History
It is 1936, the beginning of a new era and soon the beginning of arguably the greatest war in Earth's history. In the East, the Chinese Civil War rages on and the Nationalist Chinese are supporting a Japanese invasion of Shanxi, while the USSR threatens to intervene. Naval Intelligence has just begun an operation near Italy, and in the West tensions between Britain and Germany are growing, while German Industry is rapidly developing.

Chiang Kai-shek sat in his office in Nanjing. He was thinking. Thinking about the future of China. It lay divided, splintered into cliques, and his own was but one of many. He grinned. His was the biggest of the cliques, the most powerful. The Communists had long been a thorn in his side, he would deal with them first. Then, he would move to re-unite his nation.

However, there was the ever-persistent threat of the Japanese. His grin faded. Chiang walked to the window and stared out. Who knows what they will do? The Japanese Imperial Army had already subdued Manchukuo, it wasn't long before they set their sights on the rest of China.

He sighed. He would need an ally.

The USSR was a Bolshevik state, a communist power. The only communist power in the world and just like Germany it was seen as a pariah. Germany was still blamed for its responisbility for World war I and the Soviet State had been a revolutionary island in the midst of capitalist powers.

But the Soviet Union was not weak, in fact the RKKA was the most powerful army in 1936. Assistant Defence Commissar had created a powerful mechanised army through the 'Great Tank Program' of 1928. With the help of the five years plan -which actually took seven years- the Soviet industry churned out more than 10.000 tanks and 5.000 aircraft, more than any other nation in the world.

The USSR was blessed with an excellent officercorps with men like Ion Yakir and Vasily Blyukher. Yakir was the first Soviet commander to prove the importance of close cooperation between Air and Land forces while Blyukher impressed the world during the invasion of Manchuria in 1932 by succesfully combining cavalry and tanks to destroy the enemy.

Hitler had ended the military cooperation between the USSR and Germany in 1934, until then Germany had sent dozens of officers -including Mannstein, Rommel and Guderian- to Soviet military academies and tested prototypes of new tanks at the proving grounds near Kazan.

Stalin had to look for allies in this hostile world, Germany was still a possible ally. He had noticed the communists in China but felt they were not strong enough to last long, while the Japanese increased their hold on the Chinese mainland, they were certainly a possible candidate for an alliance but Stalin believed they wanted to invade the Soviet Union. The USA had been an isolationist nation for the past 20 years while he despised the old imperialist powers Great Britain and France.

OOC: Not sure of everything yet, but I thought I'd put this up...

IC: Emperor Hirohito strode into the Council Chamber. Down the long table sat the ministers and others of the Japanese Imperial Government. Particularly prominent were Admiral Yamamoto and General Togo. The Emperor sat down after those present had bowed, and the meeting began.

"Your highness, the reports from Manchukuo are in," said General Togo. "Anti-Japanese sentiments beyond the border are high, and my men long to defeat the Chinese rebels."

"Things are going well in the South Pacific also," said Admiral Yamamoto. Our Micronesian and other islands are well under control, and with new long-range airplanes there we have the capability to strike farther than before. Two new carriers are nearing completion, the IJN Akagi and Soryu, and our presence along the Chinese coast and in the Pacific are strengthening."

"However, on the diplomatic front, we are encountering some difficulties," Piped up the Diplomatic Minister. "Britain, France, Russia and the United States are wary of our buildup, and China, as always, remains an enemy."

"We must seek to assuage the suspicions of those against us," said the Emperor. "Dominance over all of China would be impractical, as we also have ambitions in the south Pacific. Therefore, a pact with General Chiang Kai-Shek would be advantageous. The United States we need good relations with. They also have a substantial presence in the Pacific. However, socialist Russia has become more irksome than ever, along with those Chinese rebel communists. The British we cannot afford to offend, but French Indochina is a tempting target, and France's power is waning.

Therefore, I believe that relations should be established with the National Chinese, the United States, and Britain, but we should not attempt to curb our attempts toward Russia and France. We do not want to get drawn into a European war, but certain European contacts, even one with little presence in our area such as Germany, might be necessary to keep our rivals in check."

The Emperor stood and recieved the bows of the officials, and left.

Rear-Admiral Benson stood on the deck of his flagship, the HMS Repulse, as she rode the gentle waves of the Indian Ocean. The baking Indian sun beat down on his starched white uniform, and glistened off the highly polished brass buttons. The fleet had left Trincomalee in Ceylon only yesterday for manouevers, but his ship was bound for Bombay. Ostensibly, it was just a public relations enterprise; but really it was to shew Gandhi and his cohorts that Britannia was their master, and she's got the muscle to back it up.
Benson hated this sought of thing; letting on a lot of half drunk sweating colonials on board in their white dinner suits and solar topee's on board for a cocktail party was a waste of a good ship; he was even displeased with the alterior motives, feeling that if the Indians wanted India, they were welcome to it. They would ask Britain back once they realised they were had no ability to run their own country and they were at each others throats, thought Benson.
The sun was too hot for him, and he retired to his cabin. As he stepped through the hatch, he removed his Naval sun helmet and unfasted his uniform's starched tunic collar, and poured himself two fingers of Scotch, before sitting on his sofa and laying his head back. He thought back fondly to the days in London, of the love of his life, Penelope, of his wife, and of his spaniel Jason

A War Council had been called. General Chiang was seated with his most prominent military oficers and advisors, most notably Chang Hsueh-liang, Chen Shao-kuan and Chuo Chih-jou. The subject of the meeting; Communist China.
"We should send our forces in a direct assault towards their provinces!" said Chang Hseuh-liang, the Chief of the Army.
"The Communists are dug in well. They have strong defensive networks all along their border, and their troops are well-equipped and trained. A direct assault would be suicide." Chiang replied.
"I have an idea," said Chuo Chih-jou, Chief of the Airforce, "We may have ony a small airforce, but they have none at all. We could use our bombers to disrupt their supply lines and hammer their defences. This would allow us to move our troops in more safely."
Eventually, the meeting was adjourned. The final decision was a development of Chuo's plan, however Chiang still had his doubts. if his forces were supported by those of another, he would have a far greater chance of success. The other cliques would never help him. He would have to look further.

Chiang immediately sent out a telegram:

Telegram to the Governments of France, Britain, the USSR, the USA and Japan:

We seek an ally. We are in the middle of a civil war. The communist Chinese are murdering our people, corrupting our society! We seek aid to destroy this foul beast and ensure the safety and re-union of our peoples.

The telegram was sent. Chiang had little hope of success, particularly with the USSR and Japan, but maybe it would work.

Hjalmar Schacht stood nervously outside the Fuhrer’s office. He held in his hands the newest report on the ‘dummy’ companies that he had set up five years earlier when the Fuhrer had given him the responsibility of getting Germany’s economy back up to its former capacity. To bring the economy back up Schacht had had the government then to expand the money supply through massive deficit spending. However at the same time Schacht imposed a 4.5% interest rate ceiling, creating a massive shortage in borrow-able funds. But Schacht’s genius paid off, it was resolved by setting up a series of dummy companies that would pay for goods with bonds. The most famous of these so far was the MEFO Company, people used the bonds as currency so often that they became known as mefo bills. These complicated maneuvers also helped conceal armament expenditures that the Fuhrer was making that violated the Treaty of Versailles. But then, when did any German care about that farce of a treaty? And the English and French were too much of fools to look too closely.

Two SS guards, their black uniforms stark and well fitted to their muscular forms, stood at attention on either side of the door; their blue eyes staring out in front as if they were gazing into infinity. Schacht thought them crazy fanatics, but still took great pride in them, after all, they had gotten rid of the Jews from the cities of Germany.

