Society and Government Structure of Axis Nova


Society

The ideology of Axis Nova is oriented around the state. The individual lives (and dies) for the state. Their lives were designed to serve the state from their beginning to the age of sixty. The combination of this ideology, the education of Axis Nova males and females, and the disciplined maintenance of a standing army give Axis Nova an impressive amount of stability in it's society.


Axis Nova society is divided into three main classes. At the top are the Elites, or native citizen, who could trace his or her ancestry back to the original inhabitants of the country after the Collapse so long ago. The Elites serve in the army and air navy as officers and commanders, and are the only people who enjoy the full political and legal rights of the state. Below the Elites are the Citizens. These make up the vast majority of Axis Nova's population, and serve as a working class. Though their political rights are not as great as those of the Elites, they may still vote in general elections.

A Citizen may be elevated to Elite status through his accomplishments-- the state is never one to throw away good potential because of someone's birth! Most of the trade and commerce carried out in Axis Nova is performed by the Citizens. At the bottom, of course, are the Helots, which are composed of immigrants, and those who rely on government assistance, and so forth. They have little in the way of political rights at all, and do not get to vite.

As with the Citizens ascending to Elite status, Helots can earn Citizen status if they apply themselves properly. It is rare (though not unheard of) for a Helot to eventually advance him or herself to Elite status.

A generous helping of civil rights are scattered about; men and women are equal in most ways, and no discrimination is evident in the laws. Most things are legal provided they do not harm others.


Government structure

The Axis Nova government is an odd affair, but it's overwhelming characteristic is stability. At the top of government is the monarchy; the monarchy, however, is a dual monarchy. Below the monarchy is a council which is composed of the two kings plus twenty-eight nobles, all of whom were over sixty, that is, retired from the military. The council debates and sets legislative and foreign policy, and is the supreme criminal court. Below the council (or above it), was an assembly of all the Elites (a democracy, in other words) that selects the council and approves or vetoes council proposals. Above them all, however, is a small group of five men known as the Ephorate. For all practical purposes, Axis Nova government IS the ephorate, for these five men lead the council, run the military, run the educational system, run the health care system, run the economy, and have veto power over everything coming out of the council or the assembly. They even have power to depose the kings; however, they need powerful proof and evidence of a king's unfitness to exercise this power.

So what kind of government is the Axis Nova government? It is a democratic timocratic monarchical oligarchy.
