Telegram to all Capitals and on International Television Broadcasts

The voice of Chancellor Fonzi Jewitt over the T.V.s and the words of him on telegrams races across the world, requesting, possibley, the largest meeting in the world of state leaders.

"I, elected Chancellor Fonzi Jewitt, of the Jewittist Republic of Truitt, hereby requests all international delegates and leaders to attend a mass summit, a convention, to reistablish proper order between how the meeting nations go about international incidents and also to name a few revivals of old prisoners of war laws which have long-since been forgotten.

"This meeting, to be held in Portshire City, will not be to target certain individal states for any violations of the once-lawful Geneva Convention, but to remake order in this genocidal and holocaustal-munition land that is Earth.

"To ensure protection, I shall arrive firstly, as with the entire Ordering Government of Truitt. Any forgein naval vessel or aircraft must be cleared and watched carefully by already in-place Jewittist Gaurdsmen, as to ensure complete protection. Any non-communitative pieces will be neutralized, either forcefully or peacefully.

"Once again, this is a meeting of peace and to agree on common law for our nations to follow."

With it came various amounts of information including reserved suites in nearby capital hotels, prepaid, and information on the meeting times and dates. At least three meetings, four days apart each, 11:00 AM (Atlantic Standerd Time) to 5:30 PM (Atlantic Standerd Time).

OOC: I am tierd of people talking about the Geneva convention and how it never is taken seriously, so lets do this. I have been in neutral in many wars in the past and I think I should go ahead and propose this. Even if someone RPs bringing in a whole invasionary army, it will be IGNORED.

We hope that we can come to a lawful set of rules for war and not barbaric practices such as torture and such. We hope that we will be accepted. If we are, expect us to come in a few days.

Regarding Internation Human Rights Conference in Truitt

Our responsibility as citizens of the world lies also with great pivilege. We live in an open, and equal society that many do not seem to have access to. We must realize that our moral responsibility is not only internal to our community's human liberties, but it also lies in the undeniable truth that we must, under all circumstances, must strive for the ventual equality externally, between national communities and individuals.

A denial of human rights is an atrocity that indeed does compare with mass murder. A person whom has been rejected all access to their on liberties becomes no longer a person in the eyes of those who deny the rights. They become less than human, doomed to an existence of 'bare life', forced to live a life not quite worht living.

This is a momentous occassion in global politics, in which our Most Serene Republic will take great joy in participating in at such an early stage for both this initiative, and our relevance in world events. This allows or our message of peaceful promotion of universal equality to bcome available to a wider people, and is our chance to truly show our intentions on the world stage.

I will be personally attending this event, and i shall be travelling with escort via-private transport that shall not be mentioned publically for security reasons, though we give great trust in the nation of Truitt that they will adequately provide a security detail to our community's delegation. We dod not find it necessary to send our own.

No problem....the guards with him are only armed with p228 sig saur pistols...and there are a total of 8...i hope this is not a problem...we have been in several wars and other international incidents...and have built up enemies all over the world.

Should our representative attend the conference, we would like to be assured that our seat would not be at the back.

Your gaurds, as most, must stay outside of the entire building. Our own Emeraldia Guard shall be protecting the inside. Be assured, however, they are highly trainned and will not fire on an innocent, politican or not.

Scamptica Prime will send a delegation who will arrive in a nuclear missile. <OOC> Only kiding, I assume all techs (particularaly ft) are alowed here?

IC: Scmaptica prime will send 5 delegates and 20 aides in a Ruby Class Hospital Ship with a light escort of 5 fighters. The ships will remain in high orbit with all weapons powerd down and will not participate in anyfight unless threatend. The delegates will land in a heavily armoured ambulance ship. In case of an emergency 2000 medics will be onboard the hospital ship ready to recieve patients in case the planet (or nearby planet) needs extra medical help. All 20 aides of the delegation will be carrying concealed arms except during gatherings or in the presence of other leaders and will (as far as we are concerned, CAN) only act in defence. The delegation will be lead by Prime Queen Xaia Hawk VII.

OOC: Delegates welcomed, but I am unsure as to make this for all techs, or just MT-PMT. If we opened it to FT we may have to discuss destroying of planets and the such, but it may not stretch far from genocide and racial elimination.

