In the mist of a common day in Shirean City, rain pooring but the sun visible with little to no clouds, a building that had been used for summits in the past had been active for the weeks before hand. Men in casual dress walk around, but an extremely thin fiberaudio wire could be seen in a glimer of the sun's rays.

Surrounded, the building is to hold one of the most important meetings in the world which will change the face of the Earth for years to come.

The Chancellor, Presidente, Douvier, and Sectur all sit at a finely-polished redwood circular table. The Chancellor is the only one technically touching the table by his waist, with the other three behind him.

Chairs are set up with Mr.'s and Mrs.'s along with nationalities under the names. The four wait for thier guests to arrive from thier suites just a few blocks away.

"The High Councillor Ellias Aubec, and retinue."

The announcer declared the arrival of the Phoenixius delegation, before walking back out of the room, ready to announce the next party to arrive.

Ellias Aubec strode in, his retinue of 5 quickly following. Talking a look around, Ellias proceeded towards the Truitti head of state, and his company.

"Morning Chancellor, Presidente, Douvier, Sectur." Ellias nodded towards each person as he said their names, "Its a wonderful morning woudln't you agree?"

Exchanging pleasantries, the rest of the Phoenixius delegation took their seats near the table and awaited the arrival of the others.

OOC: Not too sure if you let the retinues sit at the table, so their just going to sit behind.

ooc: Would Colven still attend the conference now that circumstances have changed and Noddestan is now a province of Phoenixius? I'm going to assume that the governor is arrogant enough to send his representative regardless. He'll sit with Aubec if you think that's appropriate.

Sharp pinstripe suit with pale blue shirt and dark blue tie. Highly polished black wingtips and a smart black bowler perched on elegantly smoothed back tresses at a jaunty angle. Silver tie-pin and matching cuff-links. Black patent-leather briefcase in one finely manicured hand, official papers in the other.

A neatly trimmed moustache atop a toothy grin, set with a gold tooth on the righthand side. A large nose and sunken eyes topped with thick black eyebrows, plucked so as not to meet in the middle. Small ears set far back on the head to accomodate two large sideburns that don't quite meet the moustache which curls up on the vaguely arabic face, each end elegantly waxed.

This then, is Joshua P. Colven. Probably the second most famous man in Noddestan. He is the spinner of yarns and the teller of tales, the editor in chief of the country's only newspaper - the government funded Citizen. He commands great respect, not only from the populace, but also from the ruling classes who rely on him both to collect information and to dispense it, flavoured exactly how they require it. He advises Governor Dares himself on policy, both at home and abroad. This is the man behind the man.

He stepped carefully up to the building, sheltered beneath a short awning, and nodded as the door was held open for him. He entered the relative warmth of the lobby and removed his hat, running a ring-laden hand through his greasy black hair, smoothing it back with a wan smile at the reception committee.

"Joshua Colven," he oozed by way of introduction, "for Noddestan."

"This way, sir. You will be announced into the conference hall," a man dressed immaculately in beige took Colven's papers and quickly read through them, "the Chancellor is waiting, along with the Phoenixian delegation"

"Ah, Phoenixius," smiled Colven, "protector of the weak and defender of the few."

"As you wish, sir," the man ushered Colven through the double doors to the hall.

"Will anyone from SkyCapt be attending?" Colven inquired, his reporter's nose for a story leading him.

"I don't believe so sir, no."

They walked a way down a corridor towards the conference hall proper and then entered another set of double doors.

Whereupon the beige clad man announced: "presenting, Mr Joshua P. Colven, representing Governor Huwbert Dares of the Phoenixian province of Noddestan"

Colven smiled at the Chancellor and his retinue, "charmed," he said, "I'm sure."

OOC: It is completely fine, reguardless of your nationality/territorialship.

Also, head of states, or the possition which would be the most important of this nature, is to sit at the table's end. All company is to sit behind or at an angle, as with most international summits.

"Welcome Mr.Colven and Mr. Aubec, it is great to have the two of you come to my humble homeland. Would you care for anything to eat, drink?" Asked the young Chancellor as the other three smiled and nodded at the guests as they came in, still seated into their leathered chairs.

