"Welcome back to RNN, I'm just outside Thebes City High where twelve Muslim girls have just had their enrolments revoked for violating the controversial Secular Education Act. Which bans the wearing of any religously identifiable items of clothing or jewellery in state schools and will begin a one year phase out of religous dress in private schools.

The Act has been criticised for containing a clause allowing for 'a cross of no more than 3centimetres by two' to be worn underneath the clothes. Whilst an out and out ban on religious headress has been enforced. With me now is Minister for Education, Senator Thomas Julian. Good morning, Minister."

"Well that's an out and out lie. You'll notice clearly identifiable symbols such as Crucifixes & Star of Davids have been completely banned. Crosses have been allowed as after much consideration, we felt like other acceptable jewellery they are not religion specific. However, you may notice that they must be hidden from sight at all times..."

"Is the Government concerned, at all, that over the past week 38 Muslim girls have been expelled from schools accross the country?"

"We are more concerned that 38 Muslims. 7 Protestants & 3 Pagans have willingly violated the law and disregarded authority. These are not the sorts of people we want in our schools..."

Provisional Senator Caecilius Alieus Gaius: As an aside, I would like to bring to the Provisional Senate of the Republic's attention recent developments in the Constitutional Republic of Rotovia. As is well known due to the widespread attention it has received in the local media, Rotovia recently banned the wearing of religously identifiable items of clothing and jewellery in schools.

On behalf of the Republic of Praetoria Novus, a state which is officially secular and atheist, I'd like to congratulate the Government on its move.

Provisional Speaker: May I remind the House that any declaration by the House must be passed via motion and that, it any case, it has never been the policy of Praetoria Novus to comment officially on the domestic policies of sovereign nations.

Green Sun will gladly take all of the violating students for their private education. All funds that were being wired to their private schools will be simply diverted to our school at no extra cost. Should the fee be lesser, we will charge the reduced amount. No person should be expelled for their casual representation of their religion.

Whilst the intentions of Green Sun may be good I feel it nessacary to envoke section 42 of the State Powers Act, allowing the blockade of foreign funds into Rotovia where doing so undermines government policy.

The Government has outlined a policy to ensure that religion and education are not muddled together and we will not have this undermined. By the year end all schools are expected to be complient or we will be forced to take a zero tolerence approach.

If passed, the Mondothian government is expected to extend Educational Refugee Status to all Rotovian Students. The special rights granted to Refugee's under the Educational Refugee will include free transport of family and belongings to the Mondoth School District of choice, Special Housing opportunities (depending on current home), immediate and free integration into the Mondothian School System and temporary availability of free school lunches and exemption from extra curricular fees for the first semester. Educational Refugees will be granted all rights pertaining to any Refugees falling under the Refugee acts including Temporary exemption from laws differing from those of the originating country, temporary reduced taxes and automatic enrollment in an unemployed immigrant support program

In other news The first Shipment of the new IF/A build F-14s has been stopped for inspection by Democratic colonies forces out side of White Nazi Power. this marks the first time a Mondothian merchant vessel has been thus treated and there is little indication on how the Government will handle the situation.

As of this morning all state funded educational institutions are to fall into complete compliance with the Secular Education Act. Schools failing to do so will find all guilty parties prosecuted to the fullest extent of that law.

In regards to a recent appeal lodged by The Islamic Council of Rotovia, reuqesting an exemption for students wearing bandanas. This request is denied. Not further consideration will be given to the matter.

School Boards are reminded that the Secular Education Act supercedes thier powers in regards to uniform and dress code regulations and we are aware of a number of School Boards who are presently violating the law by allowing exceptions. This will end immediatly.

"Hear ye, Hear ye, the section has now commenced," said the Speaker of the House. "First Grievance, is from the Minister for Religious Tolerance, Archbishop George Brown."

The Archbishop, dress in his religious clothing, stood up to his microphone.

"Mr. Speaker," he began. "My grievance is not from the people of NC, but of one of our close neighbour. Indeed, it is Rotovia- again. Some of my Muslim friends have been complaining of human rights abuse of Muslims in Rotovia-. Many of them have been banned for attending school for just expressing their religion. This is abuse of the fundamental rights, and I believe that Northern Colonies should take a pro-active stance against it."

"I believe that the Shadow Foreign Minister wants to say a few words," replied the Speaker of the House

The Shadow Foreign Minister stood up to his microphone, "Indeed, Rotovia- may be doing those thing. However, Rotovia- is a secular state, with its own sovereignty, and thus, it can do whatever it wants."

The archbishop responded back, "Isn't it the authority of all Northern Colonists to fight this kind of oppression, in accordance with the Declaration of the Rights of Man and of the Citizen."

The shadow foreign minister sighed. He knew it was worthless trying to debate it, because he knew everyone would vote with the Archbishop. He didn't not speak after that and the Speaker of the House then when on to the next grievance.

We at Space Union find this act appauling to our population. It goes against the Freedom of Religion that should be in place with all countries. I can't see why you would pass a law, as most of Space Union's population are Sikhs, resulting in many wearing a turban. I also wear a turban for your information. So this would complicate any diplomatic ties or relationships we will have if we ever do. We hope that you will repeal such a horrible act. Thank You.

Providing your missionaries obtain proper travel documents prior to entering any Rotovian soveriegn or subordiante state and comply with all Imperial, Republic, Province or Local laws that may apply, The Government of Rotovia does not object to the presence of your missionaires.

