Historical Background to the Military Coup.

It has been three years since the collapse of the Paul Kaufman regime in Torontia and the end of the Torontian civil war which occured before his regime fell apart.

The civil war was led by Torontia's poor and working class who rose up against the complete lack of freedom and grinding poverty that were features of Kaufmans 17 year dictatorship.

Under the threat of an international invasion and many nation's outraged at Kaufmans orders to kill over a 1000 students at the University of Seattle, in the capital city of Seattle, Kaufman agreed to abolish his dictatorial system and hold elections, with the rebel leader from the civil war, Jack Norton, being his main opposition.

The presidential elections that took place three years ago gave Torontia's current president, Jack Norton, a lead over Paul Kaufman in the polls. Before the elections came to an end, Kaufman fled the nation with 78 billion USD that he had stolen from Torontia's financial reserves and then fled to Leafanistan.

However Leafanistan betrayed him and handed Kaufman over to Allenmande, a nation which lost 31 of it's students in the Univeristy massacre and they then had Kaufman tried for various crimes of mass murder and crimes against humanity.

Kaufman is still in trial in Allenmande and has yet to have his sentence given to him.

Back in Torontia, Norton's government has been characterised by cronic incompetence, not out of any fault of it's own, but by the sheer scale of damage done in the civil war.

The Torontian economy is in tatters with a high rate of unemployment and very low levels of productivity. The once powerful financial sector that thrived under Kaufman is now nothing but history and international investment has all but dried up.

Taking advantage of the freedoms that multi party democracy had given to Torontia, trade unions made strike after strike and pushed the Norton government towards a more socialistic course and to increase social spending.

With the economy failing, this meant the government borrowing huge sums of money and thus the national debt is now over 795 billion USD.

Since civil liberties have been given to Torontians in the wake of the Kaufman dictatorships collapse, crime has now skyrocketed and combined with the lack of a working economy, this has made many parts of Torontia's cities no go areas full of prostitution, pimping, drug dealing and addiction and theft of all types.

Several far left groups have also now gone into terrorism to try and push though a revolution as they now accuse Norton of selling out and moderating his old far left beliefs now he is in office.

Meanwhile supporters of the old Kaufman regime have decided that with the economy in collapse, the high rate of political and criminal violence and the inability of the Norton government to do anything, that their time is now right to get rid of their sworn enemy, Norton, and bring back the New Order, the fascist system that Kaufman had built up during his time in office.

This is a message from the Military Council for National Unity (MCNU).

The MCNU has been formed by patriotic forces within the Torontian Armed Forces who have made an oath of loyalty to uphold and defend the Republic of Torontia and to see off the many enemies of our Republic who wish to enslave us to their vile plots.

However not all enemies are external.

The main enemy of our nation is now the very government that claims to rule and represent Torontia.

Jack Norton has only been in office for three years after the departure of the Great Leader of our nation, H.E. Paul Kaufman, left our nation under terrorist threats.

Norton has allowed Torontia to become a third world state with an economy in total collapse and where nations refuse to even invest or trade with us because we have no economy for which they could work with.

Our national debt is an outrage, even more so that the debt was used to fund the illegitimate lifestyles of the decadent and morally bankrupt so-called poor. These people are only poor for they are parasites who refuse to work or serve the nation and sit down to expect handouts from the state, even if that means putting our nation into great debt.

Crime and disorder is also out of control and the levels of terrorism are now on a level so great that another civil war is near. However our actions today will put and end to the communist threat and the vile plots of the gangster communist terrorists who plan to take control and enslave us under their satanic gangster grip.

The Torontian Armed Forces are now under the direct command of the MCNU and the MCNU will now rule the nation and take control of all governmental functions.

The government of Jack Norton is now gone. Jack Norton is under arrest and awaiting punishment. The Norton cabinet is dissolved and all officials from the Norton regime are under arrest and have been sent to prison camps and soon the prison camps will be full of all subversive elements and enemies of the Torontian Republic.

The following regulations have been approved and put in place by the MCNU:

1.) All political parties, pressure groups, NGOs, trade unions and community groups are now ILLEGAL. The penalty for membership of any of these groupings is DEATH.

2.) All citizens who speak ill of the MCNU or the Kaufman era will be EXECUTED.

3.) Protests, strikes and petitioning is now ILLEGAL.

4.) All citizens who fail to co-operate with the MCNU, the security forces and all citizens who do NOT report anti government activity will be EXECUTED on the grounds of high treason.

5.) Homosexuality, prostitution, drug dealing, drug abuse, pimping, gambling, stealing, rape and murder are now crimes and punishable by DEATH.

