President Cairo holds a meeting with his constitutional advisor Maree Johnston. He asks "How hard would it be to rig a referrendum"
"Excuse me sir?"
"I asked how hard would it be to rig a referrendum so I can get the outcome I want?"
"Sir, that would be illegal, but not be terrible difficult"
"Don't I have immunity from prosecution anyways?"
Ms Johnston looks a little puzzled at the president's inquiry wondering what he is trying to do.
"I dont believe you do, there is no immunity listed in the constitution"
"Meh, I am the president I can do what I like. I own these fools"
The President sips from his glass of water looking quite pleased with himself. "I want to have a referrendum to stop the civil war, have you not seen my castle's wall now"
Ms Johnston can't believe what she is hearing - he cares about a wall but not the thousands of people who died at the hands of the rebels and evil nations who assisted them. She remains quiet.
"I want to hold a referrendum on scraping our current system of government but I want it to be rigged so I get the result I want"
"What if the people find out?"
"How will they know? Even if they find out, we will shoot the trouble makers. Can you arrange a referrendum?"
"Yes sir, I can arrange one with the department of elections"
"Please do so then. I will make a decree for the referrendum. Now you work on rigging it for me"
Ms Johnston can't believe she was just asked to commit a serious offence by the leader of the nation. How dare he put her in this position she thinks.
Later that day...
The press is gathered in the press gallery at the presidential castle anticipating an address by Cairo relating to the civil war.
Cairo walks casually into the gallery, dressed in full ceremonial uniform. He stands at the podium and clears his throat.
"Fellow citizens,
I have today came to a realisation that perhaps it is time for our citizens to decide the future of this nation. I have decreed that a referrendum be held asking you to choose whether or not the current system of government should be dispensed with and a new system introduced.
That will be the extent of this referendum. If the result is positive, then an inquiry into possible replacement systems will be held. I will then put the recommended systems forward as another referrendum.
The current system will remain in place until 30 days after the second referrendum.
I shall set a date for the first referrendum within the next week. The referrendum will be conditional on rebels laying down their arms and discontinuing the violence against the nation."
With that, the president walks out before the press can ask him any questions.

I hope that Cairo ensures we have a fair and open referrendum, however, I am not one hundred percent certain that will happen. We all know how dishonest our leader is.
In any case, on referrendum day vote for a change of our system of government.

I appreciate you giving me an opportunity to explain my reservations about this referendum.
I am suspicious of Cairo's backflip on the matter of a change in government, it wasnt so long ago he made it illegal for cities to hold referrendums on such matters. He also increased the penalty for treason and stated anyone against the constitution was a traitor. I can not see that someone corrupted by their own power as much as Cairo would be willing to give it up in a hurry.
As for Cairo's untruths, one can name many, but the most serious and most recent was during the rebellion. There was a battle in the city of Whistler where our allies had landed and were going to use the city as a port for future supplies. The loyalists got wind of this and began a bombardment on the city. We moved people from the affected areas to a camp which we clearly labeled an evacuation camp from the air. Cairo ordered that the camp and a hospital in the area be levelled, killing many innocent people. He later stated that the nation assisting our effort did this, despite there being independent footage of Magna Cartman Military Planes conducting the bombing.
This is the same leader who withdrew military personnel one day after the bombing in Neptune where some 15000 people died (I took the blame for this personally as it was bombed by an 'ally' who later turned out to be pure evil), he allowed the military to throw a grenade into a crowd of protestors and ordered the execution of a mayor who disagreed with him.
I hope this clarifies my position.

President Taylor walked through the hallowed halls of the Presidential Palace, where he found huge oak doors. He walked through, to find his cabinet sitting. They all immediately stood, greeted their leader and sat on his command, which was straight away. Their respect for him was admirable, their loyalty to their country comendable, as was the work they had done within the cabinet.
"How are you all?"
"Fine" was the general reply from the cabinet.
"Any issues before we begin?" President Taylor looked about.
"Just one sir."
"Go on."
Mr. Lock, Minister of Foreign Affairs stood. "There seems to be an issue with the seemingly corrupt leader of Magna Cartman. He has, well somewhat of a history."
"Is it that bad?"
"Well, we have no solid proof yet, only statements from individuals. But my suspicions grow. I think we should do something." Lock looked worried.
"Keep an eye on it, sir." Taylor nodded towards Lock. His trust for his cabinet was immense, he could give them the go-ahead and not need to organise them such was his trust. They were capable individuals.

