Joshua Kimhiahu, a representative of the Greater Prussian Chief Advisor Office, smiled as he introduced the Imperial officials listening to him to the representative of a new Empire member. He made a gesture towards the Wandering Argonians’ leader, and spoke:
It is always good to see the Empire grow. However, instead of speaking here myself, I will lend the floor to the representative of the The Developing Nation of Wandering Argonians. This here is his show. You’re welcome to begin speaking, my friend.
And he handed the foreigner a copy of the document he was signing, the one that would make the Argonians equal members of the Greater Prussian Empire.

The Argonian President, Alhena Kalakesh, examined the document as it was handed to her, keen yellow eyes playing over the stationary in a practiced, efficent manner befitting of her office. Behind her stood her personal bodyguard, Ralen Terrick, a muscled male with a slight bulge under his left arm in the finely-tailored black suit that denoted him as a member of the Specialized Protection Service. Blue-scaled, he appeared different from the typical green of Argonian males. Females had a more pale green hue, President Kalakesh being a prime example, despite her advancing age. Her scan of the document complete, she addressed the gathered delegates through the microphone situated in front of her. She wasn't offended by the fact that she'd been referred to as a 'he', it was a common mistake of outsiders to mistake Argonian genders at first glance...
"Honored members of the Greater Prussian Empire, I address you as President Alhena Kalakesh, of the Argonian people. The nation I have been elected to lead develops into a modern metropolis as we speak, a beacon of modern technology amidst the wild marshes that comprise our great nation. We Argonians are a proud warrior people, living by a strict code of ethics and morals. Our word is our bond, our friendship everlasting.
We do not, however, serve any one leader or answer to any single individual. While I serve as the President, I also am accountable to a Parliment of five other females. I simply serve as the ambassador to diplomatic functions such as this. Males do not serve as diplomats, their tempers tend to flare conflict where none is needed and endanger Argonian lives in the process.
I stand before you the figurehead of a divided nation, embroiled in civil war for some fifteen months now. Democratic troops clash with warriors of the old faith in a sort of jihad, what they consider a heresey in the conversion of the majority of the population to Christian worship. While they are few in number, they continue to weaken our already fragile foundation for an industrialized nation. We require, nor do we want, any assistance in this conflict. It is a clash of old against new, soley an Argonian problem and will be dealt with by Argonians in turn.
I personally wish to learn more about the Greater Prussian Empire, its members, and its policies. Armed with this knowledge, I will be more able to convey the overall persona, if you will, of our new ally to the Parliment back in Grayrock, our capitol city.
We have allied with the Empire on the grounds of mutual assistance and trade, and as such we extend the opportunity to export various small arms, raw materials, and luxury goods to the Empire in return for whatever advanced technology they are willing to exchange.
I will now open the floor to questions, as I have little else to say..."
President Kalakesh was, as always, very blunt and too the point, brusque to the point of hostility, but a fair and rather firm diplomatic presence. Her bodyguard reguarded the entire scene as rather comical, his emotion filtering through his gray-green eyes. Here was a room brimming with softskinned humans, listening to the speech of an Argonian diplomat, a female to boot. His people, while not his particular breed, had been slaves of humans and elves for many centuries before modernization gave them effective tools to resist with. Ralen hoped, most likely as the President did, that this alliance would not turn into a glorified enslavement for himself and his countrymen. He doubted it, but such things were not unheard-of...
“Our dear friend, there’s very little to know. The Empire is a loose alliance – a confederation if you will of nations. While we are mostly conservative in demeanor, all sorts of folks are accepted, long as they extend a hand of friendship to the Empire. Those that wish to do so, may indeed donate resources to our joint efforts, but so far it is not obligatory.
Free trade and mutual defesne are the only true obligations of the members – however, if any of your citizens becomes an official of the Empire, he will of course have his own duties. It is as simple as that, and I do not believe complex explanations are in order.
“While we are at it, is it possible for the Empire to contract the Argonians for manufacture of small arms ammunition and accessories?”

The President nodded, relieved there wouldn't be a fifty-page front-and-back stack of papers she'd have to read through to understand the complex laws or whatever they called them here in order to report to her superiors back in the capitol city...
"We manufacture several different types and calibers of small-arms ammuniton, up to the fifty-caliber Browning Machine Gun round, or the 12.7x114mm as NATO designates it, and any caliber or measurement on down. The trade department handles such matters, the telephone and telegraph address on the information sheet I had mailed before my arrival.
My assistant..."
President Kalakesh gestured to the blue-scaled male behind her...
"Has the details on such matters, and is an expert on numerous small arms if you wish to purchase such items..."
Her yellow eyes dart back up towards the gathered diplomats...
"Are there any more questions?"
