Peace talks between Kahanistan and its allies and the Ottoman Alliance

In an underground bunker underneath the palace, the Kahanistanian President Mohammed bin Yusuf al-Za'if and two officers, four-star General Marcellus Q. Valens and naval Captain Alexandra M. Federova sat at a round conference table. They were unarmed except for their sidearms, which were holstered at their belts and unloaded, although each of them had two spare clips, in case someone attempted to sabotage the conference.

A Kahanistanian Republic Guard colonel checked the approaching delegates for weapons. "You will place all weapons except your personal sidearms in this box and claim them after the conference," she said. She gestured to a large box with several dozen compartments for placing weapons into, next to the door to the conference room. They could hold anything as large as some types of anti-tank rocket launcher, although one would have to be insane to smuggle such a large weapon into the conference.

The limousine and its armored suit escort came to a halt before the Presidential palace. The doors opened and four officers stepped out, including General Hassler and Colonel Nouls. They were quite eager to get inside the facility and out of the unrelenting heat.

As per regulation, all four officers unloaded their sidearms; 40-caliber semi-automatics, burst-fire capable. However, they refused to give up their swords.

"What about them?"

The Republic Guard officer gestured to the assault suits.

"I suppose that's true. Give them your weapons as well."

The four armored suits looked at each other, then the General, then at their assault rifles.

"You might want to get a dolly for these..."

Came the amplified voice of one suit.

OOC: I trust you have at decently high ceilings in a presidential palace, right? Like, about twelve feet? >_>

OOC: More like eighteen, but we'll probably have to re-plaster the stairwells where your suits went through to get down to the conference room... and the doors are only about eight feet tall.

IC: The colonel looked at the Brettonian officers. "Well, you won't be able to do any more damage with your swords than with your sidearms... Take them in. But the suits will have to sit in the hall. The men in them can come out."

The Axis Nova delegation arrives in a modified corvette skyship, painted in diplomatic colors and with the Axis Nova flag painted on each side. It lets down in the street in front of the palace and the delegates emerge from the rear as the ramp lowers.

The guards quickly divest themselves of all manner of lethal and semi-lethal equipment, and retain their sidearms for the moment-- though there is a brief argument as the sidearms in question turn out to be launch pistols. After this is resolved, the delegation of Axis Nova military officers proceeds into the building.

SECRET IC:
FLIGHT GROUP EPSILON

The 3 AC-01's and 2 AC-02's made their decent towards the atmosphere. They positioned themselves so there would be very little turbulance on the flight down through the atmosphere. Heat started to build up in the aircraft as they breached the stratosphere and made their way to the ionosphere.

As soon as the aircraft got fully though the top layers of the atmosphere, a message was dispatched to Kahanistan Air Traffic Control

"This is Shazbotdom 132, flight group of 5 requesting permission to land. Over."

Background Information.
The AC-01 Pelican was designed as a small troop transport as well as a cargo vessel. It can easily have up to 30 boxes of supplies and amunition in the back compartment when it is not carrying 10 Marines. It has weaponry capabilities, normally carrying 2 Hellfire rocket pods, 4 Air to Surface Missiles and it's dual gun's on the sides of the cockpit. It also has the ability to attach to vehicles and fly them in and out of battle zones with ease.

The AC-02 Garrison was designed as a large troop transport (besides the Boeing 777's) as well as a tactical bomber. It can carry up to 50 Marines into a specific battlefield as well as lay cover fire for those troops. It cannot however attach to vehicles. The Bomb Bay area has 3 lower hatches. 2 hatches drop bombs onto targets indicated using a GPS/Laser targeting system. The targeting system is built into the aircraft and uses a encoded PSHEoS frequency to pinpoint targets. The last hatch normally carries 6 SuperSonic Cruise Missiles.

Admiral Peter Owensford sat in quiet contemplation on the helicopter, waiting to reach the Kahanistani capital. The Emperor had communicated an outline of Owensford's powers of negotiations, which were essentially to stand in solidarity with Shazbotdom. If he got a chance to speak privately to the Brettonian delegate, he was to secure the release of the Malkyeri POWs.

Owensford broke into a slight grin. He and his younger brother, a destroyer captain in the Carribean Fleet, had a running competition. Peter figured he was winning now. His brother had never been declared an impromptu ambassador.

"I assure you, we've equipped the suits' feet with rubber pads for indoor use. They shouldn't cause more than a few scuffs on their way down."

The officers and their escorts proceeded inside; the assault suits took care to duck and clear the doorway without causing any damage to the structure. The four officers and their assault suit escort continued downward.