The day following the announcement...
General Hegbunnen, leader of the Magna Cartman Army returns to Neptune after spending a week camping in the Magna Cartman bush. During the trip back to Neptune he listens to the news on the radio - hearing that President Cairo has announced that a referrendum will be held shortly.
He is outraged, he believes his leader and close friend has lost his mind - it was only a short time ago that Cairo ordered him to terminate anyone who was against the current government system. He wonders why would Cairo make such a move.
Upon arrival at the Presidential Castle, he is greeted by guards at the main entrance. He stops for a little chat with them before proceeding into the main complex. Once inside he makes the long walk along the stone corridors to the President's office.
He knocks on the Presidential Office door (make of solid oak) using his usual knocking sequence, so as the President knows who it is.
President Cairo answers the door "Mika, how was the camping trip?"
"Cut the small talk TR, what on earth is this referrendum about? You are showing weakness to the rebels"
"Can you honestly see us winning the war?"
"We could quite easily, we have means to do it - even if it means flattening the cities involved. You do realise this is the end of your career"
"It will not be the end of my career, I have an arrangement with the department of elections"
"You have just said to the people - be violent, kill our people and you get what you want."
"They will not get what they want. I will get what I want, and that is a continuation of this system of government. I am not about to losen my clinch over my servants"
"And if you fail?"
"I am the president, I can do as I please."

Lock walked around the cabinet room. Pulling up a seat he flipped open his phone and after entering the pin he phoned the head of the MIS (Muesilanian Intelligence Service).
"Mr. Lock." The voice was familiar, that of Greg Campbell. Not many knew the voice of the famous agent, made head of the organisation.
"The President wants info on this current election thing thats going on. Not top priority, but stick it somewhere on your list."
"Of course, anything for the President."
Click. Dial-tone.
Greg Campbell found a number on his phone. Wesley Kinger.
"Wes. Get someone on the election."
"Sir."
Click. Dial-tone.
Wesley Kinger found the number of another person.
"Dew Anders? New job. Get an ID sorted and get to the RVP."

Dew Anders stepped out of his car, walked two metres away and somebody else climbed in. The car rolled away out of the carpark. He walked through the gate into the airstrip, where he found a small learjet. He stepped in and within a few minutes it was preparing for take-off.

The President is sitting at his desk reading over financial reports slaming back some beta bug juice when he gets a knock on the door.
He yells "Enter"[I], knowing that his secretary and security guards wouldnt let just anyone into this section of the castle.
He is surprised to see none-other than General Weinderberg, head of the United Cartman Terrorist Agency (UCTA). Weinderberg says "Sir, I have something very important to tell you about the referrendum"
[I]"Go on"
"Our agents have heard that there are a number of external parties who are going to ensure a fair referrendum"
"These are?" inquires the president.
"I am not 100% certain, but it could pose a risk to your plans to get the outcome you want. I would say they are allies of the rebels"
"Can you monitor the situation?"
"Yes sir"
"Very good then, just keep an eye on it and I will make sure nobody knows of our plans. If I have to I will start the propaganda bandwagon against them - I will tell the public that they are rigging the referrendum in an effort to take us over"
"That probably isnt too wise sir"
"Is everybody against my idea? Hegbunnen now you?"
"It is just my duty to the people to do what I think is right"
"You have a duty to me and noone else. You do as I say or you will turn up in a ditch somewhere"
"I dont think there is any need for that"
Weinderberg leaves the president's office, seemingly unaffected by the president's threat.

Dew Anders boat hooked up with the fishing vessel. He climbed aboard as the two men swapped vessels. Sticking his costume on (full yellow bodysuit) he moved into action.
Pulling into dock, he walked over to his temporary house. He was welcomed by the owner, where he got changed and moved back out. Now as a hiker, he walked away from the small town, where he was going was unknown. What was sure was that nobody had seen him arrive or leave.

Maree Johnston is sitting in the President's office waiting for him to return from his afternoon snack.
The president walks in, greets her then gets down to business.
"Have you sorted out the referrendum?"
"I have spoken to the director of the department of elections and he is not sure that a rigging can be successfully pulled off"
"Why not?
"He thinks that there are people sympathetic to the rebels within the organisation that would open their mouths about it."
"Could we not do this some other way instead of doing it on paper?"
"We have always used paper for elections and referrendums, it would be suspicious to change that now"
"Why couldn't all the ballot papers be packaged and sent to a counting centre, surely that would make more sense than our current system where each polling place counts and reports back."
"That would be safer, but still a little odd. I am not 100% certain that our citizens will see it as a better way."
"Do you have another suggestion?"
"Actually I do, instead of rigging the referrendum..."
President Cairo interrupts Ms Johnston half way through her sentence - "The referrendum must be rigged, there is no other way around this. Do not tell me there is another way"
"But sir, if the referrendum went the other way you could just put forward systems that you want from the summit"
"I want the system we have now and to prove that the people want it, hence the referrendum will be rigged. If you cant do it someone else can. Now leave and sort this out"

Slowing down gradually, Dew looked about. A motorbike, as he knew, had been set up for him. Donning the leathers in his backpack, and repacking it, he sped off into the distance.
Coming across a crossroad, he stopped. Studying all of the signs, he decided what route to take. One would lead him to a spy mission, one to a infiltration, the other up the mountainous terrain ahead, to a small town perched on the hill. He thought carefully.
After a good five minutes he decided to take the route to the right. He accelerated leaning into the corner and sped away from it.

