The Cold Winds of Despartia

Despartia

The foundation of the building was wrought of stone so cold to the touch it burned. From this base extended meter after meter of reinforced iron, curving ever so gradually inward to meet as a spire at the peak of this dimly lit, spartan encampment. Two years ago, this had been the Stohlhosen Armory, a regional arms stockpile for the northeastern-most state of the country known as Bergist. At one point in time, this long forgotten outpost was filled to the rafters with military issue rifles, pistols, and literal tons of ammunition.

Today, one would hardly believe it to be an armory. Upon the numerous gun racks, a few battered rifles sat silently calling out for maintenance and repair. In one corner a few crates held the last of the ammunition that once filled the grand armory. If one did not watch their step they were likely to send a discarded pistol skittering across the cement floor.

In the center of the room, a rickety wooden kitchen table seemed to groan under the stuggle of holding a tattered paper map. And before the table, perched upon a torn bar stool, was the man who controlled this fine castle, General Dreslin Vestophski (though in reality he bore only the insignia of a Colonel).

Disturbing his silent revry before the map, the armory door grudgingly slid open to allow a man in a simple grey flight suit entry. With him, a blast of cold air and a few flakes of snow danced into the chamber. Vestophski glanced up with an offhanded jab at their grim predicament.

"Commander! How fares our great and powerful kingdom of Despartia? Surely you have news that we have won our independence and Bergist now sends aid?"

Commander Rusen pointedly ignored the comments, casting his commander in chief a baleful grimace.

"Our forces have reinforced the southern gate at Gespar and taken the Tevinstar Bridge to the west, Dreslin. The 3rd Division is moving to back Colonel Estar's 10th Brigade. We may have secured a crucial victory here."

"The farms have grown nothing but sterile, Piotr."

Rusen's face reddened, a few raptor like steps bringing him to a cold stop before his superior. "Then the men will live off grass and passion."

"You'd have them feed as cattle?"

"You'd have them forgotten by their government! Bergist left us to die famine after famine! Then as we seek our freedom, they seek to wipe us from the earth! Do not lose sight of the goal so close to our greatest victory..."

Vestophski glanced out a nearby window slant at the light blue flag near lost amid the swirling snow. Without a word, he nodded slowly.

Palace of the Grand Maester, Nypto, Zanziik

Grand Maester Jeeri Walsh had been watching the developments in Despartia for quite some time now, and was yet again hearing a morning International Affairs briefing from Maester Yarsh, when his close friend broke into the silence of the room.

"Grand Maester, the Despartians are facing famine and oppression. The Bergistians left them to die and they will if we do not aid them. I suggest that we send aid," stated the young Maester.

"Yes, Maester Yarsh, I was contemplating this myself. We are occupied ourselves with the war with Gruenberg, so sending military aid is nearly impossible, but I believe that if we send an aid package of money and supplies, these people will come out of this alive..."

"Yes Grand Maester. I will get right on that, it will be sent later this evening."

OOC: Contents of the aid package:

$100,000,000,000.00 to be spent to supply your people's effort toward freedom
500 tons of food supplies, gathered by the Unified Zanziik Humanitarian Society

OOC details concerning Despartia:

Despartia was once the northern-eastern most state within the United Socialist States of Bergist, a region characterized by long hard winters with a brief growing season hampered by ground damaged by frost. Despite these disadvantages a number of small cities and towns arose, close bonded by their common hardships. The capitol of the state, Stohlhosen, prospered in the face of adversity and grew to rival the beauty of her fellow state capitols.

Even so, Despartia was treated as a virtual nonstate, largely ignored in national politics and rarely ever given aid during her harshest winters. In recent years, a bitterness seeped into the population, eventually bringing about a call for secession.

The state itself rose up as one, former Bergistian military swiftly cutting the national flag from their uniforms, leaving only that of their state- a light blue backdrop upon which sits a solitary white star. Military divisions (well organized by their former socialist superiors), shifted and melded to form the First Despartian Army, under the command of former colonel Dreslin Vestophski.

For several years now Despartia has fought a desperate war, their stockpiles in Stohlhosen, Tremersul, and Leyt near depleted. Civilian militias largely hold control of the cities, leaving the organized military to maintain what front they may along the southern border which connects them to Bergist. Baracades line the streets and barbed wire marks territory. The acrid sent of smoke and decaying flesh form a wall along the borderlands.

