Deatharon .. He must have another reason’s for being so aggressive, unless he’s just blatantly un reasonable , witch I doubt any nation is, so I would like to know the issues surrounding this.

You had a government change, he disagreed, you took it as a threat and threatened him back, he moved his fleet near your space. I'd say he's the aggressor here, although you were a bit hostile in your response.
