Coalitionism

What is Coalitionism you might say? Well, it is a form of government unique to any and all before it. If you are interested in installing a new government, or simply wish to know what all this nonsense is about, read. If not, this will be a complete waste of time. This work will be broken down into three parts, the basic definition of Coalitionism, Coalitionist Philosophy, and the Structure of a Coalitionist Society.

Def. Coalitionism (n.)
a. A form of government headed by several government sects that maintain political balance through struggle for dominanance.
b. Form of Governmental Philosophy established by Richard Kriar in California, 1997.

Coalitionist Philosophy

The Philosophy as devised by Kriar involves many non-traditional ideas reguarding the government. According to Kriar, the only way to create a strong nation that will never fall is to hold one at constant struggle within itself. Supreme Power or ultimate domination can never be achieved by a nation if it expects to reign without end. Any nation that becomes a world power, or the world power for an extended perior of time will naturally fall, if not completely, then from its status. The key example used in Kriar's book is the Roman Empire. The Romans ruled the Mediteranean for a thousand years. They were the strongest military, philosphical and economic power in history. Why did they fail? Confidence, laziness, and a sense of superiority. The Romans lived under an Emporer who sat with undeserved power that he had no fear of losing. There was no compitition in this political scheme, the Emporer could merely sit down, and watch as his nation lived, he needed to do no work, for there was no legal possibility of losing his throne. This enduced a sense of security among the Royal Family, and the people of Rome. The people of the Roman Empire had become so confident of victory, they had no fear of barbarian invasions, of internal weakness, of anything. Their sense of superiority was supreme, the legend of Roman Superiority granted the people the notion that they needed not fight wars to win them. Laziness, and confidence overpowered the military, to the point they feared no enemy. Barbarian Invaders, filled with the pride and determination the Romans once had, overthrew the now confident and lazy Romans. Once a nation believes itself invincible, once a nation has no fear, and no longer needs to struggle to maintain itself, once a plateu has been hit, the nation has failed, for in time, a new nation, filled with determination and somthing to prove will come along, and defeat the old nation due to their sense of invincibility.

The Coalitionist Philosophy states that the only way to prevent a sense of superiority, to prevent laziness, and a sense of security, is to keep the nation at constant struggle with itself. No group can ever assume power with no threat of being removed. Only those that truly long for power can have it in a sucessful society, and no power is left untouchable. An opposing internal faction is needed to keep the ruling group active, to keep them scared for their place of power, to keep them working non-stop forever, in order to maintain a functioning society. If one ruling section is permanently in power, they will naturally become lax, lazy, and uncaring for the needs of the people. Once World Power Status has been obtained, that nation will have no goals or objectives, no opposing force to fear, no reason to keep active. Coalitionism stresses the need for constant internal stuggle, so even if a power has been the World Power for 500 years, the current ruling party will continue to work as if they were a nation under attack, for they will always fear an opposing faction taking their power from them.

The Coalitionist Philosophy demands a strict seperation of church and state. As Chruch is the major issue that serparates the people, as well as the major force that moves peoples ideas. If Church Doctrine contradicts Government law, many people will immidietly follow the church, causing internal chaos, not struggle. Religion must be supressed by as many logical means as possible, extending to the point of Educational Classes teaching the immpossibility of Creationism. Religious views being prohibited from being spread by means of mass communication as well as a strict prohibitation of any religious figures being displayed on public property. However, outlawing religion altogether can never work, as the religious fanatics will never stand for such action, and rather than causing desired internal struggle, it will cause internal war and open rebellion.

A nation can be represented as a metal bar. The World Power Empire will be a metal bar that is placed under no weight, the bar remains straight, under no pressure and no stress. The bar remains as such for many years, possibly as many as 5,000 without an ounce of stress. However, in time a force will arise, a heavy amount of weight, a massive force will be applied upon this untested bar, and it will snap. The Empirical Bar has had no preparation, nothing to keep it active and ready. The Coalitionist Bar however, is under constant weight. The Coalitionist bar is never at rest, it is always under heavy weight, constantly working and struggling to maintain itself. When the immense weight that crushed the Empire comes, the Coalition is already prepared, for it has been under such stress before, always being under this weight. The Coalitionist Bar is ready, and supports the weight, bending, but not breaking. Thus, the 'Bend but Dont Break' idea is one of which is adopted by Coalitionism.

The Coalitionist Society

The Government Breakdown moves into two ruling sectors, the Administrative and the Legislative. The Administrative is headed by the Consulship, the Legislative by the Senate. Their power is to be explained in detail later. The two parties of a Coalitionist Nation are the Corporate Party and the Workers Party, both of which are to be explained later. The five sects of a Coalitionist Society are comprised of the Military, Judicial, Senatorial, Corporate and Labor (Worker). These five sects play a key role on the internal function of the society, including elections and the balance of power. The Government is a basic Capitalist System, its finer details determined by the people in power.

