PRELUDE
A time has come where we need to form a International Court of Law to treat the criminals of international crimes such as genocide, international homocide or cleansing of ethnic groups. It is time to form this organization.

I. Purpose
The creation of the ICL is of permanent tribunal to prosecute individuals for genocide, crimes against humanity, and war crimes.

II. How cases reach the court
Cases may be referred to the ICL by one of four methods:

A country member of the Assembly of States Parties (ratified the Court's Statute) sends the case;
A country that has chosen to accept the ICC's jurisdiction sends the case;
The Security Council sends the case (subject to veto from the permanent five members); or
The three-judge panel authorizes a case initiated by the ICC Prosecutor.

Joining
Any democratic nation may join the ICL, if a nation joins as a democratic but for some reason changes to a different type of government, it may be subject to be banned from the court.

[OOC: Most interesting indeed. Its a good idea but will it work?

I would like to voice two concerns/ideas
1. You might want to establish a larger, more indepth code for the law. (I would be interested to help with that so if your interested TG me or IM on AIM. [Hailandkill09])

2.Whats the deal with democratic nations only? I think a benevolent dictator who isnt a mass murdered ect....would want enemies of his country who are mass murders brought to justice no?

All suggestions though. Good idea to.

OOC: Actually, it's already been done, but I'm not aware of any official thread for it, and it's created mainly of larger/older nations... so a new one could be in order...

While ViZion likes the basic idea of this court, ViZion will not be joining it, or be under its jurisdiction, as we wish to have our own laws to govern our nation due to the worries of corruption. This will not change, and we even refuse to join such organizations as the United Nations.

We also ask why only democratic nations may be allowed to join this Court, a clear bias towards democracy.

Now I would suggest having a set guide and refence for charges and setancings procedures. If someone is being charged they should at least knows on what account.
