OOC: Stairs? Its bloody obvious from what I'm writing, well later on at least.
Short Story: The Republic of Independent Montana had been founded in 2009 after secession from the Union due to the 2009 Family Values Amendment to the Constitution. It was colliqually known to citizens in Montana as the "God hates Fags, Jews and Towelheads" Amendment. Montana said that it violated the principals of the Founding Fathers and that they would have wanted them to secede. The Second War of the States was fought from July 2009 to Feburary 2010, over 200,000 Union Citizens died, while nearly 1 million Independent citizens died, due to the initial first strikes on Independent territory. After the seizing of the USS Crusader in port in Washington state Montana blackmailed the Union government to enter real peace talks. The 2010 Treaty of Boise officially ended the war.
Long Version: It all began in late 2006, many states were passing anti-violent media laws thanks to crusader Jack Thompson. Many more were pushing for increased Christian presense in schools with some states even removing public schools so only Christian Private Schools were open.
In 2007 the 'Exodus' as it was called began as many came to Montana as it was the only state that had a liberal stance on violent media and was the only state that was geniunely secular. Montana went from a small state with barely a million people to a state of nearly 5 million. When election time came 'Exile' friendly candidates were elected, and 'Traditionalists' left the state.
In June of 2009 the Montana State Legislature refused to ratify the 2009 Family Values (mendment to the Constitution, and seceded from the Union. Governor Alexander Carter pleaded with National Guard units and local military bases to join them, they did. With support of the military the Governor sealed off the state and tried to defend themselves from Union aggression. For the first 2 months all was quiet along the border. Then a Stealth Fighter Strike on Freedomville, a newly formed city near the border, also a major base for border patrol troops, a haven for displaced non-Christians, and gamers was hit by a tactical nuclear weapon. 450,000 lives gone in an instant. President Patrick Robertson at the time called it a necessary measure to ensure the stability of the Union and to "protect the country from the heathen armies of Sodom and Gamorrah". Montana declared war on the Union.
It had been a long and bloody war for secession. Initially Montana was able to repel Union airstrikes, signed the Treaty of Edmonton, preventing northern interference, and pushed into northern Idaho. However 3 weeks into the war the Union army was nearing the capitol, President Richard Kyanka was dead, shot by Union assassins as he was en route to 'peace talks' with Union forces. Hope seemed to be lost for the Independents or 'Browncoats' but a strategic victory at the Battle for Coeur d'Alene cut off Union supply lines and the Montana Guard were able to capture several tank divisions. Flush with supplies and volunteers to avenge the "Freedomville Slaughter" the Browncoats pushed toward Seattle capturing it in a few weeks along with a very valuable prize, the large chunk of the Union Navy, along with the 'USS Crusader' a nuclear ballistic missile submarine. The capture of a nuclear submarine had pushed the Union to peace talks. The Treaty of Boise was signed shortly after.
However the Treaty of Boise contained a particular clause to ensure no more Union aggression. The destruction of nearly all of the Independent Military with the exception of privately owned vehicles with weapons not exceeding the .50 cal, and the USS Crusader, renamed the RMS Peacekeeper. Thousands of tanks, airplanes, and ships were taken to the remains of Freedomville and chopped up to build a shanty town for the survivors of the war.
President Lauren Kyanka after the Shattering (Full destruction of the Union) decided to ask the International Community for help. Her nation was poorly defended from enemies thanks to the Treaty of Boise, where they were only left with a few Technicals, Torpedo Boats and a nuclear submarine captured from the Union, the nukes in dubious condition. She ordered a declaration to be made to the international community. They needed guns, lots of them, and for cheap.

Hello, we are of the Republic of Independent Montana. Following our destructive war for secession, and the Treaty of Boise, we have only a couple dozen Technicals, a few hundred 'Sandbag APCs '(trucks with sandbags and wooden planks for armour, and flaps to fire out of, a few motor torpedo boats, and only a few former-Soviet Confederation MiG-21s for our militia forces. Our Congress has recently approved a measure to create a National Army, Air Force, Navy and Marines, and we have recently appropriated 1 billion US toward funding our Army.
We require low-cost, easy to operate, yet effective defensive weapons. We seek M60 tanks or T-72s, along with large numbers of IFVs and APCs. We also require large numbers of generic small arms in the 7.62mm or 5.56mm.