All delegates will be searched for weapons, the weapons except for personal sidearms will be stored during the conference, and only the sidearms will be permitted in the conference." The ATC put the transmission on a repeating broadcast to simplify the transport logistics.

FLIGHT GROUP EPSILON

The flight group made its way to the Airport and landed right near the main buildings. 3 WH-03 "Troop Transport" Warthogs were detached from the AC-01's. The marines got out of all the different aircraft. Roughly 30 of them jumped onto the Warthog's while the others stayed behind to guard the aircraft. A rather large minigun type weapon was suspended from the hatchway on the back of each of the AC-01's. Marines were manning them but had them on saftey.

The WH-03 Warhogs then made their way down the road. They Marines only carried XR-02 Handguns. The acting diplomat that the Pure Socialist Holy Empire had sent to this conference was Commander Ted Jensen. He was a 15 year Veterine of the Shazbotdom Navy and had recently been assigned to the MSF Dignity of the Space navy. His records indicate that he was in 15 major battles throughout his carrer. He hasn't seen any action lately due to the fact that the MSF Dignity was newly created.

The WH-03's then arrived at the Presidential Palace and parked in the parking lot. Most of the marines stood near the vehicle to make sure it was well protected from anyone who wished to attack it. Comander Jensen then approached the front door and rapped on it in a quick manner. He didn't want the public to notice him for he didn't know if they would try and attack or mob him as his nation was the ones who started this war in the first place.

Having already been in Kahanistan, Juy and 3 Spartans, along with 5 other troops entered. Thjey dropped their weapons into the 'box' and Juy sat. He waited.

Admiral Owensford, flanked by a fire team of Royal Marines, exited the military truck which had brought them to the conference. Owensford walked up the steps to the Presidential Palace, which brought him face to face with the Shazbodomese officer.

Owensford arched an eyebrow, recognizing the man from a briefing dossier. "Commander Ted Jensen, is it? A pleasure to meet you," he said, extending his hand.

The RM fire team followed the two officers into the Palace, but stopped to wait in the antechamber rather than give up their weapons. Owensford himself was unarmed.

General Hassler and Colonel Nouls, along with their two aides, stepped into the bunker. The two escorts insisted on being present, though they would be forced to wait at the door. Neither officer felt this was any particular security risk.

Hassler took a seat, and Nouls next to him.

"Mr. President, leaders of the Armed Forces. I wish we could be meeting under better circumstances."

Hassler stated, removing his hat and placing it on the table.

"You'll have to forgive our two men there,"

He gestured to the pair of assault suits at the doorway.

"But we really can't afford to take any chances here, and some of the threats against ourselves and the Fatherland have been rather extreme."

Nouls remained silent, though he too removed his beret and set it on the table as well.

"We may not agree with the course of action your nation is undertaking, but we understand it is not our place to dictate your national policy."

"Very nice, usually. Rains a lot, though," Owensford replied. The two men walked through the corridors and entered the room. Two Brettonians, a general and a colonel by their uniforms, were also present. The Brettonian general had just finished saying something.

"...Some of the threats against ourselves and the Fatherland have been rather extreme," he said and then became silent.

And undeservedly so, I imagine, thought Owensford sarcastically. He didn't say anything, though. He simply sat, removed his hat, and waited for the Shazbotdomese officer to speak. Malkyer had entered this war, after all, to aid Shazbotdom and therefore it was only fair that that nation had the first say of the OA delegation.

The two assault suits watched the Ottoman delegation begin to arrive. Though they appeared silent, the two operators were actually radioing back and forth between each other.

"...I think that one guy's gay. Look at how he walks."

"You may be right. He has got that bit of a spring to his step."

"Of course I'm right! I'm always right."

The General turned his head to face the new arrivals, then resumed speaking to the President. Colonel Nouls continued his silence with a face full of scowl.

"As I was saying, we'll follow through with whatever decision you decide to make."

OOC: What, you thought they were going to be doing something underhanded? Feh!

Commander Jensen sat down as far away from the Quere and Bretton deligates as possible. He picked up his suitcase and laid it down next to himself very slowly. He opened it up, pulled out a laptop, and set it down on the table in front of him.

While he was waiting for the laptop to boot up he stated, "So. Our orriginal reason for this war was to bring the ones who nuked our nation to justice. But we didn't believe that he was murdered when we started this conflict, and we are still not sure about his wearabouts. If we can see proof that he is dead then we will help find the one who killed him and help bring him to justice. Although we would like to try the murderer in the Pure Socialist Holy Empire, we wouldn't really care if they were tried in Kahanistan for their crimes."