Ellias waved a steward over and asked for an orange juice, explaining it away with a casual, "Its only the morning for heavens sake!"

Noticing the Scamptica Prime deelgation come in, Ellias turned towards them. "Morning Queen Xaia Hawk VII, how are you?"

The Tetra-Assassin rolled into the city on Dragoon Leader. He touched down at the landing pad, and waved off the 6 choppers. He approached the security.

"Where can I go from here? I am the Tetra-Assassin from The Fallen Races."

The Morvonian helicopter touched down at a airport and the delegate moved into a limo for the rest of the journey.

Iskov got out of the limo and went into the main room were everyone else was,the average humor was about all dry and wity.



"ahhhhh Mr.Colven and Mr. Aubec how are you doing" he pulled 3 cigars from his pocket "care for one" he asked both at the same time.

The Gulfstream V had set down just minutes earlier, its occupants having made their way to the conference some time later. The first to enter the room with the other delegates were two men wearing sunglasses, earpieces, and plain suits. These were two of the four Secret Service agents accompanying the man who was essentially the Imperium's voice to the international community: Secretary of State Kenix Kil. Kil was a tall, thin man, just over six feet tall, with short, straight brown hair. He was dressed in a black suit with thin, dark grey pinstripes on it, almost invisible against the black, and matching pants. He had a quiet force about him, and his slightly weathered face suggested that he was a man that had seen many a late-night international crisis.

Kil nodded cordially to the Truitt representative before quietly assuming a seat and taking a sip of the glass of water, identical to the ones at every seat around the table, in front of him. He needed to rehydrate himself, and clear some of the jet-lag cobwebs from his brain, before getting fully into the game.

Greeting members at the door the Sectur whispered to the Chancellor "I wonder where Mr. Scorpius is, usually he is the first to enter any meeting with us."

It stopped, and out stepped two armed guards along with Reichsführer Peffe (OOC: Almost typed that as Aven o_O) Tannen stepped out. Quickly following him was Großkanzler Wolfgang Rosenthal. They walked into the building toward the conference room.

"May I present to you, The Supreme Ruler of DMG accompanied by the CEO of DMG Military Industries Mar'ki Ticron."

The pair entered the room followed by various aids and began to great the other leaders.

Colven shook Aubec's hand firmly, "good to meet you, sir, you're somewhat of a celebrity in my country."

Aubec chuckled, "I'm sure I have you to thank for that."

Colven smiled.

"Ahhhhh Mr. Colven and Mr. Aubec how are you doing", Iskov pulled 3 cigars from his pocket "care for one" he asked both at the same time.

Nodding, Colven took one of the proferred cigars. Out of respect for the hall's no-smoking policy he deposited it in his breast pocket. He assured Iskov that he would smoke it later.

"Ah, no thank you - I don't smoke. Rather a filthy habit I'm afraid. However the gesture is much appreciated. Better check on my emails and such like. Excuse me."

Ellias quickly takes out a PDA and begins to check various items for him to study, a few of them being emails about the running of the country and current ingagements, but the majority were files about the various leaders coming to the convention. A few of them had only been updated recntly, within the last hour or less, and Ellias wanted to know about the disposition of each member of this convention.

He moved down the stairs into the main area. He saw all of the foreign dignitaries out in the open. He drew his "Sword of Honor", a blunt, nonlethal sword used in ceremonies of honor.

Reichsführer Peffe Tannen and Großkanzler Rosenthal walked slowly into the room, looking over all of the delegates. Peffe smiled when he spotted the Halberdgardian delegate. As Peffe walked up to Kenix Kil, Wolfgang walked over to the table and took a seat in the chair reserved for him.

"Hello. I am Reichsführer Peffe Tannen of Tannenmille. If I'm not mistaken, you are Secretary of State Kenix Kil from Halberdgardia, are you not?" Peffe introduced himself, extending a hand to the man.

