OOC: this is a conference for potential alliance of the leftist states in E20

IC: King Alfonso XIII sat in the conference room awaiting the arrival of the delegates. They came to discuss the possibility of alliance between the leftist states of the world for better security in their pursuit of equality and prosperity. Delegates from Russia, Germany, Mexico, Brazil, and Yugoslavia were expected and rumors of alliance had been floating around the country for days. Eeven these rumours had caused unease and tension in the conservative Basque country but perhaps Alfonso could put these tensions to rest. For now he sat and waited...

OOC: May I advise inviting Yugoslavia? I'm not sure their economic stance but they are friends of the People.

IC: Brigadier General (for simplicities sake I will use US ranks) Manfred Reichmann stared out of the window of LZ-300, the Left Hand's best Zeppelin and used for special occasions such as this. The Bay of Biscay was especially beautiful this morning.

With the tensions with France of late, the ship had to sail through the Channel and down the Bay. However, the flight was pleasant and the food was good.

The Zeppelin was headed for Corduba and would meet with the other Coalition members there. An armed guard of nearly 50 men followed him. There were rumors of French-backed rebels roaming Spain. Perhaps some of the Army was needed. He would discuss that.

France sends a telegram objecing in the strongest possible terms to thsi conference as it could posssibly lead to conflict on France's borders and cause internal security problems in France.

If Spain does in fact sign any sport of military alliance with the Communist nations it will be seen as a direct and open threat to France's soverignty in Europe and will be forced to act. What exactly "act " means is not specified.

Parliament decided to indeed send a representative to the conference. Josip Broz Tito stepped off of the train in Corduba, he was a dark-haired glasses wearing man. He had worked in Germany at various automobile companies, and had become sympathetic to the cause for worker rights. Parliament in it's infinite wisdom, had sent one of the most esteemed members of the Communist Party of Yugoslavia.(a small party with little power at this time)

Tito was glad to be in a land that wanted good things for it's workers, and so the walk from the train-station to the conference room was a most enjoyable one, as he was engrossed in his surroundings. He was flanked by two Yugoslavian Volci troopers armed with Carbine-rifles as he entered the conference building. As he entered the room that they were to convene, he smiled and offered his hand to King Alfonso XIII, "Hello good King of the Spanish peoples. I am here as representative of Yugoslavia, may peace be in our future."

After greeting the king, Tito took his seat, leaving the Volci, who went outside to converse with the Russian slavs, who were bound to arrive soon.

Message from the Albanian Ministry of Foreign Affairs

Albania asks to attend the conference as Yugoslavia is also presently attending and any matter that effects that state will effect the whole Balkans. Also Albania is presently by definition a "leftist state", as the dominate party in the government coalition is Socalist.

A dignified, rather handsome woman in her mid-forties entered the room, somewhat to the surprise of otherwise exclusively masculine assembly: by her comportment and her air of authority, there was no mistaking her for some simple secretary.
She saluted the King and proceeded to immediately seat herself at the chair reserved for the Russian delegate. She spoke without preamble, with a slight Ukrainian accent.

"Gentlemen, my name is Aleksandra Kollontai and I will be representing the Union at this Conference.

"It is my understanding that there have already emerged some questions which must resolved as rapidly as possible if this meeting is to result in any constructive effects.

"The Republic of France has already objected to the very principle of this convention. While I personally find it ironic that what was once the most progressive state in all of Europe should now serve as the counterrevolutionary minion of Anglo-American imperialism, this objection must be dealt with swiftly and decisively. We must ourselves determine, I think, how much of a threat to France we truly represent, before we can offer them any reassurances, whether sincere or no. And if we defy them, then a probable step towards war will have been taken - not that we are to blame, of course, for simply wishing to defend ourselves and our way of life against the acquisitive aggression of our self-appointed enemies, but destruction visits itself upon the innocent as well as the guilty, and the Union is wary of becoming entangled in a Pan-European conflict. It may well be that the wisest course of action might be to invite a French observer to Corduba, here, who could be thereby reassured and additionally consulted as to matters pertaining to French interests.

"Obviously, this is a problematic proposal, and I think it best to hear what the other delegates have to say before we commit to a final decision.

"The other matter that needs to be resolved is the request of Albania to send a representative. The Union does not object in principle, but is wary of the prospect, inasmuch as Albania is an ally of Italy, a sworn enemy of both the Union and the Workers' Republic, much more rabid than France or even the United States.

"But it is true that we do not yet know the dispositions of Italy's new King Umberto, and again, I should like to know the other delegates' opinions before we rule upon whether to allow an Albanian representative to be present."

With that, she clasped her hands in front of her and looked expectantly around the table.

