President Delain's son, 24 year old Day Delain had been found guilty of murder (http://forums.jolt.co.uk/showthread.php?t=447302) in the 1st degree on two accounts, killing 18 year old Jack Hanson and his girl friend, 17 year old Liesa O'conner.
They were murdered in Lake Terra Park in the eastern quarters of ViZion City. While Day Delain maintains that he is innocent, witnesses say they say Day Delain get into a fight with Jack Hanson about 20 minutes ago just outside of a bar after Day reportedly began gropping Liesa and sexually assaulting her. The bar was about a quarter mile from where the killing took place.

Today, Day Delain was publicly flogged to death in front on thousands, while millions of others viewed the event on television.
President Delain would not offer any words to reporters.
This sent a clear message that the courts in ViZion are not tolerant of murder, no matter the affiliation - even a family member of the President.

The reply of the flogging was played all day on various news stations, and, as it was played on NationStates News Network, it began making its way into other nations.
The film:
The camera panned over a crowd of over 20,000 ViZionarians chanting “Death to the Murderer!” and waving ViZionarian flags.
Once the camera reached the center, where an opening was, the camera began zooming in. You could see Day Delain, surrounded by six men. Day was tied to two posts on either side of him, spread eagle.
Finally, the six men grabbed various different objects – three held spiked metal rods, three held whips with sharp, jagged pieces in them.
Quickly, they began to flog him. They hit him rapidly, seemingly being fired from a machine gun, they struck so quickly. You could hear the crowd going wild, cheering for this.
Soon, blood was everywhere, covering everything. A lake of red blood sat, growing below him. Blood splattered with every hit at this point, as his flesh was essentially eaten away, Day Delain being nothing more than a pulp of eaten up flesh, inners, and blood.
It had only been two minutes. But the flogging was finished. A very gruesome flooding that would be remembered from here on forward, and to set an example to all those who felt powerful connections could get them out of trouble.

Although it is not our general policy to comment or attempt to interfere with the internal workings of the judicial and penal systems of foreign nations over matters such as this, it is disheartening to see that fellow democratic and supposedly civilised nations are indulging is such brutal and unnecessary public displays. It is the opinion both of the Government of Praetonia and, according to public polls, a great deal of the populace of this nation, that the punishment exacted upon the man in question was unnecessarily brutal and degrading, and appeared to be taken out of a lust for vengence rather than out of any higher goal of deterrent or protection of your nation's populace.

We do fully understand where your nation comes from, and we assure you that such actions are rarely taken. However, the Judge who handed down his sentence felt it the best way to deal with him. As he stated,
We cannot allow those who feel they are above the law due to affiliations with powerful people get away with such terrible actions. This serves as a clear message that our country will not be corrupt in letting such people do whatever they wish without punishment. It is sad that I had to sentence such a young man, only 24 years old. However, he gruesomely murdered two teenagers after the the 18 year old man started fighting with Day due to Day's sexual assault upon Liesa.

ViZion warns you not to intervene. Flogging is among the least common sentences handed down to murderers, and it's usually reserved for those who gruesomely kill people.
Once again, do not intervene in our affairs with how we deal with murderers such as Day Delain.

Dear Sir,
We understand and fully agree that those in power, or those with powerful friends, should not be treated any differently to anyone else. For this very reason, however, we think it wrong that merely because the person who committed this crime was related to someone in power they are then subject not only to the most horrific of executions, but also that they are subject to such an execution in public and in front of the world's television cameras.
This is, I'm sure you will agree, a massive overreaction to any crime. It is not the fact that you have punished someone severely for a vicious crime, but the way in which you have done it. There is no need to execute someone by bludgeoning them with maces and flaying them with whips, as if this were the Middle Ages, nor is there any need to do this in public and broadcast it. We feel that this degrades the legal system and turns it into mere theatre. Whilst we will admit this happens in other countries, we find it deeply hippocriful coming from a nation such as yours which has long spoken out in favour of the democratic system and the protection of civil rights.

Yes, I do see your point. And, I must add that while there were millions of ViZionarians in agreement with the punishment, there were just as many opposed to what has happened. President Delain has yet to make any statement regarding the issue, however.
Yes, ViZion has long been a champion of civil rights, fair treatment to civilians, and so forth. However, in the early days of ViZion, flogging to death in public was a common way to deal with murder and rape. It had then been banned. However, in recent years, flogging has once again become a legal option - publicly or not. In this case, it was done.
I do hope this does not harm ViZionarian relations with your great nation. And, as I have said, what has happened is extremely rare. I also wish to clear one thing up; The government did not record this and broadcast it, but rather a large number of ViZionarian news companies were the ones who had broadcasted this. And since that is under free speech, we simply could not disallow the broadcasting. Had this not been such a high-profile case, the news companies likely would have had far less interest, as well as the people.
Once again, I do hope this does not harm our relations, and I hope things will continue to improve between our countries. I look forward to speaking with you again.

I am aware that the ViZionian Government did not broadcast the event itself, but it would have been quite simple to have the execution take place, as in Praetonia, in prison away from the public gaze and by a humane method such as long drop haning or firing squad. Of course, people are only executed in Praetonia for High Treason, but we understand that other nations hold very strong views on the death penalty which I shall not attempt to argue.
As for harming relations - it would be a lie to say that this event has not lowered ViZion's standing in the estimation of His Majesty's Government - but I find it unlikely that this drop in standing would have any real effect on relations between our two nations. Should you have any further diplomatic matters to discuss, please do not hesitate to relay them through myself.

Scamptica Prime citezens crowded the TVs and Protest Squares watching or protesting the event.
Overall it was good for buisness and the people who make instant replays an etc. Billions was spent on stuffing the breaks with advertising and venders made many a fortune around public TVs. Sign factories also made extra money off protest signs.

They employ methods such as these largely to scare their unwilling populace into obedience, which ultimatly is the sign of an unstable state which is merely having several rather large and brutal plasters forced over the cracks. Quite evidently we are the best to listen to because we're a better people and nation that Praetonia, in all aspects, including intelligence and politics. While it is true we employ these methods, it is not to "Scare our unwilling populace into obedience," and as such, there are no signs of an unstable state. If you do some research, you will find that Borman has one of the lowest crime rates in all the world. We punish crimes such as treason with much more harsh methods, and things such as manslaughter with torture like this. Other lesser crimes can end with anything from seization (sp?) of all capital and belongings to enslavement; we do not tolerate crime. Our populace very willingly supports this, since they are mostly not criminals. If you aren't a criminal, then why do you care if criminals get whats coming to them or not? Our own "Brutality" is a necessary step in creating ultimate security and safety from criminals throughout Borman. We only encourage you to do so, so as to better safeguard your own nation. You may choose not to, but if you do, you will find crime significantly less.