"I don't see what initiative there is to locate the killers of a rogue war criminal. Ottoman bombers killed 300,000 Kahanistani civilians, and my military is being blamed for it. I believe that is a more pressing issue."

Captain Alexandra M. Federova eyed General Valens and President al-Za'if before speaking. She was the lowest-ranking Kahanistanian officer present, so she hesitated to speak. They nodded at her, gesturing for her to go ahead.

She was easily the smallest of the three delegates, a tall, average-framed woman in her early forties with long dark hair. But when she spoke, it was with a cold, intimidating, angry voice. "First, what Kahanistan will NOT do. We will not submit to an occupation, we will not reduce our military capacity, and we will not destroy the few nuclear weapons we managed to acquire. As for your speculation that General al-Aziz is not dead and that he escaped, I attended his funeral myself. If you want to..." she shuddered here, "exhume his coffin and remains to prove it is him, I am sure his son will allow his DNA to be compared to that of his father to prove that he is in fact dead and buried."

"As for his killer, if we find him, I will personally hang him from a meat-hook by his eye socket. I admired General al-Aziz, even after he became a little eccentric in his later years. An alcoholic, if you will. But he took me under his wing, and even placed me in command of a ship." Her voice cracked as she spoke of her late mentor. "And at the risk of sounding undiplomatic, I believe that he was right to attempt to prevent Shazbotdom from intervening while we had troops in Jenrak to keep the people from being worked like animals."

"Kahanistan still has a huge defense budget. We can afford to repair the damage to our infrastructure ourselves. My government has requested peace in order to prevent the deaths of numerous civilians." She noticed some raised eyes. "Our intelligence believes the missiles struck civilian targets because of a targeting glitch in the missile. The government of Hirgizstan is not being held accountable for the damages. But they must understand that these deaths are no different from the alleged deaths of 200 children in our tactical attack on military bases which we felt posed a threat to our humanitarian operations in Jenrak."

"Our demands are simple. Withdraw all Ottoman Alliance forces from Kahanistan. We have no reason to fight against the Ottoman Alliance anymore, and we will not engage you in hostilities on your own territory."

Hassler spoke up again.

"The Brettonian Army will continue to support Kahanistan through these troubling times. We would like to asisst with its operations in seeking the killers of General al-Aziz, however..."

Hassler gestured to the two assault suits again.

"...subtlety is not among our strengths. We can and we will reject any "peace" that is not in Kahanistan's best interest, and I believe our allies would do the same."

Federova nodded to General Hassler and smiled. He seemed to be on her side after all. She might even let him be the one to remove the killer's eyeball to hang him from the hook.

General Valens noticed Colonel Nouls, the man who had gotten wasted and stuffed with him in the Air Force base.

President al-Za'if spoke. "Captain Federova has explained why we want peace. It's not because we're on the verge of defeat or anything, we simply have nothing to gain from it. Defense Minister Abdul-Rahman bin Muhammad is under investigation as the last man to see General Abu Hamza al-Aziz alive." Federova looked shocked. When was he going to tell me this? "While we are not saying he is the killer, he certainly had a motive. By killing the General, he may have prevented a war without compromising Article 16 of our Constitution (http://ns.goobergunch.net/wiki/index.php/Constitution_of_Kahanistan), which severely restricts extradition, even though it did not work that way. However, the same article would prevent our extraditing his killer, whoever he may be."

"We accept the offers of Bretton and anyone else to seek out this killer and turn him over to a Kahanistanian military court. We know the killer is military because of the murder weapon."

General Basque Ohms places his hands on the table and speaks up.

"I must agree with my esteemed colleague from Bretton. A peace not in Kahanistan's best interest is not a peace at all-- we of Axis Nova have seen it all too often, a coalation of larger nations blowing a minor incident entirely out of proportion and using it to utterly enslave a smaller nation. Even economic sanctions or weregild in the form of "reparations" would be too much-- Kahanistan has already had many more casualties inflicted on it (and much more in the way of actual strategic damage) than this nuclear weapon used by a rogue general caused."

"What i believe is that we need to put our differences aside. Several things came into play for this to start. One is the attack on a nations soverignty by Kahanistan, and i mean the Jenrak incident. Jenrak is in no way affilitated with the UN yet Kahanistan kept trying to push UN Ideals onto a nation that didn't want them. People need to realize that non-UN nations don't want the UN IDeals pushed upon them. The Pure Socialist Holy Empie understands this and thinks that Kahanistan should realize this too."

He paused for a second.

"But, other than that, we need to find the murderer."

"And we should allow the fate of those three hundred thousand civilians to become a footnote in the textbooks? I think you and your allies are a bit too eager to simply sweep that little fact "under the carpet" as it were."

