Protesters shot in Dyelli Beybi

It was an interesting series of events that had led up to the protest. The Chief of Intelligence of the United Republics of Dyelli Beybi, had been arrested and called to face trial on a variety of trumped up and ridiculous charges. This in itself had not sparked the protest; Felix Dzerzhinsky was not a particularly popular man as it was. In fact he was so unpopular that the Government had sent him to a deserted observatory with an armed guard while the preparations were made for preliminary hearings.

However, the night after he was transferred, a large armed band had assaulted the observatory, apparently intent on rescuing the erstwhile Head of Intelligence. Eighteen 'terrorists' and one soldier were killed in the botched attempt to free Dzerzhinsky. What was most disturbing at all was the fact that the dead 'terrorists' were clearly identified as Tzarists, supporters of the previous, unpleasant regime.

The politicians had panicked (a little bit of bribery and intimidation had gone on as well), and the Cheka, the secret police were voted rights to call emergency trials without jury and to execute 'Tzarist' elements without the right for a retrial. While they didn't do anything immediately, it was clear to everyone in the country, that the Government had effectively just invited the Secret Police to go on a rampage of repression and destruction.

Downtown Cyro, several thousand protesters had assembled, and set off with the aim of marching on parliament. The protest was peaceful; unfortunately, someone in charge had obviously never worked with the Dyellian army before and had decided they were the best ones to be set in charge of guarding the bridge across the river Djel, into Parliament square. The scene was set.

East Side of Parliament Square, 0800 hours.

"Right, who's in charge of the barricade?" A Chief Superintendent from the Metropolitan Police had arrived to survey the preparations for the protest. He was a slender man with dark hair and a thick moustache.

The Metropolitan Police uniform was dark blue, almost black; in contrast the Soldier who answered wore a field grey uniform with black leather webbing and polished black jack boots, "Capitano Irving, I'm in charge of the barricade, Sah!"

"Right." the Superintendent sized the man up; he was Bersaglieri, one of the so called elites, which in the Superintendent's eyes translated into raving psychopath, "You understand what we're doing? We are to stop any protest actually entering Parliament Square. We do not want people trying to storm the House. So basically, we have a nice portable barricade set up, all you guys have to do is make sure nobody climbs over it."

"Yes Sah! If anyone even looks at the barricade I'll shoot them in the goolies." the Capitano replied, sighting down his rifle in expectation.

"No, no. You're just guarding." the Superintendent explained in alarm.

"When you're guarding, you've got to kill someone, Sah!"

For the second time, the Superintendent wondered if the Capitano was all there, mentally. He had been recommended by Commisaar Fradkov though, the Superintendent reflected, he must just come off badly, "You don't have to shoot someone, you just need to look like you might."

"And be ready to, if need be, Sah!" the Capitano added.

"Well quite." the Superintendent agreed.

"Right, so I have your permission to kill someone Sah!"

The Superintendent did a double take, "What? No! I'm not giving you carte blanche permission to kill whoever you like. Only if they ignore all warnings, and if you feel the life of any Police, military, or MPs are in danger."

"Right you are Sah!" the Capitano sounded as if he understood, so the Superintendent clapped him on the back and walked off elsewhere.

If he had heard what the Capitano had growled next, perhaps things would have turned out differently, "I'll give them a warning shot... right between the eyes."

1000 hours

The protest was becoming angry. There were about a dozen Bersaglieri standing behind a small portable wooden wall, denying access to the protesters to parliament Square. One man stepped forward and tried to pull the barricade aside. For his trouble, he got a rifle but in his face, shattering his nose with a crunch. He fell back, clutching his nose, a small trickle of blood working its way between his fingers.

"Everyone back!" a Capitano with a megaphone yelled at the crowd from on top of the barricade, "Get the hell, b..ah f*ck, who the hell threw that?"

He had been hit square on the helmet by a hurled rock. The troops were in dress uniform, field grey as opposed to any camouflage pattern, with big steel Germanic helmets. A second rock narrowly missed the Capitano's cheek, "Who the hell threw that?" he demanded again.

The third time, the thrower stepped out in front of the crowd to hurl his missile, the Capitano ducked the clumsily thrown rock, straightening up, drawing his pistol and firing. The hurler gave a yelp of pain, and collapsed onto the ground, cradling his leg, which was now leaking a steady flow of blood onto the cobblestones, "It's only a flesh wound!" the Capitano yelled, "He'll be fine, now get back!"

