Koror, Sultante of Small States
http://www.lib.utexas.edu/maps/islands_oceans_poles/palau.jpg
Koror, the newest addition to Elephantum, had not had a very peaceful transition. With roughly 20,000 people, only New Manama, the capital of Antarctica, was smaller. Although they were granted relative independence, they were unhappy with the small military facility at the south end of the island.

600 people were stationed at the facilty (excluding visiting ship crews), including:

100 Marines
1x Ohio Class Submarine (Secunderabad )
3x S-3B Viking
1x U-2R Dragon Lady
1x E-2C Sentry
1x E-8 JSTARS
1x KC-130H
5x Boeing 747-400
3x F-14C Eagle
various non combat ships
==================================
Several groups were opposed to the Elephanti presence. The Coalition for a Free Palau, led by Camsek Chin, an important figure in local politics, was by far the strongest. Much of the populace was on his side, including a large portion of the police forces. Hersey Kyota, his most powerful counterpart, also had a large political backing.
===================================
From October 5-6, a telephone survey was conducted by the Elephanti Foriegn Relations Department. When asked whom they would rather have as ruler of Koror, the results were as follows:

Mumarth e-Thalith (Sultan of the Sultanate of Small States, which includes Koror)-16%
Camsek Chin-57%
Hersey Kyota-19%
Other/No Opinion-8%
======================================
Things were not looking good for the Elephanti presence in Koror. While the largely Muslim Elephanti forces were in the month of Ramadan, Chin saw an opportunity to strike. Daytime patrols of the island had been put on hold for the month. This enabled people to smuggle weapons from police armories and gun shops, and store them in their houses. People made pipe bombs, homemade grenades, and molotov cocktails. Instead of regular naval forces, they were forced to equip fishing boats with guns.

In the morning of October 7th, they were ready. While the Muslim soldiers were off at prayers, their Hindu, Christian, Buddhist, and Athiest counterparts bore the brunt of responsiblity for the base. Understaffed, they did not have the crew to fly the Sentry on its mission, although the U-2 and one of the S-3s were on general intelligence gathering missions in the Pacific. Without enough men to monitor the seas and the airspace, they decided to maintain surveillance over the airspace only.

The small single engine plane was picked up taking off from the civilian airport, and its path over the island was tracked. As it approached the base, a simple message was sent. Turn now, if you attempt to fly over the base, you will be shot down.

The pilot, Harou Remiliik, did not listen. He was convinced this would help bring a better Palau for his two daughters. He would do whatever it took to give them a life free from oppression. Leaving his wife to take care of the children, he had packed the plane with fuel and explosives. He would not survive the blast, and he knew that as he continued on.

The plane continued, and Marines were forced to target it with AA guns. Shredding the tail, they sent the plane plummeting towards the ground. As the lone pilot struggled to maintain control, he managed to aim the plane at the largest building he could.

With a horrible crash, the small plane smashed into Barracks Hall II. Seconds later, the explosives inside cooked off, destroying most of the building. Three off-duty marines were inside, and none survived the blast.

As soon as the explosion occured, prayer at the mosque ended and soldiers rushed out, not realizing this was no accident. Marines unrolled the fire equipment, while the rest of the soldiers formed a bucket brigade. Slowly, the fire was contained, and eventually it was almost extinguished. Only then did they stop, and realize what was happening all over the island. Beyond the fences and gates, anarchy reigned. Over 1,000 individuals, all armed, were converging on the base. A small flotilla was approaching over the coast, and would be arriving within half an hour.

Emergency preparations were put into place. The Marines armed themselves quickly and set out to defend the perimeter. A message was sent to Manama, informing them of the situation, and the Secunderabad , U-2, and S-3 were immediately recalled to the base. They would need all the help they could get.

Pacific Fleet Headquarters

The Pacific Fleet had recently been bolstered with many additional vessels, and the satellite time allotted had been raised substantially, Therefore there were little wonder why the Cottish satellites didn't detect the riot in Koror. While relations with Elephantum were slowly being rebuilt, the military still kept a close eye on them. They hadn't expected anything to happen this month, it being Ramadan and all, but apparently now it had.

Satellite images picked up the angry crowds and the fireball, and with the normal Cottish efficiency, the images and a analysis were on the desk of the commander of the Pacific Fleet within the hour.

"A riot, eh?"

"Yes sir. We have no idea why they riot. All our sources were lost when we were forced to withdraw from Manana last month." the man from the Military Intelligence said.