Suddenly the white doors opened and Martin Bormann, the head of the Party Chancellery, stepped out. “Sie Hail!” said Schacht, the man snapped into a sloppy attention, his right arm outstretched and up. Bormann smiled and returned the salute. “The Fuhrer will see you now Hjalmar, hopefully you have good news,” Bormann said.

Schacht stepped through the doors, and Bormann closed them behind him. The office was large, with windows behind a large polished wooden desk looking out over Berlin. The Fuhrer stood behind his desk, back strait and hands behind his back gazing out over the city. Schacht stepped up to the desk and raised his arm. “Hail Hitler!” Schacht said. Hitler turned and looked at his head of Economic Policies. He raised his right arm, but not as high, and nodded. “Welcome Schacht, I hope your report is ready and that it holds good news,” Hitler said. “Please be seated.” Hitler motioned to the two cushioned chairs in front of the desk. Schacht sat down and held the manila folder in his lap.

“I have the report here mein Fuhrer, I believe you will be very happy with the news,” said Schacht. Hitler turned away from the windows and walked over to his desk. He stuck out his hands, and Schacht quickly handed over the folder. Hitler unhooked the wire and opened the folder. “Give me a summary of what’s in this report Herr Schacht if you will,” said Hitler. He sat down and turned his energy filled bright eyes to rest on Schacht. Schacht swallowed.

“Well mein Fuhrer, when you asked me in August of last year, to bring the Krupps Arms company back up to its full capabilities and establish more heavy industry, I took the problem to a small board of analysts and ‘thinkers’ and have come up with this: in the Rhineland, we now have all 23 Krupp factories back up to full capacity, and have begun building 7 more,” said Schacht, his pride showing on his face. Hitler leaned forward in his chair and looked down at the documents.

“This is a year ahead of schedule! Incredible, how did Johan Krupp manage it?” asked Hitler, he seemed very excited. Schacht nodded. “He sent his nephew to America where he was learning from the Ford Automobile company ; from them he learned a more ‘orderly’ fashion of building factories and of managing machine lines. From his input now in my team of scientists and engineers we should be able to get your military programme into full swing mein Fuhrer,” said Schacht.

“Dies ist sehr gute, gute Arbeit Schacht! You are to continue your efforts,” said Hitler. Schacht took the hint and rose to leave. He raised his arm, “Hail Hitler!” Hitler raised his arm again and nodded.

“Schacht, because of you, Germany will rise greater than ever before,” said Hitler ominously. Schacht smiled slightly. “It is but my duty, mein Fuhrer,” replied Schacht. He then turned and left the office.

News from China had just arrived: Chiang Kai-Shek wished an alliance. This reply was sent:

Although we have rarely agreed in the past, the communist dogs shall be defeated. We will send our carriers down the Chinese coast to bombard the communists if you wish, but you must not interfere in our movements into the lands south of Manchukuo. I hope this is agreeable and that our two nations can prosper together.

Meanwhile, the Generals marshalled their forces, and the army was ready to march south from Manchukuo, not to stop until they reached the land controlled by Chiang Kai-Shek.

Meanwhile, a telegram was sent to Britain, Germany and the United States:

As our country develops into a power in Asia, we nonetheless do not wish to incur ill will with the established powers of the west. The communists must be stopped. Would an alliance be agreeable?

It would be in the ineterst of both our nations to resume this cooperation again and prepare ourselves for the day we have to defend against these imperialist powers.

Although I am suspicious of those who attack the Maoists, who believe in our cause, I am willing to discuss possible cooperation between our nation in the future.

We both know it is not Mao who corrupts your society, on the contrary, they are trying to protect it from its real enemy: the Japanese Empire! These people, who believe to be superior to all others have only one goal, the occupation of China!

Agreements that you make with them will not be honored, once the communist rebels have been destroyed they will turn their attention into your direction, or they might even strike you in the back when they feel strong enough.

The USSR has no territorial ambitions in China, but prefers to see a friendly state as its neighbour, China could be that neighbour if only the Generalissimo was willing to cooperate with the Communists and fight the Japanese, the invader.

We understand your views, and we too have our suspicions of the Japanese Empire, though for now we will co-operate with them. Our war with the Communist Chinese is not a war over political views as such, but more a campaign towards the re-unification of China. They have blighted us, and we simply wish to eradicate the danger to our people, and to liberate those oppressed by Chairman Moa's regime. We would allow the Communists freedom and peace, and have offered them a ceasefire on the terms of their withdrawal, but they have refused. As such, we see no alternative to war. We have no quarrel with you, and you may stand with us or against us, but we shall not cease our efforts to re-unify our nation to its former greatness.

"Sir, the General could not make it tonight. But he wanted me to give this to you. Its a note from one of our spies in Germany."
"There is no need to call me sir, even if I ever join the military I seriously doubt I could make Lieutenant Colonel."

"No, I'm sorry, the agent we received it from dissappeared and was 'found' by some SA officers a few days later. It is all the information we have, but it worries me, and the general."

The party had gone exactly as Rear-Admrial Benson imagined it to be; bloody terrible. The entire British population of Bombay, had, it seemed descended upon the poor Repulse and drunk her cellar's pretty bare. The ladies were all, as he imagined, in rather terrible floral dresses and had proceeded to attempt to flirt with every one of the officers; then men in sweat soaked crumpled linen suits, with their solar topees and panama's being lifted of their heads every few seconds so a handkercheif flit across their sodden brows.
However, there was one thing that Benson hadn't forseen: the arrival of a certain Commander Laurence Messervy. Of Naval Intelligence apparently, allthough he looked nothing like the beaurocratic pun-pushing intelligence officers Benson had come across since the Great War. Messervy had a cool, hard look and air of competence about him, his hair jet black and his eyes peircing blue, with a cigarette always dangling from the corner of his mouth, and the civilian suit of white flannel he was wearing hadn't a stain or a crease on it.

When Benson first spotted him, he knew something was up. The first clue was the suitcase he had with him ("Why would someone bring a suitcase to a cocktail party?" Benson had thought at the time). As soon as he was aboard, he passed all the other officers and guests and made straight for Benson, and shewed him his intelligence identity card, and introduced himself.
"Is there somewhere me, you and the Captain can speak, in private? It's urgent". Five minutes later, they were alone in the Admirals luxuriously appointed private cabin.
Messervy produced a envelope (with On Her Majesty's Service printed on it, Benson noted) from his inside jacket pocket, and handed it to the Admiral, who proceeded to break top secret seal on the back.
He read:

TOP SECRET

For the eyes of Rear-Admiral William R. K. Benson and Commander Laurence Messervy Only
You are to rejoin the fleet, taking Commander Messervy with you, whereupon Commander Messervy will transfer to one of your submarines. Once aboard the submarine is to travel to one mile off the coast of the Italy, fifteen miles south of Naples, arriving on the 15th of August. You are to give Commander Messervy anything out of ships stores that he may require.
Signed,
Rear Admiral J.A.G. Troup, RN
Director of Naval Intelligence

Benson went to pass the piece of paper to the captain, but before he could Messervy stopped him. "Eye's only, sir. The captain is only allowed to know what he needs to know" Benson nodded his head understandingly.

Telegram to Chiang Kai-Shek:

Excellent! Our expeditionary force will arrive soon to assist you. We also thank you for your offer of aid in Shanxi, it is much appreciated. As for the alliance, it has been formalised.