"He shot him!" someone called from the crowd, "Get the bastard."

The crowd that had been peaceful two hours ago was now murderous, it surged forward, "Open fire!" the Capitano panicked, leaping down from where he was standing on top of the barricade.

Around him rifles opened fire. They were SSA1801s. Slow firing, heavy hitting weapons from Dyelli Beybi. When they hit, and it was impossible to miss at this range, they made a mess. The crowd was now surging backwards, leaving shredded corpses in its wake. It was all over in a matter of seconds. It probably hadn't been intended, but it had happened. Now there was going to be hell to pay.

I just wondered how that was possible. Whenever other nations had riots, they turned out pretty bloody.

Apparently they had actually read the message from Raven corps when it arrived in the office. Someone had gone to the amazing effort of pening something personalised on the bottom;

Thank you for the offer of Security Forces, however it will not be necessary. There is no incident to report so nobody could possibly report on it.

The fact that every news Station in Dyelli Beybi was running stories in what had gone on in Cyro, and the fact that people involved were freely speaking to the press (especially if money was involved) seemed to have escaped the notice of the clerk who added to the memo.

Nasty things were happening in Dyelli Beybi. Plans were afoot which would shake all of Klatch to it's foundations. The Dyelli Beybians were always an untrustworthy lot, although one Dyellian was more untrustworthy than the others and dreamed of ruling all of Klatch. What that person needed was time, and lots of it...

Raven Corps had unwittingly been disuaded by that person. Things were going to heat up in Dyelli Beybi one way or another.

The shooting of civilians is not something that occurs in Dyelli Beybi. However, were it to occur it would be something that was viewed most harshly. It would not be encouraged and certainly no press would be eliminated to this purpose.

Meanwhile other plans were afoot. A man, in a suit trod the coridoors of the complex carefully, stopping when he came to a fairly non descript steel door. He opened it cautiously, peering inside. The computer on the other side had been becoming increasingly unruly. Only the Director seemed capable of controling it these days.

The door swung open, casting light into the room, although the computer still stood in shadow, only a fist sized blue glow marked the fact that it was even active, "Computer." the man stepped into the room, "We have commands to input."

The blue glow swung quickly. He had an erie sense it was watching him, "When the time comes targets will be assigned which will need to be exterminated. Is this understood?"

There was silence. The machine spoke usually, when it understood what it was told, "Are you listening?" he demanded, feeling somewhat silly about talking with a raised voice to the computer.

Insufficient data.

Oh great, now the bloody thing was playing stupid to get more information out of him, "First, do you understand that a target will need to be removed efficiently."

Cyro was the Capital of Dyelli Beybi. It was hot. That was the first thing that hit anyone who stepped out of the airconditioned interior of the airport. The humidity was close to 100% and it was close to 40 degrees celcius anyway. At night the mosquitoes came out of the swamp to search for anyone foolish enough not to be wearing insect repellent.

Shooting of protesters was something that shouldn't go on in modern Dyelli Beybi. It wasn't something that happened in the kind of free society Dyelli Beybians liked to say they lived in. The man responsible was being held for trial, or more had been released on bail and was under guard by a police officer, in case someone from the public tuned vigilante. Dyelli Beybi was a fairly non-violent place by and large, and what had happened had sent shock waves across the city, and probably the country. It smacked of a return to Tzarism (the ruthless system that had opressed the populace until quite recently) and there were dark mutterings against the Government.

It was interesting. The Dyellian Government had denied everything Internationally, but inside the country there was not even a whiff of a cover up. Everything was loud and open and being very strongly criticised. Galwaine would find no lack of people to interview, eye witnesses, police from other sectors of the city, the Superintendent in charge of the area, the soldiers involved in the shooting. Everyone was interested in telling their story (and trying to get the blame shifted away from them). In true democratic style, the country was looking for a scapegoat.

Something odd was happening in Dyelli Beybi. The Cheka was an Intelligence agency (sometimes refered to as the Commisaariate) that had tendrils in just about every Government department. Comst Commisaars were little more than glorified public servants. It wasn't this particular brand that was lurking around the Ministry of Foreign Affairs. CSD-6 was crawling all over the place, they were the genuine spies.

