China had become a major power by 1920, with far more political stability brought on by a continued Imperial Family, under the direction of Prince Tuan, now Emperor Guozu. China has modernized quite rapidly, surpassing the economies and technology levels of most small countries in Europe and the Americas. With the rise of communism in China's new ally, Germany, as well as Russia, it was time for China to adopt new diplomacy to meet this major change in the international stage.

Emperor Guozu paced in his throne room restlessly, trying to ponder plans, ideas, and proposals to make with China's new ally of Germany, and China's neighbor of Russia. Both nations had gone communist, while the rest of the world cried out aganist the percieved threat of communism.
This calls for serious diplomacy.
The Emperor continued to pace, awaiting the arrival of the German and Russian delegates.