Please be advised they may not enter government property, including state run educational institutes. Also, if they intend to conduct religous solicitation whether door-to-door or in public space, please be advised that this may only be done under permit form the local council. Normaly avialble for $300 plus a small processing fee.

Moving onto your concern for the religous rights of the students under the Secular Education Act, as yet the Ministry has found no violation of either the Decree of Rotovian Rights or Civil Freedoms Act.

We feel wearing symbols for supporting a 'religion' to be the same as wearing a Mighty Morphing Power Rangers Outfit because you're a fan of the show. The Educational Refugee Act passed all three houses earlier today. With the passing of the Bill, Mondoth School Districts are now obligated to take in international students, a mandate that is expected to cause some tension in several provinces. With the Passing of the act, the Mondothian Government is expected to extend Educational Refugee status to students expelled from Rotovian schools for the wearing of religious paraphernalia. However, after a recent Rotovian Statement regarding emigration from Rotovia, events have begun to get more complicated.
Sarah Jennings, Head of the House of International Affairs said in a response to the Rotovian Statement:
"We have opened communications with Rotovia to hopefully allow these students to have the quality education denied to them by the lack of spirituality in the Rotovian Government. The issue is in their hands now."

The Minister for Equality & Civil Rights has independantly investigated the Secular Education Act and found no violation of The Decree of Rotovian Rights or The Civil Freedoms Act.

The Rotovian Government maintains the importance of an entirely secular education and is greatly troubled that parents would be so negligent as to place their religous beliefs above their child's education. it is exactly these soughts of extremist and dangerous ideals we hope to curtail.

Students are free to practice their religions openly, outside of a school enviroment. However, we ask that inside our institutes of learning they confine themselves to study.

As for a request for an emmigration licence on the grounds of a grant of refugee status I cannot and will not grant such approval. This would require that the persons named are being unfairly persecuted and nothing of the sought is going on.

Small groups of students will not abide by a law that seeks to make everyone equal inside a school enviroment.

If you wish to seek immigration authorization on legal grounds that may be considered, but the I cannot grant a refugee status to those who do not warrant them.

Will the student be readmitted after a certain period of time, or is this a proscription from Rotovian schools for the entirety of the individuals life. It seems that the latter is harsh, however the former seems appropriate as it is similar to action taken on cases similar in infraction consequence. Unless this is a permenant ban you have the support of our govenment, whatever this comes to.

It seems that the latter is harsh, however the former seems appropriate as it is similar to action taken on cases similar in infraction consequence. Freedom of Conscience and Freedom of Expression are very important to our nation and are cornerstones of this administrations policies. However, as is the Seperation of Church and State, which we believe must start in our institutes of learning.

As we have previously mentioned students are free to practice their religions as they choose, providing they do no harm. We will not however, tolerate religion in the classroom or religous segregation caused by religously identifiable dress.

Muslim girls are free to follow in the actions of Catholic students (whom wear hidden crosses) and wear a star and crescent pedant measuring no greater then 3cm by 2cm, hidden under their clothing at all times.

Please be advised that Rotovia does not consider any of these students refugees of our government and intends to respect their rights and hopes they will learn to respect our laws.

This Secular Education Act is nothing more than a wolf in sheeps clothing. The ideals of Secularism are simply binding the human mind and beliefs to something it chooses. It doesn't allow the mind to experiance all it can. The only real reason why this 'Act' has been implemented into Rotovia schools is to stop the 'clicks' which could form around religious beliefs. Such an ideal is foolish at best.

In Jagada, such 'clicks' do exist, but are few and far between. How? Simple, you allow children to use their minds and stop holding their hands, let them root these religious problems out. First of all, it is Alexander, not Alexandra. Alexandra, is the female version, and I would not appreciate if you will go that low to insult me.

Secondly, you say learning. We believe school is a place for learning religion as well as other studies. However, that religion implies religious tolerance, not the 'shoving down religion into ones throat.' You have shown that your country does not tolerate religion, and it will become an issue in the future, as you have taught them that it is shameful to express themselves in a religious context.

Thirdly, you say as long as Rotovia stands. Let's just say that it could reign for a long time, or be cut short.

The private and public practice of faith is welcome and will not be infringed upon, but that will not allow us warrant to disregard the standard of education we owe to our students.

LETTER OF RESPONSE
THE PATRICIAN ORDER

To George of Unending Virtue,

At the request of the Ministry for Foreign Affairs of the Constitutional Republic of Rotovia and Her Subordinate States, I write with the authority of The Eternal Rotovian Empire.

It seems our Great Seal is of some confusion to your nation and as such I shall explain it's importance and symbolism.

The Great Seal is featured in blue and gold with blue representing the official colour of the City of Athens, the gold representing the grace and majesty of the Rotovian State.

Around the outside of the Great Seal is a lorrel, a symbol for the Senate of Rotovia for over four thousand years.

The Great Seal features a blank Sheild of State in it's centre. Traditionally this Sheild would contain the symbols choosen by the sitting Imperator of the Eternal Empire of Rotovia, to which the Constitutional Republic is a Founder State. However, since no Patrician sits upon the Imperial Throne, the Sheild is blank.

Contrary to certain opinions the white cross does not hold any religous affiliations, but rather represents Via Athenos, Via Thebus, Via Sparta & Via Deos. The four roads that link each of the four City States of the Republic. This is featured in white, as a symbol of the peace between them.

The Crown that sits atop the sheild, is that of the Imperator. Forever above the state, preserving it's freedom.

I hope this solves any confusion on the matter.