OOC: Well, it'll mostly be throw-and-catch since someone will say something on a topic and we'll talk about it until we have reached a verdict, and then agreement on a portion of the Convention's Bill being around that subject, and then we will move on to something else of importance.

But yeah, I was hoping for at least 25 nations, since I know some may not come back (I noticed a lot have had their post counts the same since they posted here, so they may not return).

I, President Mark of Athiesism, would be most interested in attending your conference. Wars today have grown massive, inhumane, and unecessary. However, will this conference approve of intervening in the name of human rights, such as what NATO did in Bosnia and Yugoslavia? If there are mass genocides, are we to stand by and watch? And when a nation builds its army and declares hostile intent, do we destroy it before it grows stronger? These are key issues, and I would like to know the international response to them.

The Geneva Convention in real life is not always followed either. For example, it bans shotguns, but noone listens. It also bans bullets that splinter when they impact the target, causing internal bleeding when they hit the human body. Of course, nearly all bullets in the world today do that. Are you going to make up stupid rules like that or is it just going to be about treatment of civilians, chemical weapons use, etc?

OOC: The rules will be layed out as we discuss, but more than likely arms and weapons of those conventional types will be left "alright." Chemical, biological, and nuclear arsenals of course will be condenmed without discussion, but possibly on certain terms of use could be permitted.

Human development and aid will of course be heavily promoted, but not required as in NATO or UN. These rules will be presented to every nation who violates them (as even with little nations attending, we shall act as an organization in such) and will be given a set amount of time to abide, or be blockaded/embargoed. Extreme problems such as genocide, "cleansing," and so on resulting in deaths; nations will be required to aid in campains and/or projects to stop this, even meanning setting up an agressive force (organizational force; independant armies and the such may act in this cause, but not with it as to keep the boundry of organization and sovergeinty).

These details will be further layed down during the meetings.

On a higher note, due to prolonged waiting, the first meeting shall begin soon; Monday, the 12th of September. Once the meeting has started no one can enter or leave until close. New coming state delegates and leaders may come to the future meetings to follow, however.

The first topic, for a heads-up, will be on engagement laws, international genocide, and international "warbashing."

Thank you Fergus, thought the Prime Minister to himself. He knew that this meeting would be important to the international community. Especially with the threat of the Kraven Corporation, Joint Conglomerates and Concremo, though smaller, had devastatingly powerful weapons: often products of forced human labor, it disgusted many to think they were forced to put together tools to wage war. He pushed the thought aside. He had to ask the Chancellor of Truitt permission first. He continued writing his letter, detailing the threat, their plot to turn the United Nations into global dictatorship, the fact they had planned to gain frighteningly powerful economic influence to annex small LEDCs for cheap labor to produce their products, human rights violations. He couldn't let Doctor Wang died in vain. He knew his military leaders had nothing to lose. He finished writing the letter, and handed it to Fergus. He would be attending alright. And so would several of his associates.

Cundrie la Sorcière entered, wearing an elegant azure surcoat dress of finest silk over a black brocade gown. Upon her head was peacock-plumed hat of cloth-of-gold. From her hat and down her back hung long golden ribbons. Around her neck hangs a bejeweled chain of office bearing a gold medallion displaying the sacred emblem of a chalice.

She is dark of skin, but her face is hidden behind a veil, or more properly, a wimple to modestly obscure her features.

In her hand she held a short whip, called a knout, but the lashes were of silk and the stock of ruby. It seems unclear if it was functional or purely ornamental.

With a voice as gravelly as a dusty road, she spoke, "I bring greetings from my lord, His Majesty King Parzival the XIV of Listeneisse (http://ns.goobergunch.net/wiki/index.php/Listeneisse)."

Hitching up her surcoat and gown and adjusts them. "I hate long plane rides," she mutters.

"I'm here for the conference on international humanitarian law. I heard you were going to start soon."

When asked about whatever weapons she might be carrying, she raised her bushy eyebrows, and displayed her knout.

"I can swat someone pretty harshly with this if they get out of hand."

Turning her eyes, seemingly as tiny and dark as a rat's, around the place, she waits briefly then asks, "So has anyone actually started talking of anything of substance yet?"

