At Brettonian Military Industries, we realize that our vision for a world devoid of war thanks to the total disemination of our Technology of Peace(tm) may face opposition from the less-visionary parties in our world. So much so, that we understand the possibility of having a protracted war with the unenlightened bodies always eixsts. While our borders are safely encased in hundreds of miles of reinforced concrete bunker complexes, and our air defense network is another fabulous tribute to The Technology of Peace(tm), our advisors have alerted us to a potential vulnerability in the otherwise-ironclad defenses:
Though we have but a single port with access to the sea, which we must constantly clear of ice during the coldest months of winter, it is still a major trade artery and essential to our continued growth as a world power.
Recently, our advisors have informed us of two notables.
(1) Our single port is a significant hole in our defense network. A well-prepared enemy invasion force that could, by undetermined means, slip under our early-warning threat detection systems, would pose an enormous threat to our national stability if they were to strike our port. Aside from the structures and amenities already present to facilitate a large scale landing, it would incapacitate our essential trade hub and instantly provide a command center for any naval invasion. With a mouth eighteen kilometers wide, virtually anything could be sent into it.
(2) Due to constant exposure to "outside influences," namely, crews of foreign ships coming ashore, the residents of this port city have been exposed to a great deal of new "ideas" and "ways of thinking." Some of our civil defense staff have suggested that this kind of injection of foreign ideals may have consequences beyond discontent among some of our citizens. As a result of its nature as a port city, we are unable to apply the same "closed city" policies as we have elsewhere, which has proved remarkably effective. We need to have a physical show of force to ensure that the citizens remain firmly rooted in the omnipotence of Fearless Leader. Simply patrolling our A7V Peacemaker multi-legged tanks around won't accomplish this. Therefore, we have developed a plan of action:
To rectify both of these concerns, our harbor security officers have proposed a radical construction project that will, when completed, significantly strengthen our outlying security concerns while simultaneously becoming a great public symbol of the strength of the Brettonian Army and of Fearless Leader. This plan calls for the construction of exactly five casemated forts across the span of the harbor mouth's narrowest point, sixteen kilometers.
While we have begun drawing up schematics for these forts, our commerce ministry has suggested that it may be a wiser course to outsource this project on the open market of arms manufacturing. Consequently, we have prepared a list of requirements to any interested parties.

1. Forts must consist of a steel-reinforced hardened concrete casemate. Any variety of external armor materials may be utilized, but the concrete casemate must serve as the core of the fort itself.
2. The casemate must extend to a height of 15 meters above the high-tide mark. The casemate is to be of oblong shape, with a length of exactly 1,000 meters (1 km) and a width of no less than 100 meters and no more than 350 meters.
3. The forts will be five in number, evenly spaced across the sixteen kilometer narrow point at the mouth of the bay.
4. The primary armament will consist of surplus seventy-eight centimeter (78 cm) 'Leopold' railguns from A7V Peacemaker manufacturing. These will be mounted in topside turrets in sets of two per turret. The turrets will have 360 degrees of motion and be capable of surviving direct hits from naval electrothermal-chemical guns. No weight or thickness limit will be imposed.
5. The secondary armament will consist of surface-to-surface missile batteries on concealed mounts capable of rapidly exposing, launching, and concealing again in siege conditions. These will be equipped with both explosive and kinetic-kill missiles.
6. The tiertiary and quaternary armaments will be defensive in nature. Specific limitations or types of weapon do not exist. However, they must be able to defend the fort from threats of various shape and size, including airborne, surface, and submerged enemy units. While a degree of creativity is expected, no Overtechnology [read: FT stuff] will be tolerated.
7. Each fort must be fully NBC-proofed and be capable of housing and providing all necessary amenities to no less than 300 crew with adequate reserves for continual operation of up to three months during siege scenarios.
8. Each fort must be self-reliant with the obvious exceptions of ammunition, food, and spare parts. Power will be provided by onboard helium-3 BubbleTech Fusion powerplant(s). Water will be desalized. Tunnels will exist beneath the bay to reach shoreside military facilities, but in the advent that these are no longer operational, or were to fall into enemy control, these access tunnels must also be capable of being sealed in a qucik fashion, indefinately if necessary.
9. Each fort must be capable of protecting itself from dedicated antifortress weapons, such as the dreaded Mjollnir orbital munition.
10. Lastly, each fort must also be capable of turning its weapons to bear against shoreside targets, including the port itself, if need be.
This contract will be awarded to whomever can provide the most effective design while still accomplishing the above requirements. In the case of two seperate contracts being deemed of equal merit, the contract will be awarded to the lowest bidder.
In tradition with our proud military history, each fort will be designated as an army battery named after a significant figure from our Glorious War of Indepedence. As follows, from north to south:
