The Tocrowkian capital of Pharamas is currently in a state of emergency as a massive riot sweeps through the city. As many as 5,000 fires have been lit, and PPD is reporting as many as 120 casualties thus far.

The riot started at 9'o'clock AM today after a group of Democratic rebels peacefully protested against the current Government of Tocrowkia, claiming that the current Steward, Willhelm Reinhard had been corrupting the entire country, stripping powers away from the Imperial Family and the Emperor, and destroying the former civil rights of the Tocrowkian people.

The Police moved in and dispersed the crowd with live-ammunition, killing at least twenty people. Thirty minutes later, the area seemed to explode with violence as thousands of Democratic radicals swarmed into the streets armed with pistols, Molotov Cocktails and knifes. Some were also armed with fully-automatic rifles, and began shooting at Police officers and cars.

A group of these people also reportedly drove a car loaded with explosives into PPD Headquarters, leveling the building and killing at least one hundred police officers. By 11'o'clock, the entire city was engulfed in violence. The single largest fire lit so far is in the cities industrial sector, where a massive oil fire was ignited by a small explosive. Due to the riot, the PFD has been unable to properly respond, and the fire is spreading rapidly out of the industrial zone.

Several dramatic scenes were captured by news crews today, including the storming of a police blockade, where police and reserve army soldiers were seen mowing down a crowd of thousands of charging people before eventually being overwhelmed as the crowd flooded over the barricade and began killing the officers and soldiers, seconds later the camera was knocked off air.

Currently, the huge smoke plumes rising from the city can be seen from up to 100 miles away, and even as night sets in Pharamas, the city is still a light with an eerie orange glow.

The death toll has recently been upgraded to over 1,000, mostly civillians. The rioting is contining and shows now sings of stoping or even slowing. Steward Reinhard is currently considering bringing in the Military to restore order.

ViZion is preparing to send in 2,000 doctors and surgeons. We're also prepared to send in 5,000 peace keepers. We also request to take in these people, instead of sending them off to nations for slavery. ViZion will not enslave these people.

The Government of Tocrowkia accepts ViZions offer. As for the offers for the rebels, how about this? When the riot is quelled, we will sell the rebels for 500 USD a head. We will keep the ringleaders and try them for treason.

We did say the city is land locked, we are in fact our own continent in the middle of the Atlantic.

IC:

The Guardian Angel Tactic was first concieved when the McKagan Army Special Warfare Center (MASWC) needed new techniques for fighting in citys that were not covered in tanks, but still had heavy enemy presense from RPG like weapons or mortars. It could be used in less scale against riots, and had been given a MAJOR boost in how often it was used after the Rose Class Aircraft was invented.

The Rose was really nothing more than a highly armored plane that could carry stuff, but not be defeated by only a few missiles.

MA-1, the first of the planes built, was now on it's way to Tocrowkia with it's 8 COV-08, the main APC in McKagan, load. With nearly 70 troops aboard, it was fairly heavily armed.

Once on the ground it would set up a secure area at the airport, a communcations centre, and then send it's units out into the urban abyss.

The Angel Teams, which could stay in the field for a few days at a time, would then branch out and covertly take over buildings, any building, to set up sniper/recon stage points. The APC's could coordinate, and were actually fairly well hidden, even being made to be covered by tarps to look like random debris in some urban centres. Each APC, carrying 6 troops, had 3 snipers, and a 15mm Gun.

Ok, troops are being sent, ETA about 7 hours (Ns hours, of course) (Its a long distance from my land to the mid atlantic)...

OOC: Just a quick report on what is being sent

75 soldiers trained for riot dispersal, roughly 1/5 of them speak the Tokorowian language fluently, the rest have just had a quick crash course a few hours pre-launch.

They are armed with full auto capable carbines that have medium body armour penetration power at ranges of up to 250 yds, 1 man in 5 instead has a SAW esque machine gun for supression fire and heavily entrenched foes instead of a carbine.

They are organized into 3 25-man teams, each in a seperate transport. The transports are armed with a .50 cal quad-mg array, for LZ-sweeping and anti-aircraft defense.

[OOC: If Tocrowkia weren't an IADF member, I might be tempted to support the rebels. We're big on supporting democratic rebel groups. Monitgnac Civil War, anyone?]

Though the Democratic Imperium of Halberdgardia is currently involved in a large-scale conflict with the nation of Doomingsland, and so we cannot make a large contribution of military forces, we still feel compelled to assist a fellow IADF member. However, we do have some unconventional assets at our disposal that should greatly aid you in suppressing the rebellion. We would seek permission to utilize these assets as we see fit, and we hope you will accept our help.

[OOC: Tocrowkia, the "unconventional assets" I speak of are actually just a single item, a little something code-named Collateral. Please check my Project Ethereal (http://forums.jolt.co.uk/showthread.php?t=444680) thread for more details. I've yet to test them in the field, and this looks like the only active thread I could plausibly use them in. Just let me know when you've finished reading the thread, and I'll let you know what ideas I've got on how we'll use Collateral. Thanks.]

Although South Helghan usually supports Democratic groups, we condemn such radical actions. 557th Military Police Battalion is on stand-by and ready to move on my order. We request permission to land our troops in Pharamas.