The General removed his pince-nez glasses, stroked the bridge of his nose with his gloved hand, then replaced them.

"While I understand the desires to find the killers of General al-Aziz, I also believe it is imperative to find out exactly what transpired when those missiles were targeted at civilian positions. Despite what our Propaganda Ministry might be putting out, I don't believe the Hirgizstani high command directly ordered that attack. Someone, however, did."

Colonel Nouls coughed.

"Excuse me."

Hassler cocked an eyebrow at him, then resumed speaking.

"Someone killed those civilians, and I'd like to find out who. I also don't believe that precision guided munitions would deviate so precisely as to strike civilian targets head-on, purely out of errors in target programming. Someone has blood on their hands, and quite a lot of it."

Commander Jensen looked down at his laptop and read a transmission that has just come in from the MSF Dignity. He sighed and then looked over at the Kahanistan deligation. He then typed up a message and printed it out on a small portable printer and passed it to the President of Kahanistan.

NOTE
Myself, Captain Keys, and the Emperor of Shazbotdom feel that the deligation from Bretton is trying to throw a monkey wrench into the whole peace process. Both sides have already looked at the evidence and concluded that the bombings in Kahanistan were due to a malfunction and the Bretton Deligate continually seems to butcher the truth and claim that the attack was authroized by the Alliance when it wasn't. I feel that peace will not continue unless he either leaves, or he stops with the personal attacks upon The Ottoman Alliance and myself.
END NOTE

Commander Jensen then stood up and made an announcment.

"I feel that if we continue to sling crap around at eachother, this conference will not continue. I myself would want to walk out right now because of the beligerant attacks upon the Ottoman Alliance by the Deligation from Bretton. A cease fire is ordered upon all people in the Alliance against Kahanistan. That is a first step toward peace, but constant trickery on the part of the Bretton Deligation will make the road to peace a difficult one.

Lets get back to the main point that caused this war, and the item that will help us to reach peace. That item is the attacks upon Shazbotdom, and the murder of the man responsible for these attacks. Now what I suggest is that Kahanistan does the front work for the investigation. The Emperor would like to though, leave 3 men behind to help the Kahanistan agents in any way they need. This is not an occupation, and these 3 men will be unarmed. If we really want to find this criminal who murdered the general responsible for the attacks upon shazbotodm, we need to push, prod, and question anyone who had contact with the General in the 24 hours before his murder.

What does everyone think about that? Questions and comments are acceptable."

President al-Za'if finally spoke to General Hassler. "Kahanistan sincerely wants peace with the Ottoman Alliance. We are firmly agreeable to having investigators in our country, and we are assured they will not occupy us. Why are you so eager to war with the Ottoman Alliance? If they do in fact betray us, we will show no mercy to them, but for now let us at least entertain the possibility of peace. And why are you so certain that Hirgizstan fired the missiles on civilian positions? Our intelligence, as Captain Federova said, found that a targeting malfunction caused the course change. Or are you saying you had something to do with it?"

He faced Commander Jensen next. "As far as I can see, we are at peace now, is there anything more you wish to ask of us?"

The sound of tightening leather could be heard as Hassler's fists became ever more white-knuckled.

"Personal attacks, Commander...?"

The General was desperately attempting to restrain himself. The two assault suits looked at each other worriedly, then resumed standing at attention.

"The Alliance has accused the Brettonian Army of betraying its ally and committing mass murder against innocent civilians... and when we bring up the obvious points of whose missiles were involved in the attack... as well as the incredibly remote chance that a simple error in guidance would cause precision strikes in areas that would cause the most human suffering... suddenly, we become "warmongering" and "crap slinging" while all we point out is the obvious."

Nouls put his hand on Hassler's shoulder.

"General, perhaps-"

"Silence!"

Hassler snapped at him. Nouls shrunk back into his chair.

"The Brettonian Army has gone to great lengths to support the Kahanistani government, and somehow, the international community has lept aboard the Ottoman spin machine and firmly blamed this tragedy on US. What has Bretton gained from this? We've gained nothing! Nothing to gain and everything to lose, and we're accused of foul play to the highest caliber!"

Hassler stood up from his chair and pointed a leather-bound finger at Commander Jensen.

"You! Look at you, passing notes around like a schoolboy! You call this a peace negotiation?! The only thing being negotiated is degree of scorn against the Fatherland's dignity and proud military tradition!!"

The incriminating finger moved to Admiral Owensford.

"And what of you?! You sit in that chair like a hired thug! Have you got anything constructive to add to this... this... PINYATAING of the good name of Bretton and its illustrious armed forces!?"