In the major cities, food rationing has taken effect, nothing terribly unusual for the Despartians. Most water sources have been destroyed by Bergistian forces, others contaminated by a faltering sewage system. There is virtually no connection to the outside world, due to devestated communication grids and a lack of functioning technology.

Any aid at this point would surely have to be airdropped, though a single functional airstrip is set amid a sea of anti-aircraft guns in the center of Leyt.

Piotr Rusen grudgingly filtered through reams upon reams of papers littering his desk. This would be so much easier were there a steady flow of electricity to operate a computer. The majority appeared to be casualty reports, a nameless hundred killed here, an old academy friend there- all becoming numbers, nothing more than numbers. And yet despite this forced distance from the papers before him, all this death was beginning to wear upon the former airforce commander.

And yet here was something...

Two somethings to be exact. Under rather impressive letter headings, sat two all too generous offers from two countries virtually unknown in this backwards little state. Two very generous offers that might in fact turn the tides of this liberty seeking war. Rusen bolted from his chair, sending it skittering back against the wall.

Once more the solid iron door groaned open, Rusen dashing inside a broad grin breaking his perpetual grimace. "Dreslin, the cavalry's arrived."

ooc: All resources and supplies are currently being filtered through Leyt and Stohlhosen. Either location will do for drop points.

As developments continued to take place in Despartia a closed meeting of cabinet was called to discuss State action. The President was else were helping to settle another union strike, but that mattered little as all that would be needed was his signature upon his return to the capital.

"What do we know about this nation", asked Dave Clark, Minister of Foreign Affairs.

Makoto Isshiki, an officer from the Ministry of Peace, sneered. "You mean would-be-nation, don't you? Despartia is a backwater of Bergist which has developed delusions of nation-hood. They have been fighting for several years and have in the process destroyed their regions prosperity."

"I don't see how this currently affects us", remarked the Deputy Minister of Defense. "We have no investment in that area of the country or any citizens in harms way."

Isshiki replied in a calm manner which betrayed his irritation. "The rebels in Despartia represent a direct threat to our National Unity. These are not forces trying to change the internal workings of their country that is rebels opposed to the government. These are secessionists, people who claim that the sovereignty of the State can be over thrown. That stands against the very principles of Amestria's existence."

"What does the Ministry of Peace suggest?"

"That we provide aid to the State of Bergist of course. The details are the concern of the Ministry of Defense, after all this is not my department."

From: The State of Amestria; Ministry of Defense
To: The United Socialist States of Bergist

The State of Amestria wishes to provide aid in ending the illegal occupation of Despatia by criminal groups. We can offer weapons, supplies, military advisors and the support of an Amestrian fighter squadron, provided a base is provided for them.

Of all the nations to become involved, none would suspect Amerath to take part. The houses of the empire would rarely indulge themselves in any other nation's affair unless it brought the empire itself advantages. But, this nation, caught in civil war, was being investigated.

Ontop a solem hill far off from the rebelling state sat a man ontop of an ice covered rock. He was Grimmor, a Commissar of House Varthorn of Amerath. He sat quietly wrapped about in a white blanket, trying to escape the harsh biting winds of these lands. Behind Grimmor sat 6 others, equally wrapped about in white cloaks, staring into a fire they had set up, smoking, or even engaging in harsh conversation. Although Grimmor hated this weather and was in a state of that of a trooper who's spent too much time in a trench, one of his superior comrade commissars had entrusted him with the task of somehow getting into this small country, well, rebelling state.

Grimmor took one last look over the land before he called out to his troop, "Let's go,we still have a long way to go."

With those words, the 6 put out their fire and picked up their rifles, slowly forming into a column to follow Grimmor down the hill. The snow vanishing their figures into the cold air about.

From the Department of International Affairs

To the State of Amestria:

With all due respect, we have no need for aid. The rebel "uprising" is nothing more than a few fringe towns numbering no more than a hundred. While we thank you for your kind offer of aid, we ask that, for the time being this incident be forgotten about. Thank you.

Michelle Detrebach,
Minister of Foreign Affairs

The soldiers kept walking, hoping to run into a rebel patrol. They were general infantry, so they lacked the markings of any of the six houses of amerath, and thus were general populace.

Commissar Grimmor walked out in front, searching the path for any sign of danger as they headed for the town that was rumored to be the capital of rebel territory. Their hope was to aid the rebels in return for a favor or two.
