"This is MNMN, the People's source of news and information. Our great Premier Yong Jin-ho is making a public statement. We are sharing this broadcast with other news agencies around the world."
The picture switched to the politburo hall, where Premier Yong Jin-ho was ready to speak.
"Comrade Mannatopians, people of the world, today is a great day for our nation. As you, our nation has been growing at a tremendous rate. Indeed, we have also been moving our people into the future, becoming a true industrial and military power.
"Our advancements have been truly awesome, but have come at a cost. We have become increasingly in need of energy sources, and therefore reliant on oil. As our economy expands, the pollution has climbed with it. Also, our oil supplies are begining to shrink, it will not be long before they are gone, and our people will not be able to continue this growth.
"Fear not, comrades, for our engineers have an answer! We are nearing completion of our first nuclear power plants! Uranium is a resource we are not in short supply of, but we have been hesitant to develop a nuclear program. We have no want or need for weapons of mass destruction, and we do not want other nations to feel that we are making nuclear weapons.
"Our current situation does not give us the luxury of avoiding nuclear power any longer. In addition to two reactors, we have a uranium enrichment plant set up to create our own fuel for the reactors. We are not willing to buy this fuel on the open market, especially since we have so much uranium right here in our great land. To disway beliefs that our nuclear program is anything but peaceful, our reactors are of the light water variety, a poor choice if we wanted to make plutonium.
"We recognize that other nations may still harbor doubts about the nature of our program, especially since we are enriching our own uranium. To answer their fears, I have made the following decision. Mannatopia hereby invites the international community to send moniters, both in the form of automated equipment and teams of people, to observe our program. They will be allowed access to any sites related to our nuclear program."
Premier Yong Jin-ho awaited the world's response. He hoped it was positive, Mannatopia's future depended on the success of this program.

While we thank you for your generous offer to take the depleted uranium byproducts off our hands, our military makes extensive use of depleted uranium, and therefore we will be keeping the spent rods for conversion to other weapons needs.

We congradulate the nation of Mannatopia on their great achievement! We will not worry about your nations making of nuclear weapons - that is your nations right to do so. We also feel you do not need to allow other nations into your country to over-see what you are doing, unless you have given nations reasons to worry about it in the past.

No_State_At_All would like to offer to construct at a small (OOC: i mean at cost price) environmentally friendly power stations such as tidal, wind, and offshore wave plants to help any nation switch to non-waste producing energy sources.
I applaud your self-based technilogical advancement, and invite your engineers to come and take note Truitti nuclear reactors. They fuel 82% of the Republic's energy, and are severely efficant. The only problem is they create a lot more depleted uranium than usual, but military exercises use them up just as fast.

ooc: not very effective at all actually. The problem is that hydrogen fuel cells need, you guessed it, hydrogen. The main way to get the hydrogen is to electrolyse water. You actually have to use more electricity to get the hydrogen then you get from using it in a fuel cell. The hydrogen basically just acts as a way to store the potential energy you used to make it. Since you need another source of electricity, why not use that directly?

Our Premier snet an invitation to the nations of the world to send observers to confirm that we are not building a WMD program. We have not authorized observers to come and oversee the safety of our program. We can handle that on our own. We do not wish any proprietary technology of ours being stolen, which is why we have set this limit on what the observers are in the nation for. We will not allow your observers into our country.

ooc: I didn't think a reply was needed. While my country has done nothing to earn the fear of the world, it has decided to allow observers in the interest of peace. I didn't think it needed for my foreign minister to come out and say "we are going to let observers in anyways."
I think you should look at the fact we are excluding "safety" inspectors from other countries, as we do not see the need for them.
