As the growing number of citizens born to non-citizen parents has grown the Imperial government has began to worry about the numbers of first generation citizens so recently the overwhelming majority of the Senate (elected by the people) and the Parliament (Nobles appointed directly by the emperor ) have passed the law and the emperor has signed it. So now the law has come into effect and is now completely enforced in all Imperial provinces, states, and territories.
1. All children born to families were both parents were not citizens in the past eight years now have their citizenship completely repealed.
2. To be a citizen of the Glorious Empire of the Scandinvans both of the child’s parents must be citizens.
3. If a child has a citizen parent they will have protection of Imperial law and the right to dwell in the Empire, but cannot vote or have a high-ranking public job. This new group made from this shall be added to the group of partial citizens.
4. Children born of both parents being citizens, either partial or full, shall be born a full citizen.
5. People may no longer become a citizen through naturalization.
6. People are not automatically citizens by being born in the Scandinvans.
7. People who put that that they are citizen or a legal immigrant on a census and are not will become a serf of the lord whose district they are caught living in.
8. Immigrants on visas shall still be permitted and protected by Imperial law or if they marry a partial or full citizen they gain a permanent visa while the marriage lasts.
9. For a immigrant to gain partial citizenship they must serve in the Imperial army and make an oath to the Glorious Empire of the Scandinvans and a personal oath to the emperor both in the presence of a commanding officer of a garrison.
