ooc: a little background before i post. Trotsky, Kerensky, and Kamenev killed Stalin upon Illyich's death and declared Kerensky Premier of the Soviet Union. Trotsky is Grand Marshall of the Red Army and Kamenev is General Secretary.

IC: Premier Kerensky stood in the hall flanked by GS Kamenev and Grand Marshall Trotsky. They awaited the Ukranian delegation with which they would discuss a good many things. It was time for Communism to reign supreme and for the common people to have what they deserve! It was time for a new world...

Premier Demitri Valin knocked on the grand doors of the meeting room. He had permission to go through, but was rather curtious for his comrades were just on the other side.

A "Come in" was heard in Russian and the Premier walked through, his dark mustashio'd face winching at the glaring light. He saw sitting there a few men he knew, quite well.

He nodded, shook thier hands and sat opposite. His advisor, Forgein Valgaurd Alexia Romanov, was held up at the gates due to some "safety" checking.

"I see you all have gotten in your good drinks today, eh?" He marked looking at the buzzed faces of the Soviet rulers.

Premieir Kerensky greeted the man and answered for his comrades by saying "It has been an eager wait." He then proceeded to pour the man some vodka and to bring up what needed to be adressed...

"I understand that you have some talented naval designers." said Trotsky. "I would be interested in obtaining an agreement between our nations to produce your designs and give you your due and we will trade you tanks for the naval designs. Our tank program is among the best in the world perhaps only second to that of the Germans but most likely equal."

He drank some of his vodka and continued on. "I would also be interested in joint military exercises between the Red Army and the VICU Army to create cohesiveness and comradeship throughout the armys incase of attack against one of us. This of course is pending the signing of a Mutual Defense Pact." He smiled to Kerensky and said "The floor is yours comrade."

He looked up at Demitri and said "Our nations were once one and we wish to maintain that brotherhood. I propose a Mutual Defense Agreement, Economic Pact, and NAP all to last twenty years. This will create a link between our two nations that will be undeniable to the world and create two superpowers on the side of communism who will not fight. This is essential if we are to spread our grand ideal. Alas we drag on please comrade speak your mind."

As his Forgien Valguard walked through the door, Demitri began "I am also interested in the agreements, alliance and brothood promotion. Comradeship will always exist between both Oseat and Soviet people, regaurdless of what the two of our bodies attempt to do.

"As to the design swapings, I will gladly agree. I hope that you know the Communes in Ukraine are those for farmland, and a total of only twelve factories exist in the VICU, of which eleven are used for processing argecultural items and tools for such work. I hope you would not mind building up both of our economies with your own industrial might until I can order through a few factory construction plans, identical to Russian designs."

He smiled and took a quick shove of vodka down his throat. Although he was Romanian-born, he had not a high tolerance of alcohol.

His Valguard turned and added as a side-note "Would you mind if the VICU asked for an industrial construction along the coastlines, where we will need to test and construct such vessels you ask. Currently Crimea is a prime naval area, but its technology in construction and testing is lacking and because of this production and speed of advance is slow."

"We would be glad to send engineers and architects to help you construct such factroys and buildings. For the moment we will create the ships and arms you need but once we have provided factories the amount we produce will slowly decrease. I also ask what your views are on the MDP, EP, and NAP which will last twenty years. I also propose that we meet before any major decisions and once every two years to discuss the state of our nations and what is needed and is surplus."

The Premier nodded, took an other quick swig and said "Comrade, the agreements are strictly what they say. Non-Aggression meanning I won't cuss you out and you the same. Mutal Defence is pretty much a gemme, someone attacks me, you got my back, and the same towards yourself.

"It will take a while to build those factories, Ukraine and its other states are all argeculture, so our output will be limited until those industries have gotten more efficent.

"As to naval design, we are already looking into battlecarriers and submarines, two must haves. A fleet could easily just rest on those two, which I am planning; since my Union cannot give enough manpower to the ships."

"A meeting every two years sounds good, should keep the both of us in line."

He took an other swig and kept the floor open for a moment.

The three men conferred and it was decided...

"Very well." said Kerensky, "We will have this document signed and approved and our nations will be a thing to envy."

He took the document from the man who had written down what was to be agreed upon and signed it along with Trotsky, and Kamenev. They then handed it to Demitri and waited...

Demitri signed it, as he was the only real power of the VICU. "As to these tanks you speak of. I have tould many world leaders who were conserned that the Oseat Army and airforces were being trained by the Red forces in our north and east in return for our surplus foods of grain, rie, and other essential cashcrops for three years' time. Would this be too much to ask for? Our army is only one-point-three percent of our total population it is not much."

"We actually recommended this and it is in the treaty."

"Well then, anything else? Such as political changes."

"Nothing currently. However we do wish to form an international alliance with other like minded nations. A International Liberal Union or ILU if you please to combat the UFF and the evil of Facsism from spreading."

"Does sound interesting. Fascism is a spreading threat to my admediate borders, as to your own. I belive we should consentrate more or less away from Europe, and spred our ideology throughout Asia and the Middle East, where our influence beats that of the evils of democracy and the dictoral fascists.

"I also belive we should meet up with the Romanian government, as they seem to be a simple dictatorship of some authoritarian kind, but is close enough to be red."

Demitri opened the board again for any other topics, or a continuation.
