From deep within the halls of the newly errected Kaldoreian Ministry of Foreign Affairs (KAMFA), an official state transmission is sent out into the ether. It is coded according to an ancient cypher, an encryption which once, long ago, was used by many nations as a common numerical language for semi-secure communication between heads of state. Though the message is categorized as "audience: all", it will not reach the desks of all nations. Indeed, one would have to actually be listening for such messages in order to recognize it for more than radio noise, and would then of course have to take enough interest in the blip to bother with deciphering it. Precious few would discover the Kaldoreian transmission, and perhaps even fewer would bother to reply. Those assembled at the KAMFA chamber were well aware of this, and it worried them to end...

Audience: All

Greetings to one and all, Empires and Republics, Communes and Free Cities of the world. It is my great honor to present myself to you, Dr. Dorian Blucher, Minister of Foreign Affairs to the Commonwealth of Kaldoreia, at your humble service. Few of you, if any, know of my country, which has spent many centuries in a state of self imposed isolation. Our gates have been shut to the world for many generations, a policy which originated with an era we call the Years of Tragedy, when foreign armies stormed our shores relentlessly. Those were dark times for our people, years filled with much death and destruction, grief and heartache. Our ancestors did then manage to repel our attackers, and survive their onslaught, though they did conclude that the world is quite mad, and that we must shut ourselves up in our bastion of sanity. It would seem that we have been quite forgotten by the world in the time that has passed, and though it is no great wonder, it has come to weigh heavily on our souls.

It is my great pleasure and honor to anounce to you that after months of heated debate our government has agreed to reverse this ancient policy of isolation. And so it has recently come to pass that the High Council has come before our people and announced to them that the gates of our nation, so long sealed, should be swung wide again! It is now my duty, as newly appointed Minister of Foreign Affairs, to reach out to our neighbors, and offer the friendship of the Kaldoreian Commonwealth to all who would recieve it. I pray that this transmission of mine will find at least some of you, and that you will find it in your hearts to reply to our offer of friendship and mutualy benefitial relations. I await your replies, friends. May Elune keep you and yours.

Days had passed since Minister Blucher had sent out his transmission, and yet no reply came. He paced the floor of his office impatiently, desperate for some news. The High Council, he knew, would not be at all pleased with his lack of progress. Surely, they would blame him for this failure, and would take his newly acquired position of authority away from him. But was it really his fault? Perhaps, he thought, there are no civilized peoples left in the world. Perhaps all had succumbed to the barbarian hordes, or to the horrors of the deep jungles and forests. Perhaps Kaldoreia was indeed the last and only bastion of sanity and civilization left in the world. He could not allow himself to believe that. He could not accept the thought that the Kaldorei were completely and utterly alone.

Blucher stopped pacing, and stared intently at his office phone. He stood and stared for several minutes, an exercise which seemed to yield no results.
"Ring damnit!" he yelled. The telephone refused to respond. Blucher poured himself a stiff drink.

We welcome you to a new world of politics, and we're glad that yet another nation has pushed itself to join the international world. To further underscore our estacy at this news of your end to isolationism, we wish to offer you some sort of beginning to a progressive pact between our two nations, between Commonwealth and Empire.

This 'pact' would entitle a long term economic alliance that would allow the Empire and the Commonwealth to trade between each other without barriers. This would mean that the Commonwealth nor the Empire would restrict the other's companies within their respective countries, although neither country retains the right to stop illegal activity within their borders. Radicalism nonwithstanding, this pact would be extremely beneficial to both our parties, and we think that it is perhaps the most important aspect in any flourishing relationship.

Perhaps when incidents between us two bloom a bit more this economic pact can first grow into a non-agression pact, and then perhaps into an alliance. Nonetheless, the best is to begin slow and grow from there.

Furthermore, we expect the IADF to reciprocate this welcome into the international world, and you will see an increased IADF awareness - the IADF being the International Allied Defense Federation. Our task is to preserve the peace, and to end wars before they begin.

For now, the Empire bids farewell, however, we will always be here to provide you with further help, and our country's administration is always open to yours. If you would like we could exchange embassies, allowing for a more direct access. However, it is truly up to you.

We thank you for your warm welcome to the international community, my lord. Indeed, I was beginning to despair that there was no such community left, that the world had been overun by barbarians, leaving us Kaldorei utterly alone. Your response does indeed fill me with joy, and brings tears to my eyes, for I now know that my people are not doomed to solitude.

I have forwarded your proposition of an economic alliance between our two nations to my superiors, and I am pleased to inform you that my government looks upon the aforementioned proposal with great interest. I have however been advised that our High Council does wish to proceed with caution in this matter, it would seem that old habits do die hard. I should hope that you are not offended by our suspicion of your good will, as we do not mean any offense by it. I suppose that guarded distrust has become a part of our culture over these long centuries of solitude, and though we hope and pray for well intentioned allies, we feel we must remain cautious.