The State of Amestria has begun an unofficial investigation into what has occurred. The investigation is presently being lead by Special Observer Doctor Kabapu of the Ministry of Peace. Witnesses to the violence and the events surrounding the violence are being questioned by Ministry Officers. Meanwhile sanctions and travel restrictions have been leveled by the Amestrian government and it encourages other governments to follow suit until an international investigation is allowed by the Dyelli Beybi government.

well, warstench is not usually a sneaky country, but we do have a small force skilled in covert op's we can send 10 men to help, we probably won't help a great deal, but whatever help we can give, we will. (if the situation does get out of control however, keep in mind i will always be ready to attack with large forces)

In Dyelli Beybi, the Cheka, the omnipresent Intelligence Agency/Secret Police, had reacted very badly to the Amestrian 'investigations', with several Amestrian investigators being arrested, and held, awaiting deportation, in a disused POW camp. Doctor Kabapu's description was sent around to the Cyro Metropolitan Police Offices, where orders were issued to arrest him on sight.

Meanwhile Raven Corp had sent their message to the Ministry of Foreign Affairs, who were certainly the wrong people to approach about any underhand deal, the letter was placed in the Minister's 'Inbox for non-urgent documents', otherwise known as the paper shredder, and never seen again...

The Cheka’s actions do not go over well with the Amestrian government. A message is sent to the Dyellian Ministry of Foreign Affairs, demanding that the Cheka cease their activities and that the investigation be allowed to continue. Doctor Kabapu, upon hearing of the orders for his arrest, takes shelter in the Amestrian Embassy. The Amestrian investigation continues, however all Officers involved under take efforts to be discrete and hide their identities (in other words they continue in secret).

The Amestrian Secret Service and the Ministries of Peace and Foreign Affairs begin to send reports of the Cheka’s actions, as well as vague rumors of cover up, murder and torture, to the Dyellian media.

Secret: In Amestria City, the Secret Service bugs the Dyellian Embassy.

The (Deyllian) Ministry of Foreign Affairs, when first contacted on the matter, did not object to the unofficial investigation that is being carried out. Based upon current government actions the Ministry of Peace concludes that the shooting of the protestors was a deliberate act by the government and it is now trying to cover it up both domestically and internationally.

Doctor Kabapu holds a press conference with Deyllian reporters at the Amestrian Embassy. He lashes out at the government’s refusal to allow legitimate out-side investigation and its "clumsy attempt at a cover-up". He goes on to attack how the Deyllian government internationally denied there had been violence even when confronted by direct evidence to the contrary.

"They are obviously hiding something from the people of Deylli Beybi and the international community. I urge you not to believe anything they say."

General Imro, Commander of the 2nd Foreign Guard, the 'Klatch Guard' had watched all of the news reports from his base inside Dyelli Beybi and reported them faithfully back up the chain of command. Dyelli Beybi was becoming more and more unstable , but people were already on it, the Foreign Guard were on 'alert' and the Retaliatory Guard and Republican Council were worried about only one thing, foreign meddling.

The only outward appearance that anything was going differently on the Foreign Guard Base was the expansion of the airfield and the slow but steady delivery of Thunderer Main Battle tanks, and the armor training taking place with increased frequency.

Galwaine got a very predictable response from the Ministry, he was put on hold for half an hour by a secretary who sounded like she was chewing gum. After half an hour he got a clerk on the end of the phone, who had probably been selected because he had no personality to speak of, "Unfortunately the Minister is unavaliable to take your call right now, I believe he has a free spot next month in which he will be able to talk to you..."

There is no requirement in the Act, that once a warning for an action has been issued, that any explanation be provided as to why that action is in contravention of the Act. As such we are not going to provide the Ministry of Peace with an explanation as it has been deemed not to be in National security.

Meanwhile anyone in Cyro would notice there was tension... Something was about to happen. Soldiers and Police eyed one another warily, everyone had a sense of impending chaos, but nobody knew exactly what it was.

The Government was unpopular, there were grumblings that the Nation needed a 'strong man' to lead it. It was something which would never have been mentioned aloud even 6 months ago, the country was so rabidly democratic.

The government's official response was "No comment". To any Tyrinian, it made sense. Shooting protesters wasn't smiled upon in the Archepelago, but Neo Tyr couldn't risk losing Dyelli Beybi's aid for the reconstruction still taking place. An unpopular view, but the people accepted it.
