The Corporate Militia which defends Hawk Aero's factories, industrial centers, and corporate offices, is in need of experienced military trainers to train recruit, both old and new. However, we want the best training possible, as our factories and offices become increasingly open to attack as they grow in numbers. If interested, make an offer.

We can have a team of 300 Incorporated Troopers there in a week to begin training your militia. They are the ones who trained the Royal Incorporated Army, which has had widespread success during the on-going civil war in SkyCapt. We would send more, but troopers are currently in demand.

OOC: I'm not going to be online until maybe 3:30 in the afternoon tomorrow.

Official Diplomatic Communique
To the Hawke Aero Industries Corporate Militia
From the Office of Foreign Secretary Stephanie March (http://img.photobucket.com/albums/v207/JC_Denton/NationStates/March01.jpg)

The Democratic Colonies is willing to recieve up to 7,500 trainees per year, for a period of ten years, for training in the Democratic Colonies. Training would be available at various state of the art military and law enforcement facilities, including:

- The Army Combined Ground Combat School at Redcoat, which can train capable, professional, and disciplined infantry and armoured personel able to enage in combat, peacekeeping, or humanitarian operations in any environment. It is important to note that the Army Combined Ground Combat School teaches with the doctrine of "Everyman a Marksman" in regards to infantry forces. All infantry rifleman will be trained to be proficent marksman, able to accurately defeat targets at long range with single rounds, without having to resort to the massive volumes of fire needed for the "Supress and Advance" tactics used by some other nations.

- The Army Special Urban Combat School at Hessingdale, which can impart a further understanding of the skills needed for effective urban combat to both infantry and armoured personel, while also stressing techniques through which collateral damage can be minimized and effective Close Quarter Battle manuvers utilized.

- The Army Airbourne Training Centre at Passchendale, which can train infantry and armoured personel in the skills needed to perform as effective paratroopers and airmobile forces.

- The Joint Services Peacekeeping Academy at Viconia, which can further train infantry and armoured personel in the areas of peacekeeping, crowd control, disaster relief, humanitarian operations, police functions, and conflict resolution.

- The Colonial Security Bureau (http://img.photobucket.com/albums/v207/JC_Denton/NationStates/93f6f6a9.jpg) Special Tactical Operations Academy, which can train personel in proper law enforcement techniques, arrest-and-secure tactics, non-lethal combat methods, Close Quarter Battle manuvers, hostage rescue techniques, and basic negotiation strategies.

The Colonial Army from which the milita trainees would recieve the bulk of thier training is not the most renowned in the world, but the Colonial Army prides itself on its consistant professionalism, discipline, and competence in all areas, as well as excellence in peacekeeping and humanitarian duties.

The training recieved at Colonial military institutions not only teaches combat skills, but stresses the responsibilities that a soldier has to one's self, one's unit, one's nation, and most importantly, to the ideals and duties inherent in one's uniform. The Colonial Army once suffered a horrible scandal in which it was revealed that soldiers of the Colonies had raped, tortured and killed suspected terrorist insurgents during the peacekeeping of Rai-Dilas Arabia. The Democratic Colonies has, in the years since that incident, restructured its training regime so that at every turn in a man or woman's training the ideals of personal honor, responsibility and duty is empathized as something of paramount importance. Compassion and mercy are considered to be an important part of a soldier's personality, and it is taught that to act in manner that would constitute the betrayal of the ideals represented in one's uniform is the most foul of failures one can experience.

Should the Hawke Aero Industries Corporate Militia accept our training, the Democratic Colonies would like to request that instead of monetary compensation, that the Democratic Colonies, in any future military operation occuring within the next thirty years, be permitted to utilize Hawk Aero airport, seaport, and non-critical military facilities for the rearming, refueling, and resupplying of Colonial military aircraft and sea vessels. In the vast world of today, a problem often faced by Colonial military planners is the vast distances that are often involved in military campaigns - if Hawke Aero would permit the Democratic Colonies to use thier facilities in reasonable manners, then the Democratic Colonies would be quite appriciative.

If this offer is unacceptable, please feel free to suggest counter-terms so that we may reach a compromise.

Signed,
Foreign Secretary Stephanie March, Federated Union of Democratic Colonies