The General scanned the room. Colonel Nouls looked mortified.

"And where is the Hirgizstani delegation? Are they not willing to show their faces in our presence? A "holier-than-thou" attitude of the nth degree! I'd like to think they're taking time to figure out exactly what happened to cause those missiles to strike civilans with pinpoint accuracy, but somehow, I know I'll be disappointed in this right."

Hassler sat down again.

"Now, it's crystal clear to me that there's something going on here that I don't know about. Would anyone like to clarify this situation before I have another aneurism?!"

General Ohms looks towards General Hassler with a bored look on his face.

"Really now, General, is this truely the time for histrionics? I'm not pleased about having flown all the way out here to the middle of nowhere for nothing either, but there's no reason to rant and rave about one of your own propaganda broadcasts backfiring somewhat. You gave a bit, you got a bit-- let's just leave it at that. Relax a bit, we'll go peasant hunting later."

Ohms turns and looks at the rest of the delegates, shooting a poisonous "shut up before you ruin everything!" glare at Hassler before he does so.

"Now then, if my colleague here is QUITE THROUGH, perhaps we can get on with untangling this unholy mess."

General Hassler gritted his teeth, then crossed his arms in a defiant posture.

"Very well. Proceed."

He took a moment to stare lightning at Jensen, then resumed a neutral stance. Nouls, and even the assault suits, visably sagged in relief.

Admiral Owensford cracked a disdainful grin. "The Ottoman Alliance did not order the attacks on those civilians. And it was no targeting glitch; our weapons are sophisticated enough to prevent accidents like that. No, my colleague from Shazbotdom is correct when he says a pirate signal changed those missiles' course. Given your military's demonstrated propensities in technology, it leaves one wondering about the authenticity of your 'innocent' image," he sneered.

In the back of his mind, he wondered why the Emperor had chosen him for the delegation. He was not the most diplomatic of officers.

In a lighting-quick motion, the General's left glove was off his hand and in Admiral Owensford's face in an instant. Hassler bolted to his feet yet again.

"You have disgraced my country, my military, my service, and my character! I refuse to tolerate this tomfoolery at a diplomatic engagement anymore!"

"General!"

Colonel Nouls exclaimed.

"Admiral Owensford, I challenge you to a duel of swords! Whomever is correct shall be decided by combat, as it always has and always will!"

Hassler's right hand was firmly gripped around the hilt of his saber.

OOC: Just assume a delegate from Shazbotdom has provided the computer with the uplink to the Hirgizstanian Delegation.

The Shazbotdom delegation silently turned a laptop computer to face he delegation. Howard Kinzer (Deputy Foreign Affairs Advisor) and Nick Armstrong (Deputy Defense Secretary), sat in a plush office, either side of the men stood the Hirgizstanian flag and the Commonwealth Flag. The Camera on the top of the computer relayed to them the image in the room.

Howard Kinzer spoke, "General...sit down. No one here is going to duel with you. This is diplomacy, not bear bating. You have insulted the Ottoman Alliance and this nation repeadtedly and we have not flinched. We have nothing to hide, and the International Community know this and support the OA completely. You should not be annoyed about this. Its truth versus lies, and truth always wins. Now please, calm down and sit down."

A hasilty dispatched and un-modified C-141 touched down at the International airport nearest to where the peace negotiations were taking place.

The huge grey painted aircraft quickly taxied to its assigned space and once it had stopped and the engines had been turned off the rear ramp began to lower.

When it had lowered four men in Air Force uniform disembarked and turned, waving the vehicles in the back out.

Four black Chevy Suburbans came out, the tinted glass giving no hint of who or what was inside. They stopped long enough at the immigration point to show them a collection of IH diplomatic passports before picking up a guide who sat in the passenger seat of the lead vehicle to take them to the negotiations.

Once out of the airport gates the vehicles accelerated and headed off under the guides instructions. They cruised through the streets at nearly 80mph ,they were late, and also had diplomatic immunity from speeding charges. Or so they hoped.


Arriving at the meeting place several minutes later the vehicles came to a halt. Several Diplomatic Security Service Agents got out first, their black suits and ear pieces going well with the vehicles. The Agents only had their sidearms on them, for the most part Glock 18's, along with their telescopic battons used for suppressing less dangerous potential assassins.

When the area was pronouned safe by the lead DSS agent the delegate and his staff got out of the third car. Under-Secretary of State Jeff Hooten stepped out of the car, his suit looking slightly crinkled as he did so.

He walked forward towards the enterance with two DSS Agents in front of him and another five behind along with his staff. The two in front pushed open doors that lead downwards towards the meeting place, both nervously having one hand inches from their sidearms.


