PRELUDE
A time has come where we need to form a International Court of Law to treat the criminals of international crimes such as genocide, international homocide or cleansing of ethnic groups. It is time to form this organization.
I. Purpose
The creation of the ICL is of permanent tribunal to prosecute individuals for genocide, crimes against humanity, and war crimes.
II. How cases reach the court
Cases may be referred to the ICL by one of four methods:
A country member of the Assembly of States Parties (ratified the Court's Statute) sends the case;
A country that has chosen to accept the ICC's jurisdiction sends the case;
The Security Council sends the case (subject to veto from the permanent five members); or
The three-judge panel authorizes a case initiated by the ICC Prosecutor.
Joining
Any democratic nation may join the ICL, if a nation joins as a democratic but for some reason changes to a different type of government, it may be subject to be banned from the court.
