The Democratic Soviet Republic of Kahanistan, a peaceful, human rights-loving, democratic state, requires large supplies of plutonium to replenish its nuclear deterrent, most of which it either destroyed, used, or gave away in the past several weeks.

The Government of Kahanistan requires this deterrent to prevent attacks by its enemies, who hate Kahanistan for standing up for the rights of the poor, oppressed, and enslaved. We require several spare missile launchers as well as the plutonium.

Kahanistan wishes as much as everyone else that there were no nuclear weapons, but the threat of our enemies forces us to develop a new deterrent. We are willing to pay five times the market value of plutonium for the next six weeks to replenish our stock.

With what real reason will you use this plutonium? As you know, using nuclear devices for warfare are an opportunity only for a last ditch. If you do indeed use plutonium against a nation, it is likely that many other nations will hammer down on you and the seller of the plutonium.

By the way, how much do you need?

Madnestan is willing to discuss further about this matter, as we are a major producer of plutonium. We can also sell some of our Chengiz K12-ICBM's, able to deliver 8-spreading MIRV of 600 kilotonnes within range of 20,000 nautical miles.

Is the situation so dire that there is cause for a nuclear buildup? Weapons of mass destruction are not toys; and the Ottoman Alliance, whoever that may be, would most likely agree. Besides--a nuclear buildup may be interpreted as a threat, and if you use atomic weapons to discourage them, what happens if they decide to attack anyhow? If you should use those weapons to fight off an attack, then they are in the wrong hands.
On the contrary, even though Comatica is not traditionally the most diplomatic nation in the world, we would encourage a diplomatic solution to this issue with the Ottoman Alliance. The Terrorist Nation of Kahanistan has already had nuclear capabilities and has used them as a first strike weapon against a nation that has in no way harmed them at all. Thus i speak about the 4 Nuclear weaponst aht were used against the Pure Socialist Holy Empire of Shazbotdom for defending a nations soverignty. It is not up to the Terrorist Nation of Kahanistan to dictate internal policy to a nation, and it is also damned wrong of them to use several nuclear weapons against a nation that said they will defend a naiton that the Terrorist Nation of Kahanistan will attack.

I thus appeal to the International Community. Do not sell any plutonium or any other type of Weapon of Mass Destruciton to a terrorist nation who killed more than 12,000 people, including 212 School Children.

To the D.S.R. of Kahanistan:

At present, we have been left at a relative loss for how we could properly dispose of our arsenal of 28cm nuclear electromagnetic railgun slugs. These slugs, yielding between 200 kilotons and one megaton, were originally intended for use with the A6 Juggernaut multi-legged main battle tank, but recently, our remaining A6 Juggernauts have been signed over to Axis Nova and deleted from the registry, mostly owing to the vast superiority of the magnificent A7V Peacemaker super heavyweight multi-legged main battle tank. The Peacemaker's much larger 78-cm railgun is incompatible with the earlier 28-cm slugs produced for the Juggernaut. On top of that, the warheads utilise a fundamentally different shielding system to protect themselves from the electromagnetic discharge that occurs when firing. In short, it does not nearly provide the amount of shielding required when considering the gargantuan discharge from the 78-cm gun. Effectively, this has left us with a large supply of ammunition for a weapon we currently do not employ in our Army. The conventional slugs are being melted down, but those of the nuclear variety have been safely tucked away should we find a future use for them.

Simultaneously, we are also phasing out our older 1.5 kiloton air-to-air standoff missiles in favor of the brand-new 2.1 kiloton model, intended to provide better hitting power against enemy air groups spread over a wider area, as well as to deliver a stronger punch against large targets, such as tesla turbine-powered air dreadnoughts.

The literal "spring cleaning" of the arsenal has also discovered about 500 sub-kiloton fission bombs, originally designed as part of Project KOTUS to be fielded in tactical situations via recoiless rifle by our AS-004H Stahlkörpe assault suits.

They will be converted into compatible warheads on the plane back to Kahanistan. We are not landlocked, but our only port is currently densely mined to prevent invasion. Your naval tour will have to wait until the end of hostilities with the Ottoman Alliance.

Comatica: We have attempted diplomacy. As for our nuclear arsenal, we plan to deploy it against their fleet before they get to Kahanistan, as soon as they come within 300 kilometers of our shoreline.
