Beware Earth's Green Hand

Enoclastia
01-09-2005, 16:23
Sweat streamed down their faces as the OEM crew watched media reports. Their eyes were drawn to the television monitors of dismal statistics and terrible news reports.

At least the casualty rates were holding steady to projections at about 100,000. Refrigerated brewery trucks were joining ambulances and military trucks in transporting the dead to mass graves at the edges of town. National Police and local police protected shipments of vaccines and distribution points, firing occasionally at the panic-striken, but otherwise maintaining a relative order. The governor had issued quarantine a few days earlier, so at least he disease was contained.

However, the national soccer stadium, being used as a mass casualty ward, was overflowing. There was also growing numbers of doctors calling in sick; the medical staff more and more inadequate in containing the situation. Traffic was at a crawl and widespread looting, random shootings, and riots were reported in increasing numbers. At one point, power structures, already insufficiently manned, blew out, including transformers, and the lack of available manpower and order made it impossible to restore power, prompting further disorder.

Suddenly, the governor came on the monitors for a special news bulletin.

“Alright, scenario over. I repeat, BioAttack Scenario 2005 is over. The scenario is terminated. Let’s call it a week people.”

The men in the OEM office looked relieved and watched as “the dead” walked out of the backs of refrigerated trucks, morgues, and hospital rooms, reporters ripped off fake mustaches, rioters took out soda cans and bottled water, police emptied out blanks from their guns, and looters return goods back from the stores were they were stolen.

The exercise, designed in case of any biological attack by terrorists, or major outbreak of a virus, was designed to show readiness in case of an attack. Although Enoclastia was not any particular target for terrorists, it never hurt to prepare. Due to pressure from international countries including the U.S., Enoclastia took on a week long exercise to make a Bioterrorist exercise to show that Enoclastia was taking steps to protect against terrorism and foster goodwill between itself and the U.S.

A government agent walked out of the OEM office on his cell phone, relaying the results of the drill. The agent excused himself from the OEM building and promptly made a beeline for the capital.

The agent knew there was another reason for the drill. A doomsday cult, one that has flown under the radar of nations for years, has in their possession a biological weapon, a “superbug” that is capable of causing mass casualties and has no known cures.

The cult, known as “Earth’s Green Hand” believes that mankind is responsible for the destruction of the planet and that only by wiping out the human race can the planet return to its glory.
Their attack was due in about seven days.

The Intelligence bureau sent out a message to all industrialized and first-world nations, those most likely to be attacked.

(OOC: If your government has a cryptanalyst department and can decipher the message given, the deciphered message reads as followed: )