"OK, we'll consider it an internal Elephanti matter for now. Let the Foreign Affairs Ministry know." the admiral said before he went back to checking out the fleet dispositions.

For now, the Cots would remain passive, awaiting an official request for assistance or the situation to get out of control.

OOC-when we repealed the flag act, that let you move the embassy back in, if you wanted to. Also, I don't want anyone invading here, as this will become an independent nation ruled by an insane dictator, just for a little fun. Combine Stalin, Ceauscea, DeMarcos, Amin, both the Kims (Jong Il and Il Sung), Mao, and a bucketful of other dictators, and you end up with quite an amusing character.

Things were definetly out of control. In the scant minutes the small Koror detachment had sent a message to Manama and got most of the planes into the air. The fighters circled the base, weapons ready. They did not want to fight the mob, but if they had to, they would. The E-2 and E-8 were withdrwaing out to sea, staying close enough to monitor the area. If they got clearance, they would fall back to Kreynorian Mikronesia, supported by the KC-130 and escorted by the S-3s. The other S-3 and U-2 were ordered to wait for permission to land in Kreynoria as well.

The group of 747s were kept on the ground, in case an emergency escape was needed.

From the command building, a short message was sent to Manama, sending what information they could. The nearest help was in the Indian Ocean, and they knew it probably would not arrive in time to save them.

On the Secunderabad , the situation was not going well either. As a ballistic missile submarine, it was not equipped to stop the small flotilla approaching. They loaded torpedoes, but they only had four, one for each tube. They also carried 24 Tomahawk missiles, but they could not target the ships with either unless they were fired upon, or if they were sent orders from Naval High Command in Madras. Knowing the risks, the captain surfaced the ship outside the base, and waited for the ship to surface.

The Marines' perimeter was set up, and the 98 men stood ready to fight. Outnumbered ten to one, they were not willing to retreat. The longer they could hold, the better the chances of survival. They were ready to retreat to the command building, where they would make thier last stand if they needed to.

The crowd was at the fences now, and even with barbed wire and electrified parts, it would be breached soon.

(ooc-in the above post, I meant Marcos [dictator in Phillipines], not DeMarcos [math teacher])

The fences were broken, and the angry mob swarmed in. Overwhelmed, the Marines tried a fighting retreat to the command center, but many were cut down. Less than half made it to the command center. The fighters had devastated the incoming attackers, but they could not stop them from advancing.

Meanwhile, the Secunderabad was also fighting. Crewmen had climbed on top of the surfaced sub, and used the massive submarine as a weapons platform to sink the ramshackle fleet. While they took massive casualties, they managed to sink or drive off the entire group. They, along with the aircraft remaining over Palau, would withdraw to Kreynorian Mirconesia. They had done everything they could to protect the people in the base.

"Sir," the Minister of Intelligence said as he walked into the Emperor's office. "Sir, the Pacific is an even bigger of a shit storm."

"What now?" The Emperor said to the Minister as he took off his reading glasses.

"Palau is in the process of revolting against their Elephanti rulers."

"Good. Another problem that doesn't affect us. How should we go about handling it?"

"Sir, I suggest we just maintain satellite survelliance and leave it be. It's far away from any of our territories and it does not concern us. With any hope it will force the Elephanti government into even more of a crisis given theirs and our embargos against each other."

"Very well. Maintain the vigiliance."

The Celtayoshi Secret Intelligence Service noted the incident at Koror, and duely reported it. However, even as they did so they knew that it would be dismissed as once, sent to some junior officers to ponder. Normally such an action would warrent close attention, but war and a lack of operational satellites meant that almost everything was focused on Caledonia and Tuvalu. The most Celtayoshi could do was send messages of support to the legitimate govenerment of the territory.

Overnight, the military had been slaughtered to a man. In the morning, Camsek Chin, the leader of the revolt, stood in the town square, giving a speech:
My people, we have driven off our oppressors at last! First the far-reaching hand of Carthage dominated us, then they traded us to Elephantum, like a cow in the market. What we did last night is something no cow could do, however. The Elephantis are gone, and will not return.

We need to protect ourselves from foriegn domination, and I am the only one who can do that. I organized the revolt, I led the charge. It was even I who tore down the flag that once waved in this very square, and burned it, casting the ashes into the sea.

I name myself Camsek Chin, leader of the Glorious, Holy, Independent, and Free Democratic People's Republic of Palau and the Greater Pacific. My title shall be Supreme General for all Eternity, Overlord of the Pacific in General and Palau in Particular, Master of All the Beasts of the Land, Fishes of the Sea, and Birds of the Air, Papal Majesty of Christianity, and Deity Supreme.