Unlike the failing systems of Communism, Fascism and Nazism, the Coalitionist Society does not require unwavering loyalty and support to the party in power. In fact, a Coalitionist entity at its peak has very little support for the party, thus forcing it to preform at maximum capacity. While the Fascist and Communist Systems crumble when their people turn on the Government, the Coalitionist Idealogy strengthens and grows in power as new powers attempt to take control. Freedom of Speech cannot be banned if the system is to work, as if it is, the struggle which Coalitionism if based around is silenced, thus the problems which slowly drift through the grates of the Coalition, clog up, and eventually smash the system of government, as seen in any totalitarian regime.

Democracy as seen in 20th Century America has been critisized for its inability to keep the ruling parties working at its maximum level. The President can only be removed if he violates a given law. If the man in power simply decides to do nothing for his four year term, he cannot lawfully be removed, thus, the country will fail.

Government Breakdown - The Consulship

The Consulship is comprised of five elected officials;

The Consul of the Monetorial- The Consul of the Monetorial is in charge of all economic affairs, distribution of money to internal agencies, the signing of contracts issued to coporations, the setting of tax rates and collection of revenue. Requirements include 5 years at a school of economics. Immidiet Subordanates Include- Secretary of Economic Settings and the Secretary of Tax. The Secretary of Econimics deals directly with business and the state economy. The Secretary of Tax determines what tax settings are needed most, and the best ways to collect such revenue.
The Consul of Justice- The Consul of Justice serves as the Supreme Justice on the Supreme Court, which will be discussed later. The Consul of Justice oversees all issues regarding the law. He decides on the validity of major warrants, court cases, interpretations of the law, appoints district attorneys, and prosecutors to major cases. Requirements include 12 years of school, including law and finishing law. 5 years as a lawyer, and 5 as a district attorney.
The Consul of War- The Overall Commander of Coalitionist Forces. He is the only one (besides the Supreme Consul) that can summon a decleration of war. He is to be of the Military Sect, and qualified for the job. (30 Years of Military Service, 5 Years as a General, 6 years at a military acadamey). Immidiet Subordinates include the Secretary of the Navy, the Secretary of the Army, the Secretary of the Airforce, and the Secretary of Special Forces.
The Consul of Social Affairs- The Consul of Social Affairs deals with all issues regarding welfare, minium wages, labor laws, enviromental issues, foster care, and other such internal affairs. Immidiet Subordanates include the Secretary of the Enviroment and the Secretary of the People.
The Consul of Foriegn Affairs- The Consul of Foriegn Affairs is directly responsible for establishing foriegn agreements, alliances and political pacts. The Consul of Foriegn Affairs appoints Ambassadors, diplomats, and established embassy exchange programs with foriegn nations. He/she is in direct contact with embassys in the nation, and attends all political summits.

The Supreme Consul- The Supreme Consul is chosen by a vote of the five consuls. No Consul may vote for himself, and a vote of 3 is needed to select the Supreme Consul. If the Consuls do not select a Supreme Consul within one week of their first meeting, all five Consuls are to be re-elected. The Supreme Consul may call for a veto of any move made by any Consul, in which the move is temorarily suspended. The five consuls then vote again, a vote of 3 is needed to over ride the Supreme Consul's Veto.

Consuls are elected by a vote of the five sects. Five seperate votes are taken, one for each Consul. The sects hold internal votes, 3/5 sects vote is needed for the election of a Consul. This will be discussed in depth later, in the Sect Category. Consul positions last 4 years with an unlimited number of possible terms.

Governmental Breakdown - The Senate

The Senate is comprised of 100 Members, this is the law making body, directly elected by a popular vote of all the people. (Contrary to the Election Via the 5 sects) 65/100 Senators are needed to pass a law, change an existing one, or scrap one altogether. The Senate confirms all Consulship Nominations, and hold the power to begin the impeachment process of any Consul. This can only be fulfilled with 85% of the Senate in support, as well as the support of 2/5 Consuls. The Impeachment Process may begin if the previously stated entities confirm any given Consul is not preforming to the maximum of his ability, or the ability required by the position. The Trial which removes the given Consul from power is held by the Supreme Court. If the Impeachment Trial fails, the tried Consul holds the power to launch the impeachment process against each Senator and Consul which sought his removal from office. Senatorial terms last 2 years with a unlimited number of possible terms.

Government Breakdown- The Supreme Court

The Supreme Court is the highest seat of Judiciary Power in the land, holding the final say over any case it chooses to hear. The Court holds the ability to deny any case, unless that case has been appointed by the Consulship, or it involves the impeachment of a Consul/Senator. Eleven Supreme Court Honor's are elected for a term of four years. Every year a new Supreme Court Chief Honor is elected from the eleven Honor's. If the Court Fails to elect a member, they are all to be removed from office.

