Dutch East India Company announces new developments in Colonial Empire!
After a brief ceremony with fellow share-holders, Director Berkley Haaken has announced today a new plan for reform in the wide colonial empire of the Dutch East India Company. After years of inefficent business practices and nelgect by former Directors of the company, most Dutch colonies have degraded into a uninhabitable backwater colonies, the laughing stock of other colonial powers. Thus, in an attempt not only to better the profits of company shareholders and provide an efficent and cost-effective method of extracting Ivory, Spices and other Precious Materials from these areas, the following plan was outlined in a statement made by the Director to the Estaten-General in The Hauge:
- Construction of a Modern road system through major plantations, ports and other large extraction areas.
- Importation and Construction of Modern extraction materials, along with Mills and Shops capable of producing replacement parts.
- Improvement and Renovation of all Port Facilities in The Netherlands Antilles, Java, Malacca, Ceylon, South Africa, Guyana and Suriname.
- Encouragement Programs to entice Dutch citizens into immigrating to these areas to set up their own plantations and shops.
- Construction of Education Facilities in major colonial facilities to 'civilize' Natives.
At the moment, this extremely ambitious plan, called foolish by most Conservatives, is expecting to cost an astounding 1.5 Million Guilders per year over the projected course of two decades. However, economists believe that once the plan has been completed, total income from these colonies could increase by as much as eight-fold. Already,a large labor force of craftsman, under contract by the VOC, have been dispatched to the area from Amsterdam and are expected to arrive at their in 1-4 months. It is expected that mostly slave and native labour is to be used, with Dutch craftsman rotated among all colonies and back home every 2 years.

The Hauge, The United Provinces
In the lavish Court of Willem V, VOC Representative Peter Verendyre sat uneasily in one of the many apolstered chairs, waiting for His Majesty to arrive. In his hands lay a series of newly created maps, along with various papers documenting calculations, ship manifests and inventories from the eastern corners of the VOC's large empire.
Looking around, Verendyre could not help but notice the many ornate decarations that guilded the rather small chamber, from fine masonry, to crystal chandliers. On the wall opposite Williem's large gem augmented throne lay the beautiful oil painting, The Night Watch, by the famous artisan Remberant van Vijin, one of the more well-known artists from the Dutch school of art. In truth, Peter could not help but snicker.
And to think, all of this amazing wealth is derived from our colonial empire , an Empire that's soon to get larger, Peter thought to himself keenly.
Finally, after nearly 2 hours of waiting, the well-known and mostly dis-liked Stadtholder, Willem V appeared from the ante-chamber towards the back of the room, dressed in lavish hunting attire and flanked by two Royal Haliberdiers. At once, Verendyre rose from his seat and bowed, aknowladging his required respect for the monarch.
Taking his time, Willem casually stepped over to his throne and gingerly sat upon it, careful not to ruffle his fine over-coat.
"Welkom, Mijn beste firend is het enkele ogenblikken geweest, ja?" Willem casually remarked as he eyed Peter from atop his throne.
Not long enough, Peter quietly thought to himself as he made his way towards the throne.
"Indeed, it has been, Your Majesty. It seems the affairs of my company keep me chained to my desk." Peter replied
"My, my, these affairs must be very important if they keep you from visiting friends such as I?" Willem responded.
"Yes, they are quite important. As a matter of fact, my reason for council with Your Excellency is to discuss a rather...pressing affair of mine."
"What affair would that be?" asked Willem, now curious is as to what Peter had in mind.
"My Lord, as you certainly know, it has been quite awhile since the VOC has expanded her colonial borders; a result of the company's new philosophy of consolidation, a philosophy that has been reducing their profit margins by quite a sum every year. Thus, it has been decided by both the Director and shareholders in the company that the VOC must again expand her borders."
"And where does the VOC intend to expand? After all, the majority of the orient has already been colonized and my last intent as Stadtholder is to be involved in another colonial war." Wilhelm said.
"The Orient is not of our concern, for that exact reason." Peter replied. "Our interest is in North America. Based upon maps provided by both Russian and English explorers, we have deducted that there is much to gain on the north-west portion of the territory, near the Coloumbia River. Furs, Timber, Fish, even possibly gold and silver. If the VOC, in conjunction with the United Provincial Government were to colonize the area, the profits made could be great." Peter confidently replied.
At that, Willem thought to himself for a moment, tapping is index finger upon the eblow rest of his throne annoyingly.
"Interesting, but what do you need of mine? The VOC is already immensly wealth and harbors it's own fleet of ships." Willem asked.
"What we need are soldiers. Already, we know there may be hostile native tribes in the area and the VOC does not have nearly enough mercenaries to provide an effective defense. However, with your soldiers, we could most definantly hold against any Indian attack." said Peter.
"Do you relize that Europe is in the midst of War?" Willem asked, astounded by the proposition. "I cannot just throw away soldiers to satisfy the VOC's ambitions, you are obviously mistaken."
"My lord, it would not be too great a quantity, maybe 50 at most. If you truly believe in this cause then you must provide us with what we require." Peter pleaded.
Willem took another moment of silence to think.
"I will consider it. However, if you are to have my backing, the Crown will ask that you pay 20% of whatever you may find in these new lands."
At that, Peter let loose a wide grin, over-joyed at the monarch's gruding acceptance.
"Thank you, My Lord. I can assure you that this will be the best investment you have ever made."
"I hope your right, because I think you do know the consequences for failure in a venture such as this." said Willem still opposed to the idea.
"We will not fail, I promise you." Peter confidently replied.
"Dan Goed geluk in uw avonturen." said Willem
"Dank u en Afscheid, Mijn Lord." responded Peter as he turned to leave the room.
The Die was Cast.