Meanwhile the four vehicles sped out of the area towards the small car park that was being used for delegates vehicles. The drivers used their personal radios to convey messages about the giant walkers that seemed to be all around. One even took several pictures on his mobile phone.


Back in the underground bunker the two lead DSS agents pushed open the doors to the main negotiations room and entered during a lull in the conversation. They eyed the two suits suspiciously before one spoke into his lapel microphone and the Under-Secretary entered along with his staff and the other five guards. Spotting a free chair near the Shazbotzdom delegate he walked that way and took a seat. Two DSS Agents took up position against the wall behind him, their eyes scanning the room for threats. The other five agents and the non essential members of the staff left the room and went back out into the corridor. Two of the Agents took up post at the door next to the Kahanistan guards that were already present and waited.

Inside the conference room Hooten got a quick run through of what had happened from the Shazbotzdom delegate and then spoke his first small speech that he had been given on the plane from the President.

"The United States of Independent Hitmen and the Ottoman Alliance are both committed to peace in the region, and we are fully intending to finish any conflict at this conference. We feel the complete withdrawal of all forces is needed in order for this to be accomplished. The continued presence of Brettonian military in the capital surrounding these negotiations is neither helpful nor wanted by any of the delegates here, save perhaps the Brettonian General."

"We are fully committed to peace in Kahanistan but we fear that this cannot come about whilst Brettonian walkers continue to stomp around the area. As a sign of good faith in the negotiating process perhaps if Bretton could withdraw those walkers to outside the city limits to enable negotiations to continue at pace. Whilst this is not a necessity to continued negotations it is preferred at this moment in time as it will create a proper atmosphere."

"Also on the subject of civilian deaths this is regrettable. We would remind you who started this and that even though it may have been one man what has happened has happened and we must look past that. We do not doubt that Hirgizstans attack was directed against military targets and we find it highly unlikely that so many precision weapons could have missed there targets via anything but foul play. The point of bombarding civilians is non-existent. The Germans and then the Allies learnt that in World War II which was over 60 years ago! All it does is increase morale and the will to fight back. If you think we would do such a thing you are severly misled, the military value of such an action is zilch."

"We are also prepared to agree to the peace accord on behalf of the alliance to bring this unfortunate conflict to a close."

The diplomat from Celtayoshi was already in a bad mood, his plane ahd broken down on the way here, now his team and security passed through the security searches, they carried nothing but standard issue handguns. As they cam into the peace conference they said nothing, as was usual for Celtayoshi. Instead they would patiently wait until they felt it was the best itme to push for as much as the Ottoman Alliance could gain.

Commander Jensen looked over at the deligate from Bretton. He shook his head and then addressed the group. "I have to agree with Howard Kinzer. The blatant attacks upon the reputation of the Ottoman Alliance is not in question here. The constant declarations to the international community stating that we 'authorized' the attacks when you don't know a goddamn thing about what really happened is rediculous. But, if needed, the Pure Socialist Holy Empire will pay up to, but not more than, $700 Billion USD for repirations to the structures that have been damaged in the bombing that was caused by a pirated signal from sources unknown. The monies I stated are not us taking blame, it is us helping a nation rebuild after a travesty.

I also agree with the deligate from our estemed ally, Independant Hitmen, that the combat suits standing around outside are not helping this conference at all. They are causing unrest with the populace of this nation and the deligates at this conference. I concur that they should at least withdraw to the outskirts of town so that we ensure there is no unrest at this conference. We all know what unrest can do in a time of peace negotiation. Anyone remember the Cold War? Major unrest caused several peace talks between the US and the Soviet Union to break down. We don't want that to happen here, do we?"

General Hassler began, his hands notably shaking.

"You ARE serious!"

Colonel Nouls seemed as if he was frantically looking to escape.

"I have no purpose in this meeting. You imbeciles would rather take the words of the armchair general in the Propaganda Ministry in the Fatherland at face value over anything I would begin to say to your Godforsaken faces!!"

Hassler scanned the room.

"Hirgizstan feels it's adequate to represent himself as a face on a box. That might work for a television program, but as far as I'm concerned, if you're not going to show your face here in person, I've got nothing to say to you."

His eyes turned to Admiral Owensford.

"I will not hear one thing from you except "I accept" or "I apologize" for the duration of this meeting. If you have any specifics questions or concerns you feel need addressing, you can take it up with me after our duel."

Finally, they moved on to Commander Jensen and the newly-arrived Secretary Hooten.