OOC: I hope this is alright... The idea of requesting an observer at the conference had occured to me, but I wasn't sure if it would be accepted. I hope this doesn't count in anyone's eyes as god-modding.

IC:

France has sent another telegram staing that they would be much happier and probably much more open to the idea of the alliance if a French observer were allowed to attend and insure that there is indeed no threat to France.

Ah. You see, I figured Philanchez was spelling it that way because it was the Valenciano dialect or something. If you're outright Spanish, though, I figure you'd know better, since he's just Cubano.

A smart but inconspicous black car pulled up outside the conference room. A middle aged diplomat exited the vehicle, flanked by two inconspicous bodyguards, there was no need for excessive security he thought. Sr. Gonzalez strode confidently to the table and took up his alloted seat, his security men leaving quietly. Gonzalez introduced himself, struck a match to light his cigar, and reclined heavily in his chair.

Receiving as message from an aide, Gonzalez stood among his haze of cigar smoke. He spoke slowly, as Portugese was his mother tongue, "In the light of recent events in Venezuela (OOC: http://forums.jolt.co.uk/showthread.php?p=9643925#post9643925), Brazil humbly recommends that we take an immediate vote of confidence in Germany and that if the United States carries out this unfathomable act of war against our comrades in Germany then we shall stand by them through thick and thin. It hurts us to see the new American administration also taking this attitude of intervenionism in the sovereign rights of another country. This time Venezuela. Venezuela AGREED to have the German migrants in the country and to accept its procterorate status, now because the Americans disagree they want war. This cannot stand. We must sign a swift defence pact between our nations to defend our German friends. Who next after Venezuela? Next time maybe America will want to interfere with your countries? Stand together. We want no quarrel with any other nation regardless of affiliation, our French friends need feel no danger or antipathy from us. It is America who is now the enemy." Gonzalez sat and awaited the reaction.

"The United States by its actions reveals the inner barbarity of Capitalism, it is true. We must never forget that when dealing with them. However, Berlin's declaration of Protectorate was illegal under the terms of the Warsaw Pact, since they did so without consulting the General Council. The Union is therefore reluctant to vote our confidence in an obviously provocative action undertaken seemingly without due consideration. We shall honor all" - this with a significant look towards the Brazilian - "our treaty requirements, of course, and defend the Workers' Republic if its borders are violated, but we must persist in trying to find a diplomatic solution first. Let us not be as precipitate as the Americans."

Tito wanted to help the German's in a larger way, but finally made a better decision for his nation, "Yugoslavia will not declare war upon the US unless German borders(OOC: It's European borders) are compromised, as we have no navy at this time and are unable to help in such a war. Sanctions and other forms of diplomatic attacks would be made against the US, but without US or any capitalist agression on mainland Europe, we cannot see how a declaration of war from us would help."

He looked at a number of sheets listing the production of ships etc. "Though we should have our navy completed in two to three years and as such our policy may be changed at such times. Until then we can only hope that war can be avoided, and our communist brothers allowed to prosper without capitalist intervention."

As no one has said no to Albanian attendance, Albania has dispatched a special envoy to take part in the talks. The reason for the special envoy is that the Foreign Minister is at the Eastern European Conference, Vice President Noli is being sent to London, and President Pasha is preparing for a trip to Constantinople.

Special envoy Deputy Minister of Defense Alfred Berisha arrives at the conference, tired as he traveled here by boat to Italy and then train through France. A small man with watery eyes, he looks unimpressive at first until the scar, from his right ear to chin is noticed. The manner he holds himself, alert and at attention, further suggests that of a former soldier.

Berisha shakes hands with the King and then without fuss sits down in the chair he believes was reserved for the Albanian delegate. He then attempts to start up a conversation with the Russian and Yugoslavian delegates about the different types of Middle Eastern Tea.

OOC:Slavs stick with slavs, we respect Teddy greatly, but aggression against our allies is wrong no matter how we look at it.

IC: Tito was greatly bored by the talk of tea....what do Albanians know about anything that matters? To take Marie Antoinette's words and change them, "Let them drink tea." The only important art was the art of war, and the culinary arts were the least upon Tito's cares. Albania seemed to offer nothing to the proposed alliance than a debt filled source of corruption, organized crime, and rebels. Or so the Slavs viewed it.

"May we get back to the matters at hand? War with the United States should be avoided at all costs, I am sure the Italians and many of their compatriots would use it as an excuse to join in the bloodshed and kill the sons of communism. I would hate to see Slavs die for a mere expansion issue, no matter how valid. Though Yugoslavia will stand by it's liberators of the Great War."