President Cairo is shown sitting at his large marble desk, dressed in full ceremonial uniform. He addresses the nation on the referrendum to be held.
"Good evening my citizens,
After consulting with my advisors I wish to inform the nation that the referrendum will be held 14 days from today.
You will be asked to vote either yes or no on whether or not you want the current system of government abolished.
The counting will happen at a secure compound so as to ensure there can be no misrepresentation of the vote. The former system of counting at each polling place and reporting the result is not suited to this referrendum.
Campaigning can be carried out by any person as they see fit. I will be campaigning in the next 14 days for my chosen side.
Choose wisely my friends, the future of the nation is in your hands"

President Taylor was a busy man. He had so much on his plate. He contemplated issues for a long time, picking the best for his country.
When the Magna_Cartman refferendum landed on his desk, he didn't quite know what to do. When his cabinet however pointed out the fact it could be rigged, he began to take attention. A strong believer in democracy, he (although not publicly) condemned the idea.
His third meeting with his cabinet was soon. This had been his busiest week yet, what with potential civil war between two groups of civilians, the SkyCapt armies rebelling and this, all on top of normal affairs. He was not feeling too good at that moment.
Walking into the room, he sat down, the cabinet remained standing. After finishing his reading of the folder in front of him, he remembered the men. "Sorry, sorry. Please sit."

"Hmmm, the UCTA. Are you sure they can be trusted? Look at Weinderberg, he turned his back on his leader joined us and then left again"
"They can be trusted, they have long been against Cairo and his dictatorial ways. As you should know the UCTA knows everything"
"Can you get on it at once, this is quite urgent"

She awaited an answer.

A receptionist at the department answers the call from Ms. Pateman of the Muesilanian Daily Post. She says that such questions need to be fielded by Yuri Hill, the director of elections. The receptionist takes a return number and sends the message onto the director.
Around midday MC time, Yuri Hill decides to call Ms Pateman. He is asked the question about them covering the referrendum and he instantly asks "Why would a nation we have never heard of be so interested in our referrendum? Do you suspect something?".
Mr Hill awaits an answer.

In a small, cold room of the Imperial Palace of South Valhalla, two men sat across from each other at a small metallic table. The room was illuminated by a single bulb just above their heads.
This was Storage Room 13.
"So, you say that there's a possibility of the Magna Cartman referendum being fake?"
"Rigged, sir."
"Yes, rigged. I don't like it."
"Neither do I, sir."
"I want you to get somebody into Magna Cartman."
"A spy, sir?"
"I prefer the term 'agent'."
"Yes, sir."
"Who've you got?"
The second man handed the first a slim folder containing very specific information.
The first man read off the name on the folder. "Doug Tooms... is this the pseudonym?"
"Yes, sir. Everything in that folder is completely fictional, until Mr. Tooms arrives in Magna Cartman."
"Of course, of course. Let's pray that it stays this way. In the meantime, Brike'll be maintaining 'good' relations with Cairo. You are to show minimal interest in the affairs of Magna Cartman," he warned, standing up.
"Of course, sir," the second man replied calmly as the first left. He took a deep breath and smiled serenely, before leaving the room a minute later.

IC: Dew Anders looked out of the window of his current residence. A knock sounded at the door. He walked over and opened it. The sweet old granny stood there. "Would you like some tea?"
"I'd love some thank you very much. I shall come down and help you."
He followed her downstairs. He made the tea, she got the biscuits and they had a small chat.
"What are you planning on doing while here then?" The granny was interested.
"Hmm... well..."
"No, its not."
"Good. I am going to attempt to gather some info on this situation we have here. I have cyanide should anything go wrong. If anything does happen, I have to report to HQ. They will take action and I am a risk, I shall be removed."
"Aha..." They drank their tea.