"Which leaves us with you two gentlemen. Now, can you give me a concise reason why I should even be here at this very moment? It would seem to me that you're willing to believe anything the Ministry of Propaganda states, which, I might note, has killed two major arms contracts since it was issued. The reason I came here was to provide something whose very essence hadn't been doused in media spin, and yet, that seems to be all the information you want to hear. If you're going to take the spindoctors' words at face value while someone vainly attempting to be a voice of reason is standing RIGHT IN FRONT OF YOU, I think these peace talks would accomplish more goals if I had the Peacemakers ringing the city bring this palace down on our heads."

"General, with all due respect, I-"

Hassler silenced him with a glare.

"I'm waiting."

He said.

"General, Hirgizstanian Diplomatic elements cannot enter into peace talks in which there is an enemy threat visibly present, notably your peacemakers in the capital. We cannot brake Hirgizstanian Law, and are under the Fuhrer's orders not to send anyone into Kahanistan while military elements from the Brettonian Army are within 50 Miles. If you have them withdraw then we could meet face to face. If you don't have the diplomatic cojones to continue in this meeting then please leave the negotiations up to someone more capable from your nation. For the second time, no one, upon no one, is going to duel with you. That has never even been heard of in most nations for hundreds of years. Not only is it preposterous it is also idiotic. Now please General calm yourself down so that we can continue these negotiations. By not letting this meeting continue you are indeed doing a great dis-service to your ally Kahanistan, by not allowing closure on this situation."

I suggest to the Kahanistan deligate that if these proceeding are to continue further, that those machines should leave the city. Now i don't want to be one to start anything between myself and General Hassler, but we have to releave the tensness in this room if we are to continue the negotiations.

Unless you wish these talks to break down, then i suggest that those machines leave the city at once.

"ENOUGH!"

He points to the Ottoman Alliance representatives.

"Please cease baiting my colleague here. You are obviously attempting to provoke a diplomatic incident to gain PR material. We can investigate the matter of the missiles AFTER the matter of this rogue general is solved. Until then, I suggest no further words be spoken about it. This is a diplomatic summit, not a high school classroom."

His hand sweeps across the table to point at General Hassler.

"Sit down and quit making a fool of yourself. No one knows exactly why the missiles did what they did and thus naturally everyone is blaming anyone but themselves. Until more facts are known there is no reason to fly off the handle about it."

Finally, his hand points at the video screen.

"My colleague has agreed to a truce, and his word should be all you need. I will vouch for him: those A7s will not make a single hostile action unless one is made against Kahanistani, Brettonian, or Axis Nova forces."

Commander Jensen sighed. "It's settled then. Kahanistan can draw up an agreenment at his convenience and we shall look over it and either make comments on it, or sign it. Emperor Galen was strict about that no more civilians would be harmed in this conflict and that we find a peacful solutions to it. I would be glad to wait for the President of Kahanistan and his aids to formulate an agreenment that would best suit both our nations."

His cell phone rings. He hesitates to pick it up but does so. Before he picks it up he states. "If you will excuse me. I have to take this." He picks up the phone and talks on it for a long time.

"I will speak whether you wish it or not. Whether you choose to hear, that is something over which I have no control." Owensford remained calm and clear headed, knowing full well that if this general did force violence, anger would only succeed in getting him killed. For all their technology, they really are barbarians, Owensford thought. Trying to secure the POWs would not be very much fun if he had to deal with this fool.

"On to more civilized matters. It has been the stance of Imperial Commonwealth since the beginning of this conflict to abide by any peace terms agreed to by the nation of Shazbotdom, and this still stands. Further, I have been authorized by the Emperor to offer 500 million crowns, about US$ 700 million, for the reconstruction efforts. If you wish it, Mr. President, our military will assist in the distribution of aid, though my government will, of course, understand if such is not your desire. Regardless of whether you believe us, the Imperial Commonwealth does not like to see civilians murdered like has happened."

"The ideas I have are pretty much as follows, you may add comments or your own ideas, but the basics are pretty much this: 1. Withdrawal of all Ottoman Alliance forces back to their bases. 2. This goes for our allies, Bretton, Quere, and Axis Nova. At a later date, you may contact the Kahanistanian Government seeking a more permanent alliance. Bretton might want to use a more diplomatic officer than General Hassler, though, for that meeting. 3. As for the matter of our general, if any of your governments wants to help find the killer, they will be welcome."

"If you have any other ideas, I will be glad to hear them."

"Alright. Let me type this up real quick. Sorry for putting your faces away there Howard. I'll change the order of this stuff. If anyone wants it put back to the way that the President of Kahanistan said it, they should speak to me after i am done."

