Everyone should have to develop their own W.M.D.'s. If they buy one from someone else, they will not have the proper know how as to how to handle it properly and will not learn anything. I vote no, if for nothing more, than to facilitate the advancement of a nation's science on its own.
But by buying WMD's, they can learn about how it works, and produce them more efficiently and effectively.

No, what's the point of having a war if you can nuke anyone that gets to close. Anyway a lot of military bases are nearly integrated into cities you hit one you hit the other and kill both.

The Incorporated states of Befuzinia (ISB) official response to this survey is that WMD's should not be available for purchase. The inherent nature of WMD are that they are just that: weapons of MASS destruction. From an economical standpoint these weapons are simply not an option for a successful and economical viable conflict.

The point IS that the ISB feels that WMD are simply to destructive to be used since they tend to disrupt the means of production on a far larger scale then any other type of weapons. Production and economical development is of prime concern for the ISB and it wouldn’t want to encourage the use of WMD in any way: including the sale of such weapons.
Therefore the ISB humbly asks the DMG to focus its resources on developing weapons that have a less destructive impact on economical resources (such as factories, energy plants etc) and less-then lethal weapons designed to incapacitate human resources instead of simply killing them.
Hopefully this will have clarified ISB’s reasoning for voting against the sales of WMD’s.

I Cannot agree with that....my nation reduced to using LTL weapons while other nation use rifles...out of the question...LTL weapons have only one place...in a police officer's holster next to his gun.

NOBODY Should restrict the sale and trade of W/M/D's. The U.N. and the 'Anti-W/M/D Club' should have no power over such sales. I PROUDLY sell W/M/D Weapons! NOBODY can stop me!

Yes but not anything too powerful.
Chemical weapons are fine as long as they last a limited amount of time. That way it can be used and after the war there is nothing left.
Nuclear weapons should be very small (Under 80 kilotons) this limits their use against population centers but with an accurate guidance system a nuke of this size could destroy virtually any target (that it hits).
Biological weapons should be limited to those that have a short incubation period that act very fast. This limits the spreading of the disease and increase it’s usefulness in attacking military targets. So a super Ebola virus that kills in 72 hours is fine by me but a version of AIDS that travels like a cold is not.

The current guidelines will be the following:

ooc: The number of people should not matter but instead of how old the nation is. If said nation is less then 170 years NS time or 170 days RL time, the time frame should be use to determine if said nation can buy/produce its own WMD's. The time frame can be reduced if you want or futher raised as I think it should be, but its up to. Another suggestion would be to just sell Nuclear and Chemical Weapons as Biological can really be only used against civilians and has limited to no use against military targets. Chemical and Nuclear both can act faster and last longer. But again its your choice.
IC: The Nation of United Earthlings has both a stockpile of Chemical and Nuclear weapons for the defense of UE only. However, we can supply them to you for a small charge- depending on how much you want to pay a payment can be worked out if need be. However, we do not conduct any research into or aquire any biological agents. So, if this is acceptable to you lets us know.

ooc: I am using a population total because it is a standard way of selling WMDs and its easy to see if the person is elligble (rather than trying to check their made up history - if they have one). Also it keeps WMDs out of new nations that are often, for lack of a better word, noobs.
IC: That is quite alright. We have possessed many Nuclear, Chemical, and Biological WMDs for quite some time - we just haven't sold them to the public yet.