Berisha glances over at the Tito. He is annoyed at the interruption and at the Yugoslavian attitude. Yugoslavia has long ignored the weapons and drugs going past its border into Albania; it has long ignored the people of Kosovo, just as it ignores Albania now.

"Yes, war must be avoided at all cost. Although I have a feeling that the present problem in South America will work itself out." Berisha turns to General Reichmann, "I assume that the present standoff in South America is in the process of ending. Not that that region will be any more stable once this is over. I think that Germany and Russia should just leave that area of the world alone, the U.S.'s actions, bad as they are, could always be worse. Eurasia should be the primary area of attention". Berisha pauses, "I also think as Socalist nations we have to determine what is Socialism and how should it be promoted... After all at present France could claim to be a Socialist nation and they would have a legitamate arguement. We must explore who we are, and once we have determined that, how we can better ourselves."

Sr. Gonzalez took another heavy draw on his cigar. He kept his opinion to himself that Brazilian Coffee was far better than any tea and proceeded to speak, "With respect, what is needed initially at this conference is a show of solidarity amongst ourselves. First we must agree mutual defence. I assume that you have all been following the London Treaty? The capitalist nations are regimented and now we must do the same. The definition of precise socialism will always vary from nation to nation and that issue can wait. For now we need to stand together. We need a mutual defence agreement. All those in favour?"

General Reichmann stood.

"Though we are all bound by our economic values, based on the teachings of some of my own bretheren's works, Socialism should be more than political. It is an ideology! To be Socialist means that we are more than Slavs or Germans or Anglos or Asians. We are Communists! We work together to acheive justice throughout the world. That means we do not sell out to the Capitalist Schweinenhundtz! We work together even though the odds are against us. We remain always weary of the treacherous fascists of Washington and London.

Though France has many socialist values, they have lost that single idea that they had a century ago. They were men against monsters! They fought, even though they were outnumbered to the very end. Even the Emperor held values that made them strong. Now, unfortunately, they are subject to the imperialists' grip. If only we could free our bretheren, then all would be well.

However, now is not the time. Now we must work together to create unbreakable bonds. I believe the first thing we must do is begin to assist our bretheren in Spain against the counterrevolutionaries, certainly backed by imperialist Washington. Germany will begin working with Spain to lend them weapons and may even, with the consent of Warsaw, begin lending them our own people.

My own high command has been foolish enough to push out into the Imperialist's den, when our own abode is still unsecure. Therefore, I propose that this conference agree to begin containing our own base in Europe. Then we must extend the hand of frendship to China, the Turk and perhaps even France in order to loosen the grasp of the Imperialist. Only then will we have the power to fight the vile American."

Now to get the point of what I was saying before let me show you a political cartoon that appeared in the Tirana Times just before I left. (He fishes it out of his carpet bag), I believe this describes the worlds situation quite accurately.”

The cartoon is labeled Bowing Before Idols and has three drawings.

(Cartoon 1) The leaders of England, France, Italy and the USA bow before a giant made up of tanks, planes and guns. They chant, “As your humble democratic servants, deliver us our lord and prevent others from doing that which we shall not speak*.”

“*Friendship with the Russia/German Union.”

(Cartoon 2) A two headed monster sits upon a throne of bayonets. It roars “You must never defy us by committing that which we shall not speak*, least our rage be unleashed and our bounty withheld.”

“*Friendship with capitalist nations.”

(Cartoon 3) Death stands atop a mountain of guns, tanks and corpses. “Believe not the advocates of peace, seek not that which you shall not speak*, and let my reign continue undiminished!”

“*Coexistence…”

Both Moscow and Warsaw issue strong condemnations of American actions in South America. Supreme Marshal Trotsky (an advocate of intervention in Venezuela, and an opponent of the Romanian invasion - overruled in the first instance but ultimately victorious in the second) makes the following statement:
"In Venezuela the true face of Capitalism has revealed itself - a great bully who would raise the mighty yet higher, by kicking the weak further down. To lick the boots of the oppressor and to punish the victim is way of our enemies, as now only the most blind can fail to see. Soon, indeed, the imperialist ideology will no doubt pervert the theories of Darwin in open embrace of this revolting 'Law of the Jungle.'"
Ambassador Kollontai, meanwhile, proposes a Mutual Defense Pact, superseding all others, between Germany, Russia, Yugoslavia, and Spain, with a Secret Protocol (she won't even mention it with the Albanian or French representatives around) providing for the defense of Brazil. She further proposes an open Non-Aggression Pact among the aforementioned Powers with France and Albania.

However, we will agree to supply coffee to all Cordoba Treaty nations at reduced prices if you agree to make Brazil your main supplier of coffee.