Government Parties

The Parties Produce all Consul and Senate nominees besides the Consul of War. They are the only people that may vote in popular elections.

The Corporate Party (Sect 1)- The Corporate Party Consists of all free market, capitalist types. To belong to this party you must apply and be approved by the Board of Corporate Affairs, requirements vary, usually peoples holding mangement positions, stock holders, CEO's or business operator's and owners are members of this party. This is the smaller of the two parties.

The Workers Party (Sect 2)- The Workers party consists of all peoples that favor high minimum wage, and benefits for the working man and other non-capitalist policies. In order to join this party, one must be confirmed by the Union Board. Requirements are base, working men/women as well as socially tainted lawyers and politicians. This is the larger of the two parties.

Non-Party- Non-Party Members vote in only popular elections, however, cannot vote in sect votes unless they are in one of the other three sects.

Though it would seem the Workers Party is superior do to numbers, social issues divide them, as as it does the Coporate Party. Social issues make up a large portion of the voters decisions, thus not making it an equal split on an economic basis. Niether party has, or may have, any official social stance.

The Five Sects

The five sects are key in electing the Consuls. Each sect holds an internal vote, the vote of 51% gives that sect to a designated nominee. All five sects vote, the nominee with 3/5 sects wins the position as Consul.

Sect One. The Coporate Party. See The Coporate Party Description

Sect Two. The Workers Party. See The Workers Party Description

Sect Three. The Senate. See the Senate in Government Breakdown Section. The 100 Senators hold a vote, 51% of which gives the Senatorial Vote. IF the case occurs that a 50/50 split is happened, the Supreme Consul will pitch his vote as one.

Sect Four. The Judiciary. The Judiciary consists of all judges, lawyers and law related professions (Save Law Enforcement). These peoples may belong to either of the two parties, however, they belong to the exclusive Judiciary Sect in regards to Consul Elections. Judges are appointed for a term of 14 years. The highest court being the Superem Court, headed by the Consul of Justice, whose term is only 4 years.

Sect Five. The Military. The Military and all Military persons, including soldiers, reserves, police officers and all Security peoples belonging to Government. They all may belong to one of the two parties.

Conclusion

The Coalitionist System is set up to keep all sects, parties and members vigilant, constantly fighting an endless war against many different issues that will never cease to arise. Through constant struggle, there is no rest, there is no failure.

Alternate Forms of Coalitionism

In order to alter the Coalitionist Plan, one must only add or change the name of the governmental system based off the changes made. For example, if one made a oppressive Coalitionist Regime that has the Supreme Consul assuming dictatorial powers, one could simply call it, "Totalitarian Coalitionism", or somthing of the like. As long as just credit is implied in the name, you can have a field day with this system.

But, like I said, it is a nice and stable government, but as with most, is corruptionable. Nice, though, I actually thought of Mattian Province (kind of an outcast in my Republic) being Coalitionist for shits and giggles.

Well, sinse I am quite lazy, it is only natural that you would get Jewittism up first... and I dont think there is any government that cannot be corrupted. The best you can do is make a government that can survive corruption.

OOC: I agree with that big time, Jewittism is just as corruptible as any democracy, jsut that it has two fail-safes incase of it (but they as anything could be too). You have four fail-safes...(if I remember correctly).

What causes civil war? Civil war is caused by differentiating opinions. Such opinions exist in any and all societies, those that choose to ignore them do it out of laziness, and stubborness not realism. Now what takes a simple difference in ideas and pushes it from a disaggrement to a Civil War? The inability for the losing side to do somthing about their position. In the Coalitionist System, there is no reason for the losing faction to move from 'Difference in Ideas', to 'Civil War'. The losing faction can gain whatever it is they want from a legal standpoint, and no sane person will chose war over legal opposition.

If the losing faction of said disaggrement desires revenge, they may begin the Impeachment Process of an enemy Consul with their power in the Senate. Due to short Senate and Consul terms, would the losing faction rather wait a few months to elect a new Consul? Or foolishly rush into battle.

If you believe Civil War will errupt due to the Military having more power than modern Militaries, your logic has simply proven why no revolution will take place. The Military is granted a say in how the country is run, however, its say is not a unified voice which will overthrow the country if their will is defied. By allowing and promoting inner struggle, you deal with problems as they come, instead of simply building a wall and throwing the problems over the other side. If you oppress the losing side, they will eventually tire and rebel. If they however, constantly have the legal opportunity to gain power, they will not see the point in such an effort of futility.

Checks and Balances

The entire system is a group of Checks and Balances. The Consulship checks its own power, as does the Senate and Supreme Court. The Senate is also checked by the Supreme Court, as it is by the five sects. The Supreme Court is in turn, checked by the five sects in constant elections. The Five Sects require no checks, as they are the voice of the people in its direct form.