In Manchukuo, the army was ready for the southward push. The men marched out, in simultaneous assaults all across Shanxi. A carrier battle group assisted from the sea. Japan would bring order to this war-ravaged region, it told the world.

Meanwhile, another naval force had anchored off of Maoist-held territory to the south. An expeditionary force and naval air squadron were there to assist the Chinese.

Further to the south, five carrier groups, along with a large land force, were heading towards Indonesia.

Back in Japan, many reforms were taking place. With the new raw materials of her expanding overseas possessions, Japanese industrialisation was increasing at a rapid pace, under the eye of the government.

The journey back to the fleet was easy enough, with no major complications, and Messervy was now walking down a makeshift gangplank onto the deck of the HMS Sturgeon, one of the new S-Class Submarines. His equipment, of which their was copious amounts, and his large suitcase were lowered through the hatch first, and he followed, to be saluted (for he was now in uniform) by Lieutenant-Commander Jacobs, who captained the sub. Jacobs was about 40 and he looked more like a German U-boat commander from the great war than a British officer tha Messervy had ever seen; wearing a battered black reefer (very unusual in the tropics) with the sub-service double dolphin, a dirty white roll neck pullover and a white top on his service cap. He had a short, unkempt beard and his left eye was glass, a legacy from the Great War, Messervy guessed. Jacobs was, himself, studying Messervy's pristine white uniform. 'It won't remain pristine in here!' thought Jacobs, but he was more suprised by the pilots wings on his sleeve, and the red lights between the gold bands on his epaullettes. A pilot and a surgeon. Very unusual indeed. And the destination, which Admiral Benson had radioed him with, was also unusual. And, not being a fool, Jacobs had guessed almost immeadiately that Messervy was, indeed, not only in intelligence, but one tough nut.
Messervy spoke "Can we move to your cabin? I need to talk in private to you"
Once they entered the hatch, Messervy continued immeadiately.
"We'll be travelling to Med with an esort of two frigates and a destroyer, which will eventually join the Home Fleet, and three frigates will be sent from the Home Fleet to replace them in the exercises."

"Why, sir?", spoke Jacobs in a strong Sussex accent

"A lone sub travelling through the canal would look very suspiscious, Commander"

"That it would, sir." he paused "Aye, must be a big operation if you can pull that much wait around in the Admiralty"

"Well, my boss does. But I can't tell you any more. This operation is strictly..."

"Need to know. Aye, I get you. No more questions will pass my lips, you can be assured of that, sir"

"Good"

"Right, them sir, if you don't mind I'll give the order to move. Oh, and you'll be wanting to change into ya' blues. White's get awful mucky in a sub"

"Of course, of course"

OOC: Minor IC Post about the Shanxi resistance arming itself up and preparing for the coming Chinese invasion (We dont know about the Japs helping)

IC: General Xin-Yung stood above his troops who were making hasty preparations for the incoming Government Forces. Soldiers were picking up the imported (smuggled) Russian Kalashnikov Rifles, checking the slide locks and the magazine wells for defects while others were filling bags with sand to make sand walls and bunkers for easy fortification. The General was pleased at the speed the work was coming along. Preparations should be complete 2 days before the Official Forces arrived to take what wasn't theirs!
The General heard the later pounding of feet behind him as he was addressed from behind by a jittery sounding soldier.
"Sir, we have secured a Satellite Signal. The window is only 5 minutes so we will have to be quick if we want to get a message out to the Russians."
The General turned and looked down to his tan shoes.
"Why the Russians would help us is beyond me but there is still hope for us. If they join our uprising we will be able to suppress and expand... Lead the way soldier."
The private and General trudged into the mist towards the Comm. Tent.

there has been a sharp increase on the number of Zionists that have been assulted in the past few days, we have tried our best to maintain order but we are finding it hard without the support of the careless British forces supposed to protect the region, the strikes have shown no signs of dying down and look to be getting worse, it will be only a matter of time before the British will have no choice but to get involved, my suggestion; we leave the situation, taking on only a role to keep Jewish lives safe, the strikes will soon escalate into a riot which will only help our goals.

OOC: Maldaathi, C3 and C4 didn't exist until post-war era. At the time, it was Composition A and Composition B...commonly called PE for Plastic Explosive, C1, or C2. They are much less powerful than C3 or C4 by a long shot.

IC: The Prime Minister of Poland, Wilhelm von Klink, was pacing around. his military had just created an anti-tank rifle better than the old Mauser M1918, and they were producing this in place of their artillery. Von Klink knew that war was on hand, and his country was too poor to do anything except resist with secret networks. These ATRs could knock out a tank with up to fifteen centimeters of armor, shoot a tread off, or if shot perfectly it could jam the tank's turret. An armored war was coming, and the designer had seen that since the last war. Von Klink must make sure he would stay safe when the enemies came in, and he knew that day was soon. The infantry was moving underground now, to prevent too much bloodshed for the Civillians. A few civvies now and then would pledge their support if the time came, and promised to gather food and intel for the men of the new resistance branch headed under the Military Intelligence division. Poland had no armor, no air force, no AA gunners, just arty and infantry. Well, that and a large number of people, land, and one thing the Germans hated above all-Jews.

Yes, Von Klink knew that war was coming to his small country, he just hoped that all the supplies, ammunition, explosives, weapons, and men could be hidden before the war broke through. This would take a week in total, and that was three more days than they probably had.

General Xin-Yung inserted the stripper clip into his broomhandle and closed the slide lock. He examined it closer to his face and admired his cleaning abilities. The well was polished to a mirror shine and the gun itself was impecably clean. He raised the gun sidewards and practiced pulling the trigger and using the recoil to perform a easy, horizontal sweeping motion, Bandit Shooting, or so the Japs called it. Deadly in close range, indoor mop-up situations, the Japanese dreaded it. He lowered the gun back down to his hip and holstered it into his specially made leather holder.

*Knock Knock*

The General walked over to the door of his tent and pushed it open. Before him stood a neatly dressed officer who probably wasnt over 25 years old. Xin-Yung flashed a polite smile.

"Shang Xiao Ming! A pleasure to see you!"

The Corporal removed his Officer's Hat, putting it under his arm and saluted Xin-Yung.

"We have adequete food for several months to come. Farmers have been giving us part of their produce."

The Corporal nodded his head and looked back to the General.

"Do you mind if I meet some of the sol..." he stopped mid-sentence as a soldier burst through the door.

Stalin was quite angry at his failure to get the war against Mao stopped and called his Marshalls to him:
'I shall keep this brief, the number of allies in this world is limited, and those few allies that we have are being attacked and suffer under the Japanese invasion.' Stalin sighed as he looked at the maps in his office 'Blyukher, Uborevich, Tuchachesky and Yakir, Assemble a force that you deem powerfull enough to take on the Japanese and send them to the Manchurian border, collect officers for your staff and make sure you have enough supplies for prolonged operations'

For Mikhael Tuchachevsky, it seemed his leader wanted to go to war with the Japanese and he was worried about the response from the rest of the World 'Comrade Stalin, are we to attack the Japanese?'
Although the thougth of a war went through his mind, he believed the door was still open for diplomacy 'No, We will send our troops to the border and open talks with all parties, maybe they will listen to us if we show them we are ready to take action.'