MDM-1 Anti-Tank Rocket Launcher:Has the same effective range as the M-100 Assualt Rifle and can be fired inside buildings. Unguided, lightweight, portable, and reloadable. Fire from above or behind the tank for maximum penetration. 2400 per launcher.

MDM-4 Surface-Air Missile: Is capable of effectively targeting all types of aircraft, Cruise Missiles, and Short Range Ballistic Missiles(like the SCUD) at all levels of height. A battery of them comes with Laser-Guided, IR Guided, and Radar-Guided Missiles, the first two are for targetting low-mid flying viechles, the latter targets mid-high flying veichles. A battery also comes with a specialised high powered radar array capable of detecting and targetting most Low Signature(read:Stealth) aircraft. A battery usually consists of 6 of these fine weapons. The MDM-4 is even capable of targetting large bombs(such as a FAE or MOAB), though only the laser guided missiles are capable of doing this. The MDM-4 is a stationary weapon that must be disassembled to move and assembled to fire. The launcher holds 6 missiles(radar-guided) or 12 missiles(IR and Laser-Guided). A single radar array can guide a battery of MDM-4s. The total cost for a Launcher WITH missiles costs about 21 million USD per launcher. The radar array costs 10 million USD.

M-1 Tunguska RT Mobile Anti Aircraft System: This is a modified Tunguska Mobile Anti-Aircraft Gun/Missile System. Instead of firing 8 SA-19 Missiles, it fires 8 QMSAM(Quick Manueverable Surface-Air Missiles)-10 and -20 missiles. These missiles move at Mach 5 and are either Laser(-10 version) or IR (-20 version) guided. Both versions have a 93% success rate against low-flying aircraft and cruise missiles. This will cost 12 million USD per launcher WITH the missiles.

LRASM(Long Range Anti-Surface Missile)-50: This is NOT a cruise missile but instead a long range missile effective against ships, bunkers, and structures(effectiveness against target type depends on warhead). There are two versions, a air launched one and a surface launched one, the former haveing a slightly shorter range of 110 miles instead of 115 miles. There are 4 warheads, deep penetration, anti-structure, anti-ship, and chemical delivery(the last warhead is also capable of carrying cluster bomblets). The missile moves above mach-1 and is a surface skimmer making it difficult to hit with CIWS. It costs 100,000 per missile.

Our comments are not fully meant to be taken the way you seem to have. You see, while we DO recognize Torontia as a sovereign nation, and WILL NOT launch an invasion to correct the moral injustices we see. However, all nations in the international community are not as forgiving. We were simply trying to defuse the situation before he "got hot," and were not looking to permanatly derail the following of the nations constitution.

Comcrade Norton must NOT be forced into exile. While we will not force his return to power, he MUST be allowed to run in the election. It has come to our attention that Halberdgardian jet has landed in Seattle. We will not allow it to leave the country. Our Lightning fighters have started CAPs surrounding Torontia, and we will force any aircraft attempting to leave the country to land at our airfield, where the craft will be inspected for comrade Norton. If he is not onboard, we will refuel the aircraft, and send it on its way. If he is found, we will return him to Seattle, and arrest the crew of the aircraft.

In his office, President Buchanan was signing a law giving amensty and immunity from prosecution to the members of the MCNU and to insure they did not face legal action for their time in office.

Then the phone rang, it was Helda, the President's PA.

HELDA: Mr. President, I have a call for you from President Kanos of Halberdgardia, shall I put you through.

BUCHANAN: Go ahead.

Then that annoying music came on as the President waited for the connection to be made.

A Halberdgardia airliner attempting to leave the country became the first aircraft to be forced down by the JF-17A patrols, landing at the Mannatopian airbase. The plane was quickly surrounded by Mannatopian soldiers, and its crew was emptied from the aircraft.
The pilot of the airliner demanded to see someone in charge. Captain Kim Tsu and his sergeant approached the detained crew.

Captain Kim: I am Captain Kim Tsu of the Mannatopian Army, you have been detained while we carry out a search of...

The pilot interrupted him: A SEARCH!!! What gives you the right to force us down, hold us, sear...

Suddenly the pilot fell to the ground, as he had been struck the the butt of the sergeants rifle

Sergeant: How dare you speak to the Captain that way, I should shoot you.

Captain Kim: SERGEANT, YOU ARE RELIEVED OF DUTY!!!! (the sergeant walks away in a rage) You must excuse the sergeant, he is not used to officers being spoken to this way. Are you alright, I can get a medic if you need one.

Pilot: I'll be fine, but I demand that you release us immediatly. You have no authority to hold us.

Captain Kim: My Premier has given me the authority, and you will remain here until the search is complete.

Pilot: You are risking a war by holding us...

