The time had come... we would reveal ourselves to the rest of society. How they would react to it? We weren't sure. They'd thought we were destroyed and eliminated from this planet. They were dead wrong. We survived. We grew, and we remained in secret. The time had come...
Topiltzin Xiucozcatl had approached the citizens of the Aztec Kingdom on whether or not relations with the outside world should commence, this time, without the ignorance of the previous attempt, whereupon the Aztecs were nearly eliminated from the face of the planet. The citizen were skeptical, but it was rough living in complete seclusion from the rest of the world. They yearned for the chance at growing and expanding relations to the rest of the world, in hopes at living together, with other civilizations in harmony. Of course, this alone was impossible, but having a few good allies would make their arrival on the international scene much worth it.
A vote was issued for the Aztecs to decide on what the next action should be. After all, if the worst case scenario came into play yet again, it would be their decision that allowed it. Topiltzin couldn't live with that burden...
For an entire week, the Aztecs were allowed to vote on this issue. It remained very close for the majority of the time that the polls opened, but in the end, the decision to open contact with the rest of the world was approved only by a few hundred votes. For the five million Aztecs, of which were growing at a fairly fast rate, this meant either glory or perhaps, doom. The doom of their civilization rested in the hands of Topiltzin, leader of the Aztecs, and the one who would be addressing the rest of the world.

Topiltzin walked into his office with a very burdened look on his face. What he was about to say to the rest of the world today would affect his civilization, depending on whether the speech is successful or not. Despite being frightened about it, he had the support of the majority of his people, which still didn't give him much to relax about, seeing as a pretty large minority opposed it. If he were to make a single mistake, his head would be handed to those who opposed him on a silver platter, hypothetically speaking of course.
He sat down in a chair, and stared out towards the marvelous city of Tenochtitlan, in all of its glory. The sun shined down upon its' beauty and blessed its proud citizens with yet another great day. At a distance, he could see a few children running around in front of their houses.
"Ah, the bliss of being young. What I would give to go back to when I was a child..." as Topiltzin sighed. His mind was burdened with the inevitable opening of relations with the rest of the world. He needed to be careful of what he said.
"The civilization of the Aztecs... unspoiled by the rest of the world. I'm afraid that foreigners may ruin the beauty that is the Aztec Kingdom. Though time can only tell."
Getting up from his chair, he looked back outside only to notice that the children had run back into their houses. In his mind, he thought about what their reaction will be to foreigners in the Kingdom. He had his own share of worries about the worst case scenarios...
The time had come for him to give an address to the rest of the world. He was prepared for it, despite the fact that it was obvious that he was extremely nervous. He opened the door to his office, closed it very quietly, and set his head on the door.
"Concentrate." he whispered to himself. "Don't ruin this for your people. They trust you to succeed in everything that you do. Failure is certainly not an option."
He walked down the stairs and out of the front doors where the broadcast would be sent through to various networks, which have been informed of this announcement. Walking up to the podium, he smiled, looked at the people attending the address, and began to speak.
"Leaders of the world,
I come to you today to announce the opening of relations between the Aztec Kingdom and the rest of you. We are no longer going to stay in seclusion, with a mistrust of the rest of the world. In order to succeed, time must be invested in getting to know other leaders of like-minded nations, as well as negotiations with those who may be different from us. If we can work together with other civilizations to bring more prosperity to the Kingdom and their respective nations, then so be it.
We must advise everyone that we are still quite apprehensive about open full relations with anyone, and that we'd like to get to know other nations before we decide to trust them. As a leader, you all should know that your citizens come first, and that their protection is of the utmost importance to any leader. There is a special bond between leader and citizen, as the leader is trusted to lead the citizen through good times as well as bad, and the citizen is expected to honour the leaders decisions, as well as support them through good and bad times.
Getting to know each others' culture is one of the most important things, because of the fact that a misunderstanding between two civilizations can lead to conflict, politically and militarily, which effectively can destroy a nation. We must make sure that this will not happen. The Aztec Kingdom is willingly offering its hand to those of you who may seek it. Will you accept?"