He typed for a few minutes and then projected the following onto the far wall.

Between: The Democratic Soviet Republic of Kahanistan
and: The Pure Socialist Holy Empire of Shazbotdom.

The Peace talks that happened in the bunker within the presidential palace of The Democratic Soviet Republic of Kahanistan, we, those involved, have come to this conclusion. The war is officially over as of this date. Peace will reign again over the land. Stipulations for a lasting peace are as follows:

All Ottoman Alliance forces are to withdraw from their present locations to a place of port.
Stipulation Number 1 Applies to the allies of Kahanistan.
The Murderer of the General will be found. This can be with the help of all those involved in this conflict or not. It is up to the leaders of those nations to decide if they want to help or not.
At a later date, Any nation involved here can contact the Kahanistani Government for a more perminant alliance (Bretton might want to use a more diplomatic officer than General Hassler, though, for that meeting).
Any nations involved in this conflict are to withdraw their troops from the shoreline and or homeland of any other nations that are involved.

So where does a guy gotta go to get something to eat and drink around here? Where's the closest diner? Anyone wanna join me?"

The High Command feels that, the murderer of the General must be located and brought to trail by an outside source, we feel that either side of this conflict may take a biased opinion of the situation using their position to point fingers and further stirr the conflict, to the point where Hostilities are once again taken
In short, the Corporation wishes to deploy a Unit of the Secret police to weed out this murderer and bring him to an effective Tribunal at a Corporation Court of Justice, where his sentence will be decided and carried out in the most Appropriate form.

General Hassler added his signature, an overly-large, attention-grabbing affair, then stood up from the chair. Colonel Nouls quickly followed.

"With this being out of the way, I feel it would be appropriate to retire from this meeting."

He muttered, "Before I strangle someone..."

"Mr. President, Commander Jensen, Secretary Hooten, good-day."

Hassler remarked, removing a new glove from one of the pockets on his summer-weight greatcoat and placing it on his left hand. He smoothed back his hair, replaced his hat, and began heading towards the exit. Colonel Nouls grabbed his beret and followed. The General paused at the door.

"Oh, yes. If you happen to see Admiral Owensford, tell him he can keep the glove as a momento. And General Ohm, give me a call about that peasant hunt; it's been quite a while. Othland incident, was it?"

The General took a moment to ponder, then exited the bunker. The two assault suits saluted sharply as he passed, then followed in behind he and Colonel Nouls, again ducking under the doorway to avoid causing structural damage.

General Hassler and Colonel Nouls, along with their adjutants, stepped into the limousine outside. Before Hassler could fully sit down, an assault suit caught his attention.

"Sir, we figured out where the Ottomans had their cars parked. You think... well, we should go smash 'em up a bit?"

Hassler thought for a moment.

"No... I imagine those bufoons probably expect us to do that. Let's get out of here."

"Sir!"

The suit saluted, then about-faced and began running down the road. The other followed on the other side while the limousine drove between them.

The DSS Agents with the four vehicles got the call for a pickup and were outside the bunker enterance in less than a minute.

After signing the treaty on behalf of the USIH and the Ottoman Alliance, Secretary Hooten followed Commander Jensen to the surface. Hearing about the restaurant and realising that he had not had anything to eat except the excuse for food that the AirForce provided him for nearly two days he decided to join them.

The lead Agent of the DSS looked skeptical when he was told, but gave the instructions into the microphone anyway. Perhaps some good would come out of this after all.

Once all were aboard the vehicles they set off bumper to bumper following Commander Jensen and the President's truck.

The Marines were waiting for Commander Jensen at the Warthog's. As he walked up to them, they saluted.

"Get in. Were going for a ride."

They complied and got into the 3 Warthog's and drove off down the road.

A Peacemaker command unit at the edge of the city recognized the approach of the limousine and began lowering its main body to the ground. The limousine stopped and the two assault suits took several steps ahead as the Peacemaker's main body came to within a few feet of the ground. General Hassler and the other officers stepped out and began descending a collapsible staircase. An armor panel slid upwards, revealing a long series of bulkheads that began opening as well. The four moved inside, and the panel shut. Following the usual cadre of saluting, the assault suits picked up the limousine and placed it in a cargo hold on the bottom of the Peacemaker's body. Once it was stowed, the spidery tank began rising up again.

Across the city, the Brettonian armored forces began pulling out. A shrill whine echoed between the buildings as what appeared to be a sandstorm began rising. The numerous Peacemakers rose off the ground on their vertical thrust systems, legs coming together in a point below their bodies.

Minutes later, the apparent sandstorm had resided and the skyline was clear once again.