To the end of establishing formal diplomatic relations with your nation, we do accept your generous offer of an exchange of ambassadors, for which we are currently making the necessary preperations. Furthermore, it is my great pleasure and honor to inform you that our nation's Directoress, Seraphima Silverwind, has requested a personal audience with you. She feels that such a meeting would be most benefitial to both parties, and that it would speed the process of strengthening of ties between our two nations.

Unfortunately, we are in the midst of the War of Golden Succession, where my father, Prince Heinrich of Dienstad, is trying to usurp a throne given to me by my grandfather, first Emperor of the Second Empire Jonach I. For better or for worse, Sarcanza has also declared their status of rebellion, and Haven has too invaded us for the throne, and rumors spread of Malatosian claims for the Golden Throne. So, I am in between a rock and a hard place, and there's nothing I can do to allow me to meet you in your own nation. As a consequence, the only place this meeting can be held is within my own court, inside the Imperial Palace of Fedala. Troubles nonwithstanding, we are very willing to hold your diplomat within the palace.

As for the economic pact, we fully understand. However, we hope that your high council accepts the agreement, in the end. Again, we must implore you to reconsider your decision, as it would be extremely beneficious to the both of us.

Nonetheless, politics and economics aside, we have an invitation to give you. I am to be married (http://forums2.jolt.co.uk/showthread.php?t=443082) very soon to the daughter of the Baron of Soborguntia, Sophie Allermagne, said to be the second most beautiful woman to be born, right after my grandmother Hypolita, wife of Jonach I. As for now we are appeased with the expectation to recieve the leaderships of Dumpsterdam and Triancia, but we would be very happy to have your own leadership here to witness a very holy marriage, regardless of your beliefs or religion.

We are well pleased to accept your gesture of friendship, and do reconfirm our own good and benevolent intentions toward both your nation and your alliance. The High Council of Kaldorei grows more and more intrigued by the International Allied Defense Federation, which I understand you are a representative of. We would dearly like to learn more of this organization, of its history and purpose, and of the nations which it encompasses. We would of course be happy to share our own history and culture with you, and do feel that such a free exchange of information between us would have a truly positive influence on relations between Kaldorei and the member nations of the IADF.

For the purpose of both a political and cultural exchange which would serve the strengthening of ties between your alliance and our nation, it is our pleasure to invite an official IADF delegation to our lands. Such a delegation would be given a full tour of our country, and a basic introduction to our history, culture, and system of government. It greatly distresses us that you find yourself in such dire straights, my Lord. Indeed, I find it truly admirable that despite all these hardships which you are subjected to, you have still found the time and patience to respond to our initial transmission. Know that the people of Kaldoreia will pray for you and yours, so that Elune may lead you to a swift victory and return to peace.

I have informed my Directoress of your situation, and she has advised that she is willing to send a host of Kaldoreian soldiers to aid you in your struggle. Our people have a saying, that "True friendship results from shared hardship." In keeping with this truth, we would send you these troops of ours, to fight alongside your own men, and therefore begin the formation of a true, blood bond between our peoples. A contingent of 5000 Kaldoreian Light Infantry stands ready to embark for your country. It is not a very large force that we send, but it is all we can currently manage, as our army is quite small. I await your decision in this matter.

Furthermore, I would like to inform you that we are highly honored to accept your cordial invitation to your prospective marriage to Sophie Allermagne. Honored, indeed, and touched. The Directoress will attend the ceremony herself, you need only advise us when the date of your wedding draws near.

We are most gracious for your prayers, and the Church of the Broken Dawn especially thanks you. However, we must decline your offer of soldiers. You're willingness to make this state to state diplomatic relationship one moving from cordiallity to a closer stance has been noted, but in our effort to do the same we have decided to decline. It would not be right for a nation such as ours, which such vast manpower resources, to accept a nation that needs the personnel much more than we do. However, if you are truly interested, please take a look out our Waffen-SS (http://forums2.jolt.co.uk/showthread.php?t=427071), which is a collection of personnel from other nations. This will offer your men further training, a possible return home, the guarantee that they will be sent if your nation is in need of them, and full pay to both them and their respective nation of origin [in the form of taxes].

But again, thank you for the offer. It has been taken to heart. However, as specified above, we would feel rude to accept in this form, unless put through the Waffen-SS, and we must politely decline.

Nonetheless, I hope that our talks continue to progress, especially with the arrival of your delegates to speak further of progessive diplomatics between our two nations.

After careful consideration, the Directoress has decided to commit the aforementioned contingent of Light Infantry to service within the ranks of your Waffen-SS. Let this be a sign of our good will, and of our intentions to further positive relations between us.
