Hevena has always been a nation of moderate wealth, moderate land, and of moderate military. But it has always been lacking of natural resources, aside from coal, iron, and other minerals mainly used in building now-a-days.

Hevena, lacking of modern materials such as oil has been forced to import them, which has over many years caused a large decline in the economy, raising umeployedment, and other ill-effects Hevena wishes to whipe clean. How could such a nation ever expect to grow if hampered on a small island?

Royal Diet; Hevenan capital of Saint Resas:

The Prime Minister stood before the diet, a mix-match of politicians and nobility. There was a large opposition between different classes of people. Everyone knew that Hevena needed more land and resources, but there were arguements on how to GAIN that land.

"War is the only solution," some preached.

"We can gain land through diplomacy," some said.

"We are stuck here, there is nothing we can do," some others had said.

But in the Diet, diplomacy and war were seen as the only true ways of gaining land. Across the sea, Hevena had two neighbors: the Pagran Confederacy, a loose federation of states, and the Empire of Zilte, reactionary but with a powerful military.

There were many islands in the region as well, claimed by the three powers. Obviously a navy and air-force would be needed to gain land through war.

"Let us vote again on the matter," The Prime minister said. "How many wish to go to war with Zilte and Pagran?"

"Aye!" Many yelled out.

"How many wish for peace?"

"Aye.." rang out, but much more silent than that for war.

"War it is then," The minister replied.

Palace of Surianto: Outside the City of Bervia

A soldier marched into the local den, where the king was relaxing with his two sisters, Onoria and Ella. The soldier bowed deep to the royal family, and the king ordered him to raise.

"What is it?" The king demanded.

"Sir, I bring news from the diet and the prime minister. The diet has voted once again over the matter..they wish for the violent option." The soldier masked the true meaning, as he did not wish to upset the princesses of Hevena. The king wearily nodded.

"I see..I suppose they should prepare then." The king replied.

Hevena, although a nation about to embark on a path of war, has a relitively tiny military.

20,000 Infantry-men (Volunteers)
10,000 Navy men
5000 Air men.

Hevena is preparing to embark on a war to gain more land and resources for her people. Although we do not need direct military aid at this point, we would like to secure allies, embargos and other items against our enemies: Pagaran and Zilte.

Occ: Pagaran and Zilte are both NPC..they can be controlled by anyone when needed to be for stories.

Pagran: A basic patch work of pseudo-independant states working together for defense purposes. Tend to prefer democratic ideals such as private property, free speech, and can be considered pacifist to an extent. Their economy can be considered quite good, although they import alot of luxery goods.

Zilte: Very reactionary, headed by a absolute emperor who does as he pleases. Although the map does not show it, it is a very large nation with alot of natural resources. It tends to use bully-tactics to get what it wants, although it's power has been wanning the past years.

OOC: I know this isn't General, but "democratic ideals such as private property" is hardly a true statement... it is, however, a capitalist ideal. Please clarify on the statement.

[ooc:] Based solely on military size, these seem like either fairly small or highly pacifist nations, at least compared to Czardas (RP pop. 108 million), which has combatant military forces of about 2.5 million in peactime alone (5.4 million in wartime).

These are the forces they have on the current fronts. You must understand that the nations are much large than that, but the area of interest only shows that much of the nation, and how many forces they have in that section.

Ah, ok. What are the populations of the other two nations?

((This is one reason why I prefer RPing against PC nations: their stats are already laid out for you.))

Pagran: It has about 100 million in the area of interest, 400 mil all together.

Zilte: 2.5 mil in the area of interest, 600 mil all together.

That would imply that these nations could raise armies of up to 8 million (Pagran) and 12 million (Zilte) ...and much larger numbers of planes and ships. I have only 108 million and counting, and my air force numbers some 5760 planes... of course, that is my air force, but still...

OOC: This is my standard policy in these situations. Your nation becomes an independant member of the Empire of Rotovia (like many nations including Rotovia). You have no obligations on terms of taxes or service and remain totally independant. It's more of a prestige thing for me.

In exchange the full force of Rotovia will be behind these expansions. (Almost the the full force, I will need to re-route some of my Navy form the blockade in Parthia)
