Open Letter to Heads of State

In the wake of the comming UN Resolution seeking to ban the use of fossil fuels, all nations today face a massive and real threat that could implode global markets and destroy industry unless addresses and solved with haste.

The effect of a staged shut down of oil demand will result in massive oversupply and delfation of oil prices and cause ripple effects accross industry which I am told may cause massive economic instablity and market insecurity.

I have therefore called an international summit in the Rotovian capital of Attica City, in the Diplomatic Plaza. All attendees will be fully subject to diplomatic immunity during their stay.

It is hoped that we will be able to draft and possibly even agree upon a stable plan to begin cutting global oil supply in line with dropping demand and address the serious gaps in industry production and demand that may result from the current proposed UN Resolution.

Remember, this Resolution will not just effect UN nations but all nations who rely on, or supply oil or oil related products.

The Kraven Corporation, Operates outside the jurisdiction of the UN, and as such will not be forced to adopt any treaties or resolutions passed by the UN.

The UN in The Kraven Corporation has been outlawed and all UN weapons inspectors and other UN envoys are Refused Entry into the Kraven State, Therefore, the head of the KCI will attend this meeting with a draft treaty to help keep up supply of oil and other fossil fuels to those countries that rely on fossil fuels but will be at a distinct shortage once this resoultion takes effect, we look forward to meeting and discussing the future plans.

Official Response from the Sucellan Governance

As the Reichsführer and myself are in another diplomatic meeting, we cannot be pulled away for this summit. However, I will be asking Chancellor Christoph Achen, our Minister of Trade and Diplomatic Affairs, to attend this meeting on the behalf of the Governance.

He will be arriving in whichever city and airport you choose, but it would be appreciated as per Tannenmillian custom that, as an official of the Governance, that he be escorted from his airport in a grey-red (OOC: can't think of how to describe the colour; it's the primary reddish colour in the little emblem above) BMW 7-series sedan adorned with either the flag of the Governance or the symbol of the House of Tannen. While the United Kingdom remains outside the jurisdiction of the United Nations, as a heavily commercialized state we fully recognize the interconnectivity of the contemporary world. The United Kingdom supplies roughly most of its own with the marginal necessities – dependent wholly on the particular year and/or situation – being supplied by close allies. However, long-term economic forecasts predict that the ever-growing population will begin to exceed domestic oil-production capacities in the coming decade. "With the passing of this Resolution many nations have found themselves in a Crisis that cannot be avoided or ignored, The Problem being Oil and supply..." He paused once more....

"Now however I am not one hundered percent sure to what extent the UN resolution is putting restraints on nations that are dependent on Oil, as the Corporation has outlawed any UN involvment inside The Corporations Nation, UN delegates are immeadiatly siezed and Deported back to their Country of Origin"

He paused once again, looking at the crowd this time, hoping they are actually listening to what he says

"To combat this Crisis, The Kraven Chemical Incorporated... The KCI, is quite Able to supply oil to nations requiring it, from our two Chemical plants one in Numonica and the other in the Southern Desert of Concremo, where Crude oil is Refined into various Petrochemical products, available for mass consumption, However for the Corporation to begin producing this Oil for Countries that require it, there will be several... 'Conditions' to this Deal and these are as follows" The Head paused for a moment, switching sheets over...

"1 - The Corporation will require to Build a Facility on Your coastline to accept our Super tankers and Finalise the Refinement process"

"2 - The Corporation will Dictate Prices of Oil based on Quantities available"

"3 - The Corporation will maintain a small security force at each of the Facilities built"

"4 - Inspectors will be allowed to visit the Facilities once a month to Ensure that the Facility is being operated with Safety In mind"

In his forties, Lord Melbourne still sported a mop of combed-over brown hair, complementing his wild brown eyes that constantly were moving, darting from place to place, person to person. At the desk in front of him he kept rapping his fingers in anticipation of his turn to speak before those assembled. With a quiet, though far from steady, resolution he listened to the representative of the Kraven Corporation. With his close, Melbourne unobtrusively cleared his throat and took a sip of his ice water.

Ahh, yes, yes, gentlemen, ladies. First, an introduction may be in order. I am Percival Archer, Earl of Melbourne, member of His Majesty’s House of Lords Spiritual and Temporal, and loyal servant to the Crown. Now, I must state that the United Kingdom remains wholly outside the jurisdiction of the United Nations and as such does not and will not abide by such childish resolutions. Yet, for all its foolishness, there is still a kernel of truth, of importance, so to say, in their resolution because oil is far from a renewable energy source. Melbourne paused as if looking for something, sending his eyes to look straight up at the ceiling, where little dots and specks formed an interesting pattern that momentarily distracted the ambassador-of-a-sort.

