Dear Sir,
With your Government’s previous enquiry regarding a special ‘Friendship’ treaty having been warmly received, especially in the light of our current non-alignment, we would like to invite you, or representatives of your government , to stay in Navarre at our expense and work out, if not a full treaty, a preliminary text of understanding. We would hope our invitation interests you and that you are able to respond quickly.
We feel we would like to cover some issues within the idea of a Friendship treaty, including discussion of trade, commerce, immigration and emigration, military issues (including cooperation), our relationship in the wake of our withdrawal form the Organisation of Maritime Powers, and other issues you may feel need addressing.
We would also like the opportunity to host this meeting in a joint session with representatives from the Commonwealth of Hogsweat, and we hope this won’t be a problem. We look forward to having you or your representatives as our guests and are sure of a swift conclusion to the negotiations for a treaty which shall benefit us both.

Dear Sir,
With regard to the prior discussion between our Governments with regard to the land deal that was proposed in previous diplomatic discussions, we wish to invite you to Navarre at our expense to discuss this detail and finalize the plan. We hope that you will be able to send a representative to our nation and secure this deal in the near future. Any issues you may have can be discussed at the event.
We are taking the opportunity to host your visit alongside representatives of Sarzonia, and hope this does not put you at difficulty or marks you as an event of disrespect. We look forward to the event and hope that we can finalize the transfer of land to your nation as quickly and efficiently as possible.

OOC: This is just to sort out the matters we have been discussing OOCly about the new Friendship treaty with Sarzonia and the land deals in Haven with Hogsweat. Both are welcome and other things can be discussed at the event. Sorry for the poor quality of the messages, but time is pressing at the moment.
For simplicities sake assume you have all the necessary clearances and passes. Planes can land at the Sir John Barham International Airport and ships can dock at the Navarre Naval Base. Limos and a floor of the Nova Provincial Five Star Hotel are available. Any sized entourage is welcome, but armed bodyguards can carry only concealable weapons, (semi automatics don’t look good on the camera) Escorting planes and ships will be allowed to land and dock at the bases but will be required to disarm their weapons when entering Freethinker territory. We will also provide armed bodyguards and any other assistance you require, provided by the NIO (human) or the Navarrok Diplomatic Guard
(Vampire).
The conference will start the day after you both arrive, and will take place at the Hall of Heroes within the Spire of Navarrok (we’ll provide limos). When not in conference feel free to enjoy Navarre and the rest of the Freethinkers. :D

