THousnads of people cheered and aved the new flag of Koltburg as the Liberty Division paraded down Main Street. Only days ago the delegates had announced that the Artcles of Confederation had been signed and that a new nation had been formed. After years of economic and political turmoil, the people of the five nations had formed a ne nation, with five provinces, with each province being a former nation.

It had been a long and hard road, but at last they would move forward together towards a bright and glorious future. The new nation had a thriving economy and although the population was small, it was expected to increase quickly. Already the Concil of FIve, under Executive John Rilleck, had sent out diplomatic messages to other countries seeking trade, alliances, and offers of friendship.

The Incorperated states of Hyst would like to formally congradulate your sucessiful negoataions. In order to establish a stronger unity, may I be the first to recomend a few policies that helped Hyst during the unification process after the Jingoistic regime in Hyst collapsed. We were in turmoil for over a year, we almost fell into an ologarchy, but thaks to some clever general, were able to avoid that chance. One holdover from the Jingoistic Regeme was a very strong army that included troops from all areas of Hyst. Thought many of the individual states were preparing to revolt to form thir own country, they hesitated because they knew they would be facing the army, consisting for thier brother and sisters. THe other main force that held the country was, thought at times radical, a heavly pro business policies to develop infrastructure. After the turmoil of our transition period, if it wasn't for our existing infrasturcture, we couldn't have assended to our current strength.

Moreover, the Incorperated States of Hyst would like to formally, offer to provide drill instructures and trainers for your military. Additionally Hyst is prepared to offer lucrative contracts short term (and some long-term if deemed necessary), 5-10 year contracts to build up your infrastructure in exchange for emminent domain over trade during the duration of the contracts