Mr Hill is surprised by the response from Ms Yateman, he expects her to give up given his rude tone.
He answers: "I shall have to confirm this with the president, this is a very special referrendum and we dont want outside interference. The people must be given their say without media hassling them. I will call you in the next few days"
Of course, Mr Hill has no intention of calling the Muesilanian reporter back - he has long established a diversion technique (as most public servants in Magna Cartman) to fob people off.
He sits at his desk for a moment and then decides to call Ms Johnston and inform her of the discussion.
Ms Johnston answers her mobile phone - "Hello"
"It's Yuri"
"Hi Yuri, how are you?"
"I am great, I have business to discuss with you though."
Ms Johnston's tone becomes sombre "What is wrong?"
"Nothing, just that some reporter from Muesilania wanted to send in reporters to watch the referrendum, I think I fobbed her off"
"This is getting worrisome, there is too much interest in the referrendum from outside. If the people find out what the president is planning then we are back to war"
"Dictatorship has worked well for us, why do we need to change it?"
"You already know my views on that. I think we are better off ousting Cairo, he has become corrupt. Anyway, I shall contact him immediately to inform him of the interest"
Ms Johnston ends the call with Mr Hill and calls President Cairo on his secret direct number.
"Sir, Maree Johnston here"
"What is it?" replies Cairo, seeming irritated.
"The department of elections has been contacted by a reporter from Muesilania wishing to observe the election."
"Does he know they are a reporter?"
"I am not sure sir"
"I bet they are spies or something, they are going to bring us down from the inside"
"They could be telling the truth"
"I doubt it, I bet they are Longhorn's buddies who are going to attack us"
"There is no evidence of that"
"I will take care of the situation"
"Alright sir, very good"
Ms Johnston ends that call, shaking her head at just how paranoid Cairo has begun. She expects his action to be very rash and poorly thought out.

Cairo, angered by what he sees as interference by the Muselanian government sits at his desk pondering the best cause of action to take. He thinks about sending a strong communication telling them that interference will result in them being declared an enemy of the nation.
Then all of a sudden he is hit with a touch of sanity (rare for the leader) - perhaps no response is better - anger could be seen as guilt.

A few days on, the editor takes it upon himself to phone the government once more.
"Hello, its the Muesilanian Daily Post. Yeah... we did. Im the editor, Harry Steele. Yes... I know you did... yes. We wish to get a team into your country. We will not film anything covertly. Our team will be publicly doing things - they are working for a national newspaper after all."
He waited a second for a sign of reply. Getting none, he continued. "We want to get the views of citizens to this shock refferendum. After all, lets face it, nobody on earth thought you would ever hold a vote. If its any consolation, our paper, although free to print what it likes, is a government backed paper. They consider it a main broadsheet in the nation."

Mr Hill seems shocked by the interest from the Muesilanians.
"Sorry for not calling you back. I was going to call you today. The president has ordered that you be denied access, I do however think that maybe we can strike a compromise. By the sound of it you think quite lowly of our political system."
"I think you may be confused about how things here work. Our president is elected for life and is the soul person who makes decisions. The people select him and he in turn decides what happens to the nation. No other person has any authority without his say so."
Mr Hill awaits a reply and thinks about how restricted access could benefit the president. It could show that they have nothing to hide.

President Cairo has called General Weinderberg in for a discussion on the referrendum. The small talk goes on for half an hour before they get down to 'business'.
"You know that the UCTA is a big part of this country dont you?" begins the president.
"I do, we do the hard stuff"
"Good, then I have something for you to think about. With this referrendum I need a couple of jobs taken care of. The army is already providing security - as you have probably noticed troops are being mobilised around the country"
"I knew what was going on with the army, General Stinson told me"
"Anyway, people are getting suspicious about the army. They are needed to ensure that nothing happens during the referrendum. What I need the UCTA to do is to conduct a secret operation"
"Go on"
"As you know, the counting will occur at an undisclosed and secured location. This means that the ballots will have to be transferred from polling places to this location. We are using trucks for this. What I am thinking is an attack on some of the trucks, mainly from the rebel regions - you understand, we want to make it look as if the rebels are against the referrendum"
"I dont think that hurting innocent people is the way to do this"
"Ahhh, but it suits my agenda and I will ensure that people who are against the government are driving those trucks."
"Look at how the Whistler operation went. You covered up what happened and it backfired. People found the truth out. Do you not believe that it will happen here."
"So you are against me then?"
"I didn't say that. I am just pointing out that it is not a wise decision"

Yuri Hill had yesterday sent a secured communication to the president outlining his plan to allow the Muselanian reporters into the country.
He arrives at his office for the day and is greeted by Ms Johnston.
"What can I do for you Maree?" he inquires
"I have an answer for you on your plan to please the Muselanians"
"And...."
"The president is happy for them to enter so long as they dont film people voting and so long as they do not interfere with the process"
"I noted that it could be seen as us trying to be honest"
"I wish we could be honest Yuri, I really do. This could be a big move forward for the nation"
"Or a step backwards. Alright, thanks alot"
The discussion then continues, mainly with small talk.
Once Ms Johnston leaves, Mr Hill calls the editor of the Musellanian Daily Post -
"This is Yuri Hill, Director of Elections in Magna Cartman. I have good news. Your crews are welcome to come as long as you do not interfere or take footage of people voting"
He awaits a reply.
UCTA Special Command, Unknown Location in Central Magna Cartman
General Weinderberg requests a special briefing with five of his top agents to discuss the request made by the president.
"I have been issued with orders to carry out attacks on the day of the referrendum. We have been ordered to attack several trucks which will be carrying the ballots from polling places to Neptune.
The President wants to make it look as though the rebels are trying to derail the referrendum and to make sure that a fair amount of yes ballots go missing.
I have voiced my concerns about this only to be called a traitor. I do however think that we shouldnt be putting all our eggs in the one basket. We should somehow send a message to Longhorn and advise him that the election will not be a fair one.
Do you have any questions?"
Weinderberg's agents need not to ask any questions, they understand what is to be done perfectly. All they need to do now is wait for the details of the jobs.