Oh yes, he continued quite suddenly, the United Kingdom remains relatively self-sufficient in oil production after our numerous acquisitions of territories with oil and gas reserves. This 1:1 ratio of supply to demand is not going to last, however, as the UK continues to experience rapid population growth despite our best attempts to curtail it. The problem will be that within the next few decades, and likely on the shorter side of that timetable, the domestic demand will begin to exceed domestic supply. The ramifications of such shortages are truly horrific if there happens to be no system to replace petrol.

For that end, the United Kingdom has begun to invest in renewable energy sources wherever feasible. Our islands are blessed with high mountains that collect snow, which melt every spring and flood the many rivers that irrigate our lands. His Majesty’s government has authorized the construction of several large hydrodynamic power stations as well as wind plants on our more inhospitable northern coasts where the trade winds blow quite fiercely off the ocean. With all due respect to the Kraven Corporation, the future security of those nations present requires a gradual shift from petrol to another source of power and so more oil sources are not the solution, but a mere short term stop gap.

The United Kingdom would thus urge those gathered here to consider presenting economic stimuli to your energy sector that would encourage them to shift to renewable sources. For not only would there be limitless supply, but it should also keep the environment far cleaner – which benefits us all for the most obvious of reasons that I shall discuss neither here nor now. If your nations lack energy companies with significant resources, I have been advised by several leading industrialists in the UK that with appropriate tax-break considerations, these companies would be willing to build renewable energy power plants to alleviate your dependence on oil.

Melbourne closed his hands and intertwined his long sinewy fingers, hoping his stark contrast to the oil progammes offered by the Kraven Corporation didn’t create an animosity and hostility that would permeate the remainder the meetings. To Melboure, though , it just didn’t make sense to ignore the fact that oil would run out and no matter whether Country A could provide addition oil for ten more years, the oil would still run out in an extra ten years. And it was far better, in Melbourne’s opinion, to wean the dependency while enough oil remained to make the transition painless.

"Some Very Valid points raised there" he spoke "However, Renewable resources aren't a truely viable form of energy, for example your Snow caps melt each year, but what is to say that in the next 10 years Global warming has reached a peak where the Snow caps no longer form, thus rendering your Hydrodynamic power systems useless"

The head looked through his notes, then took a sip of water, looking through his notes was a habit he'd developed while thinking of the next thing to say.

"But you Say, Your trying to increase the supply of oil, thus increasing Global warming, I understand your concerns about this which is, if you would allow me to Explain, Why the KCI is here..."

"The Manchillian Science Group, A member of the Kraven Corporation has been for some time now working on a quick Growing fungus that, in the right conditions creates a High Grade oil, this high Grade oil is stored within the fungus itself, where using a simple refining technique we can extract a Petrochemical from the plant that can be distilled to produce various Oils or Fuels, now once again, burning fossil fuels is the cause of global warming, but this Fungus is designed to create oils without the harmfull Molecules that produce sulphur dioxide, a known cause of Acid rain, nor does this Petrochemical allow other substances to bind with it, thus preventing the forming of Photochemicals, thus stopping the harmfull creation of OZONE at low altitudes, In effect this fuel is a much cleaner and more environmentaly friendly form of Energy..."

He paused and took another sip... his mouth starting to dry after that slighlty longer speach..

"But The KCI and The Manchillian Science Group are still working together to find more cleaner sources of Energy that will beneifit not only us but the entire worlds Oil supply"

"At Brettonian Military Industries, our ultimate goal of the worldwide dessemination of the Techology of Peace(tm) will be severly hampered by this action. Many of our more popular items, including the A-1 (better known as the Admiral) through A-3 tanks, rely on traditional diesel piston engines. Though more advanced technology, such as the relatively simple bubble fusion reactor, exists, and thanks to Axis Nova's tinkering, has been shown to fit into large tank chassis', this also significantly increases the pricetag of these otherwise relatively cheap machines. After all, not everyone can afford one of our new A7V multi-legged tanks."

The gentlemen removed his pince-nez glasses and rubbed their nosepieces with his skin-tight leather gloves, then replaced them before continuing.

