In a move today, the Imperial Senate has voted 96-2-2 to pass a bill mandating compulsory (or near compulsory euthanasia for the severely Mentally Retared and Grotesequely Deformed).

The New Bill encacts huge Tax Penalties, as well as loss of tax breaks, and a huge fine (as well as other penalties), that have it near-compulsory. (It's possible to not do it, but there will be severe consequences). This act mandates the abortion of fetuses that will be Grotesquely Deformed and Severely Mentally Retarded. It's a difference from the Abortion is Murder stance of the government. Losses for not complying with this order include.

-A $250,000 fine. (Payable over 10 years.)
-A mutiplying of 150% of the tax rate.
-Loss or restriction of Public Services.
-Loss of all tax breaks.
-Social Penalties
-Exclusion from Public Events

There has been small protest. Of course, this is only the federal bill, so many provinces have opted to make it completely compulsory, but some others have stuck to what was on the top.

While the Democratic Soviet Republic of Kahanistan has legalized euthanasia, we condemn the compulsory nature of euthanasia in Serapindal. Most families will not be able to afford the outrageous fines for not murdering their loved ones.

The Government of Kahanistan has a national wide-ranging health care plan. Our plastic surgeons are among the best in the region. We can de-deform almost any deformed child.

As for mental retardation, it is common for those with IQ's as low as 70 to function normally in society, as long as they are given the proper training and job skills. They will never be CEO's or generals, but they might perform a menial job adequately and for a decent wage.