The UCTA wishes to inform you that we have information that the referrendum will be rigged. Part of the reason for the change in the way ballots are counted (doing it at a secured location) is so that the counting can be done behind closed doors.
It is my opinion as head of the nation's intelligence agency that the referrendum has been called only to stall the war. The castle at present has little defences from the air as the blasting of the wall which took out comms lines around the castle took out the SAM launcher controls. This is being repaired as I speak.
Frankly, the referrendum is a big conjob. The president is going to rig the no vote so it looks as though the present system has support, even though most want set terms and a representative government.

Dew Anders made his way through the skylight. Inside the warehouse all was quiet, he made his way to the office at the back. The door was locked. He managed to get it open after a couple of minutes. Opening doors had never been his strongpoint. He made his way to the desk, opening a draw at a time and going through it. Nothing was found. A noise was heard outside. He darted silently over to the door, somebody had just entered. He vaulted up to the metal walkway on the roof. He hung for a while, judging that moving would cause noise. He was out of sight for now.

The secretary replies "I have a letter forwarded from the department of elections, it is marked urgent".
"Thankyou" says Cairo as he slams the door in the secretary's face.
He reads the letter (the one sent to Yuri Hill). He is instantly enraged wanting to know how they could know about attacks being planned. He contacts General Stinson (the man in charge of the entire military) and asks for his opinion.
The general tells the president that he believes that whoever is responsible for the letter should be dealt with by the UCTA.

Weinderberg reads over the letter carefully trying to figure out who sent it.

"I doubt it, it isnt his style"
"I am betting that it is. I am 100% cerrtain that he is behind this somehow"

Furlon Ridge, Western MC
Furlon Ridge is a quiet city on the Western Magna Cartman coast, the mayor Heidi Reins is a vocal and long time supporter of President Cairo.
It is 5AM in the morning, the sun is beginning to come out and the fog is lifting over the city. A group of terrorists pull into the kerb outside the city hall in a mid-sized van. The four of them pile out and make their way up the street. Unbeknown to anyone, the rear of the van is full of explosives.
The terrorists find a phone box, where they call the mayor on her private line. One of them tells her "City hall is about to be bombed. Tell Cairo that either the referrendum is fair or these will be carried out all over the country". The mayor gets off the call and immediately calls the police, but it is too late - the terrorists call the remote detonator in the van - destroying it and the front wall of the city hall.
Windows are blown out of shops opposite the hall scattering glass over passers by - many of them honest shopowners setting up for the day.

The president is standing out the front of the Furlon Ridge City Hall. Emergency workers are seen around him frantically working to clean up the scene.
"Fellow Citizens,
By now I am sure you have heard about the bombing here in Furlon Ridge. I have come here to see the damage first hand and to send a message to those responsible that we will not surrender to scum like them.
It has been said that the referrendum should be postponed until this situation is sorted out. I dont believe that is necessary, these cowards saw an opportunity and seized upon it. Fortunately, we were better prepared than expected.
The city hall will be repaired as will the buildings damaged across the road. The national government will pay for it. We will also as a sign of goodwill pay the funeral expenses of the three shopkeepers killed and the medical bills of those who were injured in this attack.
The UCTA is investigating and have a fair notion of who is behind this. Many have claimed that it is an emerging group - I believe it is an old organisation trying to operate under a new name. We will bring them to justice, I promise you that.
I look forward to seeing the ballots cast in 3 days time.
Good will to all!"
Following the address the president is ushered to his private jet where he is taken to the UCTA secret command station somewhere in central MC.

Dew Anders couldn't have been more than five metres outside of the blast radius. He was trained by the Muesilanian Intelligence Services (MIS) for many situations, this being one. He lay on the ground, head sheltered. Standing up, he cleared himself up, wiping debris and dust from his clothes.
He wandered towards the van that had exploded, a smouldering wreck. Something intrigued him. Covering his hand with his civilian clothing, he reached in and quickly grabbed a piece of metal. He could just about make out the number 52, before it the last two thirds of an 'E'. Slipping it into his pocket, he walked over to a shop where people were gathering. He walked inside, finding absolute carnage. A man lay seriously hurt on the floor. Anders ran over to help. As he arrived, the man looked up at him, and his head fell backwards. Checking for a pulse, Anders found none.
Sirens were beginning to be heard, he walked outside of the shop and slipped away discreetly.