Noticing the Scampicta delegation alone in the room, he approached. His sword at his side, he approached the queen.
"Your Highness, Queen Xaia Hawk VII. I am the Tetra-Assassin, the Lord of the Protectorate of The Fallen Races." In a bow, he held his sword out in front of his, as a gesture of humility. He knew honor and humility well. He had been trained that way by the last one.

"Comrade Korpdanos, if you will excuse me," Colven ducked his head slightly in acknowledgement, he turned to Aubec and ducked again, "your eminence."

Ellias and Iskov nodded and the Noddestani delegate walked away from them, looking upwards in the direction of the observation balcony. He thought he could discern faint shapes up there, shadows moving into seats and watching the proceedings below. A television camera's lense poked out from behind an ornamental pillar, resplendant with garish cherubs.

The ceiling itself was awash with colour. A huge mural painted in the classic style depicting Jewittist mythology - a giant eagle in the centre seemed to be swooping down on the observer, painted as it was with immaculate attention to perspective.

"Tell me," Colven asked a Truitt official, "how old is this building?"

"Almost twelve years old, sir."

And the illusion was shattered. What was to him the epitome of human artistry from the sixteenth century, when painters knew exactly what painting was... was now twentieth century imitation. The ceiling had probably been painted with lasers. He sighed. How lazy the technological age was...

The Chancellor knew little of the building, not being a native of this city, but the Sectur smiled and said "This exact building is almost thirteen years old, but the roof has stayed the same. It was painted durring World War Two when the Italian forces tried to retake this island for themselves, but backed down once the Americans forced a landing on their penninsula.

"Quite interesting, however, it barely looks like half this building was shattered; yet the painting is barely scarred. It is that of a Merlin Hawk flying over an Emeraldian soldier, before the islands were unified.

"Not many know, but this was the capital of a very terrifying land that is now the most neutral in the Republic. Sort of a....proper place to place such a meeting, si?"

OOC: I knew I should have a few descriptions of the room. It is covered in portraits of many animals, mostly mythological, and a lot of biblical figures and events.

This exact building is almost thirteen years old, but the roof has stayed the same.

Colven was still staring at the ceiling and its breathtaking mural.

"Amazing what levels of detail they could acheive back then, isn't it?"

"Hmm? What? What do you mean 'back then' - way back in '93 you mean?" Colven made a noise of distaste, "it's good, yes, but-"

"No I mean, back in the '30s. Amazing how they managed to preserve the ceiling even when the building itself was completely gutted. What a treasure to find above layers of rubble, eh?"

Colven looked at the man, who still stared at the ceiling himself. "Who exactly are you?"

"The hall which you entered was hit with a bomb. This was originally a war room, and because of this, it was designed to withstand such attacks. Most of the building was destroyed, but this room and the one next door, our make-shift kicthen, survived." The Sectur gazed too at the mural, painted by an unreconizable artist. "Thing is, this was kept although its intention was to promote deJewittism."

Kil's first reaction was to mentally curse; that glass of water had helped with his jet-lag, but he didn't feel 100% quite yet. Yet Tannenmille was one of Halberdgardia's staunchest allies, having stood by them since the days of the Saharistan War. How much the world, and our countries, have changed since then, Kil mused. He kept a smile fixed on his face, took Tannen's hand, and gave it a firm, quick shake.

"Why, yes, I am Kenix Kil. It is truly a pleasure to finally meet with you in person, Reichsführer Tannen. I was sorry to hear of your father's untimely passing-away, but I am also very glad to see that you are performing superbly in your office. Tannenmille has nothing to worry about with such a capable leader guiding it," Kil said, giving the Reichsführer a warm smile. "It is good to have a friendly face at this conference, among so many unfamiliar nations," Kil added, gesturing at some of the other nearby delegates.

James looked over at Ellias and smiled saying "I belive that I could get you a dufrasch to paint anything you can imagin. The prime characteristics that make dufraschier paintings unique is that the outlines are more consentrated on than the internal detail; a sense of power over features."

The Sectur made a motion for the Chancellor and Douvier to enter in, as questions may arrise for other art works around the nation. "Yell me," started the Douvier looking at the two, not particularily refering to one or the other, "What murals or portraits rest in your state buildings?"