'What shall we do with Shanxi, Comrade Stalin?' General Uborevich asked
'Shanxi? Oh yes they requested help ... Helping them would mean we'd have to make a long logistic chain through the Chinese seas... I shall speak for them through our diplomatic channels. But we can only help them if we are forced to militarily intervene'

OOC: Wrong, The Mauser M1918 (its off this page, check under history of ATRs: http://www.antitank.co.uk/ww1_anti-tank_rifles1.htm) was invented in 1918 to counter the British tank threat. At 100 meters, it could penetrate three inches (+-7.5 CM) of steel. I specifically stated that this rifle was more powerful. I am alluding to basically a vehicle-type recoiless rifle scaled down, made man-portable and firable, with a big-ass steel-core AP shell on it. I'll call the dimentions at 20x104mm steel core. Check that size out and you'll see it can do much more, but I'm also figuring in the crap that the Polish used for their powder. Don't worry, it'll only be used at opportune times, and misfire when its not.

The Suez canal had been easy, and the submarine's escorting ships had steamed in various directions. Two to Gibraltar, the third had made for Alexandria due to a faulty Kent screen: a storm was due off the coast of Portugal and the last thing the captain wanted was no visibility.
The submarine itself was closing in on the destination. Messervy was preparing himself in Commander Jacob's cabin, and was now dressed in a dark grey three piece suit, soft white shirt, black knitted silk tie and a brown trilby-all of which had German makers labels in. He also checked his other equipment and documents. He layed out in front of him a Swiss passport in the name of Dr Stefan Glassar (with a Visa and entry stamps for Italy), a Reichs passport in the name of Dr Franz von Ysenburg (with a Visa and entry stamps for Switzerland), a Nazi Party membership card, German and Swiss Identity cards and driver's licenses, about five hundred pounds in Reichsmarks, and a framed forged medical degree from the University of Heidlburg. He also checked and double checked the mechanism of his Walter PP semi-automatic, and examined the minature radio he had. Both were in superb working order. He his the pistol, radio and German documents in a variety of hidden compartments around the briefcase, filled it with the rest of his clothes (excluding his Royal Navy uniform) and slammed it shut. Jacobs opened the door

"We're there now, sir"

"Is the boat ready?"

"CPO Wellington's up on top inflating it now, sir"

"Will it be Wellington taking me over?"

"Aye, that he be"

"Excellent"

Wellington had the competence of his namesake, and Messervy was glad to have him as his guide to the golden sands of Italy. What's more, the Mediterrean was a calm as a millpond, he noted as he stepped through the hatch onto the deck, clutching his suitcase. He got into the dingy, and soon they were off.

My dear sir,

As you no doubt are aware, the world is increasingly becoming dominated by nations intent on expanding their borders, with no regard for any nation’s right-to-rule. Therefore, I propose a mutual defense pact between our two nations in order that if either of our nations is threatened by the war-mongering forces that now dominate the world, we shall have any ally to depend on in the time of need. Please consider what I offer. I sincerely believe that such an alliance would benefit both our people.

What belongs to Us
The greatest Justice is often the greatest injustice

Moscow - Kiev Few remember now what happened in the chaos before the rising of the great Bolshevik state, for years our glorious leaders have tried to make us forget the failure of the Tsarist State. But what we never forgot is what the so-called allies did in 1918.

Never before has a state that suffered as much as the Soviet Union been treated then, For 3 long years hundreds of young Russian soldiers died on Polish, Austro-Hungarian and later Russian soil, lengthening the the lives of the regimes in the West. And then, when the Tsarist State finally collapsed under the might of the workers and the Soviet Union began to think of its future, these Western bullies treated us as the scum of the earth.

They used us only as a shield against their Central European rivals, never did they care about the effort that the peoples of the Bolshevik State put into that war. On the contrary, when the enemy had fallen and the victorers discussed Germanies debt, they gave away Soviet Lands to Rumania, a nation that had been completely captured by the Germans under General Mackensen and whose troops only survived with the help of the Russian peoples.

No they did not compensate us for that loss, instead they offered help to Tsarist reactionaries and other scum that tried to save the cathastrophy that is called Tsarist Russia. And now our comrades in the NKVD report that Rumanians claim these lands as their own and call us warmongering imperialists. Typical of the conservative bourgioisy of Old Europe.

But Nothern Bukovina and Bessarabia will one day be ours again, either through the words of our diplomats or the barrels of our guns. What belongs to us, shall come to us.

But we must note that, should the war against Mao and Shanxi continue, we will have no other option but to send our forces in their aid. We are currently sending an army under command of Vasily Blyukher to the Manchurian border as a warning that we mean bussiness.
The war against the Communist peoples and Shanxi must cease at once, only then can we continue these negotiations. We hope that you realize the seriouseness of the situation and are willing to cooperate.

Semi-Secret Telegram:

To: Molotov, Russian Foreign Ministry, Moscow
From: Chang, Chinese Foreign Ministry, Nanjing

We are about to begin an invasion of the Communist Chinese. As we have already said, this is not because of their views but because we wish to re-unite China. No civilians will be harmed and we will attempt to take prisoners wherever possible. As for Chairman Mao's government, we think them fools for not joining us but will offer them a full pardon. We will allow Mao's Communists to continue non-military political action within a united China.

As for Shanxi, we do not wish at all to invade them, but the Japanese are pressurizing us into it. We have tried to offer them a way out without offening the Japanese, but they have not yet responded to our suggestion. We can not compete with the Japanese at this time, they are better equipped and have a larger, better trained military. We do not wish to offend you, and would try to find a way out, but we are trapped between a rock and a hard place: namely, the Japanese Empire and your Soviet Union, both major powers. We are at this time merely puppets. When China is re-united, then we will be a power in ourselves.

Once more respectfully begging your pardon.

Additional Secret Telegram:

All our claims in our other message were true, and we do not wish to tarnish Mao or Shanxi. If you aid us in fighting off the Japanese and allowing us to re-unite CHina by giving us Manchuria and Shnaxi, and permitting our attempted semi-peaceful invasion into the Communist Lands, we will aid and repay you.

Again, respectfully begging your pardon and requesting your assistance.

General Xin-Yung knocked on the door to his nephews quarters and entered when he heard the faint, "Come in."
The General walked in with a beaming smile on his face.

"Ming the Russians have sent a force to Manchuria and have sent a telegram to the Japanese forces and the Chinese forces urging them to reconsider."

Ming smiled half-heartedly.

"What is wrong Colonel?"

Ming looked at his uncle.

"I'm afraid it may not be enough to deter the Japanese and the Nationalists are weak, no spine cowards."

Xin-Yung chuckled softly at his underlings words and harsh description of the government who was replying positivley to the Russian pressure.

"Ming you misunderstand! The Chinese seem to be caving into the Russians. We may only have to fight the evil Japanese but with the help of the great USSR and Chiang's forces. And hopefully we will be able to push into Japanese territory! But then again we may be getting ahead of ourselves. The thing to do at the moment is stall. Not to respond to the Chinese telegram."

Ming nodded solemnly which made the General impatient.

"If you won't accept this good news I shall leave you here to sulk." And he stormed out.

Telegram to Shanxi:

As you may be aware, we, China, are no longer great. We are shattered and though we may be the largest clique, we are still a minor power. If you declare yourself a member of Nationalist China, we will grow stronger, and then when we subdue the other cliques we will truly be a great power. However, failing this we will offer you a way out of torture at Japanese hands: offer us your capital Taiyuan and your provinces of Yuling, Changzhi, Hundan, Yucheng, Jinan and Shijiashuang, leaving the Japanese Baoding, Datong, Tianjin, Beiping, Kulgan, Jining and Hohot. We will let you consider this offer for a while.