We are more than happy to accommodate your request for additional security, and I have instructed our relevant Chief of Security to contact you and your staff in order to facilitate the security detail and assure you of our commitment to your safety. We understand the present ‘climate’ is hostile and that there is a real threat against Sarzo’s life along those of his senior staff, and you can rest assured that NO expense is being taken with your protection.
I also have to inform you that we have decided it would be safer to house you and your staff in one of the residential villas within the grounds of the Palace of Navarre, the home of our Monarch, His Majesty King George VII, who is delighted at the chance to host such an esteemed guest as yourself. I can understand the move may be somewhat unexpected, but I am assured by my head of security that any hotel would, under the present circumstances, not offer sufficient protection for your good self.
We hope that you will enjoy your stay and that we can negotiate a working deal. We understand fully that your time is precious and as such we will try and come to the quickest acceptable conclusion that we can. I personally doubt it will not take more than a couple of days to come to a working agreement. RE: Treaty Signing Security
Dear Sir,
With regard to concerns over the security, I have decided that I shall respond personally to concerns voiced by your esteemed President. We are aware, significantly and with genuine concern, of the situation regarding the Praetoria and AutoMagFreek war, and how closely involved the Sarzonians are due to its links with the involved nations. With such high political capital at stake you can rest assured that we are taking every conceivable measure to protect President Sarzo.
As for the President’s request for a flight of escorting aircraft, we are willing to waiver our rule for armed escorts, and will allow armed warplanes to fly into Freethinker airspace. We will also allow them to land at the John B. Barham international airport and we will cover the expense of housing them at the Executive hangar facilities. My contact at the Royal Freethinker Air Force has assured he will provide full aerial tanker and AWACS support, as well as ground maintenance and security once your charge has entered our airspace. The airport mentioned has a dedicated, secure facility to receiving executive guests such as your President, and will serve excellently to protect Sarzo, his entourage and your escorts during his stay here.
With regard to your own security detail, we are fully willing to allow any bodyguard units your Executive brings along to be armed, so long as such weapons are concealed on their person, and this rule applies to other equipment as well. Armed rules of engagement will have to follow, or at least consider domestic protection laws, we must state. We are willing to provide a full bodyguard detail of our own, drawing troops from both our internal Diplomatic Protection Unit and bringing in vampiric soldiers from the Navarrok Guard. We hope this is acceptable, if not other arrangements can be made. Secure, untappable data and communication lines will be provided for your entourage’s use at all facilities your President may be utilizing, including the Spire of Navarrok where the conference will take place.
Accommodation has been arranged to now incorporate Sarzo’s visit at the Highview Residential Villa on the grounds of the Navarre Palace, and should prove significantly easier to guard than the Hotel previously mentioned. Similar accommodation for the Hogsweat delegation will now also be a priority. Naturally all avenues of Security have been thoroughly covered for the residence, though feel free to scout out the location for your own analysis. An important thing we will restate here is that if any arrangement is not to your liking it can be changed as much as humanly possible. We respect your primary function is the protection of your leader, and we will do everything we can to support you on this endeavor.
With regard to transport, we will provide (heavily) armored limousines and an armed escort, with visibility of weaponry and capability up to you depending on your own needs. Your President can either utilize dedicated underground military roads to all necessary facilities, or utilize closed off surface highways. Security on both will be total. Emergency helicopter transport and aerial support will be on standby at all times. In the event of a large scale military attack on Navarre, space has been set aside for Mr. Sarzo and his staff at the executive bunker beneath Government House, should an airborne, homeward retrieval prove unadvisable.
I have provided below as an attachment a much more thorough view of security and other arrangements, along with a profile list of our relevant bodyguard unit personnel for your perusal, I hope this message relays the basic steps that we are taking, however, to guarantee Mr. Sarzo’s security. I look forward to working with you.

[OOC: Sorry this is late, but with Operation Hellfire seemingly dying out, I'm ready for some RPing.]
Sarzo and First Partner Jay Tyler rocketed aboard Sarzonia One en route to Navarre after the negotiations with Pantera resulted in the Seastone Accord. The swift and startling end to hostilities brought about a sea change in the escort needs for the Sarzonian chief executive and his consort, but Sarzo was not about to underestimate the threats that still remained in a world with only a fragile sense of stability.
"Have you ever been to Navarre," Tyler asked as he looked out the window at the clouds that languidly drifted past the aircraft. Sarzo looked up from his briefing on the Freethinkers as if shaken from a daydream. He stared blankly at Tyler until he saw that Tyler was regarding him with an expectant gaze.
"Sorry, did you say something?"
"Have you ever been to Navarre," Tyler said, trying hard to remain patient.
"Oh, no I haven't. I was reading this intel briefing on The Freethinker Commonwealth and their negotiations with Hogsweat."
"Sorry I interrupted," Tyler said with his subtle disapproval melting into a sheepish appearance.
"Don't worry about it Jay," Sarzo smiled. He walked over and gazed into Tyler's eyes. "You know I always have time for you."
The two men gazed into each other's eyes. They didn't need to do or say anything else. Just being in each other's company was good enough for them. Besides, anything they would have planned was interrupted as the pilot spoke over the intercom.
"Mr. President, we're nearing Freethinker Commonwealth airspace. ISAF escort making way for FCAF escort craft."
"Understood," Sarzo and Tyler said in unison. Sarzo chuckled slightly at the response and the two guffawed all the way into their approach to Navarre.