The President touches down at the secret command centre for the UCTA somewhere in central Magna Cartman. He is greeted by General Weinderberg.
"I see you again so soon sir" says the general
"Yes, we need to discuss the situation in Furlon Ridge"
The two men then head towards the general's office where they continue the discussion.
"We have looked into the threat that was sent to the department of elections and have discovered that there is in fact a group called Magna Cartman Libertarians. They are a relatively new organisation but their leader is unknown at this stage"
"Can you say they are in with Longhorn and his lot?"
"They have nothing to do with Longhorn, they are an entirely seperate organisation"
"If they have nothing to do with him then why are they threatening us?"
"This nation has always had those who conspire against the government in secret. There is nothing new about it. It's just that this lot have put their name to it"
"Do you know if they have anything to do with the bombing in Furlon Ridge?"
"It's too early to tell sir, they may and I believe they do but I can not give you a firm answer as yet"

The lead news journalist arrives at work for the day and checks his mail. He spots a package which looks much like a videotape. Interested in what it is he opens it straight away and pops it into his video player.
He is chilled with what he sees. A man all dressed in white stands in front of the camera proclaiming how wonderful it is that Furlon Ridge's city hall has been bombed and that his organisation - the Magna Cartman Libertarians are responsible for it.
The journalist has a copy sent to the presidential castle and decides to broadcast the original.

Moving quickly and quietly he slid under the wooden fence bordering the factory. He lay there silently, waiting for the threat to pass. Nobody showed up. Pulling a combat knife from within his civilian clothing, he advanced towards the factory. Placing the knife within his mouth, he climbed the metal drainpipe. He lay on the roof, looking down onto the entrance. The skylights were blacked out and shut.

A group of around 20 men sit around on the factory floor where they work manufacturing automotive components. The group is a part of the Magna Cartman Libertarians, who use the factory as a source of finance and a front for their organisation.
Their leader stands before the group - "Our operation was a great success, well done people. We are going to show the government that we want corruption no more. Our next attack will occur shortly. You all know what to do"

Mayor Longhorn is sitting in his office eating lunch when hears the glass window behind him smash. He immediately reaches for the silent alarm as he is covered in shards of glass.
No less than 10 UCTA agents storm the room injecting him with a sedative before carrying him out of the room and into a vehicle.

Anders was waiting for something to happen. He sat and waited, waited some more, and waited some more. He put his knife away and got a piece of scrap metal out of his pocket.
E-59. That name meant so much in his own country. For many years they had plagued Muesilania, as they made attacks on cities from within the forests. Back then they were very simplistic. They never got anywhere, they were always halted by the well funded police force and similarly funded military. They had recently carried out attacks within other countries. For what reason nobody knew yet. They always seemed to work in coalition with another cell of different description. Back then it was the Muesilanian Revolutionary Movement, MRM for short. They were broken up after a year due to lack of leadership and more than 95% of members realising that the things they were fighting against didn't actually exist.
Now? E-59 had clearly advanced. They were using weapons of their own it seemed now. E-59 were a serious threat once again. Muesilania couldn't help Magna_Cartman in their situation directly, he, Agent Dew Anders, could though.

The small sedan which Longhorn had been stuffed into the boot of finally pulls up, just outside of Elante. The five agents in the vehicle pile out, open the boot and let out a blindfolded and disoriented Mayor Longhorn.
Two agents return to the vehicle and drive off to avoid being suspicious, the remaining three lead Longhorn down a hill and into a valley where they sit under a tree and wait.
Special Agent Huroshi takes the blindfold off the mayor and asks "Do you know why we have you?"
"I believe I do. I believe that the president has ordered you because he believes that the rebels are responsible for the bombing in Furlon Ridge"
"Are you?"
Longhorn laughs then answers "Do you think I am?"
"No, the UCTA knows it is this Magna Cartman Libertarians organisation who are getting help from a group of terrorists from another country"
"What country would that be?"
"I can not tell you that"
"Where am I being taken?"
"We shall take you to UCTA secret command where you will be spoken to by General Weinderberg. The president wants you taken to the dungeon under the castle but the general doesnt. He believes you will be executed if you are handed to the president."
"Thanks" replies Longhorn.
Department of Elections, Neptune
Four ordinary looking men walk into the department of elections' office in Neptune and make their way to reception. One of them asks the receptionist "We are not registered to vote, may we do that still?"
"Are you on the electoral roll?" enquires the young lady
"No, we have never taken part in any election"
"Can you hang on a second then"
"Yes, maam"
As the receptionist walks off to speak to someone else, each man draws an automatic pistol from their pocket and begins shooting randomly. They gun down around 10 workers before trying to make their way into the secured section of the office - fortunately the door is secured by a pin code. Before they can even think of how to open the door, they hear sirens and flee, leaving only a flyer on the Magna Cartman Libertarians to inform the police of who is responsible for the shootings.