First in my order of business shall be the foundation of a permanent military and establishment of diplomatic relations.

Statement on Behalf of Celtayoshi

The Allied States of Celtayoshi does not reconise the dictatorship imposed upon Koror. It shall therefore be the policy of the peoples government to place an economic embargo on all porducts from this island until she is returned to her rightful owner. This embargo will also cover travel to and from the island, and and diplomats shall be refused visas to Celtayoshi.

Order had been established incredibly quickly since the seccession. From his Grand Citadel Palace of the Pacific, formerly the public library and school, the Supreme General for all Eternity, Overlord of the Pacific in General and Palau in Particular, Master of All the Beasts of the Land, Fishes of the Sea, and Birds of the Air, Papal Majesty of Christianity, and Deity Supreme, had begun passing laws. First to come was the "Protection of Information Act." Every book, pamphlet, or piece of written material on the island was to be surrendered to the government. One copy would be retained for government records. If the document passed certain standards, copies would be made available to loan to the people. If it was not up to standards, all other copies would be burned. Among the books burned were:

-All books by Elephanti authors/about Elephantum
-All books by Carthaginian authors/about Carthage (old imperialist aggressors)
-All books by Celtayoshi authors/about Celtayoshi
-All non-Christian religious texts
-Pornography and other "unclean books"

The small nation was still looking for a military provider. They had taken possession of the five 747-400's and made it known they would sell all but one in exchange for arms.

While most of the equipment at the military base had either been destroyed in fighting or sabotaged by the Elephantis before they left. However, they were able to detect some flights in nearby airspace. Several times, Elephanti SR-71s had made flights over the island. Unbeknownst to them, Global Hawks, Predators, and U-2 spy planes had also made the trip. The large radar signature of the SR-71, one of the largest in the world, was the only thing they had been able to pick up.

As one of the United Eastasian Republic's first official diplomatic acts, the Glorious, Holy, Independent, and Free Democratic People's Republic of Palau and the Greater Pacific is granted official recognition by the new regime in Beijing. Although Camsek Chin's excessive self-glorification is privately laughed at in government circles, the Eastasian regime recognises his success in overthrowing an 'imperialist power'.

The Supreme General is offered the presence of an Eastasian liaison commissar (read: ambassador), as well as technical advisors to assist in the creation of a 'true paradise in the Pacific'.

Free Palauan Press Release

The Glorious, Holy, Independent, and Free Democratic People's Republic of Palau and the Greater Pacific is pleased to announce the establishment of relations with Eastasia. The Eastasians, always champions of independence, will be offered space for a delegation in the Grand Koror Hotel, our largest and most luxurious hotel. Citizens from Eastasia will also be admitted into our nation.

To help facilitate international travel, Palau State Airlines, consisting of the five 747 jets liberated from the Elephantis in our war for independence, has officially been created. Flights will run from Koror to Taipei, Bejing, Ulaanbatar, Singapore, and Shanghai (ooc: if you don't mind)

Our nation continues to be ridiculed by imperialistic conquerors. The Greeks, claiming the right to enslave Albanians, Turks, and Bulgarians is theirs because they descend from a nation that died many years ago, have spoken out against us. As a result, no Greek citizen will be admitted into Palau, nor on our airline. All works from Greek writers (all the way back to classical times) will be censored by the government for the protection of the citizenry.

Secret Message to the Eastasians

We are in need of military support. We would offer you shared use of the military base on our island in exchange for military equipment and training. (ooc: at most they need a few helis, a small patrol ship, and standard weaponry)

Official Communique from Eastasian Foreign Ministry

The United Eastasian Republic is most honoured to accept the friendship of Free Palau, a shining beacon for all those who struggle against imperialist oppression. We humbly accept the offer of delegation space in your prestigious hotel; Liaison Commissar Jiang Hong will be dispatched to assume his position within the week. We are also most pleased to accept international flights from Free Palau, as it is in both nations' best interests to increase mutual ties.

Secret Communique

We fully understand your military concerns; as the 'arsenal of freedom', we shall be more than happy to provide what you require. The UER Sixth Projection Fleet is currently in the region; they will transfer some of their personnel and hardware to you as the initial stage of our military cooperation. Liaison Commissar Jiang will be accompanied by more experienced training officers when he arrives.