Additional Secret Telegram:

We, like you and all true Chinese, despise the Japanese Empire. While you may think us cowards for bending to their will, and also of the USSR, we are simply preserving ourselves and China while we struggle to become great! No matter the outcome of this war, we respect our fellow Chinese. Soon, my friend, we will fear no-one and have to bend to no nation!! If you accept either of our proposals, we will allow you a regional government and allow you a wide amount of leverage in decisions and ideas. If you accept the ceding of provinces, we will (secretly) support resistance in the Japanese occupied areas. Please reply to us soon, for we cannot hold back the Japanese for long.

Ming walked in as the telegram was read aloud by a communications officer. He just hinted a smirk and a soft laugh before he sat down opposite his uncle.

"I told you China wouldn't cave to Russia. Now your at a crossroad. Wait and hope for Russia to come to your aid OR surrender Shanxi, your home which we and our forefathers fought so hard to keep independant, to the Nationalist Chinese."

The General just growled at his rude nephew.

"Ming! I have decided to surrender the entire of Shanxi to the Nationalists. Would you rather have 1 meter of our land go to the wretched Japanese!?"

Ming sat quietly looking into his Uncle's eyes with bold defiance.

"I will not stand for this Xin-Yung!"

The General at this point exploded into rage at being addressed so rudely by a lower ranking officer and his nephew at that! He walked around the table and back-handed Ming, who rolled off his chair and onto the floor upon impact.

"You disgrace our family!"

Ming snorted and stood to his feet, holding his now red cheek.

"No Uncle, you betrayed our family when you considered handing Shanxi to Chiang."

And at that Ming stormed out never to be seen by his uncle again.

Upon careful deliberation General Xin-Yung of the Shanxi Province Army has decided to hand Shanxi and all provinces controlled by it to the Nationalist China. In accordance with your terms we are expecting a regional government that recieves 'special' treatment in the national forums.

You have made a wise decision. We shall offer you your own regional government, with quasi-independant status. However, at the moment we must brace for the rage of the Japanese. We shall send our forces originally planned for supporting Japanese invasion to the northern borders and to the coast. We ask your forces to do the same. You shall be responsible for the country's transition to us, and we recommend that you establish makeshift coastal defences (later to be permanantly established) along the coastline, as we fear Japanese assault there.

Chiang grinned as the telegram was sent. One of the cliques had sworn allegiance, in return for protection and quasi-independence. But an enemy had been gained. He would have to deal with the Expeditionary Force. Maybe now Russia would be more co-operative?

Telegram to the USSR

We have inaugrated Shanxi into our nation peacefully, but now expect a Japanese Declaration of War. We require any aid possible, as soon as possible. Please, launch an assault into Manchukuo before it is too late and Japan has launched an assault into Asia. With their superior military, they could easily subdue all lands south of your territory!

The Expeditionary Force were captured by the 7th Jun before they even heard of the news from Shanxi. They are to be returned via boat to Japan.

The Soviet Union welcomes its newest allie and friend with open arms! I and Comrade Stalin will do our very best to improve the relations between our great nations and forge from them an alliance that will bring socialism to the foolish autocratic regimes of Eastern Europe.
Trust us as we trust you and together we will rise from the ashes of the old Europe.

To show you that our government truly believes in our cooperation we will send you T-26 tanks, enough to raise a first tank division and make sure you can gain experience on these machines, later we will send extra vehicles for one or two more divisions and aircraft to upgrade your airforce. If you have specific requirements or requests concerning this equipment, do not hesitate to tell us.

We are hoping to strengthen the relations between our glorious nations. Greek army is going to be rearmed and reorganized, and we are seeking your support for the issue. Lee-Enfield has been chosen to be the new service rifle, and Bren-ligh machinegun is to be the supportive weapon. Question about mortar weponry and mountain artillery is still open, but we are hoping that British products are best to fullfill this request, too. Von Klink was pacing about ahis office when an aide said, "Sir, why don't we ask for an alliance with someone? I'm sure either the Germans or Russians would be willing to help."

"Are you serious? Hitler will kill all of us from his hatred of Jews and Stalin will take us back as a puppet-state. No way would either I or the people do that. No, we must ally ourselves with someone who can help us as much as we can help them, America or Britain. We can provide them bases, our rifle design, intelligence, and an uderground network while they can liberate us as quickly as possible. Walk this message over to their consulates." Klink said. Ten minutes later the aide dropped a package in the American Consulate and twenty later in the British box. They contained identical messages.

War is looming. We are stuck between three rival factions with nobody to trust or turn to. We have some means of resistance, but they are scattered and hidden. We need a bi brother to turn to in order to preserve our heritage and people's lives. If you're willing to help us, send an embassy official to Kolso Park to meet a man in a brown leather jacket in three days time at noon. We will give you details from there.

We have already said that we will allow Mao ability to continue practice of socialist and communist principles within our nation, and we will give him a regional government over the provinces he controls, but we will not withdraw our claims over Communist China. At this moment, Chang Hseuh-liang has arrived to take control of the 7th Jun near Pingliang, the most southern Communist province. The army has been given strict orders to take non-violent action where possible, to only take Mao's government into custody (later to be transported to Nanjing to have a discussion with General Chiang, an offer they refused before) and the final order: on no accounts is any civilian to be injured. Any soldier seen to be disobeying these orders will be summarily executed. As you can see, we are doing all we can to preserve Mao's communists and to protect his people.

A review of the standard issue weapons in the Nationalist army had been called, with General Chiang himself present, as well as Yen Hsi-shan, the Armaments Minister. Two companies contributed weapons to the Army, the Hanyang Arsenal and the Kwangtung Arsenal. First the Hanyang Arsenal representative stepped forward, beckoning to aide to hand over a pistol.

"Err, this pistol is standard issue to all officers. As you can see, it's design is such that it is lightweight and.."

Chiang cut him off. "Give it to me," the General asked. As soon as he got it, he pulled the trigger to fire three times out the window 2 metres away. The first two shots hit the window sill and the wall, and on the third the gun jammed and refused to fire. The Hanyang Arsenal's rifle was no better. Chiang was angry, but his anger turned to fury after the Kwantung contribution.

"This automatic pistol, or sub-machine gun, has had its design carefully refined.."
"It's an American Thompson. But we have no deals with them... wait! It's a copy!! You've even mispelt Thompson!! It says THAMPSON!!! YOU BOTH DISGRACE OUR MILITARY!! WE WILL FORM A NEW ARSENAL, WHICH WILL MAKE PROPER WEAPONS FIT FOR OUR MILITARY!!"

As soon as the representatives had been thrown out, Chiang turned to Yen, the Armaments Mininster.

"We need better guns."

And so, both companies were disbanded, most employees now going into a new company: New Chinese Arsenal. They have used some of the former Arsenals' factories near Nanjing, as well as building some new ones. Yen himself has been placed in charge of this operation. It may take a while, but hopefully will result in better equipment for our troops.

For but a modest fee, we would be happy to accommodate any construction order you would send us, for any and all ships of war. With its navy bolstered, a country can truly feel secure in its own defences!
Our economy would benefit much from this, and it will doubtlessly reflect well upon the government when new jobs are created, and prosperity achieved, no?

Our two peoples stood firm against one another, back to back as they say, in times of yore. Could we not find the strength to join hands once more, in an economically beneficial relationship?

With the prospects of war and the economic turmoil that Romania had suffered up till recently, King Carol Decided he had to take action. Stepping before the pallace gates, he adressed a cheering crowd.

"My friends, tonight I come to you tonight not as you leader, but as a citizen of the Republic of Romania, our glourous home. Now we all know the harships we all have endured in the past, the disrespecting neughbors, the allies turning a blind eye to our integral help in turning the tide in the Great War.