NIO Situation Control Room #2, Tenet House, Navarre
Ventrist watched the track carefully on the huge wall moniter in front of him. The icons representing the Sarzonian aircraft moved slowly towards the huge grey area that represented the Holland-sized urban sprawl of the huge capital, Navarre, spread around the deep basin of water and dotted with smaller icons of various military and security force resources that were sprinkled around the city. He watched with bated breath as the Sarzonian aircraft peeled away, the few moments between them leaving and the squadron of Freethinker fighters arriving causing his breath to slow and his face to start twitching nervously.
The security operation as a whole had been a series of sleepless nights and busy days for Ventrist, and though tensions had somewhat died down in the world, the serious threat of assassination still lingered, and the enemies in question were powerful and dangerous. Ventrist had a significant task on his hands, organsing well-equiped but undermanned resources to counter any plan of a potential aggressor, including possible resistence to a local invasion. It had been a headache to say the least.
Then again, this was what Ventrist had trained to do, and in turn being part of the Freethinker military gave him a few toys to play with to garauntee the safety of his guests. Everything from fully-armed Navy cruisers to the vampires of the Navarrok Guard had been put at his disposal, and through endless hours of planning and negotiation had put together a security system pretty much impregneable.
He hoped, anyway.
Executive Terminal Greeting Area, Spire of Navarrok, Navarre
Sir Theodore Barham always worried about appearence and first impressions. His italian business suit was flawless, various greetings memorise and the thin remains of hair were artfully parted and coloured, but still the anxiety appeared.
The middle aged man had felt better, but he had been doing this now for decades and despite perhaps lacking the looks and physical strength he once could claim, he still carried a sense of duty and honour that was palpable when fired up. He was currently seated amongst the reclined sofas of the greeting area, watching the progress of the flight on a mounted TV screen and confering occasionally with Alex Broxtowe, the Foreign Minister seated on his right, discussing minor details and making sure everything was still going to plan.
The other occupants of the room, however, looked a lot less nervous. Given they weren't human and were used to inspiring awe and fear in most men they encountered, feeling worried wasn't a major issue. Massive dragon-like figures in huge suits of plated metallic armour. These were the infamous Freestian Vampires of the Navarrok Guard.
Standing in at twelve feet tall from talon-like claw to tapering, armoured horn and boasting the wingspan of a small aircraft, the large reptilian bulk of the Lord of Navarrok, the chief vampire himself, Sir Clodius Maximus, stood gazing at the cloud-filled sky outside, the few strokes of sun making it through reflecting in the golden panels of polished, crafted armour that hung from his body. Behind him stood four of the twelve aptly named Black Titans that formed his owned bodyguard unit, vampires bigger even than he and boasting wicked blades and shields thicker than a man's thigh, holding an attentive posture and barely making a move or noise, simply watching their leader and their surroundings, their natural instincts and harsh training ensuring their minds did not wonder from the task at hand.
It was perhaps an unusal greeting party, but nonetheless a highly respectful one. The major players of both of the domestic governments were here, save for the King, and even he would be introduced that evening. The negiotiations would begin tomorrow, today was an introduction for both the leaders and, perhaps, the nation of the Commonwealth itself.

The six high speed interceptors pulled round and turned away from the aircraft, which appeared to be a C-5 Galaxy. At a closer glance it was actually a custom design, laden with missiles, detection equipment, and a few more engines than it should actually have. This was no ordinary plane - it was a plane carrying the Foreign Minister Josef Karloz, the recently appointed 29 year old responsible for Hogsweat's foreign gestures and actions. The 5'8, short haired, thin physiqued minister had reached upper Victory Party echelons when he had come out of a fight with the biggest and most baddest boxer in Hogsweat, after he discovered the man using drugs and threatened to arrest him. Josef had lived.
The boxer had not.
The plane, only recognised as Alpha Zulu Zero One, radioed into Freethinker traffic control, taxiing on the runway as people from inside the airport watched the gigantic craft skid along the tarmac and gracefully come to a stop, it's turbofan engines turning off with the rhytmic slowing of the "whoosh, whoosh" until it was silent. Checking his passport, Josef passed through the terminal with his bodyguard, Ivan Akarenzo, and wondered where to go next to meet whoever was supposed to be meeting him.

