios.

"Lock on all planes, prepare to launch."

The 100 incoming planes are targeted with no fewer than 400 'Jinx' LRAAMs*, ranged almost 300 km.

Orange Condor closes his eyes, preparing to give the fateful orders.

"Drop jamming and fire."

Radar jamming is suddenly switched off as hundreds of black-and-orange RADAR-guided streaks shoot across the sky at more than Mach 5, the RAMjet engines propelling the missiles to speeds too fast to hit or outmaneuver except by a miracle.

"Break formation."

The air armada speeds away at the fastest possible speeds, disappearing from enemy RADAR screens and making retaliation difficult or impossible...
