Rich Minineral Desposits Discovered in Hevena!
While Hevena has always been an actively modernizing nation, it has always lacked items needed to build massive industries due to it's size. King Drake VII, seeking to industrialize Hevena further sought out of the aid of engineers to search the land for anything that would aid rapid industrialization.
Today reports came back. A large swath of minerals, including coal, iron, tin and other minor minerals were discovered in the western region of Hevena, in the province of "Helva". However Helva is not inhabitated by native Hevenans. Instead it is full of nomads who came under Hevena's rule when the region was annexed to the kingdom over one hundred years ago.
It seems that the only way to take advantage of such a great treasure is to evict the nomads so that the province may be Helvanized. The king is weary in taking a stance, fear full of the royal diet which is currently arguing over the same action. Drake VII fears puplically siding with one side of the diet will result in civil war, and even the loss of his throne.
Hevena now looks forward to the world for how to solve this matter in order to appease both sides of the conflict, and avoid senseless blood shed amongst the people.
We would suggest building temporary mining towns, as well as either employing or providing the nomads with a financial compensation(High enought to be reasonable, low enought to be profitable) which they could use to buy goods from the stores/bars/medical facilities/adult entertainment centers ect.

Forgive the impertinance, but the Armed Republic of Noddestan asks how exactly you intend to 'evict' a nomadic people? Surely if they are nomadic, they dont live anywhere in particular and therefore eviction is unnecessary if not impossible.

The reasion we cannot "evict" them is because they region they reside in is sacred to them. They don't seem to like the fact of us pushing them out of a land their families have wandered for eons to some foreign place which may not support their life styles.

As for the nomads, we can help you build non-obtrusive mines, and refineries. We can also teach you techniques to preserve the environment.
Hevena is afraid it cannot afford such a price to set up such towns when the settlers of the more populated regions can build them theirselves.

We need tin, titanium, iron, vanadium and uranium.
As for preserving the land, we offer Thermal Deploymerization Plants, not only can they produce oil from waste, they can convert coal into finer forms, by skipping a few processes. All this with little to no polution and it creates all the natural gases it needs to power itself! That can help close up the carbon cycle essentially you are just reusing the carbon so negilible polution.
Also you don't have to evict them. You can merely compensate them with money, show them capitalism, have them sell rarer meats to specialty markets. Set up classes. It worked for the Mongol nomads in our nation.

That is exactly what we want. Both of us to benefit. We have recieved your order for a Thermal Deploymerization Plant and are shipping. We are also sending free of charge 50 engineers to help you build up in that area while making sure local animals aren't all killed off. If you wish we could trade the first few shipments for electric fencing for farm animals so wolves don't get in.