Hello, I am Prime Minister Pha'mont Lefft of the Empire of Potty 5. I am contacting you on behalf of my Emperor the great Fat Monkey 13. He wishes to attend this meeting as he finds the many aspects of modern war appalling. In particular he thinks the targeting of civilian and ecological targets is much too common.

He will attempt to arrive by jet, but we must first know the policy of supersonic aircraft in the aria as he intends to arrive by his private supersonic jet. If this is a problem he can take an aircraft better suited to subsonic flight.

The jet is based off an old air force project that produced a plane like the XB-70. The Air Force dropped the project when it appeared that no aircraft could be made that could avoid next generation anti aircraft missiles. The upside of the project was that number of aircraft that can go over mach 3 with over 40 tons of cargo (exact specs are classified but if in 1966 a plane could go Mach 3.1 with 30 tons of cargo…).

He will be accompanied by 12 of his concubines, 46 of his body guards, and 3 of his advisors. A hanger will be needed for the aircraft and a tanker will have to arrive prior to its departure as the jet uses a special fuel. Other then the fuel the aircraft requires no different accommodations then a 747.

The body guards are in suits and are discreetly armed with concealed weapons. This is to make things less of an issue as it could make a seen if they were overtly armed and armored.

The Emperor would also like to know if it would be considered impolite if he brought gifts for the others in attendance. If it is ok he would bring our countries finest rice wine, potato wine, and green tea. This is the Emperor’s first international meeting of this type and he does not wish to offend.

If you have any issues, want clarification, or this would cause any problems do not hesitate to say so.

However, 7 Empyrean Guardians must be allowed to be in my presence at all times, armed with their weapons (A Shantu[dagger-esque weapon] and a Ari'lok (An extendable fighting pike, which on the side is around 5-6" in grip and extendable to 5-6" feet). If the Guardians are not allowed to be with me at all times, then it is with regret that I would not be able to represent the Empyrean Society in Doujin at these proceedings.

The Community of the Frozen Chosen is heartened by the apparent international support for the revitalization of the Genova Convention. Regretfully due to pressing regional matters, none of our national leaders will be able to attend the conference in person.
Therefore The Community requests that 5 secrataries to ranking Community advisors (2 from the office of UN representiative Mark Heln, 2 from the office of Democrats Minister of Foreign Affairs Horacio Doan, and 1 from my office) be allowed to attend to act as our eyes and ears. They will be there simply to observe the meetings so that our Community may stay informed as to the daily happenings and have the chance to respond by electronic communique if deemed appropriate.
The current plan is for the 5 advisors to arrive by means of a small deep-sea fishing vessal equipped with an I.G.N.O.R.E. cannon intended to safeguard against any unintended incidents. However if harbor accomidations are expected to be an issue with the large number of expected delagates The Community of the Frozen Chosen is more than willing to alter these plans with proper notice.

Yes, the leader(s) of the nation is invited, I don't see how a nation itself could be invited to a meeting.

I am sorry to regret that no armed men are allowed in the building. They may stand gaurd in the waiting area before the room or infront of the building. Their arms must also be small and concealed as not to attract public attention. This goes for all others.

Thank you Fergus, thought the Prime Minister to himself. He knew that this meeting would be important to the international community. Especially with the threat of the Kraven Corporation, Joint Conglomerates and Concremo, though smaller, had devastatingly powerful weapons: often products of forced human labor, it disgusted many to think they were forced to put together tools to wage war. He pushed the thought aside. He had to ask the Chancellor of Truitt permission first. He continued writing his letter, detailing the threat, their plot to turn the United Nations into global dictatorship, the fact they had planned to gain frighteningly powerful economic influence to annex small LEDCs for cheap labor to produce their products, human rights violations. He couldn't let Doctor Wang died in vain. He knew his military leaders had nothing to lose. He finished writing the letter, and handed it to Fergus. He would be attending alright. And so would several of his associates.

I have heard of these conflicts and am quite unaware of these events, as it is happening far away from our tundran nation of dormant influence. Maybe you could further send a telegram privately on the situation, and some referances? From what I hear this is an Enzoist gone international.