Official Reply to the Kreynorians from Palauans

You insist on being hostile to us, but we mean you no harm. In 24 hours, a Palau State Airlines 747 will leave from Koror to the Kreynorian airport of your choosing, carrying as many of the 47 Kreynorians as are willing. Any who choose to stay will be detained.

Official Reply to the Kreynorians from Manama (Legitimate Elephanti Government)

We have recieved reports of a potential Kreynorian invasion of the island of Koror. Although it is currently in the hands of local leaders, it is still Elephanti territory, and any invasion of the territory would have the same gravity as an assault on any other part of our nation.

(ooc: we wont invade it and we wont let anyone else invade it. Free Palau is a lot easier, I created it partially to save the effort of finding this thread and copying the name every time I wanted to use it, and partially because the nation of Free Palau is a new puppet of mine that will represent the rebels. Last time I checked I think it was a psychotic dictatorship, which is fitting.)

Palau announces new economic improvements

Free Palau, a glorious nation where citizens of foriegn nations are more than welcome to visit, would like to inform the world, and particularily our Eastasian allies, about our new tourist attraction of sorts. We have recently finished expanding the Hotel Grand Palau, which is open to citizens of almost every nation on Earth.

http://www.internationalplanners.com/show/graphics/jumariah_beach_hotel.jpg
Aerial View of the Hotel

With some of the finest quality rooms in the world, it also has some of the best prices in the world. A room for two, with a window view, is merely $99 USD equivalent a night. Our five Deluxe Suites, each with two Queen beds, two and a half bathrooms, and full kitchens, go for $499 USD equivalent a night. The Hotel is within quick walking distance of the ocean, as well as several high quality restaurants serving a variety of local and foriegn cuisine.

(ooc: The hotel is so cheap because the workers dont get paid very much. Also, this has a twofold purpose. The more obivous one is bringing tourist revenue into the country, the other is to provide somewhere for terrorists/criminals to hide (especially in the deluxe suites) If ever a criminal need to make himself disappear, he is more than welcome in Palau.

Even after the fall of the Cottish Empire and rise of the Norwegian Kingdom, they kept an close eye on Palau. Rumors and intercepted message fragments indicated that there would be terrorists and other people that could harm Norwegian assets or interests there. That could not be allowed, but the Elephanti government had said that they considered any intervention an act of war on the Elephanti sultanates, so an invasion or bombing was out of the question. Therefore an Odin [Flight I] class aircraft carrier and its escorts were positioned 70 nautical miles west of Palau. They were in international waters, yet close enough to intervene with both cruise missiles, air dominance or precision bombs, should it be required. Also, from a hidden port in Malaysia, a Virginia class sub left for Palau, carrying a team from MJK, the Royal Norwegian Navy's special forces. They would be ready for insertion and battle, should it be required.

SR-71C Blackbird-57, over Koror

While conducting a routine intel overflight (the third and final this week), the sensors operator of the plane, Salamah al-Harbi, detected naval craft off the coast. These were real naval craft, not the dilapadated fleet of Palauan vessels.

"Madras, we have naval visual, possible Eastasian, request permission to investigate."

"Blackbird-57, permission granted, proceed."

The plane, going over Mach 2, but not at maximum speed, made a quick flyby of the fleet. When they arrived at the base in the Andaman and Nicobar Islands, the information would be studied.

Elephanti Intelligence Service, Doha, Qatar

When the information from the SR-71 had been analyzed, they realized it was no Eastasian fleet. The ships were made at Laveskag Shipyards, and were most likely Norweigan.

Palau could not be invaded, that much was certain, but they could not leave the situation the way it was. A decree had to be made.

To the Nations of the World

The people of Palau, who demand independence, will be granted it. However, they are unable to stand as an independent nation, so we shall protect them. Even though they have killed our own countrymen, we would not let them be slaughtered. The nation of Free Palau is under the protection of these Twelve Sultanates, and shall remain so until we state otherwise.

We would recommend that nations trade with the Palauans, even if they are Socialist, to build their economy and promote the independence of the state.

Approaching Palau

Admiral Chaozu received a communique from Eastasian Central Command which brought a smile to his face. Apparently the Twelve Sultanates were declaring their protection of Free Palau; however, as they had not specified that the UER Sixth Projection Fleet could not visit Free Palau, the fleet was under orders to continue on to their destination. The Eastasians had made commitments to the government of Free Palau, and Premier Zhao had every intention of honouring them regardless of the Sultanates' approval or not.