Anything else was second priority now. In his mind he was 90% sure that the elections were rigged. He was off to save the country for no other reason than to stop E-59. His reasons were his own.

The Automotive Components Warehouse in Furlon Ridge
The leader of the Magna Cartman Libertarians Mark Thurling meets in his office with a short muscular female from E-59. The female asks "Do you believe we are getting anywhere?"
Thurling replies "I want to be, but am not entirely sure"
"Look. You need to overthrow this government somehow and install your own system. You have the capacity to lead your people"
"I know that but it is more difficult than planned"
"I have been doing this for years, I will take care of the next attack"
E-59 has it's own agenda and isnt assisting the locals for the local's benefit but for their own. E059 thinks that if they could get control over Magna Cartman they could use it as a hideout and stepping stone for international efforts.
Outside of Elante City
Longhorn and his three escorts hear a chopper flying in from over the west. One escort stands, with his binocculars at his eyes and surveys the sky. "It's our ride" he yells.
The other two blindfold and shackle Longhorn as the chopper lands. All of them are then loaded into the chopper before flying off into the distance.

"You need to talk to the President about that." Linda Morant was arguing with her boss. She knew how he was feeling, close confidant for many years and second in command, as well as good friend.
"I will. For now, I want a report filed on our progress. I also have reason to believe Anders has personal reasons for being there now. I want a report on that also."

Central Neptune Police Station
It is just before 5PM and many officers are preparing for their shift swapover when a massive explosion is heard. The large 3 storey police station suffers heavy damage from a bomb left in the rear parking lot.
The worst damage is sustained on the ground floor around the reception area. Officers in the upper two floors at the rear are showered in glass but escape realatively unscathed. The building is evacuated for fears that it could collapse at anytime, officers help their fallen comrades out into the parking lot where ambulances await to take the injured to hospital.
Official Address from President Cairo
Standing in front of the damaged police station President Cairo addresses the entire nation.
"Today we have suffered from two attacks, one on the department of elections by armed gunmen, the other here at the central Neptune police station.
These attacks are to try and stop us from holden the referrendum. That will not happen. To those who claim it is rigged - it is not. I want this nation to decide it's future.
We will not give into this scum. We have their leader Mayor Longhorn in UCTA custody awaiting his fate.
Rest assured, anyone involved in this will face the death penalty. I have no hesitation in killing them myself.

It was dark in the road, a spot with a gap in between another was lit with a streetlamp. It was cold outside, a slight wind never ceased. One of the streetlamps had a tree branch blocking its light from reaching the ground in some places. It swayed in the wind creating a nice sight to watch.
His shoes made a crisp sound as each foot was placed down. He walked with the military standard marching speed of 120 beats per minute, never varying. He wore a brown, heavy looking overcoat, buttoned up; a black hat that would not have looked out of place in a 1960s gangster film; and a large shadow that swapped between in front of him and behind as each light was passed. As he passed under the covered light he stopped. He sat down on the pavement of the deserted road.
A car drove along the road parallel with the one by which he was sitting, stopping just before the two roads met. It stayed with its engine on for a second, as though deciding where to go, when all of a sudden two black cars screeched to a halt either end of the car, blocking its exits. Men climbed out of both cars advancing on the trapped vehicle, as a fairly small, well built man, climbed out of the car and ran away from the sitting person.
A gun was pulled out by one man, and fired. The man stumbled forwards rolling onto his back. They climbed back into the cars and droved off. The man sitting stood, and approached the car. Putting a black leather glove on, he turned the key in the ignition so the car ceased to run. He then continued walking in the direction he was going originally as though nothing had ever happened.

It is getting late in the day and the members of the MCL hold a meeting to discuss where to go next. As they are meeting in the cafeteria they see the woman from E-59 walk into the complex through the window.
Mark Thurling (the organisation's leader) walks out to greet her and usher her into the cafeteria.
Thurling then sits down and waits for the E-59 member to speak.
"The attack in Neptune today was done solely by E-59 with no screwups. It was done well and should get the point across" says the female.
"What do you mean no screw ups? Our attack here went well"
"Yes, but everyone is blaming the wrong person for your actions. You want them to blame MCL, you want them to fear MCL, you want them to know that when they screw up you will attack"
"How does anyone know who is behind today?"
"They dont, that is why you need to now come out and say I DID IT"
"Very well"
"I will contact you when we are ready. Know that E-59 will stand beside you"
With that the woman from E-59 leaves the warehouse.