"Firstly, I would like to add my support to the premise of the Kraven Corporation; we should resist this ridiculous action by the misguided pinheads in the United Nations, not try to capitulate with it.

"Secondly, this brings up another issue: statistically speaking, numerous United Nations states have their own oil reserves, either as large deposites that have not yet been tapped, or even as national petroleum reserves. Once this United Nations legislation comes into play, all oil in these nations that has not yet been burned or dug up would, theoretically, be inaccessible for the forseeable future. It is unquestionable that we will eventually run out of oil; the world only has so much. However, I can only forecast war and infighting inside these United Nations states who still posess petroleum which lies unused by other national parties who are dependent exclusively on oil. Furthermore, it seems like a damn shame, pardon my English, to allow all that petroleum to go to waste. We should embark on some sort of venture to attept to extricate, preferably diplomatically, as much of these states' oil reserves as possible before the magic deadline set by the United Nations.

"Thirdly, we also cannot ignore that the United Nations' autocracy is dependent on its unwitting member nations. I would like to think that many of them are simply in this decaying, disgusting bureaucracy because they think it is "the right thing to do." Presently, nearly a quarter of our world is controlled by the United Nations. If we can trim down this number by getting member nations to drop their membership, not only do we further expand the amount of petroleum that will remain available, but we can begin minimizing damage that this and other, even more ridiculous future legislation may cause. We've got fifteen years, I suggest we get started early.

Ah, rightly so Chancellor, however, His Majesty’s Government will simply not allow its own resources to be pooled in such a fashion. And while I sympathize with the objective of limiting price gouging, I cannot foresee such occurrences within the United Kingdom simply because of our distance from the United Nations and our ability to domestically produce sufficient quantities of oil and natural gas. There are several distinct possibilities, with regards to the scientific and economic teams, that may meet with the Prime Minister’s approval, however, their successes – or indeed failures – will be limited to the long-term. In the meantime, we need to find short-term solutions for those nations more directly affected by the actions taken by the United Nations. Now while I disagree with my counterpart at Kraven, not in their particulars about renewable resources but in their overall effectiveness, I do think that a massive plan to quickly build environmentally friendly and limitless source power systems would be in the best interest of those nations facing the problems of oil shortages in light of the new resolution. To that extent, His Majesty’s Government would be willing to discuss loans with member nations that would find difficulties in financing such projects.

It is understandable that we should research and refine alternative power, but for now we must focus on solving and eliminating the current problem of a vast oil shortage due to the fools in the United Nations. Member nations will no longer be allowed to sell their oil, refine it, or use it because of vast stupidity on the account of environmentalists." He took a sip from a glass of water. "Thusly, I suggest that we pool all of our nations' oil supplies and draw as little as possible from it while still maintaining reasonable oil prices. We must crack down on corporations and cartels that attempt to use this crisis for their own profits, regardless of our views on capitalism. We must jointly form scientific and economic teams to discover alternative, affordable, and realistic energies. And above all, we must maintain the status quo in this."

He sat down and took a large drink from his water.

A particularily well-dressed cohort of men had entered the chambers five minutes before the speech was given by Mr. Achen. At this point a man in a blue, three-button, pinstripe wool suit stood and peered around at the fellow conference attendees.

He smoothed his yellow-gold tie and cleared his throat, "Gentlemen, my name is Antonov Khruschev. I represent the interests of the Yukos/MOil Joint Oil Conglomerate. The first point I would like to address is the situation regarding research of new energy sources," He paused to fiddle with his cufflink and began a steady turn to address the room, "It has been proposed that the UN nations should use alternative sources of power--whether it be nuclear, solar, strange and untested fungii, or other such means. However, what is failed to be considered is that most nations so drastically effected by the UN Resolution are those with low incomes and the inability to effectively usher into every home a nuclear reactor, or to use a less symbolic term, solar panels."

Antonov smoothed back his black hair before continuing, "The second issue I must address is the proposal by Mr. Achen to pool together National Reserves and control its flow," Antonov laughed as he raised his arms, "He then goes on to state that we must fight against the corporations that will take advantage of this situation!"

Antonov chuckled into a glass of water that he tipped into his mouth, "Mr. Achen here fails to account for the fact that controlling the National Reserves of several nations is indeed how major corporations--like YMJOC--operate."