His acsent was that relative to an italian, and most had a problem understanding him.

OOC: Dufrasch is a word that is hard to translate, closest is an artist of a popular form of illustration or murals.

The Warmaster of Nistolonia, Nistolos IX, swept into the hall, dreesed in traditional Nistolonian blacks and greens, with his cape drapped over one shoulder. followed by two of his gold armoured body guards, who waited at the door. He bowed to the figures at the end of the table.
"Milords, I'm am honored to be a part of this convention."

I do not believe I can ever quite live up to my father's reputation as Reichsführer, though I may try." Peffe looked around at the other delegates already there and those filing in the door. He noticed Wolfgang setting up a laptop to update the Governance during the conference. "It certainly is a good feeling to have someone known at this meeting," he remarked casually. "Well, it has been good to meet you, Mr. Kil. I'm going to go help myself to the complementary cheese cubes and what-have-you." Peffe smiled again and turned around, walking away.

"Well ladies and gentlemen," began the Chancellor breaking away from the group conversing about paintings, "please take your respectible seats and we shall begin. I am sure some others will be comming in, but we can't wait forever."

He took his seat with his three delegates and cleared his throat begining "I belive the first and most appropriate subject to begin with is how meetings shall be conducted between two hostile and agressive bodies."

He silenced himself with a glass of clear liquid, more than likely water, leaving the floor open for any open discussion.

"I believe that a delegation, unarmed, from each side, should move into neutral territory and have a mediating third party, again neutral, moderate the talks."

The Supreme Ruler of DMG leaned over to one of his aides and whispered something into his ear. The Aid then stood up and stepped to the Supreme Ruler's side, signifying his want to speak, "The Supreme Ruler of DMG wishes that you excuse him for the using an aide to speak for him, but his voice is not well and recent events in DMG have left him weaker than normal. However, The Supreme Ruler would like to voice his opinion on this matter, he says that indeed what The Tetra-Assassin has voiced is a good idea, but it is only a first step. Sending a delegation to speak of peace during a war is very easy, but as we all no from experience it usually does not bring about peace that easily. We need a stronger course of action."

With that the aide became quiet and sat down again.

"Yes, that is a valid point. I believe that there should be peace keeping forces stationed within the aggressive nations until they are deemed back to normal, and the troops are no longer required to keep the peace as it were. Obviously the peace keepers would have to be from a well known and liked nation."

"I second what the delegation from Phoenixus has said, and that such a nation with peace keeping forces should be able to back them up quickly if aggressive units turn on them."

Three Bentley Arnages, bearing the flag of Vietnamexico pulled up to the front of the graceful building. Out of the middle car stepped a tall slender man of 50 years, dressed in a black tuxedo, small, neaty tied bowtie. he looked back into the Bentley, and out stepped a smaller, slightly older man, neatly dressed and balding. One could see the years in his face, years of stress, wear and wrinkles, that had taken their toll on this man's body. One could tell that he was not used manuel labor, but to the rigors of the sciences, both liberal and mathamatical.

"Are you ready to go Fredrick?" asked the taller man, "I am grateful that you agreed to help me, being that this is my first act as the regent, I could use the help of my predessesor on this large task ahead of me."

"I am grateful that you have allowed me to come. Unlike me you have a way with people, a skill that I had never learned in my studies, a skill that doomed my time as a regent, the reason that I was debunked by you," replied this Fredrick, "Enough with the chatting, let us go into this conference and help make the world better." Aftwer saying this, Fredrick turned his heel sharply, and shuffled through the doorway, followed by the taller man, the acting delagate, James F. Anderson of Vietnamexico.

Kil had been sitting back in his chair, listening to the delegates' discussion, formulating ideas. He finally found a point of entry, and sat forward, leaning his elbows on the table.

"While I do agree that Mr. Aubec's idea is a sound one, I have a concern. Doubtless you have all encountered nations who hold their sovereignty above all else. I am inclined to believe that such countries would not look favorably upon a peacekeeping force 'intruding' on their soil, no matter how well-intentioned. Perhaps we ought to formulate a contingency plan for such scenarios? We would not do well to impose peacekeeping forces in a conflict where they are not wanted, then face the two combatants uniting to fight the peacekeepers."