But I must be frank, we face troubled times. With the buildups of arms and equipement all over the continent makes war all too easy. With the moral decline of this great continint and the woes of tyrany. I ask all free peoples, regardless of family, race, or creed; to stand together for the common good. The benefits we share when we work together are imence. With the reimergence of our allies in Germany which has catipulted our economy to new possibilities. But, as you my loyal citizens know, without toil no reward is deserved. Therefore, I am taking instuting government work plans to construct highways to connect the German Autobaun and Romania, Dams to supply power for our industries, factories to defend our country, and many other projects. The only one who stands to benefit in this new age are those who toil. Many new taxes will be levied, but your burden can be payed by working and we shal resolve the moral cirsis that has festered for years of stagnation.

God be with us all o mighty citizens of Romania. Steel your hearts, and recieve the lasting benefits."

Though the crowd's cheering died slowly as King Carol retired to his bed chambers, his body exhausted. As his sunken features slowly drifted off to plesent sleep, his aids and advisors went to work.

With the prospect of war looming in the heads of the Romanian governent, they commenced with their armerment plans. Currently any war to capture lands for romanina with the military in it's current shape was out of the question. Lessons learned well in the Great War loomed heavy on the heads of the Generals. They saw how important opening up the sky was to the future of warfare, and the English tanks that lumbered proved to be a main guiding factor in the outcome of the war. They currently had only one halfway functioning Armored Cavalry Divisions. They first wanted to develop new tank that could modernize the current forces and put an additional 4 Divisions into fighting preparadness within 6 months The proposed tank was the R-35 Mk.II http://mailer.fsu.edu/~akirk/tanks/romania/Rom-Renault35-45mm.JPG(with reinforced armour, better engine, and the addition of a 37 mm cannon) and the StuG III G http://mailer.fsu.edu/~akirk/tanks/romania/Rom-Tas-TIIIG.JPG(with it's 75 mm cannon), all supported by the PzKpfw 38 mini tank http://mailer.fsu.edu/~akirk/tanks/romania/Rom-PzKpfw38(t)-IonFonosch.jpg. The pide and joy of this refit was the new funding that was being poured into a secret wepon, the Maresal tank hunter(equiped with a gigantic 128 mm gun, it was designed to be the ultemate tank killer) (http://mailer.fsu.edu/~akirk/tanks/romania/Rom-Mar3.jpg and http://mailer.fsu.edu/~akirk/tanks/romania/Rom-Mar1.jpg) planed to be completed within 12 months. Allong with the new ground equipement, the Romanian Royal Air Corps were preparing to unveil their new fighter, scheduled to be completed by Easter.

The generals sighed, with all the progress they had made to modernize Romanian forces, all they could see just then was the King. His deep sunk features showing the strain and the tensions he has been through. Everyone in that room knew, it was goin to get a whole lot worse before it got better. But for now, all they could see was a frail, proud man sleeping as if dead.

Do they not wish to take over your land, kill you, make your sons slaves, and rape your women? I think we all know war is inevitable and we have the element of suprise and position. It is in the best interest of both countries than any plan involving war mongering had bes pe put on hold. It is in the best of Romania to build up a aqiquate level of defence infrasturcture. With the fragility of our economy (though booming now, has the great potenial to tank just as fast) and the tattered state of our armed forces, we must look to ourselves. I believe that I speek with one voice along with our mutual Allies the Germans when I say, it is much more important to look to our own defence over the ugly prospects of war.

Nawab Sadeq Mohammad Khan V gazed out into the moutains. In a perfect world, no-one would be fighting and he could get on with making paper models and staring into space, and talking to people. Unfortunately, the current situation was far from perfect.
It was impossible to avoid noticing the recent conflict between Nationalist and Communist China. All Khan wanted to do was stay out of it and watch on while eating a samosa, but it didn't look like it was going to happen. There had been unrest among the people as of what to do, and all eyes were set upon him. Would he condemn the warmongering Nationalist China? Would he aid the honorable Nationalist China? Would he say anything at all about the conflict elsewhere in the world? Sooner or later, he'd have to act.....and almost every way possible to take would result in annexation or invasion. It was a dilemma. For now all the other governments of the world had overlooked his country, but they may not for long. Soon enough he would be asked of a government to aid them, or challenged.......for now he would wait though. There were samosas to be eaten, and plans to be made.

OOC: 1937 on Monday!!!

After many months, finally Chiang had a report from Yen on the status of the New Chinese Arsenal (NCA). The company had finished designing a carbine rifle, and had just begun production of a prototype. Blueprints for a pistol and an SMG were also progressing nicely. Chiang was content, for now. But what with how the Communist Campaign was going, he suspected that, eventually, China would need armour.

As soon the newly founded Alexandru Ioan Cuza Royal Naval Shipyards had been compleated, it was already had at work. This massive 2000 acre facility on the outskirts of Constanza was founded in order to construct the massive ships that the ambisious King Carol invisioned for Romanian assendence. The main purpose of this facility was to be capable of constructing and maintaining the massive fleet the king envisioned. His plan was to contruct 2 large carrier groups plus 3 deachement fleets. But even with this massive new facility, he still could not adiquately build this fleet within a reasonable time span. A telegram was dispached to the Turkish Naval Shipyards.

Wilhelm Von Klink was working over some papers from his few agents in Russia and Germany. The two countrues were preparing for war, it seemed, and the Turks were building ships for everyone. They would profit out of this war, but would Poland. He knew they needed everything, but were too poor to provide but one improvement at a time. He had called in two ministers, Finance and War, to discuss the problem.

"Morning gentlemen. I assume you know why we are here so I shall cut the bull and tell you both, I need something done in this next year and you two have to decide which is the most important to national defense and still feasable. General Biggs?"

"Sir," the General stated, his Kaiser mustache shining in the electric light, "Since we are unable to have an Air Force of our own for financial reasons, I suggest a camoflaged anti-air defense network to make attacking from the air suicidal."

"However," the Finance Minisher, a Jew by the name of Harold Goldbloom, "We are working on speculation and investment. We are, for instance, heavily investing in the American company named Higgins Boats, Boeing Aircraft, and playing the international Gold and precious metal markets. We expect large payoffs fromthese investments and will be able to provide you with an air force and a mobile corps within two years. However, that means that we will have to scrimp for the next six months and do something small, like improving our infrastructure via communications and power lines. We have been doing some work and we can bury these if we insulate and mark them correctly. We can also strengthen our covert resistance network, allowing them more arms and men."

"Wow, Harold, you did your homework." General Biggs stated.

"Yes, Goldbloom. Get it done within six months." Klink said.

Certainly a powerful design, I must admit with an excellent AA defence that will be necessary to survive the Italian and Romanian airforces. Not even our own Krasjni Kavkaz class cruisers can compete with it.

At this weight I would suggest some powerful turbines to be used, and we would be honoured to lend our latest design for your vessel. powerful enough to deliver 150.000shp to the for this design required shafts.

29.000 tone is alot, I am hoping you will be using atleast 152mm belt armour and add six to ten 76mm guns. Otherwise I would not understand how any calculation could have reached this weight.

Do understand that this ship requires a crew of atleast 1500 men and at your request we would be willing to lend you some of our Naval commanders and officers to aid you in training these men for their task.

3. The ship will include 10 three inch guns, along with 6 five inch.

4 The armor itself is based on the american all or nothing principle, and will at its strongest point be able to withstand hits from 14 inch shells.

Comrades, my brothers and sisters. Workers, peasants, soldiers, all you Spanish men and women that still hold the constitution and law dear, listen carefully!