The Chairman of the Board relaxed and shrugged, "But what about the corporations? Are they evil? Will they doom those oil-dependant nations? The answer is quite simply, 'no.' The lack of oil now being sold to oil-dependant UN nations is causing a stockpile of oil at the corporations causing loss of profit due to inactivity of equipment and personnel. This profit loss leads to higher costs to other consumers. The only way we can successfully keep the price of oil down is to sell--and sell alot. I do encourage every delegate here to inquire as to purchasing YMJOC oil...before it costs half your national budget."

Antonov Khruschev quietly sat down, smoothing his tie and crossing his legs.

Chancellor Achen stood yet again and looked toward Antonov Khruschev.

"I believe you are reading too far into what I have said, Mr. Khruschev. I did not say corporations are evil. I represent the Ministry of Trade in Tannenmille. In Tannenmille, sometimes the presidents of corporations manage to acquire seats in the Council of the Governance because of their immense clout and good standing as leaders of successful business ventures. That is not the point of this. I merely was suggesting that it might be in the best interests of the nations involved to stockpile their resources. I suggested such a course of action because many nations, Tannenmille included, produce much more refined and crude oil than is used by the populace. Our nation's oil reserves are overflowing, you might say. Our corporations have sold much of it on the international scale, but now they cannot. Those corporations, some of which hold seats in the Council of the Governance, will go bankrupt if we do not create a way that is mutually beneficial to all parties, corporations and governments alike, while still serving the people of our nations."

IC: Dear Sir/Madam,

It is the intention of the allied states of Celtayoshi, a nation that spends over 14% of its sizeable budget on envirnomental matters, to openly ignore this United Nations Proposal, as it adversly affects our nations economy, military, and right to nation rule. As a nation that has over 50% of its cars running on hydrogen, and as a nation that appreachates the cost involved in this, we consider the United Nations proposal both destructive to developing nations, and nations that rely heavily on the coal/oil/gas industry. We therefore encourage nations to repeal this resolution, and simply ignore the very resolution itself, as I am sure any economics minister can forecast the huge coasst involved in switching to alternative fuels.
We instead encourage gradual moves to alternatives, and a development by oil producing nations of more efficient equipment, and a move into other sectors, incase there is a sharp fall in demand.

A fungus by nature excretes nothing but enzymes which are used to digest food. Enzymes themselves are certainly not akin to hydrocarbons. "Barring more scientific talk, I must also criticize your Research Group's research. There is no evidence that global warming is caused by the burning of fossil fuels. The Earth is simply repeating what paleoclimatic evidence has shown us--the Earth cools and warms on a regular basis. Of course, the regular basis is somewhere in the ball park of hundreds of millions of years, but nonetheless...."

The BMI representative yawned into his glove.

"Yes, well, this is all good on paper."

He stood up, folding his hands behind his back.

"However, a passive agenda will not carry us far enough. Trying to cope with the effectual death-blow of the United Nations to a quarter of our world's countries is not an option."

The representative raised a fist.

"A plan of action that bows our collective heads to the festering cesspool of the United Nations is unacceptable! Throughout its twisted, convoluted history, the United Nations has rarely repealed any truly idotic resolutions. The "Law of the Sea" resolution is an outstanding example. On the other hand, useful resolutions, such as the original "Axis of Evil" number, have been taken down in the interest of global disarmament and political correctness."

He took a moment to collect himself.

"We can't rely on the United Nations to come to its senses. I firmly believe they never will. A bureaucracy with an agenda that places trees above people can't be relied upon under any circumstances. The ONLY course of action that will produce results is if we take an offensive stance against this measure. We must enlighten as many minds in national governments to the repugnance of this preposterous UN atrocity as we can. We must actively extricate as much petroleum as feasibly possible from the stalwart United Nations members before the ban goes into operation. In fact, we should look in to whatever means we can to establish relations with member nations posessing large petroleum reserves such that, even after the ban, we could still extract crude oil to be processed elsewhere. If we simply roll over and allow the United Nations to continue its pinheaded, illogical, backasswards progamme of returning the world to the Neolithic, they will eventually find some way of demolishing the world economy and dragging all of us down with it."

The representative removed his glasses.

"Let me restate: we must stop this idiocy at all costs! The United Nations is like a child with no concept of "reality" or "economics" or other such necessities. It must be stopped before this landslide of nauseous environmentalism BURIES ALL OF US!!"

The representative's gloved fist slammed onto the desk at the end of his last sentence.