Fredrick and James walked into the conference room, right as the delagate from Halberdgardia had finished his statement. The whole room looked over at the tardy guests, who had rudely interupted their conversation. James looked at the other delagates, and decided to introduce himself.

"I hope you would excuse my tardyness, we were held up as the Truitt airport- I do admire your airport security, it is the most secure I have ever seen. Anyways, I am James F. Anderson, the current regent of Foriegn Affairs, and I have asked my collegue, Fredrick de Jorgis, the former delagate, to assist me, being that I am new to the job and have not fully mastered its intricate details. Now, what were you talking about, I heard a reference to the soverignity of nations?"

Colven grumbled to himself on the subject of the Vietnamexicans and their work-shy, tardy nature. He considered voicing a pun on the concept of Vietnamexican 'rubber-time' that had already formulated in his mind. But he did not, considering that many around the table would not approve.

Instead, he waited for Regent Anderson to take his seat and then he addressed the assembled company, "I also do not believe in peacekeeping as a definitive course of action. The world is a constantly evolving place, and without a balance of war and peace it becomes stagnant, a depressing place where change is feared rather than rejoiced in and where time almost stands still. Think of all the advantages war can bring before you muscle in with peacekeepers. It disposes neatly of despots, it encourages growth of technology and it unites people behind a common cause. Warring nations do not need mediation, they need the space to carry out their conflicts without being interfered with by busy-body nations," his eyes focussed on the delegation from Pokos, "especially in cases of civil war."

"So peacekeepers are both useful and dangerous, depending on the circumstances. Then maybe we should regard each diplomatic meeting seperately, determine the hostility of each nation towards the peacekeepers, and if it is too dangerous for the peacekeepers, then maybe we should use inspectors, much like the UN, that either are there continously; or visist every so often, depending on the aggressiveness of the nation, where the length between visits would differ."

"That brings up an important point. What if the nations really don't want inspectors or a peacekeeping force in their nations? What would the contingency plan be if members of an examining force are killed during inspections? If we can successfully conduct operations such as inspections and peacekeeping, all for the better, but what about the times we can't? Do we just ignore the conflict?"

"My esteemed colleague Reichsführer Tannen brings up an excellent point. Perhaps a relatively small, but well-trained and well-equipped Rapid Reaction Force could be established for emergency use when diplomatic overtures fail. Troops for this RRF could be volunteers drawn from the various signatory nations. If peacekeeping forces are attacked, the RRF could come in to support the peacekeepers and defend them against further hostilities."

Wars should be examind on an individual basis, yes, and some should not be inrerfered with. However, there are still people, many innocent, who are caught up in the devastaion of war and need aid. Aid should not always be given, but other times it should. Scamptica Prime is developing an army of medical and disater relkief personel and is willing to use them to send them to help when they are finished training.

After allowing a few forgien opinions, the Chancellor doubted in "Well, if an international organization is what we are going to work torwards, otherthan an agreement, than we should look more towards how we could go about such conflicts and decide to intervine, or not."

He finished with the mindful Douvier, acsent above all, noting "And which side we pick. I mean, I see democracies, monarchies, all of the government styles in this room, and I am sure they will be influenced if a side sharing their views was fighting, and visa versa for the other side. That is how many multi-viewed organizations and pacts fall; thier differences kill them."

If the war is seriously harmful to the local civilian population, then it must be stopped. However, if the war had some sort of benificial affect for the civilians, then moderation of the war should be used, rather than to sto it wholesale."

I formed a strong fist of iron over my people in my rise to power before I developed what we have today, but I made my people happy. There will always be exceptions next to the stereotype.

We would also need to lead by example, such as Noddestan to quit the cleansing of the rebels that are against the regime and allowing them to speak there minds with the leader of the nation, must we always be this double-faced, chastize genocide in other nations, but then prostrate to it in our own land, infact, it seems to me that it would be more important to stop it in my own nation before wacking another land with a stick for doing the same exact thing, but that is just me, a crazy old man."