Time: The day before the referrendum
All over Magna Cartman, military trucks are moving soldiers in to guard polling stations as they are setup. The soldiers have the power to shoot anybody they believe is acting suspiciously.
National Emergency Command Centre, Presidential Castle
President Cairo and General Hegbunnen, Stinson and Weinderberg meet in the underground command centre to discuss the situation throughout the country.
"It is alarming that they managed to carry out a shooting and a bombing yesterday. I want to know who is behind this and have them taken out" says Cairo
"I have told you who is behind it, the Magna Cartman Libertarians - we have also established that the leader is the man in the video and is Mark Thurling, a relatively unknown" says Weinderberg.
"Who is helping them?"
"From what I know no one is"
"What about Longhorn?"
"We have him in custody at our secret command post and base in central Magna Cartman. He doesnt....."
"He should have been bought here as the president ordered" interrupts General Hegbunnen.
"No he should not have"
"He should have been bought here, interrogated by MY special services division and then HANGED in the town square" demands Hegbunnen.
"You pair - QUIET" yells President Cairo.
Hegbunnen and Weinderberg look at each other with death stares for a moment and then look directly at Cairo.
"I want to make sure that this isnt going to happen again. Sort out your issues and make sure we are protected. Tomorrow is a big day"

Greg Campbell sat down on the cerb. He thought about the incident, replaying over and over in his mind. He stepped out into the road and reenacted the man that climbed out of the car. He walked his steps and looked at the ground. Not a sign of blood and certainly no body.
He went back to the cerb and started piecing it together in hid head and considering the possibilities. He sat for a good minute and then got up and searched the area. There were so signs of the marks on the road where one car had screeched to a halt. There was no car.
He sat back down, puzzled. He wasn't as sharp as he was twenty years ago, a young recruit to the MIS. He had come a long way since then, climbing through the ranks.

Dew Anders sat on the bench watching the person in the shop. They were browsing. He checked his watch. 9:57. They went out of the shop and headed in his direction. He kept an indirect eye on them. They walked past him down the road to his right. He stood and walked out to watch as they walked down the road. He crossed the road so he was on the opposite side and walked after them.
They turned down an alley, he took his chance. He ran up behind the person, knocking them to the ground with his shoulder. He rolled the man over, lifted his head and headbutted him causing his nose to bleed. Pinning him up against the fence he spoke to the man sharply but quietly. "You might not know me, but I know you. Six years ago you were in Muesilania." The man looked terrified. "Your face appears in my head everytime I close my eyes. You wrecked my life." The man looked confused. "You don't remember do you? Fifteen past six. My family were in the cinema when the bomb went off. The roof collapsed and they were crushed. They wouldn't allow me to see their bodies. They had to use dental records to confirm it."
Anders dropped the man to the floot, punched him and lifted him back up. "What are you doing here? Gonna wreck another mans life?"
"You going to kill me?" The man spoke with a Muesilanian accent, as some blood rolled into his mouth.
He was thrown to the floor, hit two times and pinned back up. "It depends how far we get. WHAT ARE YOU FUCKING DOING?" Some birds flew out of a nearby tree and a dog barked a few times.
"This corrupt country is to be destroyed." The man had an evil look in his eyes. "Cairo must not live! The country will be plunged into darkness, and through the ashes shall rise a new nation, never seen before, never feared in the same way before, never having the power to do so much before. The world WILL change."

Department of Elections, Neptune
After cleaning up the bloodshed from yesterday's shootings business is as usual at the Department of Elections office in Neptune. The workers are co-ordinating the distribution of ballot materials and planning on the transportation of cast balllots following the referrendum.
Secret Vote Counting Centre Outside of Neptune
A barn on a property on the outskirts of Neptune is being prepared for the vote counting.
Unbeknowns to anyone, a group of 5 militia are waiting in the scrub around 300 metres from the barn. Soldiers are on constant patrol, but seem to overlook the men. They pokr their heads out of the scrub as a large black car pulls up outide the barn - they know their target will be getting out of it. 8 soldiers surround the car as the door opens and President Cairo steps out.
The militia ready their guns, stand and take pot shots at the president, hitting him in the lower arm. Cairo drops to the ground in agony as his soldiers run into the bushes. 4 soldiers are shot down. The once quiet farm is awash with gunfire, turning it into a battleground. 2 of the militia are shot in the back of the head, but the other 3 escape unharmed.

President Cairo is lifted into the back of the vehicle that he arrived in and sped off to hospital. Cairo yells at the driver "Hurry, I am bleeding like hell here".
Blood stains the back seat of the flashy car, as Cairo's arm despite the efforts to slow the bloodflow continues to spew out.
Once they arrive at the local hospital, Cairo is lifted out of the car and carried inside to the emergency department. Patients awaiting treatment, nurses and doctors all look on surprised to see their president in a public hospital. Most thought that the likes of Cairo would use private facilities.
Cairo is triaged then taken into the emergency department where a doctor checks him out. The bullet is removed, wound cleaned and stitched up and Cairo is told that he must stay overnight for observation in case of infection.