"Roger that, over."
With that, Sarzonia One made its smooth descent to the runway and Sarzo quickly skimmed the diplomatic dossier as sort of a crash course in Freethinker Commonwealth politics. He put the folder in his briefcase and stood up, whilst Tyler began tending to his paramour.
When the door opened after the jet came to a stop, Sarzo was struck by the playing of the still-current Sarzonian national anthem, the old Fleetwood Mac song "Freedom" by a band that had assembled there. As Tyler finished his glide down the steps and the song halted, the band smoothly picked up the Sarzonian Presidential theme, "Destiny Rules," recorded by the same group.
"They've got our songs down cold, don't they," Tyler said with a smile, drawing a chuckle from Sarzo.
"That they do."
They were escorted to a limousine that would whisk the two of them through the streets of Navarre to the conference site after Gray House aides put Sarzo's and Tyler's luggage into the trunk of the vehicle. The aides got into a car that would follow the limousine in the convoy. Sarzo and Tyler each looked out the window admiring the scene.
This is nice, Sarzo thought. I can't wait to get back to Woodstock.

The Hogsweatian representative found himself being approached even as he wondered who was coming. Two young athletic looking women in smartly-tailored business attire walked up to Josef even as he realised they were approaching.
"Mr Karloz?" Enquired the taller of the two women, who had her long red hair pulled back into a smart bun and seemed to be in charge here. Upon recieving positive confirmation she smiled and continued. "Welcome to The Freethinker Commonwealth, my name is Miranda and myself and Lelila here are proud to be honoured with the pleasure of escorting you to the conference site and your place of stay for this trip. If you have any questions please feel free to ask, I must say it will be better to get you to the conference site as quickly as possible. If you could please follow me?"
Josef was lead down through the terminal with little fanfare or disturbance, to be greated witha Foreign Office limousine and several police vehicles as escort. Several aides transferred baggage to the vehicle as quickly as possible to ensure the growing midday heat would not make the Minister uncomfortable, and then they set off to the Spire of Navarrok.
Spire of Navarrok, Navarre
The Spire of Navarrok dominated the skyline of the city around it. Freethinker architecture was impressive and stunning by nature, it was meant to be after all, but the Spire, the main Temple and Seat of Government of the autonomous vampire nation within the Commonwealth still had the power to simply overawe even those who lived and worked in Navarre who visited its hallowed grounds.
Standing in at over a vertical mile straight up and shaped as a curved, narrow cone with a kilometre-wide splayed base, the huge Spire was a stone and steel masterpiece, a supreme example of Freethinker super-engineering. Even the Super Dreadnoughts of the nations great shipyards were nothing compared to it, a great testament to sheer determination and power. Massive skyscraper sized buttresses and hundreds of thousands of intricate carvings decorated the huge curved walls, huge statues of great vampires of the past were imbedded in the sides, their postures of glory and triumph carved forever in the side of the monument to their achievements. The construction itself, it had to be said, was still being payed for now.
It had been chosen as the conference centre partly because of the effect, and partly out of security concerns (after all, there were few safer places that werent under a mile of earth). From a trip in a car the Spire would be visible from the airport, though only as one got closer would recognise the scale of the building. However, the trip for President Sarzo and Minister Karloz through the streets and highways of Navarre would reinforce one thing; that these people who hosted him now were people who saw beauty, power and size as an accomplishment, not as an extra cost, and were willing to pay the price for this achievement.
From a security standpoint, the operation was an excellent success so far. A brief but warming introduction for the President, a quick turnaround and a straight run through to the conference. Couldn't really ask for more, and given the passive and active (but unseen) protection that guarded the convoy as it made it way through the capital it was pretty much impossible for something to go wrong now.
And, it didn't. The limousines arrived, flanked by security vehicles, and as their occupants departed they were greated on the huge steps of the building by Sir Theodore Barham himself, extending a hand and speaking clearly;
"Welcome to the Freethinker Commonwealth"
And behind him, his massive wings stretched out to full, Sir Clodius bowed in deep respect to the new arrivals.