A corporal approached the Captain and whispered something in his ear.

Captain: Well, it seams that comrade Norton is not on your aircraft. While I would love to continue this chat, I'll bet you want to be on your way. We will refuel your aircraft, and then you and your crew may depart.

30 minutes later, the Halberdgardia airliner left the ground.

Perhaps you are refering to the Halberdgardian airliner we recently searched? If that is the case, then it was allowed to leave before you even sent your message. We have no wish to hold innocent people, and once comrade Norton was determined to not be on board, we allowed the aircraft to leave. We even refueled the aircraft free of charge to make up for any lost fuel due to diverting to our base.

President Buchanan: Good afternoon Mr. Kanos. It seems that Jack Norton wishes to decline your offer of taking him into exile as he claims that he has some type of right to stay in Torontia and even claims that he should be allowed to stand.

I hope that you, Mr. Kanos will realise that under Torontian law homosexuality is illegal and that you know Jack Norton is openly gay, thus the anti-homosexuality laws prohibit him, like any other homosexual from standing for political office.

Add to this that a Presidential decree digned by former President Tanakis barring Norton from standing under the anti treason laws is also still in effect.

Although an interim solution has been found with President Buchanan and the military junta of Colonel Tanakis has been dissolved, we feel the need to protect what order is remaining within Torontia by deploying a Light Infantry Division with proper Peacekeeping Insignia to be mobilized about the nation and keep watch over government and military establishments as well as protect important people around the Republic, including the good Dr. Buchanan.

If there is still a problem even though I have clarified that it was not the gulfstream, then I will retract my detainee post, although the my aircraft patrolling will remain.
In addition, I do not expect my fighters to succeed in stopping Norton's plane should it actually try to leave, I am just trying to pressure it into staying on the ground. My military is rather small, and my expiditionary force is even smaller, and not very technologically advanced. SkyCapt could easily wipe me from the sky without even trying (this is not a suggestion, I would hope that the normal process of telling me to leave and negotiate would happen first).

We are not aware what aircraft, or even what nation, is trying to leave the country carrying Norton. All our intelligence has been able to find out is that someone is trying to fly him out in support of the Torontian decree. We will continue to inspect any aircraft trying to leave.

Comrade Norton commited no crime that we recognize. He must be allowed to stay if he so wishes. He must be allowed to run in the election if he so wishes. Our Premier is very concerned of this escelating into further bloodshed, and would like to offer an alternative to our embargo. If SkyCapt, or any other nation, can get a message from comrade Norton saying that he either wants or is willing to leave, we will stand down, and have our fighters return to our forward base.

The Premier was getting more and more worried of a conflict breaking out over his decision to support comrade Norton. He decided to make a public statement (which would be blocked from the Mannatopian people so as to hide any sign of weakness in the leadership):

I do not want to see bloodshed result in what should be a time of peace and rebuilding for the people of Torontia. If we can get word from comrade Norton that he has decided of his own accord to leave the country, we will end our embargo.

In addition, we are becoming very concerned over the number of nations sending "peacekeeping" forces onto Torontian soil. Our own forces are remaining outside of the country, and will only intervene if the new government should not be able to maintain peace. We do not want to see other nations take advantage of the situation, and force their own adgendas onto the Torontian people.

IC: The commander had finally received the reinforcement of 30 additional JF-17A Lightnings, bringing the total to 60. Since the embargo, he had requested more fighters as he did not have enough to defend his base. He would only hope the this would be enough, given what he had heard about the massive air fleets of the other nations involved.

To me, that implies my Gulfstream. The fact that you did not explicitly identify the aircraft as a commercial one reinforced my belief. Even if you did mean a commercial aircraft, it would still be inaccurate, as my country has no commercial air traffic going to Torontia. Hence, it might be a good idea to strike the whole airliner detainment post from the books, so to speak. We'll assume your threat applies solely to the Gulfstream already on the ground.

Secondly, regarding your air patrols forcing my planes down. You do realize that you're not being terribly smart by unilaterally acting in an essentially hostile manner and forcing them down, correct? Especially as you're not a very large nation. To force planes down after conferring with my government first is one thing. To do it with no prior consultation is grounds for my government to label you a hostile nation and possibly shoot your aircraft down. Which, if I wanted to be a jackass about this, I could do rather easily (as you have said yourself).

As such, I suppose I'll retract my accusation of godmodding, and write up an IC warning to your government telling your patrols not to mess around with our aircraft, or we'll shoot the patrols down. I apologize if I came off harsh with my accusation of godmodding and this post, but I abhor godmodding in all forms. At least you do recognize it and are willing to change it, and that's something I respect in a new player.