Here are our terms:

1) Any armed civilian is considered hostile and should be shot on sight.

2) Unarmed wounded civilians are not considered hostile and should recieve medical attention.

3) All civilians in our designated area will stay inside and not wander outside for the first 48 hours of our operation.

4) All houses will be searched for weapons. If weapons are found, then the elder members of the house are to be put under arrest and held for questioning.

5) Curfew will be set in our designated area. No one is to leave their homes between 9PM through 6AM. Anyone who does will be arrested and interrogated.

Do you agree to these terms?

OOC: I don't know about Tocrow's opinion, but usually, one doesn't make a listing of "I will come only if you BLAH BLAH BLAH"s if the other party could do well alone. (counting other international bits of aid)

And, anyway, I think It has been 7 NS hours-ish, so I might as well have my troops get there.

ENTERING CHARACTER

Outskirts of the City

Onboard a cramped, low altitude VTOL transport plane sat 25 marines, all armed to the teeth with automatic weapons. Outside the small windows were visible 2 aircraft, in a reverse V formation (think geese) with the first transport. They were rapidly approaching a clearing just outside the city that would serve as the landing zone for the troops. The enemy would be a large amount of rioters, who had set large areas of the city alight. All the marines were armoured enough to take a bit of fire, but any large caliber ammo or vehicles and the Istanili army would be down a marine.

Over the intercom blasted the mission commander's voice into the bay of the VTOL. "All right marines, we have 30 seconds till drop! The LZ should be clear, but be ready for anything!"

Normally, we would object to any other nation laying down laws indifferent to our own in on our own soil, but how ever this is an emergency and we shall accept.

*****War Bunker, Under the Imperial Palace*****

The air in the bunker's war room was hot and stale, and smelled strongly of cigars and alcohol. Indeed, the men sitting at the large rectangular metal table had drinked and smoked more in the past twenty-four hours than they had normally in a month.

The room walls had dozens of plasma-screen television sets, each showing various news stations broadcasting on the situation in Pharamas. At the far end of the table sat the Steward of Tocrowkia, Willhelm Reinhard. The very man that many speculated was the cause of this riot.

Willhelm sat reclined in his chair, arms crossed and eyes motionless. He had worked very hard over the past few years to seep control away from the Royal family and turn Tocrowkia into a Military dictatorship. Indeed, none of the other men in the room were of the royal family, nor important politicians, but rather high ranking generals in the Tocrowkian army. The area around the Imperial palace was generally safe because of dozens of roadblocks and hundreds of soldiers, but Willhelm wasn't going to take chances.

The General's argued continually with each other in a debate that seemed to last for ever, each having his own solution to the problem. Many of the ideas were very extreme, and would cause severe International backlash. Willhelm sighed and scratched his forehead before clearing his throat, which silenced the room immediately.

"Gentlemen."

He began smoothly.

"After hearing the various suggestions you all have so contributed, I have decided to activate the 5th Rapid Reaction force, as well as elements of the 14th Air Guard. This way, we can have twenty five thousand boots on the streets by this time tomorrow. The Air Guard will support our troops in re-taking the city from the rebels with machine gun fire, and if need be, missiles."

He ended, all the generals simply nodded. They could do nothing, as ultimately, Reinhard was really the man in charge of the country.

The Imperial Race wishes to aid the government in anyway possible. we are ready to send 15,000 troops and 500 of the PS(elite Troops) to aid in keeping the nation safe. With its permission of course

A cleared area, about 250ft outside of the city

The pilot shouted into his radio "LZ looks secure! Get down there and kick some rebel *censored for forum famly friendly-ness*, marines!" The VTOL tranports hovered just 1 foot or so above the ground, as the 75 men filed out of the bay of the planes while keeping their guns ready incase of an ambush on the perimeter.

The planes were just starting to lift off, and all the men were in postion on the ground. Various seargants were shouting out various orders as suddenly an RPG round streaked out of the window of a nearby building, followed by a few others from other windows in the same building. They struck into the transports from the "dead-zone" of their guns with a thud, and then miliseconds later a deafeningly loud BOOOOOOM.

The VTOLs exploded as the rpgs struck home, sending showers of flaming debris across the area. The troops who weren't injured or knocked over by the blast started spraying fire towards the windows, in an effort to take down the enemy troops.

Staff Seargant Raus looked across the devestated urban city from the FT1074 Air Transport.

"Seargant! We'll be at the drop zone in a few minutes."

"Alright listen up men! Our objective is to secure Block 4 in the northeastern part of Pharamas. Fireteam Charlie will be providing covering fire from that apartment building."

The seargant points at the high-rise building in the distance.

"Intel says that we'll be encountering light to medium resistance so stay al..."

The seargant was cut off by small arms fire from the ground.

"Ahh..shit! Hostiles four o'clock."

The entire fireteam opened fire at the unseen enemy as the Transport dived down to the DZ.

"Everybody get out! Marcus get on the radio and contact Charlie for fire support.", Raus yelled.

"Charlie Six, This is Goose Seven. We encountered hostiles about two kilometers away from us. Do you see any hostiles near our position?"

"That's a negative Goose Seven. We see no visible hostiles near you.

While Marcus was on the radio, the other members of the fireteam began searching the nearby homes.