Today, fascist elements of our armed forces have started a rebellion in Southern parts of our nation. Situation is still rather confusing, but we have not recieved any message from Sevilla, so it seems like it has fallen in the hands of the fascists. Republican army is beeing mobilized, and our troops are soon to destroy these traitors.

Still, everybody has to do what they can. Especially the youth.
Young men! Make your way to the nearest army unit and to the front, to fight the fascism! Young women! Volunteer to hospitals, volunteer to factories, volunteer to airforce! Make yourself useful in this decisive moment.

Timurhan was a man of strong, powerful features. His broad shouldered frame and hooded eyes demanded respect, and his high cheekbones and leonine features harboured a man used to command. When he walked, the room trembled, and when he spoke, his deep baritone made sure the room listened . . . “Gentlemen-” that selfsame baritone voice sliced through the haze of cigar smoke that blanketed the room, “we have – as you well know - for the last twenty years been subject to a very radical change of our society.”

He paused for a moment, letting his words sink into each and every man around the wide, oak table. They all knew what he talked about, this was far from the first time the subject had been broached. The fall of the Ottoman Empire had been a hard one.
“It is ironic, then, that Europe now once again appears to be on the brink of yet another purge of old moral and decency. The red hound of communism is baying at our doorstep, and elsewhere, the different powers are marshalling for a showdown of even greater proportions than the last. A war Turkey will – to all purposes - not be participating in. This is common knowledge among those with ears in right places, no?”

His companions, three of them in all, nodded gravely. The medals on the uniform of General Yusuf bin Mustafa jingled slightly as his colleague, General Ismail, took another sip of his drink. “And so what, Timurhan? Why do you call us here in the middle of the night to tell us this?” Yusuf’s hard, brown eyes regarded Timurhan wearily as Timurhan smiled his pearly smile... “Because, Yusuf, my impatient friend, this is our moment of triumph. At the beginning of this century, Turkey was known as the ‘Sick man of Europe’. The Ottoman empire crumbled into pieces around our fathers feet, and they could do naught to stop it, try as they might. What followed was the loss of our colonies, and thereby, the effective seizure of our empire by other nations... We were, nicely put, purged. The diseased elements of our government torn away during the forming of the new Turkey we see today. A fresh start have been given us, and look what we have done with it! Gone are the shackles of gaudy pomp and circumstance. Turkey is currently building a reputation for itself as an arms dealer to the rest of Europe, and making a good earning on it in the process... Gentlemen, it is now time for the Roshadiya”

OoC: Oooh, haven’t we seen this before? Yeah, yeah – I know it’s basically a rerun of my old plot for Turkey in the other WW2 thread I was involved in, but bear with me, ok? I thought it was a good plot...
Basically, what this little conversation amounts to, is that Timurhan and his little clique of conservative homeboys are administering the creation of a Turkish “secret police”, the “Roshadiya”. Ever heard of the Serbian “Black Hand”, the organisation responsible for the murders which sparked off that bloody little picnic known as WW1? Well, try to imagine something like that, and you won’t be too far wrong...

Communist China has fallen. Now, an official announcement came through from Chiang to the people of China:

"Mao and his supporters have been defeated in combat by the righteous arm of our military. However, they have been granted a pardon and have permission to continue political activities within our country. Now, with our civil war ended, China is somewhat more of a whole. Though still the rogue states of Guangxi, Xibie San Ma and Sinkiang exist, we have been brought closer to our goal. Thus, we shall now rename ourselves as NEW CHINA, to symbolize the new status of our shattered, yet reunited, nation. In a final statement, I have seen it fit to announce the execution of Chief of Army Chang Hseuh-liang, who, for his failure to carry out the invasion properly, resulting in unnecessary loss of life, was shot this morning. His position will be taken by Alexander von Falkenhausen, the famous General. In addition, the newly formed NCA has just finished development of three new standard-issue arms, which are now being mass-produced and issued to our army."

OOC: Alexander von Falkenhausen was a German military officer, who was assigned to Chiang as his military advisor. Historically, he returned to Germany and became Governor of occupied Germany, and was involved in an anti-Hitler plot. After being found out, he spent the rest of the war in concentration camps. When he was serving Chiang, he was not officially part of the German Army, so I think that I am allowed to nab him.

Ambassador Cole Hylas rode into Sarajevo in his newly purchased BMW 328 Roadster; one of the few in Greece. As he rode though the streets, many heads turned to watch him stroll bye. That was the kind of person Cole was, flashy. But only in his personal life. If this trait were to ever intrude into his negotiating, he would surely dismissed from his position. But so far that had never happened.

"At last" Cole mumbled with a sigh of relief as he pulled up to his destination: a very fancy hotel. As he pulled up a bell boy took his bags and a valet parked his prize of a car. In the lobby he was greeted by the one and only Prince Regent-Paul. After exchanging their welcomes and thanks yous, they both set out for a short tour of the region. Afterwards they went back to the hotel for dinner. This is when the serious talk began.

"Prince Regent-Paul, I must say I am impressed with all that I have seen. You have such a beautiful country. I hope to come again sometime with my family on vacation. But it is with regret that I must say the beauty alone will not win wars. In this uncertain time, Greece would like to form at least some small alliance with our Yugoslavian neighbors. And just as you have built up your nation, we wish to build up ours. Out of a decade long depression. We are doing this build building up our military might and by supporting this new military. But we do not wish to be alone in this region. With your support and influence with the USSR, we would feel much more comfortable.

Please take a look as this rough draft, my aids have written up and has been approved by both me and the senior leaders in my government.

Balkan League

In an effort to promote cooperation and wellness between the nations of the Balkan region, the Balkan League will be created. The Balkan League is a military alliance with no economic compulsions, but signing nations are strongly encouraged to help out the others in an economic fashion; as well with their required military assistance.

If any other nation wishes to join, it must be approved by both the two original signing nations or two-thirds of the remaining nations. This is to ensure that the interests of both parties are maintained.

If an accepted nation, other than the two original signers, is seen not to be worthy of being in the Balkan League any longer. Then a vote is called. Either the two original signers must vote to kick, or three-fourths of the remaining nations must vote kick. The two original signers may not be kicked out of the alliance in this way.

In the event of one nation coming under attack, the others are compelled to help out the other nation in any way possible. A declaration of war, however, is not required, only military assistance.

In the event of one nation attacking an outside nation, no signing nation is required to help in any way. Signing nations do not need to feel pressured into helping an aggressive nation.

The sharing of military intelligence is not required, but very strongly urged in the Balkan League. This is to ensure that all parties are up to date with the latest information.

No signing nation may attack another signing nation in any fashion. Any such attack will result the immediate expulsion from the Balkan League, and a declaration of war upon the attacking nation.

Any change may be made to this alliance at any time. All that is needed is approval from both the original signers or the backing of three-fourths of the remaining nations.

"Does this sound satisfactory your highness? It allows up to bring other nations into the alliance, while still ensuring our power over it," asked Cole.

Regent Paul looked over the Draft. "I must say, this is quite impressive." he remarked. He looked over it a 3rd time, then signed it. "Hopefully in the future there will be increased cooperation between our great nations." he said, then began to explain some things. " In the past 2 years, our Economy has grown in leaps and bounds, producing its own weapons, goods, and supplies, while exporting them to many nations in the immedite area, as part of this alliance, we can provide you with building supplies and other goods, with relative ease, due to our almost exclusive control of the Adriatic sea, along with assisting your nation in building Shipyards, stores, offices, factories and transportation, and also, i will forward the plan to Premere Stalin once i reach Belgrade."

