Intended as a tool for restraining the rebellious impulses of conquered nations, this virus works in a very simple way:
A certain medicine must be taken at regular intervals in order to stave off death. The virus is contagious, but has both a retrovirus to allow it's removal and another one to make certain people immune (to keep it from spreading to unintended locations).
The virus can be customized as neccesary for specific time periods; weeks or months for large populations, days for specific individuals.
If the medicine is not taken regularly, then the virus just kills the victim via rendering their brain inoperative-- no reason to get complex.
