The Byzantine State

Greetings, I am Junior Minister Nicephorus Louis, speaking on behalf of His Holiness, Emperor Vasilis Comenus of the State of Byzantium, we are a modern, but relatively small populated state of 5.6 Million, 3 Million of whom live in the sprawling metropolis of Constantinople, the Ancient city situated upon the banks of the Bosporus - With small provincial areas throughout Asia Minor and Greece - We are a strongly religious state and that is why I have come before you as I will explain later, My country's Government is run as thus:
Council of Guardians:
A Council of Twelve men, elected by the Senate every 4 years - They have ultimate authority on whom the Emperor will be, can subject him to a recall vote before the Senate. The Council of Twelve Building, as it is known, is situated in the Heart of The Government District of Constantinople. There single duty is to deliberate on the Emperor's Decisions, pass on the results of these Deliberations to the Senate annually, and generally make sure the Emperor is doing a Good job. They are also required to meet with the Emperor every Month, under Constitutional Law.
The Emperor:
- Supreme Head of the Church and the Army, can pass laws without conformation by the Senate or the Assemblies. Elected by the Council of Guardians every 12 years, can be subject to recall, however, this is practically unheard of. The Emperor is also Head of all 3 Government branches, His Cabinet, The Deliberative Bodies and The Judiciary of Byzantium. He resides in the magnificant Palace at Constantinople. Inside the Royal Sector of the City.
The Senate:
A Council of 150 Men, drawn from all across Byzantium's 15 Provinces, which are divided into Ten 'Themes' (or counties), and elected by members of those Constituencies who have elligible voting rights. Have Authority to pass on recommendations to the Emperor about the Highest Form of Law, Appoint the Council of Twelve and make higher level Legislative decisions that affect all of Byzantium's 15 Provinces, except those high enough to contravene the Codex Constantinos, the Constitution of Byzantium, such decisions may only be made by the Emperor, or High Level Religious affairs, and even then the Senate makes recommendations. The Senate is headed by The Chief Senator - Whom can propose Laws to be passed, elected every year by the Senate themselves. The Senate meet in The Senate House, near the Square and Column of Heraclius, opposite the Council of Twelve Building.
The Cabinet:
Appointed by the Emperor and The Emperor holds the Prime Ministerially Position within it, yet subject to a Vote of Approval before the Senate. Requiring a Simple Majority - If it is not passed the Senate must make recommendations - The Emperor must Deliberate and then give a redrafted version back the Senate the next week - The Cabinet meets with the Emperor in a Section of his Palace - Usually they reside in the Senate House, the Cabinet is made up of:
- The Minister for Religious Affairs.

- The Minister for The Environment.
(With Six Junior Ministers appointed by the Minister)
- The Minister for Education.
(With Six Junior Ministers appointed by the Minister)
- The Minister for Health.
(With Six Junior Ministers appointed by the Minister)
- The Minister for the Treasury.
(With Eight Junior Ministers appointed by the Minister)
- The Minister for Foreign Affairs.
(With Eight Junior Ministers appointed by the Minister)
- The Minister for Defence. (Under Constitutional Law, must be a General).
(With Ten Junior Ministers appointed by the Minister)
- The Minister for the Interior.
(With Six Junior Ministers appointed by the Minister)
Legal Matters
Legal matters are headed by a Chief Legal Prefect, appointed by majority vote from all Chief Legal Prefects (Judges) in all 15 Provinces. He runs the Department of Justice - A Seperate Cabinet Position which runs all of Byzantium's law courts and advises the Emperor and his Cabinet on matters of Constitutional, Higher and Lower Law, and also must meetwith the Chief Senator of the day who reports on his meeting with the Chief Legal Prefect at the next compulsory attendance Senate Meeting. His Offices and Ministry are situated in the Government District of Constantinople, opposite the huge fountain of Emperor Nicephorus Phokas.
My issue is this, The Senate has recently passed a Higher Law, by supreme majority that Muslims may not dwell in the Capitol City of Constantinople, and that their property should be seized and that they should be placed in Jail, by edict of the Chief Legal Prefect. Byzantium has some 8000 Muslims, and thanks to the efforts of the Minister of the Interior they were all rounded up relatively safely and placed in Jails around the City. The Chief Legal Prefect, on authority from the Senate also placed an edict forbading them from any sort of Compensation and that the Holy Republic of Byzantium should expel them by any mean's necessary - This authority was granted by a Religious Law agreed by The Emperor and his Cabinet. We therefore have 8000 Muslims to sell to any free slave trader who wishes to purchase them, their safety and well being are not necessary by any means and we simply need to find a way to get rid of them and begin passing on their properties. Our offer stands at this, 1000 Muslim Slaves for 20,000,000 Drachma ($5,000,000). Unless offers are met soon The Chief Senator will propose a Law to the Senate that The Chief Legal Prefect issue a mass execution notice, we will not hesistate to do this.