(if you dont mind me jumping ahead a little bit)

Naval Commandant Tommy Resengau watched the Eastasian ships close in on the base. Three quarters of the military were waiting to greet them, standing in formation. The seven ships that made up the Elephanti fleet, large pleasure boats equipped with heavy caliber guns, were waiting to escort the ships in. More than anything they had already done, this would make them their own nation. Soon, he thought, they would be able to liberate the rest of Palau from their Carthaginian opressors. If the Eastasians were willing, he would lead them on a tour of the military base, which showed few signs of the damage caused in their rebellion, followed by a tour of the Open Areas, which were the areas tourists were allowed to enter.

A wall, ten feet high, and topped with barbed wire, separated that part of the island from the Private Areas, where the citizens lived and worked. With a lack of foriegn trade, besides that with the Eastasians, most found themselves economically worse off then they were before. However, the Royal Palatial School and University, which housed the government and the better educated citizens, made sure they were convinced independence was better than Elephanti rule. They were all waiting for the day when they would liberate the rest of Palau. Little did they know the plans were already in the making.

(OOC: Apologies for not replying earlier)

Admiral Chaozu was impressed that Palau had turned out so much of their military to greet the Sixth Projection Fleet, although he did view said military as a hapless bunch of revolutionary idealists. His orders were to assist in the creation of a proper Palauan military, which would be supplied with substantial Eastasian hardware; the first stage of the 'revolutionary war' talked about by Premier Zhao began right here.

Chaozu disembarked and saluted his welcoming committee, ensuring that he showed no airs of superiority; a little island state they may be, but one which was important to the United Eastasian Republic's plans.

"Hello, Admiral, so glad you could join us today. I know the troops aren't much, but if we could beat the Elephantis with what we have now, imagine how they'll perform with some real technology."

Chaozu smiled at the Commandant's comments.

"My thoughts exactly, and the reason for my visit. The United Eastasian Republic abhors imperialists of all types, the Sultanates are no different from the Layartebians or whatever the Carthaginians are calling themselves now. We see ourselves as the arsenal of freedom, supplying badly-needed training and hardware to those who wish to be free from imperialist rule.

Free Palau is one of only a few states with the vigour and spirit to declare themselves free; we want to help you stay that way. Liaison Commissar Jiang will be bringing further details with him when he arrives, but I can inform you, off the record of course, that we will be most pleased to provide you with modern hardware to help you fend off imperialist encroachment."

We have let the small buisness run themselves for the time being though. they all live on the private side of the island. We built a wall separating the Public side, where we are now, including the Hotel Grand Palau and most restaurants. The Royal Palace is on both sides, and several checkpoints guard the crossing. The Virginia class sub which had conducted surveilance had been withdrawn and a brand new Murmansk class submarine had replaced it.

The Murmansk, a highly classified and brand new class of hunter-killer submarines was powered by a scaled down pebblebed nuclear reactor, something which gave it a very high speed indeed. The max speed of the class had been rated to almost 40 knots submerged, however that left a lot of noise in the water. The maximum tactical silent speed of the Murmansk was 25 knots, but it was highly unlikely that she would travel any faster than 15, tops. Due to the low speed, and thanks to a ingenious new feature in the viod between the pressure hull and the external hull, a foam which smothered any noise from within, the Murmansk would be highly unlikely to be detected. With its HY-130 steel alloy, the Murmansk would be able to operate at depths beyond 600 meters.

She could also pack a mighty punch. In her six internal and four external torpedo tubes, she could deploy all in all 20 Mk-48 Mod 9 ADCAPs, 14 Mk-50 Mod 2 Barracudas and 8 UGM-84H Harpoons, as well as twelve UGM-203 Imsdal cruise missiles from the twelve VLS tubes she sported. As for countermeasures, she carried four MOSSes, converted Mk-46 torpedoes which had been fitted with large fuel tanks and a tape recorder which played the sounds of the propulsion plant of a Murmansk class, albeit at twenty-five times stronger than usual. Even though it was very low, it was sure to fool any sonar operator listening, every single time. She also had four reloadable decoy compartments and two external one-shot compartments. Enough to keep any incoming enemy torpedoes away from her.

Right now, the single Murmansk was operating just within visual sight of Palau, deep inside Elephanti territorial waters. Her crew of 130 seamen and 24 special forces operatives had no fear though. She was virtually undetectable, and now in the process of doing SIGINT and ELINT, intelligence work. There was a large fleet in Palau, all of them with the signals that the UER was in town. She maintained her position, well away from the UER fleet and keeping still, watching and gathering intelligence.