Across the United Provinces, pamphlets such as these were posted to walls, lamp-posts, and store-fronts, enticing the more adventurous crowds to go down to the docks and register their own names. Already, various tools and supplies were being loaded onto the ships, now numbering around 10.
By the time the cold weather of winter ended in April, the ships would be ready to set sail for their first destination: Cape Colony. After that, the fleet, once re-supplied, would make it's way to Ceylon and then Java. After the final stop in Java, the expedition would make the long journey across the Pacific to the Americas where new lives and better fortunes would begin.

Stadtholder charters National Arms Company!
This morning, in a brief statement to the Estate-General of the United Provinces, His Majesty, Willem V Batavius ordered the charter of a new Dutch-based Arms producer to "further protect the interests of the Dutch People."
For years, the Dutch Military has mainly procured it's weapons from either Prussian or British stocks, leading to a serious blow in the United Province's more constricted budget, along with a lack of organized weapon stocks within the Army of the United Provinces; a serious problem that if not remidied, could give Dutch soldiers a serious disadvantage on the battlefield.
Thus, after several weeks of deliberation, the Vaderlands Wapentuig Vennootschap or VWV, was agreed upon by both the Stadt-holder and his fellow Princes in the Estates-General as a company that would research, test and develop both small-arms and heavy weaponry for the Dutch Army. Although the organization is intended to be privatized as it's own entity, the VWV will initially be subsidized under the control of the United Province until it is on more stable financial grounds.
Already, the first of 5 production facilities has begun construction near the large city of Arnhem, also the planned site of the national military Arsenal/Armory.
Once operational, these facilities will begin to take up orders from government officals. Already on the agenda is the creation of a new Dutch musket, and the standardization of all Artillery, Melee Weapons and Pistols.
The inital cost is projected to be around 2 Million Guilders per year, a nightmare for most conservatives Princes, especially when comparing this cost to previous military figures of a fourth of that amount. But as Sdadt holder Willem V has reportedly commented "This move will ensure a safer, and stronger Netherlands," qualities desperately needed in the face of Catholic aggression.

First Phase -- Crossing the Ems
Once Mobilized, the 1st and 2nd Armies will proceed into the German Confederation with the intent to cross the Ems River and capture the vital cities of Oldenburg and Wilhelmshaven by Late-December. To accomplish this task, the 1st Army is to immedeately cross the Ems and capture the city of Leer. Meanwhile, the 2nd Army will also cross the Ems and move towards Etzel.
During this time, 2 Marine Reigments, No.19 and No.21, will land at Wilhelmshaven via Dutch Naval vessels and capture the port. Other Dutch vessels will also be assigned to blockade Bremerhaven and Cuxhaven, along with a detachment of VOC merchant raiding vessels.
With these vital areas captured, and a solid supply route from Wilhelmshaven active, Dutch soldiers will take up winter quarters in their respective positions . Resistance is expected to be light at first and a major German Attack is not expected until March. However, Dutch forces will be kept on alert.
Second Phase -- The Beremerhaven offensive
In the event the war has not ended by Spring and a German Attack is not taking place, Dutch forces are to proceed to Bremen and converge upon the surrounding area. As Bremen is a large, fortified city, a siege is expected.
Other details
As the majority of the populace in this area is comprised of Portestants, civillian resistance will not be too extreme. However, it is obvious that some will resist and we must destory these threats before they have a chance to damage our supply infastructure.
Furthermore, the Dutch Armies are not to engage their German opponents on an open field of battle, unless a clear advantage is apparant to commanders.

Sweden is interested in committing a field army to your cause. In Sweden we are retaining a proffessional army of 40,000 out of our 60,000 men to deter attacks. 15,000 of the others are in Cadiz and they, with your permission, would be ordered to the Netherlands after operations there. In addition to this, we shall now send our surplus of 4,000 infantry and 1,000 cavalry by ship to the Netherlands to aid your country there. Once the Cadiz expedition returns this will make a total Swedish presence in the Netherlands of 14,000 infantry and 3,500 cavalry, factoring in casualties taken in the Cadiz expedition. We will also send over 22 12 pounder cannon and 10 9 pounder cannon rightaway with our first contingent of 5,000 troops. If this is agreeable, and we think it will be, please inform us as soon as possible and the troops will be dispatched.

So as to deploy the most men as possible in the shortest amount of time, we highly suggest you ship your forces to the Port of Amsterdam as it is one of the largest in Europe.

Dears Sirs,
Our ships bearing our victorious army from Cadiz nears your shores now to deploy the army in the Netherlands. However, we are being pursued by 8 Spanish ships of the line, including the great Santasima Trinidad. If we can combine fleets possibly off Gravelainnes then we will have an opportunity to destroy one portion of the Spanish fleet.
Our expedition outnumbers them in frigate strength so they are not a concern but we will need more ships of the line to contest a full battle. If you can deploy as many ships of the line as possible we will have a chance of beheading the Spanish fleet with the famous 140 gun Santasima Trinidad. We currently have 5 ships of the line, each possesing some 60 odd guns, if you can deploy your great 100 gunner capital ships and seven or eight of your 74 gunners then we have an excellent chance of victory here. We await your reply with trepidation.

We have indeed recieved your urgent telegram and as any good ally should, have deployed our own forces to reinforce your grand fleet. As of this moment, a 20 ship armada lead by the 90-gun warship Zr.Ms Java has been dispatched under the command of Admiral Van Kallayrd and should rendevous with your forces within 2 days.
With our combined fleet, we shall trap the Spaniards near Calais and bring them to their knees.
So let loose the Dogs of War and may God lead us to victory!

yea i think i already stated that all non-combat troop carrying and merchant ships will sail on. the troops to the Netherlands and the treasure to Sweden.
