"Greetings fellow comrades, we now go live to a special speech being given at Bright Hill, in the Capitol of Tabolov City, by our Duchy Dimitri Tabolov, we go Live.
Scene shows large podium in front of the Duchy's house of "Bright Hill". A division of soldiers stands facing in rank before the Duchy. Thousands stand before the podium cheering the Duchy.
"As you know!", the Duchy begins, "We have projected that our countrys food production, is short of what we need, citizen, will not be able to have food, then our country will die." The Duchy rubs his head concernly and looks out at the crowd sadly. "I have been able to keep our great nation afloat, but, this is a problem I cannot face alone, to my left is a man, who will drive us from this imprendent doom, and brighten our future. I have granted him the new office of Duchy Pro Temp, he will have all the powers that I have, however, the military stays under my control, and I must approve his notions, however I have agreed , to pull us out of this darkness, his laws will be passed, he had devised a plan, and I encite you all to listen".
As the Duchy finishes, the soldiers sallute, and the citizens clap. As he leaves the podium, the man seated next to him arises to walk toward the podium, shakes the Duchys hand, and begins to speak. "Greetings comrade, I am Aldurs Kaluroski, Commadant, of the Terronian Royal Guard. I am here today to speak on behalf of the people. There are reasons that the future is sadly, bleak, and this is the selfishness of others. WHo among you, have given any thought to your nations food supplie while you sit, and have 3,4,5,6 kids! I have proposed to the Duchy and it has been passed", Aldurs points out far behind the crowd who turns around.
Behind them is a Division of men in Fresh, neat black uniforms. all of which are wearing Police Swat helmets and Rifles. They all fascist salute Aldurs.
"This is my new elite Branch of our force, the PP, or Population Police, and they are hear to defend this nation, so we all have food. It is...", Aldurs takes once last glance at Dimitri Tabolov, who sadly nods. "It is now illegal to have more than 2 kids. This is nesset...." is cut off by murmuring shocked crowd.
"Silence my people, please, it is nessescary, that we do this, for the good of the nation, all poeple, with more than 2 children are to report to the new PP Headquarters around the city, and hand over there children. First borns and second borns may stay with the familys, others are a waste on our countrys resources, and are, the ultimate evil, and shall be exterminated." Aldurs snapps his fingers as the PP members begin wiading through the crowd, checking peoples ID's, rounding up third, fourth, fifth and so on, children into trucks, as mothers scream and fathers yell.
A PP officer begins to yell, "Any discent will be dealt with....1.....2....3, open fire. "The PP Officers begin to fire into the crowd....*static*

4 Months later.
The Population Police has commited to its extermination of none first borns and second borns, parents have attempted to hide thebut with random ID checks, it has proven more difficult for parents to hide there kids. However in revolt, people continue to get pregnant and have babys in secret.
Although still in control of the goverment, Dimitri Tabolov seems to be completley devoted to Aldurs as more laws are passed to increase the power of the Population Police. Not only are more children being exterminated, but, to "increase living space" Aldur has asked Dimitri Tabolov to prepare the military for an invasion of neighbors, the peaceful giant of Terronian, has now become a threat.
