During Torusumi's War and the various wargames hosted in the New Territories, it was discovered that the Kurosawa I unit was mobile and had plenty of firepower, but was vulnerable thanks to its size and its large weight.
As such, the Red Army and the People's Navy Infantry Corps commissioned a new Infantry Support Armor unit to replace the Kurosawa I. As part of the great wave of upgrades and research, a new unit was produced by the Shirow Design Bureau.