The prince said goodbye to Cole, as he had to be wisked away to a meeting in Belgrade.

After a recent series of disputes that recently lead to violent conflict in Bukovina, the government of Rumania has taken action. In order to protect the rights, of all citizens, the Rumanian government has taken over stewardship of our neighbor to the north. With the implimentation of peace keepers in the capital and have regained peace. Our brothers to the north have embraced us with open arms and have voted to rejoin the Romanian peoples as brothers.

––––––––––––––––––––––––––––––––––––––––––––––––––––––––––––––––

As General Petre Dumitrescu looked out over the swath of death that was left behind as the Thire Royal Legion marched on Chernivtsi. The suprising resistance that lasted for a solid 10 hours disipated as the well trained and disiplined Legionary forces, slowly broke through and overwhelmed them. Though this wasnt the most efficient or speedy operation. With the careful execution the operation went smothely and only 13 Rumanian soldiers lost their lives. They even only lost one tank to a broken tread. The death toll on the milita side is estimated at over one hundred-fifty.

With the capital now squarely under the control Rumanian government thanks mainly to Rumaninan sympathizers within the Bukovina's government. Though scattered resistance has been discovered, for the most part, the country showed little restince to the military takeover. With the Bukovinan government, having now passed all administrative power to Bucharest, the province of Bukovina was now ready to rejoin the Fold of the Rumaninan people.

After establishing himself in Germany for six months Messervy felt his cover was secure and volunteered his services to the German Navy, the Kreigsmarine. He passed through the Naval Academy with flying colours, and became the surgeon aboard one of the German Aircraft Carriers, for a month. A month later, when is other skills were realised, Messervy (or, as he was now know, Kapitänleutnant Doktor Franz von Ysenburg) was transferred to intelligence

Chiang was pleased. Things were going well. Japan had not risen to his Shanxi bait, and now the Communists had finally been defeated. Von Falkenhauser, an excellent German commader, had replaced the late Chang Hseuh-liang as Chief of the Army, and Von Falkenhauser had already begun a re-training of his soldiers, to coincide with the NCA weapons that had just been introduced; the NCA 37' carbine, pistol and machine pistol. NCA had started an industry in the north of Shanxi, to begin development and production of armoured cars and tanks, and new ships for the navy were under development in Turkey. It seemed that things were going well for New China, when Chang Tsun, the foreign minister, burst into Chiang's office.

"What is the meaning of this?" Chiang asked, slightly angered by the intrusion.
"General.." Chang panted, out of breath, " It's the Guanxi Clique....they've declared war on us..."

The day of the Commisioning of the New Battlecruiser the Sarajevo had come. Senior Ambasador Cole Hylas and Primire Marcus Nerva had arrived in Bar a few hours ago, and Prince Regent-Paul awaited the arrival of Premere Stalin, Foreign Affairs Vyacheslav Molotov and Defence Commisar Kliment Voroshilov. The massive ship, weighing in at 29,000 tons empty, was sitting quietly in its berth, decorated with banners and other emblems. Crew members, trained by the russians, sat excitingly on the deck. Its sister ship, the Belgrade, was nearing completion and sat peacefully a few docks away. At the bottom of its Huge Atlantic Bow sat 100's of Government officals, and the dockyard itself was crowded with onlookers. The Prince approached the most forward point of the deck, were a podium was set up. He would give a short speech, then the ship would depart on it shakedown voyage, traveling along the coast of yugoslavia, heading throught the Gulf of Cornith, stopping and taking on supplies, before heading back around the southern coast of greece, into the agean sea, before going on into the black sea and stopping in the USSR, after which it would return to Yugoslavia at the new fleet base at Vela Kuka, on the island of Korcula.

General Biggs, an English last name because his father was an English embassy worker and his mother a girl just out of school, was pacing about in his office, drawing his Luger. He had used it in the Great War and it functioned well, mind you its recoil system was getting worn after being fired so many times. He had replaced a few parts already from storage. They had so many guns in storage that had never been fired because of Versailles. He had an idea, all men were to be issued pistols and must qualify with them on an annual basis. He got out his pen and paper and drafted a letter to his army (half still in hiding).

All men are to report immediately to their Quartermaster and draw a pistol from supply. Men are to also qualify, with at least 60% proficency, with each of his issued weapons and will repeat training until he does so. Officers and ergeants are only allowed to carry swords and sabers in ceremoniously. Also, protective equiptment (I.E. Helmets, boots, leggings, etc.) is to be worn at all times outside unless specified by a commander. Any personnel who do not follow these orders may face time in the brig and/or mandatory extention of his enlistment for a time specified by a judicial panel. All officers are to be willing to do the same jobs as their enlisted personnel and must have a 75% proficiency with their weapons. I will not have prick officers destroying what little army we have. Sergeants are to be willing to lead their men without hesitation in case their officers are killed. We will not repeat the mistakes of the previous war.

Signed,
General of the Army,
Vilheim Biggs.

All men between the ages of eighteen and thirty-five are to report to the nearest courthouse for Military service. All those in fields we deem inportant to National Security shall return to their jobs under the Reserve Army Act.
President Von Klink.

Polikarpov I-16s escorted the plane of Foreign Minister Vyacheslav Molotov to Bar, Yugoslavia. It was a very common practice to have a whole squadron of fighters escorting a plane with one official. Yes, one Official, Premier Stalin arrived a bit later in a second plane, again with an escort of fighters. And Marshall Voroshilov took a third plane to Yugoslavia.
Stain was not about to take any risk, especially in this world. Thus if enemies managed to take out one of these planes, the two other men would still survive to lead the Soviet Union.

The Escorts remained visible high in the air above the airport as the three transport planes arrived. Molotov got out of his plane and greeted the Yugoslavian delegation, then he waited for the Defense Commisar and the Premier to arrive. He could not start the visit without Stalin.

Once they had all arrived they moved on to the dockyard, where the ship awaited, on the most forward part of the ship they saw Prince Regent Paul, readying to give a speech, the rest of the ship was filled with proud Yugoslavian crewmembers and some of their Russian advisors, these last especially were eager to catch a glimps of their great leader. Maybe he would approach the crew and their advisors to see how they had done.

It was a public outrage. The population was up in arms. Guangxi Clique had always had close ties with former-Nationalist China, and had shown no indication of imminent war. Secretly, however, Chiang was happy. He felt confident that his soldiers could defeat the Guangxi army easily, and gain more of China. It would be an adequate field test for the new army...

The government building in Rome was a sight of chaos. Benito Amilcare Andrea Mussolini was the leader of Facist Italy. Reports from many countries were flowing in and Mussolini's aides were having a bit of trouble sorting it all and then getting it to him to read. He thought he could get away with making a nonagression pact with France then forge an allience with Germany and use that to bring Italy back to what it once was.
-Encoded message to the German High Command-
Greetings from Italy
We have very similar politics and a threat to us from the USSR is very real. Not to mention what France and Britian might do to us if we show too many signs of aggression. So I propose we forge an allience or at least an agreement to share with each other information that might be of use to the other.

-Encoded message to France-
Greetings from Italy
Germany is building up arms at an alarming rate. If they have plans to go to war we should be ready. At the moment I am all alone and if Germany invades Italy and takes our factories you will be hard pressed to fight them off. I suggest a nonagression pact and a compleate disarmment of the French Italian border. This way I can have my entire army strung along the Italian Austrian border incase Germany takes Austria then later tries to invade us.

OOC yeah I know. I just posted that as kind of a start for Italy. I will keep checking in here but I dont expect to be very active unless someone interacts with me becuase Germany and France are the biggest two issues.
